Horror crash claims two
Drunken driving is believed to be the cause of a car crash on the corner of Nangolo Mbumba Drive and 9th Road in Walvis Bay early on Sunday morning. Two people were killed instantly in the crash. “We heard a loud noise and the sound of vehicle tires screeching on a tarmac surface. Then there were the screams of people audibly in distress”, a resident living nearby said on Sunday. Upon closer inspection they realised there was a car crash on the intersection and clearly there were people killed in the accident. “I just could not look at this. It is like a recurring nightmare. When will there be an end to the carnage on our country’s roads and streets?”, asked this resident. It is believed that 30year-old Felix Negongo skipped a traf-
fic light on this intersection in the early hours of Sunday. His Isuzu pick-up slammed into a taxi, which at that moment crossed the intersection. The side-impact crash killed two passengers in the taxi instantly. The deceased were identified as a Spanish national, Mr Francisco Fernandez Martinez (45) and a Zambian national Petronella Amanda Nyambe (39). The driver of the taxi, Mr Daniël Julius (31) escaped the horror crash with only minor injuries. When emergency personnel arrived at the scene, it was established that Negongo were only slightly injured. There were reasons to believe he was
under the influence of alcohol and that he was driving recklessly. He was arrested, but had to be admitted to the Walvis Bay state hospital in order to double check whether he had any life threatening injuries. He was still admitted into hospital yesterday morning and is under police guard. According to the spokesperson for the Namibian Police in the Erongo Region, Deputy Commissioner Erastus Ikuyu, Negongo will be charged with culpable homicide, reckless and/or negligent driving as well as drunken driving once discharged from hospital. He will have to make a formal bail application then.
TransNamib moves 6 000 tons of copper in one week Namibia’s official rail carrier TransNamib says its strategy to increase rail cargo movements is bearing fruits. Recently, the rail carrier moved more than 6 000 tonnes of copper by rail, meaning as many as 180 trucks were taken off the road between Tsumeb and Walvis Bay. This announcement not only comes midst increasing public pressure for TransNamib to become a profitable State-owned Enterprise (SoE), but also the fact that Namibia must pull out all the stops to reduce accidents on the country’s national roads. Revised deadline for fishing rights - no 2018 official word yet An official source in the Ministry of Fisheries and Marine Resources yesterday admitted to have seen “a draft document” in which it propose by Fisheries Minister Bernhart Esau to extend the deadline for the application of fishing rights from 31 July to 31 August this year. “I have seen an official document in this regard, but it still has to be processed through the proper channel. I suspect the article in a daily newspaper that the Minister has set the extended deadline is premature and is still subject to approval”, the source said. At the headquarters of the Ministry of Fisheries and Marine Resources yesterday, no one had any knowledge of the revised deadline nor other proposed changes to the conditions for the application of fishing rights. At Permanent Secretary-level and even as far as public relations, no one had any knowledge thereof that Minister Bernhart Esau changed the deadline or altered some of the conditions for applications. It was alleged yesterday in a report that among others Close Corporations and individuals would be reallowed to apply for fishing rights, but that it has to be changed into a Pty (Ltd) before the rights would be granted.

