The placement of Grade 1 learners in schools in Swakopmund and Walvis Bay has become a challenge for the Ministry of Education Arts and Culture. Next year, a total of 1820 learners will not have place in primary schools to start their school careers in either Swakopmund or Walvis Bay.

This very cumbersome figure was revealed by the Inspector of Education for Swakopmund and Walvis Bay, Mrs Monica !Gawises, during a recent stakeholder's meeting that placed enrollment and classroom shortages in the coastal areas under the spotlight. According to statistics presented by !Gawises, the total number of learners enrolled for Grade 1in Swakopmund for next year are 1018. A further 620 children still need space to start Grade 1. In Walvis Bay, the learners accepted for Grade 1 are 1981. A further 1200 children may not get placed. This is a huge concern for the ministry and that is why the Ministry of Education is calling upon municipalities of Walvis Bay, Swakopmund and Henties Bay to provide land to the ministry free of charge, so that the Ministry of Education can construct more schools, said !Gawises. She also urged the private sector to step in to assist the Ministry of Education in any way possible to construct new schools/classrooms. Continues on Page 2
66-year-old rescued after spending 80 hours in the desert Erwin Leuschner
An elderly lady residing in Mondesa in Swakopmund, who went missing for more than three days in the desert, was saved by mere chance on Friday afternoon. A Swakopmund resident, who went for a run in the desert, found the severely dehydrated, 66-year-old Elisabeth Katamila. According to Deputy Commissioner Erastus Iikuyu, police regional crime investigations coordinator for Erongo, Katamila was reported missing on Tuesday (5 December) at around 9:00 in the morning. "The gate of the yard was left open at the house where she is staying. According to the family it is not the first time the lady walked away from home", Iikuyu said. Usually Katamila returns home later on her own, "but this time she didn't." The search for her was ongoing for three days, when she was found by mere

ORN already on Friday hosted a panel discussion with the main topic being "I AM More Than My Body", followed by the screening of a short film "So Over The Rainbow: Young Black and Trans in Namibia.�

Grade 1’s Continued from Page 1 The Governor of Erongo, Clr. Cleophas Mutjavikua and Constituency Councillors should intervene to expedite the process, it was said. The Erongo Regional Director of Education, Mr. John /Awaseb, echoed these sentiments. "We want to engage stakeholders, business people and corporate people who have the interest of learners at heart. Our aim is to get the input of stakeholders, on how to improve the situation of shortages of classrooms in coastal towns". Awaseb further said Erongo is receiving an overwhelming number of applications for the placement of Grade 1 learners, but the availability of classroom space cannot stay ahead of demand. "We have been accommodating all of them over the years but we can no more, we need your (stakeholders) assistance in solving this problem. How can we accommodate our learners? What do you suggest we do and how can you assist us?" The Chairperson of the Erongo Education Forum, Bennet Stanley Kheibeb said education is the foundation to build the Namibian House, the metaphor for a healthy and all-inclusive Namibia coined by President Hage Geingob. The education of the Namibian child is as paramount in importance as protecting the Namibian child. Without schools coping with the growing demand, education stands to suffer. According to Kheibeb the influx of people to take part in the economic activities in Erongo creates a growing demand for services, including education. "It is our responsibility to adjust and make sure that we at least engage with stakeholders. We must reach out to make sure the challenges in education is known and for stakeholders to assist us", said Kheibeb. Kheibeb added it is important for Namibia to grow its economy and create jobs, but this growth lures more people to hubs where economic growth is the strongest and public services, not necessarily only education needs to grow with this demand in order to prevent a service delivery gap growing. He urged stakeholders to come up with temporary solutions for 2018 and long-term solutions to tackle the problem beyond 2018.

An SUV vehicle carrying 2 people veered off the road and overturned on the MR44 route (road behind the dunes) early Saturday morning. It seems as the wet road conditions at the time of the incident contributed to the driver losing control. Fortunately, both occupants sustained less serious and minor injuries. Another incident reported on Saturday, a fully laden truck overturned and ended up on its side after the driver lost control on a bend on the MR44 route. Both the driver and the assistant sustained minor injuries and was evaluated by E-Med Rescue 24 at the scene. A crane was needed to assist in the lifting of the truck back on it's wheels.

