Coastal economy yearns for opening of Khomas Region All eyes and ears focused on President Hage Geingob today President Hage Geingob is expected to address Namibia this afternoon (Friday 11 September at 15:00) on the country’s Covid-19 restrictions. Hopes are focused the President would not extend the lockdown of Windhoek, Okahanjda and Rehoboth, in order to normalise transport activities. “Windhoek is the most important business hub to the coast. If access to Windhoek is possible again, you will see an immediate improvement in coast’s business environment”, several businesspeople said this week. For the tourism- and hospitality industry, the opening of Windhoek will also mean locals visiting the coast for business and for leisure. The fact that international flights resume to Windhoek, will also mean local flights can normalise and could

lead to the speedy opening of the Walvis Bay International Airport. “Our country’s lockdown and restrictions must end unconditionally. It is of critical importance to start to build our national and local economies again. We can simply not allow Covid-19 to dictate to us any more. As Namibians we must exercise care, discipline and common sense to keep ourselves safe, as any form of restrictions cannot be entertained any more”, says a tourism businessman.

Namport has new CEO

One of FirstRand Namibia’s Executives, Mr Andrew Kanime, has been appointed as the CEO of the Namibia Ports Authority (Namport). The previous CEO of Namport, Mr Bisey Uirab left Namport to take up the reins as CEO of the Namibia Airports Company some months ago. In a staff circular of FirstRand, Mr Kanime is described as a dynamic and highly able individual and that he is the suitable candidate to take up the post of CEO at Namport.

Voters have their inside RDP supsay over slow ECN registration porters urged to process Sources close to the Electoral Commission of Namibia's supplementary voter registration process is bending under the sheer number of people streaming to registration stations to register for the upcoming Regional Council and Local Authority Elections. Namib Times was told reliably that thousands of people are registering to vote in November, and that more than 2 500 people have registered in the first three days since the supplementary registration process started on Monday. “We have never experienced these numbers in any of the previous regional- or local authority elections”, an official who will not be named says. Various registration officials at registration points in Walvis Bay complain the ECN's technology is failing, causing some people to wait for as long as six and seven hours to be registered. There are also known discrepancies with voter cards that were issued, and the matter has been communicated to two opposition parties, as these voters are opposition voters. Namib Times has also made widespread inquiries to members of the public of how they experience the supplementary registration process: Many are deeply concerned about the long waiting periods to get registered. “The ECN is in essence turning people away. The ECN cannot expect of people to wait that long. Where is the respect for our country's people?” Others say they are puzzled by the fact that in three decades the ECN could not come up with systems to make the registration- and voting processes faster. “The ECN is part of the Namibian Government. My opinion is the ECN is deliberately kept inefficient and backward to control the political status quo”, explained one member of the public in Walvis Bay at one of the registration processes. He added it does not matter how long the process takes, he will register as he wants to vote for change. Including change to the ECN's efficiency. He also called on people to take the trouble and register. Don't let the ECN's inefficient ways influence your right to vote. One member in one of the Walvis Bay Urban registration points praised the ECN's temporary staff's friendliness and their helpfulness.

Military field hospital redeploys from Walvis Bay to capital The level 2 military field hospital that was set up on the premises of the Walvis Bay state hospital in July, has been relocated to Windhoek. In the approximately three months in Walvis Bay, some 300 Covid-19 patients were treated at this facility. The field hospital was set up at the Hosea Kutako International Airport at Windhoek at the onset of the Coronavirus pandemic, but when it was clear Walvis Bay became the Covid-19 hotspot, the field hospital relocated here. With Khomas the new epicentre, the field hospital is now needed in Windhoek. The commanding officer of the field hospital, Colonel Festus Sackaria is quoted: “Windhoek has since become the new epicentre of the pandemic in Namibia. Hence, the hospital unit was ordered to return to the capital”. It is now deployed at one of the capital's two state hospitals to assist with capacity to treat Covid-19 patients. “The mobile hospital will simply slot in with existing facilities and frontline officers will be assisted by staff from the health ministry”, Colonel Sackaria said.

Business learns the hard way over illegal sand mining Sharlien Tjambari A Swakopmund business has learnt the expensive way that illegal sand mining will not be tolerated by the Swakopmund municipality anymore. Council has suspended the gravel mining permit (number 04/2019) of Refuse Solutions Group, after they were caught excavating sand illegally from an old sand mining pit within the jurisdiction of the Swakopmund municipal council earlier this year. Refuse Solutions has a gravel mining license, but it was excavating in an area that falls beyond the limits of their license. The decision to suspend the gravel mining permit of Refuse Solutions was made during the recent council meeting. In May this year, during a routine site inspection, officials of the Swakopmund municipality and the Ministry of Environment, Forestry and Tourism spotted a front-end loader and a tipper truck (registration number N 20253 S), excavating sand illegally from an old sand mining pit. The vehicles were identified as those of Refuse Solution. The business logo was displayed on both vehicles. Numerous complaints were received at the time from other businesses and the public of Refuse Solutions illegally conducting sand mining in the area. During an investigation a second front-end loader and tipper truck, also belonging to Refuse Solutions, were spotted on the site excavating sand without a valid permit nor an environmental clearance certificate from the

Ministry of Environment, Forestry and Tourism. According to council, the drivers were questioned. They admitted they have been mining sand on that site for about 4 months. According to council, Refuse Solution is aware of council's sand/gravel mining requirements as they have been mining gravel within the council's boundary for several years already. Refuse Solutions renewed its gravel mining licence in 2019 (permit number 04/2019). The permit is area specific. The area where Refuse Solutions were caught mining is outside their permit jurisdiction, and therefore their actions are illegal. After the matter was considered, council recommended that Refuse Solutions be charged a full deposit fee of N$10 362 (applicable for mining sand/gravel) plus the full sand mining permit fee of N$41 435 for excavating sand in an unauthorized area. The company will also have to rehabilitate the within three months. If Refuse Solutions fails to comply, Refuse Solutions would be barred from any future sand and gravel mining in the Swakopmund local authority area.

