Erongo state hospitals run out of food Mass hysteria hits Eileen van der Schyff The food shortage that has hit the two coastal state hospitals this week now also circled out to the Usakos- and Omaruru state hospitals, the Acting Regional Health Director, Dr. Amir Shaker, confirmed this week. So dire is the situation that Dr. Shaker wrote a letter to the mayor of Walvis Bay this week, Alderman Immanuel Wilfried, to mobilise the coastal public and businesses to donate food on an urgent basis, as patients were going hungry. Social media is a blessing in most instances, but it also revealed its darker side this week. That is after a series of posts, both voice messages and text messages caused a public hysteria, alleging child abductions at three schools in Walvis Bay. Three men, supposedly traveling in a black BMW were responsible for child abductions at these schools. All these messages were unfounded and are nothing else than rumour- and fear mongering. These messages also caused mass frustration, as thousands of Whatsapp users shared these messages on groups and on their contact lists. Many users also copied the messages and added more unfounded information, leading to even more misleading and useless information. Food Shortage Continues from page 1 Mayor Wilfried reacted immediately and some relief started to flow in within hours. In a telephonic interview with Dr. Shaker hours before going to press yesterday, namib times learnt that the problem is now not only restricted to the two coastal state hospitals, but it is in fact a regional problem. “This is a problem affecting all state hospitals in the Erongo Region”, confirmed Dr. Shaker. The problems started as a result of a stand-off between Tyetu Trading Enterprises which is the contracted food supplier to the Ministry of Health and Social Services. “We don't have a backup plan”, added Dr. Shaker. “We get food on a daily basis. If there is money, the catering company supplies and if we don't have money, they can not supply food to the hospitals ”, Dr. Shaker told the namib times yesterday morning. The problem grew to such an extent in recent days that even hospital staff started to supply food from their own expenses. That only offered a very brief relieve. The mayor's offices of both Walvis Bay and Swakopmund were showered with food items from businesses and individuals since mayor Wilfried posted his request for assistance. When the namib times asked Dr. Shaker about who keeps control of the donated food, he replied: “The mayor of Walvis Bay handed over the food to me on Monday and Tuesday. The mayoral offices keep control of all donated foods received.” Since namib times broke the news on Tuesday over the deteriorating situation with regard to food availability to state hospitals, the public also reacted angrily. The public's perception is that the Namibian Government must take responsibility to pay the catering suppliers on time. Secondly, hospital staff are accused of stealing food, only providing some of the food to patients and that the time has come that public funds (tax revenues) be spent more effectively and transparently. Harrowing accounts of nurses walking with plastic bags of dry bread dishing it out to patients and only with a small cup of water to wash it down, were provided to namib times this week. Vandalism and theft of communal water taps DRC settlement runs dry Staff Reporter

Va n d a l i s m a n d theft exacerbate the water crisis in the D emocratic R esettlement Community (DRC) at Swakopmund, leaving many with no choice but to walk long distances to fetch water. A visit by namib times to the DRC informal community brought to light the frustrations experienced by many over access to drinking water. Wilhemina Kolongongo, a resident in the area, shared her complaints with the namib times. “This communal tap near my house is not working any more. It has been a long time now. I have to walk far to get water”, she explained. Other residents congregated around one of the water taps that still works. They too feel frustrated about long queues and the fact that only a few taps still work, necessitating people to walk long distances to fetch water. “Many of these pumps around here don't work”, they explained. Council maintains their commitment to servicing these taps when reports are presented. However, many units are damaged due to repeated vandalism and theft. Residents are implored not to tamper with the stand-pipes or remove the batteries as this equipment is costly. By April this year, the batteries had been stolen out of 10 units and others damaged with one completely destroyed. Council is working on getting replacement parts for the non-functional units.

Port of Walvis Bay vital link in China’s “silk route” concept
Namibia’s Head-of-State, Dr. Hage Geingob, on Monday in his capacity as the Chairman of the SADC, addressed delegates at the Forum for China-Africa Cooperation (Focac) in Beijing. Dr. Geingob in particular welcomed an announcement by Chinese President Xi Jinping that SADC countries would be included in China’s Route and Belt Initiative (RBI), or in short a concept to establish a trade route on the ancient trade route between China and Europe. In this regard the port of Walvis Bay will become an important link between economies in the SADC and China.