She took a lengthy run into the desert on a "new route which I usually never run." "I found an elderly, severely dehydrated lady in the hot sand. I immediately called help and was assisted by very friendly police officers. They confirmed that this lady was missing for three days already. I am so happy that she will be okay", Pritzen posted on Facebook on Friday evening. According to Iikuyu, Katamila was found some time on Friday afternoon. She had spent about 80 hours in the desert before being found. A miracle.
Woman missing for more than Piquet Jacobs a week The family members of 50-year-old Adolfine Nuwuses are still frantically in search of the woman, who has been missing since Saturday, 2 December, when she left her home in the Ozondjie suburb of Omaruru and hasn't been seen since. Nuwuses was last seen leaving her home in the company of a man known as Absalom Useb on Saturday afternoon, possibly on their way to his residence. She never returned home. Her family became very worried, and eventually reported her missing on Thursday, 7 Decemeber. Police, along with Nuwuses' family members, went to Useb's home at a Municipal farm/camp near Omaruru, but he allegedly ran away at the sight of them, disappearing into the bushes. His whereabouts are currently unknown. Police searched his home, but found nothing suspicious which could help in the search for Nuwuses. The search by local Police, Police Reserve Force, family members as well as farmers in the area continues.

The arrested suspects are between the ages of 20-yearsold and 60-years-old, mostly males, and were all arrested and charged for driving whilst under the influence of alcohol or narcotic drugs. At least nineteen of the suspects
were arrested in Walvis Bay, town area, two were arrested in Kuisebmond and one arrested in Swakopmund. Most of them have been released on N$4 000 00 bail and will appear in the Walvis Bay Magistrate Court today.

Home Affairs an embarrassment to Namibia: Three foreigners win domicile legal battle in High Court Erwin Leuschner
After a lengthy legal battle, two Swakopmund residents who moved to Namibia from Germany close to ten years ago, finally received domicile-status in Namibia. That is thanks to a High Court battle the couple won against the Ministry of Home Affairs over the issue of domicile and the subsequent difficulty to obtain work- or residence permits. A third Namibian, not a resident at the coast, who also dragged the Ministry of Home Affairs to court over the same matter, was also victorious. Not only did the applicants receive domicile, but the High Court also sharply criticized the Ministry of Home Affairs for the unfair manner in which it carried out its mandate over these applicants. The judgment, delivered by Judge Shafimana Ueitele at the end of November, now sets a new precedent for non-Namibians who are staying in Namibia for more than two years, who wish to call this country home. This process has in the past been marred with bureaucracy and unfair treatment and hampered the applicants concerned with the process to apply for regular work permits or permanent residence. The judgment dealt with two cases, both very similar when it comes to moving to Namibia from another country. One part dealt with the hairdresser Coenraad Prollius, a South African resident living in Namibia, while the other part dealt with the Swakopmund residents Ralph and Susanne Holtmann. After hearing the case of the Holtmanns, Judge Ueitele came
to the conclusion: "The manner in which the Holtmanns were treated can just embarrass Namibians and not make us proud (‌) This is irresponsible behaviour that borders on incompetence and lack of accountability", he said while referencing the relevant ministry. According to their affidavit, the Holtmanns came to Namibia on holiday in 2006. They found a house in Swakopmund, decided to sell all their assets in Germany and move to Namibia. In January 2007, they moved to Namibia. They applied for work permits, which were issued in the same year and were valid for a period of 12 months. They applied and received new work permits in the following years, until they applied for permanent residence in 2014 through a visa-agency. The agency was
repeatedly told by an officer of the Ministry of Home Affairs that their file got lost and as a result they had to resubmit another application in the same year. After receiving no answer, the Holtmanns, either on their own or through the agency, kept enquiring from the Ministry of Home affairs as to the status of their application for permanent residence – a total of eight letters were sent. Not a single response was forthcoming from the Ministry of Home Affairs. In 2016, out of desperation, the Holtmanns reapplied for new work permits. On 2 September 2016 an immigration officer visited them at their home in Swakopmund and enquired about their status and demanded to see their passports. Even though their applications were still pending, the couple was effectively arrested and detained on that day and charged with contravening the Immigration Control Act. They appeared in the Swakopmund magistrates court where they pleaded guilty - they allege that the plea of guilt was not voluntary but was obtained through improper means. They were found guilty and each sentenced to a fine of N$2 000 or 12 months imprisonment. They paid the fines. Afterwards, they sought legal advice, looking into acquiring domicile
status in Namibia. In his judgement, Ueitele noted that according to the Immigration Control Act, a person that has been staying in Namibia for more than two years would have domicile in Namibia. Seeing as the Holtmanns had the intention of calling Namibia their home and being present in the country for more than two years, it would make them eligible to acquire domicile status. Judge Ueitele subsequently ordered the that Holtmanns are domiciled in Namibia. He ordered the respondents in this matter, the Minister of Home Affairs and Immigration, the Chairperson of the Immigration Selection Board, the Immigration Selection Board and the Immigration Tribunal, to pay the costs of suit. The door is now left open for similar legal action by other people who also applied for domicile and refused by the Ministry on the same incorrect legal grounds. The Holtmanns were represented by Raymond Heathcote. Sisa Namandje represented the immigration authorities. ¡ The Holtmanns were not available for comment and it is uncertain whether the Ministry would appeal these matters.

