A tearful Glenn Clifford Leister in his bail application in the Swakopmund magistrate's court says he only “kissed” the victim and never had intercourse with her. Leister was employed as a driver of the Ministry of Health and Social Services and was stationed at the Swakopmund bungalows which at the time served as a quarantine facility. This is where the alleged rape incident took place at the beginning of September this year. The victim alleges Leister confronted her in her room. He allegedly overpowered her, before sexually assaulting and raping her. During the attack he allegedly told her she was the youngest female yet with which he had sexual intercourse. After the attack he allegedly forced her to first ensure the hallway is clear, for him to flee the scene undetected. The state prosecutor in the case, Johannes Shangadi, opposed the granting of bail to Leister. He argued freeing an alleged sex offender on bail is not in public interest. Leister could interfere with the investigation of the case. Shangadi further stated a medical examination would be submitted as evidence that sexual intercourse took place with the victim. The State would further submit forensic evidence that indeed the sexual act was performed by the accused. Leister is represented by attorney Jan Wessels. Leister returns to court on 21 October for continuation of his bail application hearing.

A short glance back: - In 1990 rooms were built, so that the staff had privacy and warm showers. - In 2009 the SPCA house was renovated. “Two Klappes” (emergency after-hours kennels, accessible from the outside) were constructed. These valuable kennels are equipped with warm blankets, food and fresh water and provides shelter for stray and often anonymous pet surrenders. - During 2010 the first dog paddocks or as now referred to doggie yards were created. This was to socialize the dogs in our care and also to allow them playtime during opening hours instead of being kennel bound all the time. - 2010 3 Quarantine kennels were erected. To date we have 6 quarantine kennels available. All strays are quarantined for health reasons - 2011 One year later the second paddock (doggie yard) for the dogs were inaugurated next to the horse-stables. The Reiterverein has been our very harmonic neighbours over the years. - In 2011 the greatest indentation took place. The committee of the Tierschutzverein in Swakopmund (SPCA) decided to clamp the cord with the organization in Windhoek and apply for our own welfare registration. All other SPCA's in Namibia are registered under the roof of their Welfare Number WO6. Our setup in Swakopmund made it possible to become independent. Welcome a new chapter of our Tierschutzverein in Swakopmund, WO438. Under the carefully managed reigns of Dagmar Wacker and Heike Witt, our accounts and bookkeeping section saw the light with 100% visibility and integrity. We've never looked back since. - 2016 We applied to purchase additional piece of land Municipality of Swakopmund to expand our kennels due to the increasing population, hence the increasing number of stray animals. Four years later, 2020 we are hopeful that this process will be finalised; 26 additional kennels are to be added. - 2018 We built an additional 2 emergency

kennels Klappes bringing the total to 4 The one thing that must never be taken for granted or overlooked is the Swakopmund community who's consistent support and empathy for our mission has put us in a class of our own. The support and assistance is enormous and enables us to care for our furry friends, providing them with all necessities to give them a dignified, deserved life every animal is entitled to. The third leg of the well being of our Tierschutzverein is the Swakopmund Municipality. Their responsibility mainly leans towards the stray pets found so often on the streets of Swakopmund. Over the years, we often act on their behalf and we assist each other. For the past 10 years the Director of the Department of Health and Social Services, Clive Lawrence has been supporting us financially, though expenses exceed our annual grant by far, they also provide an animal officer plus two additional persons to assist with field work. With 10 years as chairperson of our Tierschutzverein Swakopmund (S.P.C.A.), it is with pleasure that I use this opportunity to express my honest gratitude to all the persons and organizations that's been supporting us generously and altruistically over the past 50 years in our mission to do everything possible to help all stray and homeless pets in our tourist town as well as the Erongo region. A very big thanks to Ingrid Gürtel (our manageress) and her staff members for their loyalty and consistent performance in an environment which is not always easy to handle, 7 days a week. I cannot think of a better or more perfect symbiosis: The community, Ingrid and her team, the committee, our accountant and the municipality! I honestly hope that, however this country will develop in the future, the above structure will continue to exist and hence the base for carrying on in our efforts to provide our four legged friends as best as possible. Shannon Wasserfall A glimpse behind the scenes of the murder investigation Eileen van der Schyff The missing persons inquiry of Shannon Wasserfall, the 20-yearold who went missing in Walvis Bay at the beginning of April, is now a full murder investigation. Following anonymous tip-offs, the Namibian Police found the human remains of a female in a shallow grave near Narraville on Tuesday. Clothes found with the deceased resembles the clothes Wasserfall wore on the day of her disappearance. Namib Times spoke to a retired police detective this week who explained that justice for Shannon Wasserfall cannot be delivered on mere assumptions. Although there are indications that it could be her remains, he urged her family, and the public at large not to be led by assumptions, but only on proven or provable evidence. This retired officer also applied his mind to what the Police have right now, and what leads are possibly followed up. “We have a case of a missing person by the name Shannon Wasserfall. As from Tuesday, there are human remains [of a person], weathered clothes found with the deceased and a shallow grave in which the deceased person was buried”, he explained. For the Namibian Police to determine who the deceased person is, several options are on the table. Forensics are regarded as the most important factor in the investigation. Foren-sic tests can prove more than just the per-son's identity. Foren-sics can also be used to determine whether the person was sexually assaulted, but the condition of the remains

