Heads must roll Municipal employees welcome whistleblower “from among their ranks” who blew the cover on credit card misuse. Floris Steenkamp Three employees of the municipality of Walvis Bay, through namib times, called upon the Anti-Corruption Commission (ACC) over the weekend to “dig deeper” behind the credit card fraud allegedly committed by Clr Samson Nghilumbwa. Nghilumbwa is a town councillor and chairperson of Council’s management committee. He is accused of having abused his municipal credit card to the tune of N$83 000. Instead of using the credit card for strictly council business, Nghilumbwa instead allegedly withdrew cash at various automated teller machines at casinos and spent the money on alcohol purchases. “How did the municipality’s financial system not picked up the abuse of this credit card for four months?”, asked one municipal employee over the weekend. Adding had the statements been perused and balanced regularly, the mis-spending would have been pick up almost immediately. “We as municipality of Walvis Bay unfor-
tunately have the culture to rather turn a blind eye on councillors or senior employees’ conduct”, said a second employee. She expressed her satisfaction with the fact that a whistleblower from within the municipality notified the ACC of the alleged financial misconduct committed by Clr Nghilumbwa. “It is high time that we as employees of the municipality of Walvis Bay stand up against the abuses taking place under our very eyes in our different departments. We always rely on the media to uncover corruption and other wrongdoings, yet in so many councils across the country it is we as local authority employees who knows and have the information available to assist the Anti-Corruption Continues on page 2

Tragedy narrowly averted A semi-rigid inflatable boat encountered engine trouble off Mile 8 on Saturday. On top of the engine trouble, the boat’s one pontoon also deflated, causing the vessel to partially sink. A ski-boat which was catching snoek in the area raced to the four occupants of the stricken boat’s rescue. A towline was attached to the partially sunken boat and it was pulled to the shallows. With the snoek season here, boat owners are urged to ensure their vessels’ have the necessary emergency kit aboard and that boats are in a seaworthy condition.
Maria Wilken dies after short illness The death occurred in Pretoria on Thursday of Mrs Maria Wilken, the spouse of the long serving town clerk of Walvis Bay, the late Mr Jan Wilken. Mrs Wilken relocated to South Africa shortly after Mr Wilken’s death in 2009. Mrs Wilken would have turned 90 on 25 October. According to relatives Mrs Wilken suffered from pneumonia in recent weeks. She made a full recovery, but she suffered a fatal heart attack on Thursday. It is believed the heart attack was caused by damage to the heart as a result of the pneumonia.

Consumer Rights CRAN ENFORCES CONSUMER RIGHTS IN RESPECT OF TELECOM NAMIBIA CUSTOMER SUBSCRIPTION AGREEMENTS The Communications Regulatory Authority of Namibia (CRAN) is mandated to ensure that consumers are protected from exploitation and abuse in respect of price, quality, variety of services and user equipment supplied. In light of the above a consumer complaint was lodged in 2016 by Mr. Simon Ipinge (in line with CRAN's consumer protection regulations) against Telecom Namibia Limited the standard contract (clause 2.1 terms and conditions) of the subscription service agreement. The said agreement states “consumers who do not exercise the option to renew their contracts, Telecom Namibia Limited will automatically renew same and in turn the consumers will continue to pay a subscription fee inclusive of the price for a handset, even though they do not
receive the handset”. “The Authority has therefore given a ruling on the principle on 27 March 2018 and is further mandated to ensure that the principle is reflected in the contractual provisions” states Festus K Mbandeka, Chief Executive Officer of CRAN. He added that this matter is settled and the Authority's decision is in favour of Mr Ipinge. The nature of the decision is however one that benefits all consumers that enter into subscription contracts with Telecom Namibia. The decision is based on the following: 1. That Telecom Namibia should amend

Two killed in vehicle towing accident Eileen van der Schyff
Two people were killed instantly in a road crash some 50km from Usakos on the way to Arandis on Sunday night. The accident occurred shortly before midnight. A vehicle was towed by another. The tow-rope snapped and the driver of the vehicle being towed lost control over it and it swerved into the on-coming lane. The vehicle slammed head-on into truck, killing instantly both occupants of the vehicle that broke loose. The Namibian Police in Erongo gave the names of the deceased as: Nangolo Simon Kondjashili (41) and Matias Tangi Iipumbu (42). A case of manslaughter is investigated.

