Opposition political parties can end the State of Emergency Namibia’s opposition political parties in the National Assembly can cast a majority vote to end the current Covid-19 State of Emergency. This is according to a political scientist who says Swapo’s two thirds majority in the National Assembly was ended with the November 2019 National Assembly Elections.

If opposition parties form an informal alliance, Members of Parliament (MP’s) can have the current State of Emergency revoked. That would mean President Hage Geingob again needs to seek the National Assembly’s approval for a newly developed State of Emergency. It is of course a matter whether all Mp’s would support revoking the current State of Emergency. There is also a valid case for the National Assembly to vote by secret ballot, as it is believed with several weeks that passed, since the State of Emergency came into force, even some Swapo Parliamentarians have second thoughts as to whether this was Namibia’s best shot at the problem. At the same time, the National Assembly don’t have to revoke the State of Emergency, but opposition MP’s can influence the content of the

Swakopmund learners test negative for Covid-19 55 % of Namibian cases now have made recoveries Four learners of a boarding school in Swakopmund’s Coronavirus test results came back negative. The learners were isolated after being tested earlier this week. When the results came back negative, the school was given the green light to proceed with activities as planned (bearing in mind Swakopmund is also now under stage 1 lockdown). Namibia’s health minister Dr. Kalumbi Shangula confirmed the above and also had more positive news. Case number 22, who is currently in the intensive care unit of the Welwitschia Hospital, continues to make a satisfactory recovery. Namibia’s testing capacity is also growing. The Namibia Institute of Pathology conducted 216 samples in a single day on Wednesday. This is the highest number of tests conducted per day so far and is expected to improve even more. Namibia now has 31 confirmed cases, of which 17 people made recoveries. A total of 14 active cases remain and a total of 759 people remain in quarantine facilities at various places around the country. A total of 1 980 people have been discharged from quarantine facilities since the State of Emergency was declared.
The Regional Councillor for the Walvis Bay Urban Constituency, Cllr Knowledge Ipinge, could soon face criminal charges for the way in which he handled the matter surrounding a Walvis Bay truck driver that tested positive for the Coronavirus. Ipinge could face a N$10 000 fine or up to two years in prison (Act 10 of 2012). Ipinge allegedly made public private information of both F.P. du Toit Transport/Wesbank as well as Standard Bank Namibia when he handled the case under the Disaster Risk Management Act. “The Disaster Management Act clearly stipulates no authorised officer (Ipinge claims to be an authorised officer in terms of this Act) may divulge any information that comes to his or her knowledge in the course of carrying out any part of the act.

At the moment Namibia’s wellbeing is solely reliant on Regulations made by Government officials aligned to the Swapo Party, with no regard for the opinions of people outside the ruling party. Namibian opposition voters in the Erongo Region, particularly voters in Walvis Bay, feel President Hage Geingob used the National Assembly to “get that piece of paper in the hand” which gives him free reign to do as he pleases. Opposition voters argue the following: 1. The fact that the world is suffering financial demise, as a result of Covid-19, is not an excuse for Government to ruin the Namibian economy through ill-advised and erratic legislation. The current State of Emergency is destroying the Namibian economy and the country would regret this in future. “Let us stop it now before it is too late”, says one opposition voter who feels Erongo did its part in the elections and it is high time opposition parties stand together for a common good. 2. Close to three months have now lapsed since the State of Emergency has been declared. In this period so much more scientific data, best practices and accumulated knowledge emerged. Namibia can “update” its State of Emergency and in doing so make more informed and less destructive decisions to handle the crisis. 3. Opposition voters feel the strict lockdown rules are not in proportion to Namibia’s current Covid-19 profile (low infection rate, high recovery rate and zero deaths). 4. When President Hage Geingob, along with several Swapo leaders and Government leaders, violated the State of Emergency by attending a Swapo Party anniversary that was the end of the credibility of the process. Fuel to the fire came when only the Swapo Party was made the scapegoat and the only entity slammed with a N$2 000 fine. All people present were supposed to be fined
and that never happened. Opposition voters feel the days are gone that Swapo can go unchecked. There is a new political dispensation to bring balance and accountability. 5. Opposition voters are of opinion that contrary to Constitutional provisions, the lockdown and limitations are not always used for its intended purpose. To for instance punish Walvis Bay by extending the lockdown simply because there is the perception “some” people don’t obey the rules is illegal. The lockdown is there to prevent the spread of the Coronavirus. Full stop. No other purpose. 6. Opposition voters feel given the fact the world is opening up, it is archaic to still have measures in place like essential goods and services. It is unnecessary complicated, places an unsustainable burden on law enforcement and bleeds the economy dry. 7. Opposition voters remain in favour of a State of Emergency because there is no doubt about the dangers of Covid-19. However, a realistic fair and practical State of Emergency is needed in order to ensure Namibia balances the health and lives of the Namibian people with the wellbeing of the Namibian nation. “What does it help we beat Covid-19 but we die of starvation and economic ruin?”, was the question posed several times this week when Namib Times made inquiries. 8. Opposition voters also feel it is a pie in the sky for the Swapo Government to think it can “kick start” the Namibian economy post Covid19. “To kick start an engine you need more than just the kick start device. Your engine needs fuel and your engine needs a battery. The current State of Emergency is financially devastating and we simply don’t have enough trust that the Swapo-led Government will be able to turn the tide. The Swapo-led Government has not proven itself in the last three decades as an entity that can turn economies around”, remarked one.

