The captain of the midwater trawl fishing vessel “Heinaste” will be experiencing the wisdom behind this saying very soon. The captain of Heinaste recently reported seven midwater trawl fishing vessels for catching fish within the 200 metres depth zone, allegedly only to be caught red handed himself days later for doing the same. Heinaste is now steaming for Walvis Bay and all expectations are this particular captain will be arrested by the Namibian Police, suffering the same fate of at least one of the seven vessels captains he reported.

The vessel that spotted Heinaste catching within the 200m zone is also believed to be sailing for Wal-vis Bay now to deliver to the Ministry of Fisheries and Marine Resources and the Fisheries Observer Agency evidence to that effect. Namibian fisheries legislation prohibits trawling in waters less than 200m in depth. Only purse seiner vessels are allowed to fish in water shallower than 200m. Continues on page 2

The de Gouveia family clan of Walvis Bay is plunged into heartbreak, following the death in a car crash on the B2 coastal road on Tuesday evening of one of the family's younger members. Jimmy Oliver de Gouveia (36) was killed on impact when his car slammed into a palm tree near the entrance of Walvis Bay just after 21:00 on Tuesday. The vehicle than rolled down the embankment. De Gouveia was the single occupant of the vehicle. He reportedly returned from visiting a relative at Langstrand when the accident occurred upon his return to Walvis Bay. De Gouveia's death follows approximately 15 years after he lost his brother in a vehicle accident at Langstrand.

Break-in at Natis-Swakop A large amount of cash was stolen during a burglary at the offices of the Namibia Traffic Information System (Natis) in Swakopmund in the early hours of Wednesday morning. According to the spokesperson of the Namibian Police in Erongo, Deputy Commissioner Erastus Iikuyu, the culprits gained entrance into the building by removing a glass window. They used a cutting torch to the safe and stole N$70 297.60. The money has not been recovered yet. Police request members of the public who might have information that can lead to the arrest of the suspects to contact Deputy Commissioner Iikuyu on 081 246 4757 or Detective Warrant Officer Auchab on 081 276 6844. One vessel captain, named as Pavel Surodonkin, was arrested, brought before a magistrate in Walvis Bay and released on bail of N$100 000. There are talks of three more individuals to be arrested from the other vessels reported. At the time of going to press it was yet to be established as fact. Namib Times, through several stakeholder-interviews this week, established that pure envy is behind this current saga. There is also a potential danger to the Namibian Police in this matter, as arrests should only be carried out after a thorough investigation of any complaint. The mid-water trawl companies implicated say no thorough investigations were conducted. It was established further through inquiries the midwater trawl sector is divided into two main camps: the so called “wet fish vessel” quarter and then the “freezer trawler” quarter. Of the eleven midwater trawl vessels currently operating in Namibian water, a total of six are wet fish vessels which land all their horse mackerel at the three horse mackerel fish processing plants at Walvis Bay. These three factories are owned and operated by Gendev Fish Processors, Seaflower Pelagic Processing and Tunacor Fisheries. In total these three factories employ 1 800 Namibians and additional seagoing personnel on the total of six wet fish trawlers these companies own (two each). A total of 35 % of the total allowable catch of horse mackerel is landed and packed or processed annually at these land-based processing facilities. Where the envy creeps in is the fact the Namibian Government wants to raise this percentage to 70 % of the horse mackerel total allowable catch to be landed and packed on land by 2022 as this is the way forward to create jobs and increase the value of horse mackerel products for export earnings. It is exactly here, Namib Times were told, where the envy factor comes to play. If the percentage landing is to be increased to 70 %, the death knell has sounded for the freezer trawler. Freezer trawlers catch and whole froze all catches at sea and discharge into cold storage on land. There is minimal value adding to the fish. Moreover, the vessel crews are on average 100 persons per vessel, of which 50 % are foreign crews. Namib Times were told to this particular point that horse mackerel catches have been weak the past months and freezer trawlers are moving up and down the Namibian coast trawling on the 200m depth line. The weak catch rates, and the fact that the freezer trawler virtually allows no horse mackerel from within the 200m depth zone to reach the deeper zones, leaves the wet fish vessels in limbo. The wet fish vessels are experiencing weak catches deeper into the sea and has no other choice to return to Walvis Bay with low levels of horse mackerel in the fish hulls as the 96 hours clock is ticking against them. So much so has the rift developed between the wet fish and the freezer trawler quarters that Horse Mackerel Association is going to split. The wet fish quarter has approached the Minister of Fisheries and Marine Resources to allow wet fish operators to organise themselves into a Wet Horse Mackerel Landed Association, breaking away from the Horse Mackerel Association they argue is only pushing for the interests of freezer trawlers. Furthermore, the wet fish trawler operators have approached the Minister of Fisheries and Marine Resources to allow the wet fish trawlers to catch within the 200m depth zone up to 150m depth. Operators argue that would allow them better catches to cope with the quality factor. On both the breakaway from the Horse Mackerel Association and the application to reduce the depth zone for wet fish horse mackerel trawling to 150m the Minister is yet to respond. ·Namib Times have also been informed that the midwater trawl industry in its entirety complained at several occasions to the Ministry of Fisheries and Marine Resources about between six and nine Angolan horse mackerel trawlers operating in Namibian water within the 200m zone for several months. The sector alleges the Minister of Fisheries and Marine Resources never acted on that. At the scene of the accident: cleaning up the next day. PPPs at Annual Conference It is unlikely that the construction sector will once again record heydays as in previous years. Restricted government budgets will limit the opportunity for extensive growth in the construction sector to meet the infrastructural requirements of Namibia. Alternative financial resources need to become more accessible. Other than encouraging the attraction of foreign direct investment and the creation of a conducive policy environment, it might also be necessary for the local private sector get involved in the financing of infrastructure development and capital projects. For that reason, the CIF is offering a threehour introductory training on financing through public private partnerships (PPPs), at its first annual construction conference, scheduled for 14 and 15 November. Bärbel Kirchner says: “One of the main buzz words is PPPs. During our high-level engagements with various ministers and authorities, it was highlighted ever so often that we should consider PPPs. One would assume that some of our larger contractors have already been sufficiently exposed to it. However it remains still relatively foreign. And, ultimately PPPs can also be applicable for our smaller business taking into consideration projects at local level”. The CIF will be providing the training on PPPs free of charge to its members. Any other interested persons can also contact the CIF, to register for the three-hour intro-ductory course, at a cost of only N$250 for nonmember”.