Fatal accident on the C14 Eileen van der Schyff
One person died when a Toyota Fortuner overturned on the C14 near the Rooikop military base on Saturday. The accident was caused by the driver who lost control of the vehicle as he hit the vehicle in front of him (an Audi) whilst overtaking. Two of the passengers in the Fortuner were seriously injured and were taken to Welwitchia private hospital. A third person, Hendrik Hans Witbooi succumbed to his injuries at the scene of the accident. The two men in the Audi, aged 28 and 24, escaped unscathed.

On Saturday at around 13:00 four Chinese nationals were travelling in a Toyota Land Cruiser from Usakos towards Uis. About 10km before reaching Uis they seemingly parked their vehicle next to the road and went into the field to take photos. It is alleged that they left the vehicle unguarded and, on their return, they found one window of the vehicle on the passenger's side smashed out and the unknown suspect/s stole a tool kit as well as one bag containing documents. The victims were however not interested in laying a charge. 48-year-old man behind bars for hit and run A case of drunken driving, reckless or negligent driving, and failing to ascertain the nature and extent of injuries sustained was opened at Otjimbingwe, after Ellis Goabab (48) hit a pedestrian and drove away with a vehicle which is not road worthy. According to a statement issued by Nampol's Crime Investigating Coordinator, Erastus Iikuyu, the incident took place on the D-1967 gravel road between Otjimbingwe and Wilhelmstal last week Thursday, around 21:00. Goabab was driving a white Opel Corsa, which is not roadworthy on the gravel road and about 3 km east from Otjimbingwe, the vehicle hit a pedestrian/victim and the suspect drove away and only showed up at the scene at a later stage. The driver was arrested. The 32-year-old victim was employed as a livestock herder at Willem post in Otjimbingwe area. The victim's lower left leg fractured in two places and he was rushed to Katutura State Hospital. The suspect was due to appear at the Karibib Magistrate Court yesterday. Investigations continue.

The Blessed Hope Full Gospel Church (BHFGC) from Steenberg in Cape Town, South Africa is in Walvis Bay to bring Hope to the community of the Harbour town. The Pastor and some of his congregation members were on a Hope Mission tour in Walvis Bay, where they saw the need to renovate the Sunshine Kids Centre (SKC). The BHFGC congregation has also set up a partnership agreement with the Board of Directors of the Centre. The Pastor of BHFGC Mark Harris said “the project of Hope for the Centre doesn't stop here, we will go home and will send money to the centre in aid for their bakery. We are not here to take but to give to the needy of the community.” “Since our arrival in Walvis Bay, we held gospel meetings in Narraville and all the funds that were raised was given to the centre and without the renovating we also give what is needed in the bakery” Henry Laguma a member of the BHFGC congregation added. Fariq Gamieldien from the drag awareness group of the BHFGC congregation said that they have started a program with Treasure Namibia to assist families with children who are addicted to drugs with a meeting that is set for 6 October at the Roman Catholic Church in Narraville. The Director of SKC Elsa Murangi, expressed her gratitude and said that it is amazing to see what BHFGC is doing for the centre and that their donation imperative to the implementation of the successful programs at the Centre. The centre was last renovated in 2015 by the Shofar Church in Swakopmund. Murangi added that the centre is a non-profit charitable organisation and is not affiliated or associated with any other health or human service agencies and is a shelter to educate, feed and provide much needed therapy to children and people with autism, down's syndrome, cerebral palsy and different kinds of physical and mental disabilities. Murangi mentioned that the centre is funded through donations and small self-initiatives venture to make a profit to keep the Center running. At the centre is a bakery where they bake bread for the Promisland Centre and some other intuitions. Murangi plea to the community to support the centre by ordering their freshly baked bread and all other ventures like gardening, catering, making dolls and wood work that they are doing at the centre. “We are not doing this to make a profit, but to keep the Center running and making sure our kids are well taken care of as we depend on donor funding which sometimes is not enough to cater for the children's needs. Thus we come up with ways to get enough money to give the best education and much