Hangana’s revamped MVF Erica departs on her first fishing trip As a leader in the Namibian fish industry, committed to local value addition, Hangana Seafood - a subsidiary of the Ohlthaver& List (O&L) Group –completed the refurbishment of one of its fishing vessels, set to depart on her first fishing expedition next week. The revamping of the M.F.V Erica, compassionately known as “Erica” cost the company approximately N$34 million and took one year to complete. The vessel looks promising for profits, as not only has its catching capacity been greatly enhanced, but maintenance cost will also be slashed in the long run. The revamping, according to Hangana fleet manager Christie Sitzer will extend the lifespan of Erica by another 20 years. The refurbishment work commenced in June 2019. Work included the installation of a new main engine, upgraded electronics- and the propulsion system and renovations to the deck, wheelhouse and cabin facilities. Built in Durban in 1981, Erica, is now the third of Hangana's “meisiekinders” that undergoes refurbishments and a new lease on life. Five years ago it was the turn of her two sister ships, Otter Bank and Fisher Bank. According to Hangana Seafood Managing Director, Herman Theron, the revamp project was carried out in partnership with other Namibian suppliers and service providers including BPW Investment, Namib Diesel, Radio Electronic, JP Hydraulics, Joshmar Namibia, Mark Electric, IH Painting, Hydroweld, Dresselhaus Engineering, Raylin Engineering as well as fellow member of the O&L team, Kraatz Marine.

Covid-19 patient makes satisfactory recovery Namibia's eyes remain on Walvis Bay in the fight against Covid-19. The only person so far to have contracted Covid-19 to the extent it was directly threatening his life is making a satisfactory recovery in the intensive care unit of the Welwitschia Private Hospital. The Welwitschia Private Hospital has become one of the flag bearers in the fight against Covid-19. As early as 20 March this year the hospital used his leading position in the coast's private medical sector to garner support for the establishment of a Covid19 ward at the Walvis Bay state hospital. Although there were obstacles and challenges, the project is now proceeding. The Chief Executive Officer of the Erongo Medical Group (Welwitschia Hospital), Matthias Braune (pictured) had the following public message: “I bring some good news and some sad news this morning. The first COVID 19 patient that was admitted to Welwitschia is making progress. He was extremely sick and has been on a ventilator in our Isolation
ICU for 15 days. Still, his condition is now slowly improving, and he is gradually being weaned off the ventilator. It has taken immense dedication from everyone involved to reach this point, and we are now hopeful that he will recover. Thank you for all the support and wonderful positive messages. My team and I appreciate each one of them. The sad news is that a member of our finance department showed COVID-19 symptoms and tested positive yesterday. He is now in isolation, and we put all the measures in place that are required in terms of the international guidelines that we adhere to. To our colleague and his family: This is a difficult and upsetting time for you. I want you to know that you are in our hearts all the time. Some more good news is that our hospital was
inspected by a delegation from the Ministry of Health & Social Services. The inspection team consisted of experts from the Health Ministry and the World Health Organisation. We were found to be well prepared and were commended for the quality of our practices and COVID-19 prevention measures. We know that we are doing all we can to keep our hospital safe and to serve our community, but it is comforting to have the experts confirming that to be the case. To all the front-line individuals at Welwitschia Hospital: You are great! Your unwavering dedication and commitment are highly appreciated and unmistakably recognised. To all of those in quarantine everywhere: Do not despair, together we will win! To the people of Walvis