TransNamib moves 6 000 tons of copper in one week Continued from page 1
to improve operational efficiency and reduce turnaround times for railway wagons and tankers to its clients. The statement reads: “TransNamib's strategy to move more cargo on rail is becoming a reality. This week more than 6,000 tonnes of copper were transported on rail. It means more than 180 trucks were taken off the road and thereby alleviating road congestion and improve on road safety. TransNamib is currently reviewing its processes to improve efficiency and reduce turnaround times of wagons and tankers for its customers. The movement of copper between Tsumeb and Walvis Bay is a concerted effort and continuous engagement between TransNamib and its customer to better serve and understand the needs of the customer. TransNamib recorded a significant increase in the amount of copper concentrate moved for the past quarter compared to the previous quarter of more than 53%. For the quarter under review 30,264 tonnes of copper concentrate were moved between Walvis Bay and Tsumeb. This equates to 30 trains with 688 loaded rail wagons during the past three months moving on rail. Had this cargo been moved by road, it would have meant an additional 60 loaded trucks by road per day between Walvis Bay and Tsumeb just for a period of three months in a row. These developments are in line with the strategic objectives of TransNamib to move more bulk freight away from the road to rail. The railway is designed for bulk transportation, preserve road infrastructure, decongest roads and alleviate on road accidents. Specifically, the competitive advantage of the rail infrastructure over road is that it can handle significantly more freight in bulk volumes at lower prices. Copper remains a much sought after commodity in the international market as it has various important uses in electrical wiring (cables, equipment), electronic devices, roofing and plumbing, utensils and industrial machinery. Various other commodities such as the movement of fuel from Walvis Bay to inland destinations is very critical to improve road safety and remains a priority for TransNamib to move onto rail within the short term.

NAPHA reacts to Pohamba Shifeta’s remarks Official Press Release on Statement made by Minister Pohamba Shifeta regarding social media restrictions on trophy hunted animals: On the outset, NAPHA wants to state that it is regrettable that our Minister of Environment and Tourism made this statement without any prior consultation with NAPHA as stakeholder and has given no prior warning of its release. NAPHA supports the statement made by our Minister of Environment and Tourism, Honorable Pohamba Shifeta, which prohibits and restricts the placing of posts on social media of trophy animals hunted in Namibia. Whilst we are cognisant of the fact that there are many hunters and outfitters that adhere to responsible marketing, a number of individuals still do not comply with the sensible use of photos of trophies hunted, even though ample warnings have been communicated. This, together with recent uproars on human wildlife conflict issues and a lot of noise on social media platforms without valid facts and information, found the Minister with no other option but to react. Namibia cannot afford any opposition to hunting, as it is dependent on responsible hunting for continued conservation through sustainable use, as per Namibia's Constitution. NAPHA has over the past years warned our members on various occasions against insensitive advertising on social media and the internet which can possibly lead to outbursts by animal rights groups against hunting in general. We believe that our members have adhered to this request. Due to similar incidences in the past, the Ministry of Environment and Tourism was in the process of enforcing permit conditions during 2017 which prohibited all marketing of trophy hunting on the internet. At that time, NAPHA made MET aware of the fact that advertising is critical for such businesses, and that MET should not purposefully hinder any company from being able to advertise its services, accommodations, and experience to the clients. NAPHA has again been in contact with MET yesterday and MET indicated willingness to discuss the matter and provide clarity and details. NAPHA will continue to advise MET to allow responsible advertising of businesses as is currently done through websites, social media and brochures, but continue to condition all quota settings and permits on the restriction on
advertising of specific trophy animals. Approval of any advertisements for specific animals should be obtained from the Director of Parks and Wildlife. Please also note that according to the current Regulations under the Nature Conservation Ordinance No. 4 of 1975, the following applies: "Regulation 106: - no person may advertise the hunting of trophies in the Territory unless he is the owner or lessee of a hunting farm or unless he is the owner or manager of a guest farm or safari undertaking; - no advertisement, brochure or pamphlet in which or through which the hunting of trophies is advertised shall be printed or distributed before it has been approved by the Administrator General; - such an advertisement, brochure or pamphlet shall state the services offered by the advertiser. " It is clear that the Minister's statement was made with the intention of improving the safeguarding of trophy hunting in Namibia; and we are advising the public and our members to support him in this. NAPHA also wants to explicitly state that this Statement should not be seen as a shying away from hunting, and wants to again remind the public of NAPHA's mission Statement which reads: The fundamental purpose of NAPHA is to enhance and maintain, by effective management, an organised infrastructure that can serve hunting members, clients and other interest groups. Our intent is to ensure and promote ethical conduct, sustainable utilisation of natural resources and to secure the industry for current and future generations. The Association insists that its members provide the highest standard of professional service to international hunting guests. They are expected to hunt strictly in accordance with the ethical principles as stipulated in NAPHA's Hunting Code. The professional hunter is encouraged to act responsibly towards nature, wildlife and the local population. We are hunters and conservationists and we hunt, unashamedly! Cremations resume at the Windhoek Crematorium
Funeral homes at the coast welcomed the resumption of cremations at Namibia’s only crematorium, the Windhoek Crematorium, yesterday. The newly commissioned crematorium was out of functioning for an extended period, after a recurring problem to the gas installation. The backlog was yesterday estimated by between 60 and 100 peoples’ remains that has to be cremated.