Vehicle crashes through boundary wall in 6th Street A vehicle crashed through a garden wall in 6th Street (on the block between 17th Road and Hannah Mupetami) at 05:00 on Thursday, sending bricks through the window of the house and even damaging a vehicle that was locked away in a garage on the neighbouring property. “We were jolted awake by loud sound we instantly recognised as a car crash. We could hear bricks flying through windows”, a witness told Namib Times yesterday morning. Residents of the house where the wall was hit could hear the bricks entering through the window and landing on furniture inside. “This was horrible and scary”, described another person the incident. The vehicle crashed through the wall and hit the sidewall of the neighbouring property’s garages. The vehicle wreck punched a hole through the wall, resulting in the bricks damaging the vehicle locked away in the garage. One person was arrested after the incident and will be charged in the magistrate’s court of Walvis Bay today with reckless negligent driving. The vehicle carries a Windhoek registration mark and it is understood the arrested driver is also from the capital city.

Lightning strike the cause of Ngandu fire A fire caused by lightning strike destroyed six thatched treetop rooms at the BON Hotel Ngandu Rundu at 04:00 on Wednesday. Ngandu Rundu is a sister-accommodation facility of the BON Hotel Ngandu At Sea at Walvis Bay and the BON Hotel Swakopmund. According to a member of management of BON Hotels in Namibia, Mr Rousseau Hill, the fire left the six rooms in ruins. Hill expressed his relief that no person was harmed in the incident and praised the fire brigade at Rundu for the quick response. “We are now busy with the clean up and we are thankful that our operations are not impaired in any way. It is businesses as usual”, explained Hill telephonically from Rundu yesterday.