A 20-year-old man is in a serious but stabled condition at the Swakopmund State Hospital with burn wounds and suspected to have been electrocuted at one of the Erongo Red poles at the base areas in Swakopmund after cutting a cable. It is alleged that on Monday, 8 June around 22:30, the electricity at Erongo Red base station behind Namwater in Swakopmund tripped. According to Erongo region's crime investigation coordinator Deputy Commissioner Erastus Iikuyu, the following morning when Erongo red employees reported for duties they were instructed by the area manager to do a follow up and found a place which caused the base to trip the previous night. At around 14:21, the employees found a place where cables have been cut and it looked like someone was electrocuted or injured because there was blood on the ground. Iikuyu said the investigation team visited the Swakopmund State Hospital and found a 20-year-old man who was brought in earlier with serious burn injuries and is suspected to have been electrocuted at the pole in the base area, according to evidence found on the scene. The man is still admitted at the Swakopmund State Hospital in a serious but stable condition. Erongo Red opened a case of theft and malicious damage to properties. The damage is valued at N$80 000. The police is warning the public not to temper with power cables because it is illegal, dangerous and causes loss of lives. The man's name is known by the police but because he has not been charged yet, his name will be revealed at a later stage.

An investigating officer was directed to consider Covid-19 regulations charges against the driver of a Nissan Note who overturned the vehicle on Wednesday when he was traveling with 5 passengers from Otjimbingwe to Karibib on the D195 gravel road. The vehicle rolled several times before coming to a standstill. The back tyre of the Nissan burst and caused the driver to lose control which resulted in the vehicle overturning causing mild to more serious injuries to the passengers. Matias Silvanus (29), Ernesto Manuel (31), Angula Kuandjandi (30), Antonio Paihama (40) and Johannes David (44) all escaped with only mild injuries whereas Jason Shilikola (37) suffered more serious injuries. The driver will only be identified once charges have been made against him.

The Tierschutzverein Swakopmund (S.P.C.A.) The Tierschutzverein Swakopmund (S.P.C.A.) has not gone untouched by the CoronaCrisis. However prior to the announcement of the Official Nationwide Lockdown to prevent the spreading of the virus, our team sat down to plan for continuation and preventative measures within the Tierschutzverein Swakopmund (S.P.C.A.). Our cause and animals were both essential and we understood clearly we could not afford to shut the animal shelter. Once the official announcement came through, we were ready and prepared. Our staff were priority, we rescheduled shifts and reduced our operating hours. No public visits were allowed. Stray and lost animals could be left safely as usual in our “Klappe”. Our Klappe refers to 4 kennels with public access provided near our entrance. The kind community of Swakopmund also filled some of them with generous food donations for the animals in our care, which we were extremely grateful for. For the many SPCA residents, life continued as normal. We did our best to keep their routine as normal as possible with the reduced hours of the staff. A full day of checking on the animals, feeding, cleaning and disinfecting of kennels and outside areas, medical care and/or vet visits were now fitted into half the time. Today, we are extremely proud of our team for achieving their extraordinary tasks with success. Many other institutions and firms had been closed down entirely and the work was cessation. Since the economic recession started and prior to Covid-19, our animal shelter has been extremely busy. We experienced a sharp rise in incoming strays due to travel restrictions placed upon the residents being out of town at the time. These animals were taken into our care temporarily until they could be claimed. We also found more neglected and abandoned animals in need of our help and vet care and sadly some could not be helped and we were forced to do right by them. With the many business not in operation, salary cuts and the complete shut down of some; the owner surrender animals began to flood our doorstep. Absolute heart breaking moments had to be dealt with by our staff when families who were financially ruined could no longer care for

