Fisheries explains horse mackerel “walk out” Elgin Brown Hamer Namibia confirmed yesterday that negotiations concluded with a rig owner for this semi-submersible drilling rig, SKD JAYA, to be transported to Walvis Bay for repairs and maintenance. The project include work on the rig alongside in the port of Walvis Bay and some work to be carried out at sea off Walvis Bay. The rig is expected to stay here for two months. An official announcement is expected later this week.

The Chief Executive Officer of Namport, Mr Bisey Uirab's contract is expiring with the ports authority in the matter of the next few months and will not be renewed. Mr Uirab bids farewell and leaves an exemplary legacy of ten years at the helm of Namport. The Board of Directors of Namport issued a statement over the weekend in which they highlighted Mr /Uirab's achievements the past ten years. Namport saw unprecedented growth the past decades and Mr /Uirab steered the port authority through a period of mega projects such as the container terminal on reclaimed land. Namibian Ports Authority wishes to announce, that the term of office of the Namport CEO, Mr Bisey /Uirab, is coming to an end in the next few months. Over the past ten years, the Board evaluated the performance of Mr /Uirab as agreed upon and monitored his leadership role, in achieving the overall strategy of Namport. It is with great pride that we reflect on a successful ten years during which Mr /Uirab diligently steered the Authority from a fairly medium sized Public Enterprise into the regionally acclaimed logistics and maritime industry leader which it has transformed into. Since his appointment on 9 April 2009, under his leadership and alongside his executive team, and close engagements with the successive boards, the following significant milestones were achieved, during the past ten years: Strategy development and Execution: a rolling five year strategic plan was developed and approved by the Board. The Plan is aligned to the ideals of Vision 2030 and NDP5, focusing on infrastructure development and the logistics sectors. A number of projects have been identified as key to the achievement of the overarching purpose of Namport. The Board is satisfied with the progress made in achieving these strategic objectives. Leadership style: He has built a formidable team that worked with him to raise the profile of Namport within and beyond Namibia's borders. He has specifically focused on capacity building of his team members, and young Namibians, specifically focusing on advanced training in the maritime industry. Stakeholder Engagement: Mr /Uirab interacts effectively with various stakeholders, in sharing the vision and mission of Namport and communicating important information with these role players. The Board values the fact that Mr /Uirab has a mature understanding of the role of the political and economic environment in which Namport operates, as well as the role of Namport in achieving the National Development Priorities. Business and financial performance: The port operates in a complex and highly competitive environment. Under the leadership of Mr /Uirab, Namport has delivered relatively good results and revenue increased from N$434 million in 2008 to N$1 billion in 2018. Total cargo tonnage handled through the port increased from 4.6 million (2008) to 5.3 million in 2018. The balance sheet grew from N$ 2.6 billion to N$ 7.2 billion as at the 31st of March 2018. New Container Terminal: Mr Uirab was intimately involved in the planning, execution and strategically guiding the implementation of this project. Upon completion, this asset will add a total of N$4.3 billion to the asset base of the Authority and will see the annual throughput capacity increase threefold from the current 350 000 Twenty Foot Equivalent Units (TEUs) to 1 050 000 TEU's'. Localization and empowerment: The Port local procurement empowerment and capacitation strategy that has seen the Authority localise a majority of its procurement requirements gained significant impetus during his tenure as the CEO. Namport now boasts of acquiring an average of 80% of its total goods and services from Namibian registered and owned companies, thanks to the localisation drive, while Small to Medium Enterprises now constitute meaningful role players in the overall Authority's supplier complement. Marginalised community employment: The Port has embarked on employment schemes which specifically targeted members of the marginalised communities as well as the Children of the Liberation Struggle, for training and employment by Namport, with the ultimate view to put them in a strong stead to plough back into their own communities. Over forty (40) young people from these vulnerable communities were specifically employed though a specially designed program. Corporate Social Investment: Key under his stewardship were the initiatives to invest in vulnerable and deserving communities to the tune of N$ 25 million through the Namport Social Investment Fund. Namport has further awarded bursaries to underprivileged and deserving students for studies both locally and abroad with the specific brief to enable these beneficiaries to take both Namport and the country forward. Long term infrastructure development: Propagated the North Port development in Walvis Bay, effectively paving the way for Namibia to build one of the biggest bulk handling facilities in the whole of Africa. Branding: Increased Namport's profile in the domestic and international markets by working closely with the Walvis Bay Corridor Group and setting up the Walvis Bay Corridor group representative offices in Zambia, the Democratic Republic of Congo, South Africa and Brazil. Anti-Apartheid activist Hanno Rumpf Continued from page 1