Walvis Bay Plant & Tool Hire pushes the business of abnormal load transport to newer heights Walvis Bay Plant & Tool Hire yesterday took delivery of its brand new MAN mechanical horse, an impressive 680 horsepower, V8 with a pulling power of 250 tons. That is the only truck of its kind in Africa. The truck was built by MAN in Germany and originally destined for another client elsewhere in Africa. However, due to circumstances beyond their control the original client could not take delivery of the truck. Walvis Bay Plant & Tool Hire was contemplating the acquisition of such a truck and jumped at the opportunity with both hands. Acquiring the truck made many obstacles disappear, including long lead and delivery times of such a truck, as it is built on order only.

The new truck makes it possible for Walvis Bay Plant & Tool Hire to increase its abnormal transport capacity to 900 tons. Fuel prices unchanged

Namibia’s National Energy Fund (NEF) saves the day for the Namibian fuel consumer for the month of November. It still costs more to import fuel in Namibia for oil companies than the price per liter at which it is sold to the Namibian fuel consumer (underrecovery). However, the NEF will absorb this under-recovery or loss to the amount of N$40 million for November. There will thus be no fuel price increase for November, the Ministry of Mines and Energy said in a statement this week. The fact that there was no major disruption in the global crude oil industry during October and the relatively stable Rand-US Dollar exchange rate laid the basis for the decision to keep fuel prices unchanged. In mid-September terrorists attacked Saudi Arabia’s Aramco crude oil facility, leading to the biggest spike in crude oil prices in the history of fossil fuels. For Namibia as a nett importer of fuel, stable crude oil prices is of utmost importance as that directly and positively influences local fuel prices. High crude oil prices leads to more expensive fuel.

CORRUPTION

An administrative officer of the Ministry of Home Affairs at Usakos was arrested and charged with two counts of corruption this week. The official is accused of having issued national documents to foreigners by fraudulent means. The alleged acts of corruption were committed between 2013 and 2019, the Namibian Police Reported this week. The arrest was made by the Anti-Corruption Commission of Namibia (ACC). The suspect was charged with contravening the Anti-Corruption Act, Act 8 of 2003 and contravention of the Immigration Control Act, Act 7 of 1993. The suspect assisted foreigners by issuing false, forged or fabricated Namibian birth certificates to foreigners. The suspect made a first appearance in the Usakos magistrate's court yesterday.

Flooded by water

The Manica Group of Companies headquarters in Walvis Bay's 3rd Street East was flooded by water between Thursday night and early Friday morning of last week. A hand-basin tap in one of the building' staff toilets was left open and caused the flooding. Security officials spotted water streaming from the building's entrance. The Manica building was without water supply some time during the day last Thursday and a person using one of the toilet facilities on the top floor wanted to wash hands, but the tap was dry. The person is believed to have forgotten to close the tap again. When water supply resumed, the water flow from the tap could not be contained by the drainage of the wash basin and over a matter of hours several parts of the building's three floors flooded. Damage to the building itself, and to equipment from several subsidiaries of the Manica Group, is believed to be substantial. An employee confirmed the above, but requests to get official confirmation of the incident and the extent of damage was not possible as the spokesperson of the Group was not in the office on Thursday.

Scooping a number of awards for her outstanding work throughout the year was Endalene Apollis, who was honoured with the school's Dux and the Mayoral awards. Endalene produced the highest distinctions in all learning areas and has a history of academic achievements. Addressing the learners, parents, guest and teachers and a well known Dentist in Walvis Bay Dr Dean Kock said at the event that teachers are the building blocks of every society and nation, but they need help from the parents, as the teachers cannot pull the wagon up the hill if the parents do not push from behind. Every child needs a role model, they need mentoring, and somebody to look up to as they, the children need heros and parents, uncles, aunts, men and women and teachers need to play that role and lay the foundation for the survival of the next generation. Dr Kock added, “As a nation we need to secure the survival of the next generation and need to think long-term and I hope that the politicians, the decision makers, us as parents and the community leaders realise our urgent situation sooner rather than later”. “Free education does not mean the school has enough funds to implement as sustain valuable functions in order to sustain good quality education and free education does also not mean me and my child are now free to challenge the authority of the school staff” Dr Kock said. Children and their parents should never give up as they are allowed to make mistakes, but stand up and try again and study hard to impress their parents and teachers so that they can be proud of you. Children need to be an example to others and be creative and spread their wings, be polite and friendly, have fun with your friends and play as it is also important but you