Was ist die Funktion der SRA? Sie ist die Verbindung durch ein Ratsmitglied oder via direkter Kontakaufnahme zur Stadtverwaltung. Die erhaltenen Antworten werden wiederum an die Öffentlichkeit getragen. SRA-Ratsmitglied, Wilfried Groenewald, besucht regelmäßig die Ratssitzungen. Er versucht, bei wichtigen Entscheidungen ein Gleichgewicht zu schaffen. Das ist bei zehn Ratsmitgliedern, von denen sechs die SWAPO repräsentieren, nicht einfach. Andererseits gibt es auch solche, die vernünftig zusammenarbeiten. Viele Swakopmunder haben eine ganze Menge zu sagen und auch viel zu beklagen, doch um wirksam zu sein, sollten sie der SRA beitreten, damit die Klagen und der Unmut weitergetragen werden können. Locker vom Hocker 2 Ich bin dann mal weg...
Liebe Küstenleser! Vergangenen Freitag habe ich Ihnen den durch Covid-19 verursachten Grund meiner Entlassung bei der Küstenzeitung genannt und bereits die Overtüre zu der Oper namens “Au Revoir” gespielt. Was soll ich nun sagen, wo ich hier sitze und nach fast 14 Jahren zum letzten Mal diese Glosse schreibe? Ein wenig wehmütig ist mir schon zumute. Meine Tätigkeit als Küstenkorrespondentin der Allgemeinen Zeitung als auch meine Rubrik ‘Zwischen Leuchtturm und Luther’ in Doc Feddersens Plus-Wochenblatt ist gleichfalls an den Finanzen gescheitert, wenn auch nicht als Folge eines Virus’, der die Welt Kopf stehen lässt. Dort war ich allerdings jeweils nur knappe 5 Jahre beschäftigt, und daher war das Ende dieser kurzen Laufbahn nicht ganz so schmerzhaft. Aber 14 Jahre lang eine tolle Leserschaft gehabt zu haben, die ich berieseln konnte, das ist schon fast wie eine Ehe, haha! Ja, es war toll mit euch, ihr treuen Anhänger. Über jedes Feedback, jeden Leserbrief, guten Ratschlag und Anruf, jede Teilnahme an den Wettbewerben, jedes Lob und jede Kritik hab ich mich gefreut,
satt hat und ihren Frust im Gespräch mit der Mauer los wird. Man braucht ein Gegenüber, und zwar möglichst ein Lebendes und Lebendiges! Ansonsten befürchte ich, dass die Zeiten der Zeitung gezählt sind. Menschen lesen immer weniger und nehmen zunehmend nur noch tupfenweise hier und da unzählige Informationen kurz zur Kenntnis, um sie dann ohne

Delano cares for destitute communities Rudi Bowe
The 16-year-old Kickboxer Delano Muller recently handed over food parcels, stationery and printers to the destitute community members of Fransfontein in Khorixas. The grade 10 learner at the Dolphin Schools at Walvis Bay used proceeds from a recent auction of boxing gloves of legendary Walvis Bay boxer Louis Mannetjies Smit as well as contributions from Namibian Red Cross Society (NRCS) and businessman John Endjala for the purchasing of all the food parcels. Community activist McKay Losper and the NRCS helped to identify the beneficiaries, with the NRCS volunteers and helped to hand over the food while a local teacher, Kingsley !Ganeb transported the food parcels in Khorixas and Fransfontein. The philanthropic Muller said that this time of Covid-19 is difficult for the communities he provided the food parcels and also urged companies and individuals to come on board and assist the needy communities. Eli Habeb a sixty two year old man does not have an identity document and thus does not qualify for government food programmes was one of the beneficiaries. He said with teary eyes: “Thank you very much for thinking about me.” Eli Philips an unemployed community member from Fransfontein said she and her family appreciated the food parcel as it is very difficult for my boyfriend who repairs radios to put food on the table. Muller expressed his gratitude towards John Endjala and the Namibian Red Cross Society for the cash contribution he made.