Rumpf, who also served time as Namibia's Ambassador to Germany between 2003 and 2006, retired in 2015 and returned to Swakopmund where he grew up. It is suspected Rumpf died of heart failure. Two domestic employees of Rumpf, a male and female, became concerned after having last seen him on Monday 4 February this year. On 6 February they again arrived for work but despite knocking Mr. Rumpf did not open the door for them. They thought he was sleeping and did not want to disturb him. They went home. When on Friday (8 February) when Rumpf again did not answer the door, they became concerned. They approached the Police. Members of the Police and the Fire Brigade gained entry into the house and found Rumpf's body in the main bedroom next to the bed.

Shock at the death by suicide of Otto Krahenbuhl Eileen van der Schyff

Walvis Bay residents are shocked at the news of a well-known resident who took his life over the weekend. The body of Otto Johannes Krahenbuhl (44) was discovered by a relative. Krahenbuhl is believed to have ended his life by hanging. No suicide note was found and no foul play is suspected.

63-year-old gassed herself in vehicle Isaac Chikosi

A family is left in shock and disbelief after a 63-year-old Swakopmund resident ended her own life by gassing herself in her vehicle. Mrs Jaqueline Carin van der Merwe was discovered in her vehicle in her family home in Swakopmund's Ocean View on Saturday shortly after noon. Mrs Van der Merwe's husband drove to Walvis Bay on Saturday morning and only Mrs Van der Merwe and the gardener were home. The gardener told the Police Mrs Van der Merwe sent him to buy milk. Upon his return he could not find her anywhere. Upon Mr Van der Merwe's return from Walvis Bay he and the gardener searched the house, both inside and outside. It was then when they discovered the garage was locked from the inside. They broke down the door and discovered Mrs Van der Merwe seated in her vehicle, the engine still running and a hose pipe inserted into the vehicle's exhaust and the other end into the car. Mrs Van der Merwe was rushed to the Cottage MediClinic where she was declared deceased. The late Mrs Van der Merwe has been battling depression, according to a report by the Erongo's regional crime investigations coordinator, Deputy Commissioner Erastus Iikuyu.

Horse mackerel trapped in rocky reef at Mile 8 – Ministry provides an explanation Floris Steenkamp

The Ministry of Fisheries says the recent incident where horse mackerel (Trachurus capensis) washed ashore at Mile 8 was not caused by any environmental conditions. Predator fish and seals are believed to have pushed the shoal of horse mackerel into the shallow water causing the fish to be trapped in tidal pools and washing out on the beach. In addition, the Ministry says in a statement the fact that people scooped up the fish for own consumption cannot make any dent in the country's current horse mackerel biomass that is estimated at 36 billion individual fish. Putting the number into perspective, the press statement explains the country's current horse mackerel total allowable catch (TAC) of 350 000 tons represents 7 billion individual fish. “Before results from observatory scientific findings were concluded, we suspected that the following may have been the possible cause [of the fish washing ashore at Mile]. Environmental conditions, fish behaviours or local changes in the chemistry of the seawater”, reads the statement.

Results from these observatory scientific findings eliminated environmental- and negative seawater conditions. Not even sulphur eruptions occurred in the area that deplete oxygen levels and forcing marine life into the shallows and even onto the beaches. Satellite imagery supported this finding and that prompted marine scientists to look for the possible cause in fish behaviours and providing a scenario as the possible solving to the riddle. “It is therefore possible that fish behaviour led to the circumstance whereby a shoal of horse mackerel may have swum close to the shore during high tide, from where it was forced onto the rocks by marine predators. Some predator or predators, for example a group of seals or predatory fish, approaching from the

deep may have chased the fish into the very shallows. The only possible escape route for the fish would have been in the direction of the shore causing them to end up where they were found when the tide dropped”, further reads the statement. With regard to people then swarming the beaches to pick up fish and scoop fish from the water with anything that can hold fish, including shopping baskets, the ministry said there cannot be negative impact on the total horse mackerel biomass found in Namibia's exclusive economic zone (EEZ). The ministry further said there is no scientific basis to support the current believe and perspective on social media that the significant volumes of fish washed ashore. Not even a video clip, where the person filming the event says “fish as far as the eye

can see”, can really serve as a basis to support the perception that the horse mackerel biomass was hurt by this event, it was explained. The Ministry made it also clear though that it also finds event like

this unfortunate, as it unpleasant to see any event of this kind occurring as fish is one of the pillars of our economy and we want to see our fish resources protected for posterity.