The Walvis Bay and Swakopmund state hospitals are allegedly suffering a food shortage for patients since Saturday So serious is the situation that the mayor of Walvis Bay Alderman Immanuel Wilfried called upon Walvis Bay's business communities and private individuals to make donations, in order to alleviate what he described in a letter this morning as "a dire situation unfolding". In an email message to Mayor Wilfried on Monday, the Acting Regional Director of the Ministry of Health in Erongo, Dr. Amir Shaker said the catering contractor to the Ministry has not been supplying patients' food since Saturday. In Walvis Bay alone, there was 85 patients booked into the state hospital at the time Dr. Shaker sent the email. Clr Wilfried this morning issued the following statement: "It has come to my knowledge that a dire situation is unfolding at the Walvis Bay State Hospital. Due to a situation beyond their control, the hospital administration has been unable to provide meals to some 85 patients since Saturday 1 September 2018. As you can imagine, this is an untenable situation that needs to be resolved without delay. I thus appeal to you and your business to offer some assistance in the form of the following: fish, meat, vegetables, juice, macaroni, spaghetti, rice, salt, spices, cooking oil, coffee, tea and sugar”.A similar letter has been directed to the Swakopmund municipality. Hatten sich unsere “Oldies” im vergangenen Jahr noch als Hippies verkleidet, war in diesem Jahr das Thema Mafia angesagt. Man konnte sich an den Outfits ergötzen, und die Lions hatten in keiner Weise daran gespart, ihre “Schäfchen” mit einem köstlichen Brunch und einem soo festlich ge-

Etwa 150 Besucher hatten dem kalten Wetter getrotzt und genossen die Musik aus dem hohen Norden. Wie es sich für den spontanen Geist in der Desert Taverne gehört, fand auch eine Jam Session Bei guter Musik und einem Glas Rotwein statt, wo all die voll in Stimmung: (von links) Linette Potgieter, Ursel Fuchs und Urte Remmert. Ganz locker vom Höckerchen Mit Corlea Botha im Omarururivier
Liebe Küstenleser! Es ist fast nicht zu glauben, was am vergangenen Freitag abend im staubigen Sand des Omarururiviers los war, wenn man es nicht selbst erlebt hat. Die Kunstvereinigung Omaruru hat zum jährlich stattfindenden Kunstfestival eine Bühne mit viel Brimborium und unermesslichem Einsatz in den Trockenfluss gezaubert. Mehr als 500 Zuhörer liefen über einen eigens dafür zusammengefügten Holzsteg bis zu ihren Sitzplätzen in dem offenen Auditorium unterm freien Sternenhimmel, um der bekannten südafrikanischen Sängerin Corlea Botha zu lauschen. Begleitet wurde sie dabei von dem Pianisten Johan Kelber aus Pretoria und dem speziell für diese Show gegründeten Ensemble Con Spirito aus Swakopmund, wobei sich Schlagzeuger Christo-

Development Bank of Namibia CEO Martin Inkumbi to serve for another 5 years Press Release
The Board of the Development Bank of Namibia has extended the tenure of CEO Martin Inkumbi for another five years. Inkumbi was initially appointed as CEO in 2013 following a period as Acting CEO in the wake of the departure of founding CEO David Nujoma. During the five years since Inkumbi's appointment, the Bank's balance sheet has grown from N$2.3 billion with loans and advances of N$1.7 billion at the end of 2013 to N$8.8 billion with loans and advances of N$7.7 billion at 31 March 2018. The Bank's core business is to advance development by lending to larger enterprises, SMEs and developers of infrastructure.In addition to the growth of the Bank's balance sheet, the Bank has passed two major milestones under Inkumbi's leadership. Firstly, the Bank put in place an enterprise-wide risk management framework, which enables it to respond to risks in a prudent and proactive manner, including risks inherent in lending, internal operational risks and the risk posed by external market forces. The framework is primarily geared to enable the Bank to mitigate the higher levels of risk inherent in segments of its balance sheet and commitments that require a higher appetite for risk to achieve the Bank's targeted levels of development impact. Secondly the Bank has been able to list an N$2.5 billion bond programme on the Namibian Stock Exchange (NSX). In the first, oversubscribed bond auction, the Bank raised N$291 million. Subsequent private placements raised N$210 million. The programme fulfils the Bank's mandate to develop financial mechanisms for
local investors, and also enables investors to generate returns from development. Inkumbi describes the first five years of his tenure as a period of ongoing evolution and organizational development. Of particular note is the fact that the Bank grew from a complement of 60 staff in 2013 to 90 staff members at the end of its 2018 year. This is evidence of the increased operational intensity and capacity requirement which has fueled the growth of the Bank's activities.Additional facets of the Banks evolution and forward looking policies include pioneering finance for renewable energy generation, and the Environmental and Social Management System that mitigates social and environmental risks of the Bank's lending activities.On completing a B.Com with majors in Economics, Management and Finance, from UCT, Martin Inkumbi obtained a Post-Graduate Diploma in Finance and Banking from the University of KwaZulu Natal and an M.Sc in Financial Economics from the University of London. His career in finance began with a position as a researcher in banking statistics at the Bank of Namibia. After being promoted to Financial Analyst, he joined FNB Namibia as a Corporate Banking Manager. In 2006, he joined DBN in the Lending Department, and worked his way up through the ranks.