Santa Shoebox Project Eileen van der Schyff

The Santa Shoebox Project has been active for the past five years. Every year is more successful than the last. The number in donations and recipients are growing with every passing year. A total of 349 children received Santa Shoeboxes in Walvis Bay this year. Donations of essential products are received from the public by Santa Shoebox who then distribute these gifts to anonymous children. The following items are required: Toothbrush, toothpaste, soap, a wash cloth, sweets, a toy, school supplies and a clothing outfit, all new unused and age-appropriate. This project is supported by an extensive network of kind hearted volunteers across South Africa and Namibia. These people give their time, energy and expertise without remuneration.

â€œWhile a material need is fulfilled, a Santa Shoebox is a gift of selfworth and respect for the child receiving the gift, which contributes to positive nation building.â€? Said the manager and local coordinator of the Santa Shoebox Project, Natasha Lombard. Natasha urges all companies in town to take part in this very special gesture. Liebe Küstenleser! Nicht jedes unnatürlich hell wirkende Lebewesen ist gleich ein Albino. Albinos - das sind jene Menschen und Tiere, deren Körper so beschaffen sind, dass sie nur sehr wenig von dem Farbstoff Melanin produzieren. Je mehr Melanin wir produzieren, desto dunkler sind unsere Haut, Haare und Augen. Aber nun habe ich mich schon klaar wieder auf Glatteis begeben. Auf Wikipedia musste ich mich belehren lassen: “Albinismus (von lateinisch

Sparta Hockey Women end third The Sparta and X – Team women's Hockey teams from Walvis Bay ended third and fourth respectively in the Women's Reserve League in theBank Windhoek National Outdoor Hockey League that concluded this past weekend in Windhoek. The two clubs Sparta who played for the first time in the National Outdoor Hockey League and X – Team from the harbour town qualified for the playoffs that were played the past Saturday, Sparta played against Saints 2 in a 2-all draw. As a result, both teams had to play one-on-ones to decide the winner. Eventually, Saints 2 defeated Sparta 3 – 2. X – Team lost their semi-final 5 – 0 against Saints 1. On Sunday, the two coastal teams played for the third spot on Sunday with the Sparta women too strong for the X – Team as they won the match 4 - 0. In the final, Saints 1 won the final 3 – 0 against Saints 2 to won the Women's Reserve League title. The men's team of X – Team Hockey Club in Walvis Bay who played in the Premier League this year ended sixth. The 50th Pupkewitz Development Schools Gala A record number of 1051 of entries were received for the 50th annual Pupkewitz Development Schools Gala from different clubs. These entries were received from the Cube Swimming pool in Swakopmund, the Westerns Suburbs Swimming pool in Windhoek and the Private Schools Swimming pool in Oranjemund. Ten new records were set in Windhoek. A total of 685 times were improved with 16 Multi-Disability swimmers from Dagbreek Primary. It was truly inspiring to see their commitment and tenacity. The Gala came to a close with a Water Polo game between DHPS & St PAULS. The Stones Water Polo club also offered a try-out session at the end for individuals wanting to "give it a shot". This was well attended and we hope to give another scope or outlet to individuals who love the water but not the training that mainstream swimming provides. “We at NASU are incredibly grateful to be supported by the Pupkewitz Foundation for 50 years. It is our endeavour to make swim-ming more accessible for more individuals thereby increasing the number of indivi-duals who are safe in the water. We cannot do that without the help of individuals such as Mrs Meryl Barry who are passionate and committed to our cause and we encourage individuals that have private Learn to Swim programmes throughout the country to get in touch with

us so that we can offer our support.” NASU thanks all the individuals who offered their time and assistance to make the weekend possible with special thanks again to Mrs Barry and the Pupkewitz Foundation. Swakop Results: Pro-Ed Akademie Laerskool was first with 445 points with Private School Swakopmund Primary with 434 points second and Namib Primary School with 108 points in the third place. Windhoek Results: In the PRIMARY SCHOOL section, St Paul's came in 1st with 532 points, DHPS following with 505 points and Windhoek Gymnasium coming in with 397 points. In the Secondary section DHPS came in 1st with 502 points, St Paul's in 2nd with 353 points and Windhoek Gymnasium in 3rd with 171 points. Oranjemund Results were not received. The Bank Windhoek Long Course Gala #2 will take place on 15 and 16 November at the Western Suburbs Swimming Pool Katutura Windhoek.