"This is definitely not the image Namibia, our Erongo Region or our coastal towns carry out to visitors", it was concluded.
9-month old baby dies after grandmother sneaks her out of hospital for prayer and massage Sharlien Tjambari
A nine months old baby died in Swakopmund on Saturday, after the infant was allegedly removed from the town's state hospital to be prayed for and massaged by a woman in Mondesa, claiming to have divine powers to heal the ill. The baby's grandmother and a friend sneaked the infant out of hospital without nursing staff noticing. The baby, the state hospital claims, was ill but in a stable condition at the time. The child was admitted on 4 December. Nampol's spokesperson in Erongo, Deputy Commissioner Erastus Iikuyu, confirmed the incident and said according to the senior nurse at the hospital the baby's condition was stable and she was recovering well from the day she was admitted. However, things took a turn for the worse on Saturday when at around 14:00, the baby's grandmother and her friend allegedly sneaked the baby girl out of the hospital permission. They allegedly took the girl to the house of a well-known lady in Mondesa who conducts prayers and massages on sick people. It is further alleged upon arrival at the said house, the baby was not breathing or showing any signs of life. According to Iikuyu, the said woman prayed for the baby but refused to massage the child. She ordered the baby's grandmother and the other lady to return the baby to the hospital. Afterwards, she immediately notified the police. The baby was certified dead by a doctor on the same day at around 15:00. The doctor requested for a post-mortem to be conducted to determine the cause of death. The baby's next of kin were informed and the body was taken to the Walvis Bay police mortuary for post mortem examination. No arrests have been made.

Likius Nande Open Champion for 2017 The Rossmund Golf Course played host over the weekend to the 2017 Distell Rossmund Open Championship as expected the weather conditions were just perfect and the course especially the greens were in an excellent condition. The tournament this year attracted a much smaller field of golfers than anticipated – this was mainly due to our juniors participating in South Africa and the absence of all those golfers who have opted to become part of the Pro Tour – unfortunately numbers are also adversely effected by the current economic climate. The Championship is an official event on the NAGU Calendar as well as a qualifier for the African Green Jacket Tournament. Play commenced at 7.00 am on Saturday morning – weather was a bit on the cool side but soon brightened up. Likius carded a par round for his first 18 and followed this with a one over par in round 2 giving him a 4 shot lead over his nearest rival Gabriel Shikodi at the end of day one. Mr "Steady" Helmut Ndjendja was stamping his authority in the "B" Division ending day one with an 8 shot lead whilst Eddy van Wyk came into the clubhouse with an excellent 79 gross to head the "C" Division. Sunday morning early it was down to business in already sunny and hot conditions - local knowledge prevailed with Likius managing to produce a par round once again to clinch the title whilst Gabriel could only manage a 2 over. President of NAGU Marco Swarts thanked Distell for their continuous support of Golf
throughout Namibia especially during the current economic climate; he thanked Rossmund Golf Course for the use of the course and also the staff for all their hard work and effort that went into preparing it for the tournament. He had a special word of thanks for the RGC Committee for ensuring that the tournament ran smoothly. Sponsors representative Gotfried Kazombaruru said he was delighted to be a part of the tournament and thanked all the players for taking part. He confirmed that Distell were committed to supporting golf throughout Namibia and looks forward to the 2018 season.