found is the determining factor. Dental records are also an option, should the postmortem establish the deceased person in life underwent dental procedures. With regard to the clothes, there are also several points investigators can establish. Was the deceased person dressed or undressed? So far, the Police remain sketchy on this issue. “There is a definite resemblance between the clothes found with the deceased and the clothes worn by Wasserfall. The clothes are a key factor, but it remains an assumption without the deceased person positively identified. The shallow grave forms the basis that the deceased has been buried there. More clues are needed to determine was the person's life ended at the scene or was the person's life ended somewhere else and an attempt followed to conceal the crime by burying the victim. A shallow grave also means the perpetrator/s was in a hurry to leave the scene and was probably also not planning the killing in advance or planning too much detail in advance. It also seems easy to access the scene where the remains were found by

According to this retired officer, the police would trace Wasserfall's last few days before her disappearance in April. “There are many factors: the day of her disappearance was during the Covid-19 lockdown. People were not allowed in public places like clubs, or other places frequented by young people. That means Wasserfall would have been in the company of a limited number of people in her last days. That is if she followed the lockdown rules correctly”. Investigators will also look at key people in Wasserfall's life, according to the retired officer. Where were they and what roles they played in the last days of her life? What daily patterns were they following after her disappearance was confirmed? Note: at the time of going to press the Namibian Police was yet to brief the media on the latest update with regard to the investigation of the discovery of the human remains. Duty to prepare annual financial statements in terms of IFRS and to lay them before annual general meeting (d) a directors' report Recent years have seen major changes in financial reporting worldwide. International financial reporting standards (IFRSÂŽ standards) or a local variant thereof are increasingly becoming mandatory throughout the world. The International Accounting Standards Board has been strengthening relationships with securities regulators, standardsetters and others around the world in order to encourage consistent application of existing IFRS standards. The Board's website lists 166 'jurisdictional profiles' which set out each country's use of IFRS standards. The website

sets out a few observations on these profiles, including: Âˇ 144 jurisdictions require IFRS standards for all or most domestic

publicly accountable entities (that is, listed companies and financial institutions) in their capital markets; and Âˇ 86 of the 166 juris-

dictions require or permit the IFRS for SMEs standard (that is, the simplified alternative to full IFRS standards). In Namibia, to use of IFRS

f o r S M E ' s i s p e rmissible. Financial statements prepared in terms of either IFRS or IFRS for SME's provide information for a reporting period (a specified period). Comparative information for at least one prior reporting period is provided, to assist in identifying and assessing changes and trends. In terms of Section 294 of the Companies Act 28 of 2004 of Namibia, the directors of a company must, in respect of every financial year ensure that annual financial statements are prepared in the official language (in the instance of Namibia thus in English) and must present them

before the annual general meeting. Sufficient notice, in terms of the Act, must be given for the annal general meeting which must then be held not more than nine months after the end of every ensuing financial year of that company and within not more than 15 months after the date of the last preceding annual meeting of that company. The annual financial statements must consist of: (a) a balance sheet including notes; (b) an income statement, including any similar financial statement where that form is appropriate and notes; (c) a cash flow statement;

complying with the requirements of the Act; and (e) an auditor's report as required by the Act. Currently there are number of digital tools available for the drafting of annual financial statements, of which a number is used in the Namibian market. There responsibility for the drafting, can be sourced out to an independent party, by the board of directors, or it can be performed in house. After the imposed Covid-19 lockdown, Walvis Bay Motor Club (WBMC) hosted the first ever Erongo Sprint rally last weekend outside Swakopmund.

The sprint rally was endorsed by the Namibia Motor Sport Federation (NMSF) and was held under the Covid-19 regulation with 15 rally cars, 3 quad bikes and 7 MX bikes. A sprint rally is in a nutshell, a one day event in the form of a mini rally consisting of one stage with a distance of 6.37km. There are no time controls, no medals or trophies as it is a fun event under the NMSF's regulations. The organizer of the event Allen Martin said that the event was held to show the NMSF and the sport commission that they can host a motor sport event under the Covid-19 regulations. Martin added, with all motor sport events cancelled due to covid pandemic, WBMC are in discussions with the NMSF to host one or two rallies before the end of the year as many club and national events had to be cancelled due to Covid. The fasted time of the day was 00.05.02 minutes and was set by Zachary Martin and Amanda Hugo who took honours by ending in the first place in his VW Polo Vivo with Oswaldo Mendes and Carel de Jager in their Subaru Impreza in a time of 00.05.39 in second place.