RDP supporters urged to register with the ECN The Rally for Democracy and Progress is calling upon all its members to go and register with the ECN in the Supplementary Voter Registration set for 7-15 September. Members of RDP are informed that in order for them to take part in the Regional Councils and Local Authority elections they must be registered in the Constituency in which they reside or the Local Authority area where they are registered as a voter. Supplementary Voter registration is important, particularly to those RDP members who turned 18 years; those who moved from one constituency to another and those whose voter registration cards are lost and damaged or fault. RDP cannot rest while the masses are suffering. RDP is therefore calling upon its cadres to put shoulder to the wheel in order to influence positive change in the lives of the down trodden members of our society. Former Walvis Bay Mayor Leon Laubscher died at the age of 91 The death occurred in South Africa on 5 September of a former mayor of Walvis Bay, Dr Leon Laubscher, at the age of 91. The late Dr Laubscher served as Councillor on the Municipal Council of Walvis Bay from 1967 and served as mayor from 1970 to 1974. The late Dr Laubscher was a medical practitioner in the harbour town from 1959 to 1982 and also part-time medical superintendent at the Walvis Bay state hospital between 1965 and 1972.

The Ministry of Home Affairs, Immigration, Safety, and Security kept their promise of restoring the dignity of some of the residents of Twaloloka resettlement who lost all their worldly possessions in the fire disaster on 26 July in Walvis Bay. The Erongo Regional Head of Civil Registration of the ministry, Temba Nghitaunapo said the ministry issued new identification documentation as was promised by the Executive Director of the ministry to the fire victims. Nghitaunapo said“ A team of the ministry facilitated the process at the temporary settlement where about 153 families stay.” “The first batch of 83 birth certificates and 46 ID cards were ready for distribution with only 39 identity documents and 68 birth certificates as well as one marriage

certificate were distributed” Nghitaunapo added. According to Nghitaunapo, some of the recipients were not present at the time that the team went to distribute the national documents. The remaining documentation will be handed over at a later stage. Nghitaunapo added that they are experiencing some challenges in terms of information provided by some residents as it does not correlate with that on the system and that the ministry is aware of some residents in Otweya that are undocumented, saying that it is vital to know when and where they

came from in order for the ministry to assist them with documents. “You do not necessarily need to go back to your country of birth to get police clearance needed to get national documents but should simply work through your embassy in this regard,” Nghitaunapo said. Nghitaunapo added that the ministry can unfortunately not take fingerprints at this stage due to Covid-19 but they are working on it and are also working with the various state hospitals in Swakopmund and Walvis Bay to get the date of birth of some children and parents from their registries as

some could not remember these vital details. Nghitaunapo said the same service will be rendered to the victims of several other

shack fires in Swakopmund and other parts of the Erongo Region that occurred after the disaster at Twaloloka.

T-Shirts to Blue Waters girls cricket team Rudi Bowe

The Margaritha Sophia Foundation through the Original Bantu donated T-Shirts to the Blue Waters girl's cricket team in Walvis Bay. The founding member of the Margaritha Sophia Foundation Milka Lopez said at the handover that she was inspired be her own daughter and her friends playing a game that is dominantly played by men. Ms Lopez said “I decided that I will be that parent that will support all these girls in the sport.” Ms Lopez encouraged the girls to work hard whether it is at school or the playing field as good things comes from hard work and when you push yourself to reach the top. On behalf of all the parents Ms Lopez added “We are very proud T-Shirts to Blue Waters girls cricket team of you and what you are doing made as proud” . The founder of the Original Bantu Glad Lopez said that back in the days young boys and girls did not have today’s opportunities. Glad said “I would like to encourage all young girls to grab all the opportunities that come their way with both hands and push hard to be the best you can.” The coach and member of the Blue Waters Sport Club, on behalf of the girls and the management thanked both the foundations for their donation and extended their appreciation to what all the parents are doing for the club.

Namibian National Dota2 Final The Namibian Electronic Sports Association (NESA) recently concluded the qualifier round for the Dota2 National Tournament. Players competed for a chance to be selected as part of the top 10 who would then go through to the final round of qualifiers where 5 athletes will be selected for the NASA Namibian National Esports Team. We have seen a drastic increase in participants this year and we believe that this is what will bring Namibia's competitive edge in line with that of the rest of the world. The final round is invitation only and will be taking place this coming Saturday, 12 September, from 10:00 to 17:00. The event will be streamed live for spectators to view. More details on the streaming platform will be announced on the NESA Facebook page. NESA would like to congratulate all candidates and wish them the best in the final.