Goju Ryu Karate grading Rudi Bowe

A total of 54 karateka were promoted during a recent grading event at the Goju Ryu Karate Club in Walvis Bay. The grading was hosted by Sensei Nico Maritz, (5th Dan). Maritz is pleased with the performance and progress of his students. Sensei Maritz said that in today's world parents need extra help to reinforcing respect, courtesy and self-discipline as this these are part of everyday lessons at our school. “Our Martial Arts classes teach much more than kicking and punching, we teach life skills like discipline, respect, self-defence, self-esteem, concentration, confidence, stranger awareness which results in improved school results” Sensei Maritz said. Coastal rugby players, Aurelio Plato, Cameron Langehoven, Carlton Stevens and Chad Plato are part of the Namibian Sevens Rugby National Team that are participating in the “Africa Men's Sevens” tournament that started today and will continue until tomorrow 9 November in Johannesburg, South Africa. The fourteen teams that are competing are Namibia, Zimbabwe, Kenya, Uganda, Madagascar, Zambia, Tunisia, Senegal, Morocco, Ghana, Botswana, Mauritius, Côte d'Ivoire and Nigeria. The winning team of the 2019 Africa Men's Sevens Tournament will qualify directly for the 2020 Tokyo Olympic Games. The two teams in second and third (2 and 3) place at the 2019 Africa Men's Sevens Tournament will qualify for the Olympic repêchage tournament in June 2020.

The Top 2 teams from the 2019 Africa Men's Sevens Tournament which are not already part of the core teams of the World Series will qualify for the World Rugby Sevens Series qualifier tournament. The Namibia players for the Africa Men's Sevens is Janry du Toit, Carlton Stevens, Aurelio Plato, Cameron Langehoven, Chad Plato, Emarco Beukes, Shareave Titus, Gershwin Mouton, Adriaan Booysen, Max Katjijeko, Peter-John Walters and Pieter Diergaardt. Kudus players awarded Rudi Bowe

Namibia Rugby League outfit Kudus Rugby Club hosted its sports awards last Saturday in Walvis Bay where it rewarded its players for all their hard work throughout the 2019 rugby season. The 2019 season of Kudus Rugby Club was not as good as what players and management wanted as the club ended 6th in the Premier League, 5th in the Reserve League and 4th in the First Division. For the past season Kudus had 97 players registered with the club of which 65 players in the Premier League and Reserve League with the other twenty two players played in the First division under the name of the Erongo Rugby Academy (ERA) but as for 2020 ERA will be playing in the first division under the name and colours of Kudus Rugby Club in the 2020 rugby season as it know the third team of Kudus. Kudus had several players that received National colours to represent the country at international rugby games. Two players that represented the club in the Namibian 7's team are Lloyd Jacobs and Aurelio Plato and Vice Chairman Collin Stevens was chosen as the Manager of the National 7's that represented the country in Zambia. Joshua Jacobs were selected to represent the country in the Welwichia team at the Super Challenge Cup in South Africa. Four rugby players that started there rugby career at Kudus represented Namibia at the 2019 Rugby World Cup. These players are Desiderius Sethie, Chad Plato, Damian Stevens and Thomasau Forbes. One of the highlights of the year for Kudus Rugby Club was when they hosted the Pre-World Cup Friendly between Namibia and the ISUSU Southern Kings at the rugby field of Walvis Bay Private High School. During the award ceremony Vice Chairman of Kudus Rugby Club Collin Stevens said the club has a lack of discipline and that management and players as well as the supporters need to work on

their discipline on and off the field. Stevens said “Kudus manage to secure a sponsorship from First National Bank Namibia and as from 2020 the club will be known as FNB Kudus Rugby Club”. Stevens added that the club will have its Annual General Meeting on 23 November and that the second Golf day will be held on 29 November at the Rossmund Golf Course. All players and community are invited to participate in the event. The club are invited to participate in a rugby 7's tournament at the end of January 2020 in Malmesbury South Africa.