Namibia at Africa T20 Cup Erongo Boxer shines Cricket Namibia announced the participation of National men's team in the 4th edition of the Africa T20 Cup, scheduled to commence on the 14 September 2018. The tournament is organised by Cricket South Africa. The tournament is organised to kick start the domestic cricket season. In the 2017/18 season there was a total participation of sixteen teams which included thirteen South African provincial teams, as well as national representative sides namely Kenya, Namibia and Zimbabwe. In this edition the participation has grown to a total of twenty teams with the addition of two South African teams of Limpopo and Mpumalanga, along with national representation from Ghana and Nigeria. The tournament structure is divided into four pools of which each pool comprises of 5 teams; this means that 10 matches will be played per pool. The format of the tournament has also been amended, as the previous season saw the entire preliminary round all being played over one weekend. Therefore, in this edition to cater for increased participating teams four venues will utilise the main oval and an auxiliary field that is in close proximity to each other. Namibia is in pool C along with Border, Eastern Province, Kenya and Mpumalanga respectively. Pool C's preliminary round will take place in East London, South Africa. Rudi Bowe Erongo Boxing Federation (EBF) participated with a 12 man Boxing team at 2018 Kamunu National Boxing Championship that were held from 30 August -02 September in Katima Mulilo. The EBF shined in Katima as their boxers scooped 7 Gold, 1 Silver and 4 Bronze medals at the championships. Joy Nangolo of Erongo region was the best junior boxer of championship. We scope with price of trophy and N $5000 and all winners walk away with N$500 in price money. Team Manager Bernhard Kamatoto said "We at the Federation are extremely excited about the achievements of our Boxers and the road ahead for boxing in Erongo Region looks bright. The Federation however need financial assistance and therefore ask the business community in the Region for their help." "For the past years Khomas Region dominated boxing in Namibia but the new leaders in the Erongo Boxing arena are pleased to say that Erongo Boxing is back to dominate Box in Namibia" he added. They took the team to the championships with their own money as there was no assistance from the Office of the Governor or the Regional Sport Office. Kamatoto said that seven boxers from the Erongo Region will have the opportunity to qualify for Olympics games, all African Championship and the Commonwealth Games but the Federation need financial assistance for these boxers to train and participate in National and International events to prepare for these events. Namibia pushed Samoa all the way at the World Rugby Under-20 Trophy in Romania, but succumbed in the end. Namibia's gallant under-20 rugby team fought till the end yesterday afternoon, but could not stop Samoa from winning their final group clash at the World Rugby Under-20 Trophy in Romania. The well-organised Samoan team, who had a bit of luck on their side, triumphed 41-28. The Namibian side needed something extraordinary to beat favourites Samoa, who started the match with a bang scoring within two minutes, as they broke Namibia's fragile backline with no difficulty. In the sixth minute, Namibia responded with a try from a scrum, after driving the fast-paced Samoans back to their line with brute strength. The Samoans soon attacked again, running through the Namibian defence easily, while snatching a 12-5 lead. Namibia soon received a penalty in the 20th minute, which was converted successfully by Denzo Bruwer, who seemed to have his kicking
boots on. At that stage the score was 12-8. In the 26th minute Namibia gave away a penalty for a high tackle, which was converted easily, giving the Samoans a 15-8 lead. In the 33th minute Namibia dug deep and scored and converted a try, which levelled matters 15-15 and then going ahead 18-15 shortly before the break. In the second half, Namibia came out guns blazing, and scored yet another penalty. The Samoans then once again caught their opponents napping, as they closed the gap to 22-21. From then on the Samoans settled into the match and came at Namibia with everything they had. The match ended in the Samoans favour, as they were more organised at the back, and outpaced the Namibians on several occasions. Namibia won their first two encounters against hosts Romania (55-26) and Hong Kong (85-10). Namibia will play in the third-place playoff match on Sunday against Portugal.