This past Saturday, more than 300 students from D'Expert Primary Health Care, a Close Corporation, which is about kindness, love and caring for the sick, elderly, handicapped and as well the HIV & AIDS infected patient graduates in Swakopmund, on 7 July after they completed the Caregiver Course between November 2017 and May 2018. The Graduation ceremony took place at The Multipurpose Center, Mondesa, and Swakopmund. The hall was packed to capacity as parents, close friends and relatives of the graduates attended the event and shared the happy moment. The Councilor Laura McLeod-Katjirua, the Governor of Khomas region, also witnessed the event. The students who graduated were from the Walvis Bay and Windhoek campus. Monica Shikongo from the Windhoek campus and Veronika Amunyela from Walvis Bay campus, each received a certificate for Overall Best Award at their respective campuses. “We train students from disadvantaged communities the basic skill of Caregiving, for them to be able to find employment in private hospitals, old age homes and home nursing services and also to take care of the elderly, sick and HIV & AIDS infected patients in their communities”, said Mrs Daphne Boigne the Chief Executive Officer of D'Expert Primary Health Care. ERC and National Road Safety Council to address the issue of road fatalities rather an alarming raising activities. Sharlien Tjambari
The Erongo Regional Council (ERC) in partnership with the National Road Safety Council, will embark on a project of addressing the issue of road fatalities in the region. This was revealed by the Chairperson of the Erongo Regional Council, Councillor Hafeni Ndemula this past Friday. During the recent Ordinary Monthly Regional Council meeting, Ndemula said the consequences of the road fatalities are of great concern to the Namibian nation. “It should not be viewed as the Government and leadership responsibility, but rather a collective effort
is needed to combat this national destructive conduct. I am very concerned, particularly about road fatalities in the Erongo region throughout the year”, Ndemula added. He further said the attitude of drivers towards each other, towards road infrastructure and the surroundings are
much to be desired. According to him, the sadness and pain road accidents continue to inflict on society is unimaginable. “Statistics show that 34.85 fatalities per 100 000 inhabitants, Namibia's road fatality rates exceeds that of the African continent, which is estimated at around 27 per 100 000 population. This is
condition”, said Ndemula. This is the issue that the two partners, ERC and the National Road Safety Council is trying to address. One of the interventions is the anticipated Arandis E m e rg e n c y R e sponse and Traffic Management Centre in Arandis which the feasibility study is underway. Ndemula also said, as a cost effective measure to make this intervention a reality, ERC, Arandis Town Council and the National Road Safety Council are embarking on fund-

Woman robbed in Hermes from large cash amount A woman, who withdrew a huge amount of cash at a local bank in Walvis Bay on Tuesday, was followed to her home and robbed of the cash and other valuables when she arrived at her home in the Hermes suburb. As she was offloading items from her car, a man armed with a knife grabbed a bag which contained the cash, a laptop computer and her rings. The cash lost through the robbery amounts to N$54 000, the Namibian Police said this week. This incident happened after the 42-year-old woman withdrew the huge amount of money from FNB. She then drove to the Dunes Mall and upon her return to her home in the Hermes suburb, she was robbed by the knife wielding robber at around 16:45. It is suspected the suspect followed the woman in a car from the bank to the Dunes Mall and took the opportunity to rob her when she returned to her house. The total loss is estimated at N$77 000. The spokesperson of the Namibian Police in Erongo, Deputy Commissioner Erastus Ikuyu, confirmed the incident and warned the public to be vigilant. Namibia Ring