A family is dealing with the aftermath of a 63-year-old Swakopmund resident's death over the weekend. She was allegedly found inside a car in the garage at her residence, with a pipe inserted from the exhaust pipe into the car while the engine was running. According to the Erongo regional crime investigations coordinator Deputy Commissioner Erastus Iikuyu, the husband left the deceased at home when he travelled to Walvis Bay during the morning hours on Saturday together with his son and returned at about 12:30. The husband of the deceased is believed to have enquired from the gardener the whereabouts of his wife, to which the gardener allegedly replied that Mrs Jaqueline Carin van der Merwe (deceased) had sent him to town to buy milk and when he returned he could not find her anywhere. It is alleged that the house was searched inside and outside, consequently noticing the garage door locked from the inside. The lock was broken leading the search party inside to discover the body of his wife in the car. Police reports reveal that the husband got the wife out of the car and took her to Cottage Private Hospital where she was declared dead upon arrival. According to the husband, the deceased was suffering from depression. No note was found on the scene. The body of the deceased has been taken to Walvis Bay Police Morgue for Post Mortem examination. Investigation continues.

Arrested for possession of cannabis Eileen van der Schyff

A 19-year-old was arrested for possession of cannabis on Friday, 8 February. Leonardo Munoz was arrested opposite the shell service station in Walvis Bay when police found in his possession three big bankies and one small bankie of cannabis with street value of N$1 620 for the 162 grams. Munoz appeared at the Walvis Bay Magistrates court yesterday. Investigations continue.

Overcrowded classrooms hinder quality of educaSharlien Tjambari tion The Director of Education in Erongo Region Ernfriede Stephanus urged educators at all levels to commit themselves with the ministry to provide quality service in the education sector to all stakeholders. She said this during the Directors Annual Address last Friday. Stephanus was appointed in December last year. Addressing the teachers, principals and managers within the education sector Stephanus had this to say: “let me comfort you with the promise and pledge that we came on board not to cause confusion but to take Erongo Region to greater heights than it was left by our predecessors. But we cannot do this alone. Therefore, I would like to urge the entire leadership, management and stakeholders in education at all levels to commit themselves with us to provide quality service in the education sector to all stakeholders”. The Director further said the region faces challenges but, her ministry needs to meet them one way or another as the mandate of the ministry of education is to provide quality education, however, to do this they need prior and proper planning at all levels in the region. “We need to take prompt decision and act without any delays. We need to adapt where need be and change our practices and stay focused despite the financial situation. Finances in some circumstances is used as an excuse not to deliver”, she added. Lack of spaces at all school in the region remains a challenge despite the regional awareness campaigns on enrolment that were held through last year to explain the process to the parents and guardians. Some parents did not apply on time and flocked to schools, circuit and regional offices especially in Swakopmund and Walvis Bay. According to Stephanus, most of the schools are accommodating up to 40 learners per class in grade one. “If we want quality education and a good foundation at primary level this is not acceptable. PSS Big Walk Held on Saturday, 2 February at Langstrand in Swakopmund, Private School Swakopmund's' Big Walk was a great success. The High school, Senior Primary and Junior primary phases of the school participated in the family event themed, “Funky Shoes”.

Memorial Service:

Nicolai Hilbert and Corinna Weimann completed their 14km walk in a time of 52:27 and 58:12 respectively Mati Laporte, Sophie Meyer, Jenna Gilchrist completed the 14km walk with respective times of 58:12, 1:33:27, 1:33:40. From the Junior Primary phase, Daniel de Wet, Dominique Egner and Tulipamwe Kadhila also completed the 14km distance with impressive times of 1:35 for Daniel and Dominique. Tulipamwe completed the walk in 2:13. Also, in the junior phase, Dylan Coetzer and Ember Potgieter took on the 8km walk with times of 48:21 and 1:33. The 4km distance was taken on by Dylan Brough and Anna von Wietersheim with times of 17:53 and 38:15. The school thanks all those who participated and help make this event a success.