SCANDAL Swapo Clr Samson Nghilumbwa, the chairperson of the management committee of the Walvis Bay town council, is probed for an alleged irregular spending of N$83 000 on a credit card the municipality entrusted to him. The ACC confirmed probing the matter and Nghiumbwa allegedly already started to pay back the money. The Anti-Corruption Commission of Namibia confirmed in a national news report this week that Walvis Bay town councillor and Chairperson of Council's management committee, Samson Nghilumbwa is probed for alleged irregular spending on a municipal credit card amounting to an astronomic N$83 000-00. A whistle blower in the municipality explained the Mayor of Walvis Bay Alderman Immanuel Wilfried and Clr Nghilumbwa are both issued municipal credit cards. When officials in the finance department first detected anomalies, they had a look at spending patterns on both credit cards and found Clr Wilfried's credit card spending to be within the allowed limits and he accounted for all spending. He accounts for every cent spent and he only spent money on his credit card when hosting guests of the municipality. The whistle blower who contacted namib times early last week said the situation with regard to Clr Nghilumbwa's credit card spending was shocking, scandalous and something has to be done as a matter of urgency. The whistle blower indicated that printouts of all spending were obtained, and it was handed to the AntiCorruption Commission (ACC). In a news report in a national newspaper, the ACC was quoted that indeed an investigation is now ongoing against Clr Nghilumbwa's conduct. Nghilumbwa is serving on the town council on a Swapo ticket. The said newspaper quotes Nghilumbwa allegedly admitting he is repaying the municipality and already made payments in this regard. However, it was learnt yesterday, this might not be enough. Should any irregularities be detected the ACC will formally investigate the matter and recommend whether Clr Nghilumbwa
will be held criminally liable. The spending includes withdrawals in Walvis Bay, Swakopmund and Windhoek, some at ATM's at casino outlets. Last week we had the DISTEL sponsored day and a half-way house at number 6. The format was green keeper revenge and an individual Stableford. After the dust had settled it was Emile Vilbert that came in first on 12 points, second was Hannes Crafford on 9 points. Seven coastal players in 7’s Team Rudi Bowe
Seven players from the two coastal towns Swakopmund and Walvis Bay were selected in the Namibian Sevens Rugby Team that will depart on 10 October to participate in the Rugby Africa Men's Sevens Tournament on 13 and 14 October in Monastir Tunisia. The players Chad Plato, Ngume Nguaiko, Daniel Bock, Lloyd Jacobs, Carlton Stevens and Aurelio Plato the captain of the National Sevens Team are all players from Kudus Rugby Club in Walvis Bay with Camlo Martin that hails from Swakopmund and plays for UNAM Rugby Club in Windhoek. The Twelve teams that will compete in the 2018 Rugby Africa Men's Sevens Tournament that will be played over two match days are Namibia, Kenya, Uganda, Zimbabwe, Madagascar, Zambia, Tunisia, Senegal, Morocco, Botswana, Ghana and Mauritius. The winning country be crowned as the 2018 African Champion and will participate at the Hong Kong Sevens in April next year that is the qualification for the HSBC World Series and Olympic Rugby Sevens as required. Namibia participated in the 2016 tournament and lost in the final against Uganda that is also the reigning 2017 Champions. Namibian is in Group D and will play against Madagascar and Zambia. Namibian Sevens Team was at the harbour town over the past weekend as the guest of F45 Training where the team did two sessions. Andrea & Craig Williams from F45 Training said “We are grateful for them taking up our invitation to train with us before departing for Tunisia and that we do believe that the players benefit from training at F45 Training studio”. “We at F45 Training wish them success, many tries and look forward to joining F45 Training Walvis Bay for a few more sessions” Andrea added. The players said that they enjoy it and that it was very good to be at F45 Training studio and encourage all sport men and women to join F45 Training. Andrea also mentioned that F45 Training will open a studio in the 2019 in Windhoek and looking forward to see more national teams and club joining them. The team held a coaching clinic at the sports field of
Walvis Bay Private High Schools with about 20 children from different schools at the harbour town. The coach Les Bougard and some of the National players said that as the children are the future for the sport therefore it was a great pleasure to help them. There were a few children that did touch a rugby ball for the first time and some children do have a natural talent that just need to be developed. Action Cricket kicks off Isaac Chikosi Action Cricket is a whole new ball game. With teams of 6-a-side and simple rules to follow, people of all ages can play this sport. Coastal Action Sports Arena hosted the opening matches last weekend here in Swakopmund. Two opening matches kicked off the competition with QK Katte taking the win against Wille Honne. The second game saw Pirates take the lead when they played the Woestyn Kwaggas. A further three games took place Tuesday to Thursday last week. More games took place within the week with exciting action. Action Cricket teams are generously sponsored by various companies such as Taleni Africa and QK Construction among others. The organiser Johnny Van der Westhuizen extended an invitation to cricket teams and supporters to participate and support the game.