Regional Shooting Competition Media Release
During the weekend of 24 to 25 August the NHRSA hosted the 5th leg of their Regional Competition on the farm of Jan Keyser and SchĂźtzen Verein in Tsumeb. On the afternoon of Friday, the 24th the .223 class competition took place, each shooter was handed a dropper and the choice of any position during the course, making use of the dropper. On Saturday, the 25th, it was the open competition; the wind was again an ever present factor which had to be taken into account with every shot. The course consisted of shooting at a Steenbok (2 shots) and Gemsbok (3 shots) targets while kneeling at a hay bale; Rooibok shooting from a standing position using a dropper tripod; gongs from a sitting position, making use of pallets and shooting bag, second gong course was shooting over a 200L empty drum also making use of a shooting bag; shooting at a Baboon freehand from a standing position and a Kudu while standing and using long synthetic sticks. The 2018 Bank Windhoek and Marathon Sugar Training Clinics for athletes and coaches will be held in Windhoek on 6 and 7 September 2018 and Swakopmund on 10 and 11 September 2018. While athletes and coaches are trained over a two day period in each town, the Coaches Forum, presented by the Namibia National Olympic Committee, will be held specifically for coaches, parents and teachers on 8 September at SKW in Windhoek. International Coach, Ans Botha will give a special presentation at this forum. The training clinics, which were presented by the late Quinton Steele Botes, still continue and is made possible with the generous support of sponsors Bank Windhoek, Marathon Sugar and Coca Cola. Top South African coaches, Charley Sthormenger and Lynly de Beer will conduct the coaching clinics. The purpose of the clinics is to empower all coaches countrywide to work with athletes at
ground level, transfer their knowledge, discover new talent and develop athletes so that they compete on a national level. The clinics are presented in various regions of Namibia. Ons Visie is om bekostigbare, 24 uur versorging vir die bejaarde, hulp behoewende persoonte skep, in 'n liefdevolle, huislike en Christelike omgewing. Die doelwit vir die huis was om persone te akkommodeer wat geen familie het om hulle te versorg nie. Ons het ook 'n "frail care" afdeling. Verder is ons betrokke by instansies gedoen het. 30% van ons inwoners is hulp behoewende persone. Daarom is dit van kardinale belang dat ons gereeld fonds insamelings doen om ons deure oop te hou en 'n goeie dienste lewer. Ons aanvaar enige donasie en is dankbaar daarvoor. Die grootstedeel van ons uit gawes is natuurlik salarisse, kos, water en elektrisiteit. Ons het besluit op die "Tri-Sport" in 2014 en begin met beplanning vir ons eerste geleentheid in 2015 wat by Duin 7 gehou was. Dit was 'n verskriklike sandstorm dag, 76 fietsryersen 90 hardlopers was baie braaf om daaraan deelte neem. In 2016 het ons dit geskuif na Lagoon Chalets waar ons dit nou elke jaar hou, Hardlopers was 119 en fietsryers 82 en in 2017 was die hardlopers 165 en fietsryers 106. Ons borge het ook verander van 2015 tot nou, maar is dankbaar vir hulle deelname. Welwitschia Hospitaal borg nog elke jaar die Golfdag wat die eendeel van die Tri-sport is, Guan Packaging borg die fietsryers wat die 2de been is enWalfish Electric & Namfo borg die hard lopers in die 3de been hierdie jaar. With only thirteen out of the 14 regions participated with the //Karas failed to show up for unknown reasons after having confirmed their participation. The tournament was used to select a national shadow team to give competition to the current squad. Namibian National team Netball coach said that he is happy with the potential at the event, but feels that the Regions did not bring their best player.Netball Namibia president Lydia Mutenda said that there is a big improvement from the players playing the game as well as umpiring of the game. This shows that the sport is in the right direction. She also thanked Debmarine for their sponsorship and the Government for availing transport to all the regions.Public Relations Officer of Netball Namibia Connie Samaria echoed that the event was a success and that he applauded this year's competition for featuring male teams. Four male netball teams from Zambezi, Otjozondjupa, Omaheke and Khomas regions participated in this year's Debmarine Namibia Senior Regional Netball Championships. The under 19 Netball National team that will participate in the Region 5 games in Botswana in December this year used the Debmarine Senior Regional Netball Championship as part of their training. The under nineteen girls won all three games that they played. The last game was against the Khomas Regional male team was the best game of the event. The potential of the young girls is by fare better than the Regional teams that played at the event. The Khomas Region retained the Trophy that they won last year at the inaugural event as they beat Omusati Region 34-10 in the final. En route to the final, they defeated Oshana 35-14 in the semi-final, with Omusati beat Otjozondjupa 31-27 in the other semi-final match. Khomas dominated the tournament, as they won all their games. Otjozondjupa beat Oshana 28-17 in the third and fourth playoff match. Jonitha Kahuure of Erongo was named mid court player of the tournament while Diana George was named both defender and player of the tournament.