Contact Fighting Arts International Kickboxing Academy requests the community of the Erongo Region to assist the Academy with old clothing, blankets and shoes, especially for young girls. The request by the Academy is on behalf of the learners of the Eddie Bowe Primary School at Khorixas which was destroyed by a fire. Most of the girls lost all their belongings. The students of the Academy would like to help these learners. The students of the Academy and Okatare Hunting Safaris recently donated N$500 to Edward Garoeb Primary School that was damage about a month ago by an earth tremor measured 4.0 on the Richter scale. They also donated meat. The hostel at the school was home to 327 learners who was relocated to Frans Fredirick Combined School in Khoriax. Namibian Bowlers to Wales The eyes of the Lawn bowls world, will for the next week be on Cardiff & Vale for a 10 nation's test match. Wales has invited nine countries to take part in the nine-day event which is being held as part of the preparation for the Atlantic Championships, which Wales will host in 2019. Following are the countries which are taking part; Wales, Malaysia, Australia, USA, Spain, Ireland, Jersey, Canada, South Africa and Namibia (men only). The Namibian Men's team left on Sunday to participate in this tournament. The team consists of Will Esterhuizen, Johan Jacobs, Steven Peake, Cabous Olivier and new cap Schalk van Wyk. Cabous Olivier will play the Singles, while Will Esterhuizen will skip the Fours team. Johan Jacobs will play Third, Steven Peake Second and Schalk van Wyk Lead. The pairs team will be Will Esterhuizen and Cabous Olivier, while Steven Peake will Skip the Trips, with Johan Jacobs playing Second and Schalk van Wyk Leading. The test matches will be held from July 6 to July 14 at Penylan, Cardiff, Penarth Windsor, Barry Athletic and Dinas Powis clubs. There is a rest day on July 10. This is a good opportunity for the Namibian team to play against some of the best teams in the World and the newer players will gain invaluable experience. Due to the fact that Lawn Bowls does not receive any funding, only the men elected to accept Wales's invitation to participate. The Namibian Bowling Association contributes what it can but the amount is not enough for even one bowler's expenses. The bowling community wishes all of our players the best for this Test series and trust they will do Namibia proud, as they always do.

Novanam Monthly Medal The Novanam Monthly Medal Competition was held on Saturday, 30 June, at the Rossmund Golf course. In the sun and cool wind all golfers enjoying some real golf. The Scores were close with a few count outs necessary to decide the winners. Michael produced some good golf 77 gross - to give him the overall winners medal on a count out over recently returned Achmet – leaving Likuis and Andrew to fight it out in the ”A” Division. The day brought in 2-clubs from Likuis; Andrew; Michael & Fanus. On Wednesday, 4 July, the Rossmund Golf Club welcomed Tyre Corporation as a new sponsor to the club, with their representative Chris Durant – they introduced something different for a Wednesday being a “Nearest to the Pin” Prize. Despite the hectic east wind conditions, a great field of golfers made the decision that anything is better than a day in the office. The Karibib Town Council donated branded shirts and jerseys to the Karibib Football Club as part of the council's community sport development programme, and shown its support to the town's local football club. The Council pleaded to the private sector to come on board and support the club as the aim is to reach premiership status within the next five years. The club plays in the second division and almost gained promotion to the first division but lost the first spot to the Swakopmund Football Club. The entire town of about 10 000 residents, is encouraged to support the club and all the to pay annual membership fees to help the club financially. Legend and well-known Brave Warriors player of 1998, Wallace Doeseb, is the coach of the Karibib Football Club.
