The Namibian Police keeps its options open as to whom can be behind two incidents in which people were robbed of large sums of cash, only a short while after leaving the banks where they withdrew the money. The Police has two suspects in custody and hopes now to get a better understanding as to how these robbers pinpoint their victims. In the latest incident a 48-year-old woman from Okahandja fell victim to armed robbers in Walvis Bay last Tuesday after she withdrew N$98 000 to purchase a vehicle at local import car dealer Jan Japan Motors. The incident follows only a few weeks after a woman withdrew a large sum of cash and was attacked and robbed of the cash at her Hermes home only a short while later. In the incident on Tuesday the woman upon walking in at Jan Japan was hit with a blunt object where after a person grabbed her handbag containing the cash. According to Police spokesperson Deputy Commissioner Erastus Iikuyu the incident happened at 13:30. The person who assaulted and grabbed the handbag was seen running towards a white Toyota Conquest with the registration mark N12354WB. It has a detrimental effect on brand confidence for the Namibian consumer and it portrays a bad image of the country to tourists and investors alike. This was on Friday night by President Hage Geingob, at the official opening of The Dome Swakopmund. President Geingob said Namibians should be cognisant that strong customer service is key to business confidence and job creation. “Competing just on price is no longer sustainable”, said the President. He explained the consumer lives in the information age and if any brand or country develops a reputation for poor customer service, millions of people learn about it and choose an alternative business or investment destination. “Let us take pride in our businesses, professions and our country by adhering to the ethos of good customer service delivery”, the Continues on page 2

The port of Walvis Bay is set for a bulk cargo bonanza for August. A total of eleven bulk ships are expected to call at port, as from today up to 31 August, during which a total of 45 000 metric tons of bulk products will be loaded for export and 84 000 tons of bulk products are discharged. A total of 42 000 metric tons of salt will be loaded on 15 August (21 000 tons) and 21 August (21 000 metric tons) and a ship is currently in the process of loading 3 000 metric tons of granite blocks. With regard to bulk cargo discharged in the port of Walvis Bay, the biggest consignment is 42 000 metric tons of bagged cement clinker, which represents 50 % of the total bulk cargo expected to be discharged during August. Three shipments of wheat will be discharged, totaling 20 100 metric tons. These shipments arrive respectively on 20-, 22- and 31 August. A total of 7 500 tons of sugar in break-bulk will be discharged respectively on 15- and 29 August. On 17 August a total of 10 600 tons of copper concentrate will be discharged. The discharge operations commenced yesterday of 14 000 metric tons of bagged sulphur. Namibia is a major salt exporter to the United States, Europe, South Africa and Central Africa. Salt is mainly used for chemicals production and food preservation among others. Granite produced in Namibia is exported and value added into building cladding, tiles and other granite products. Cement clinker is imported for cement production. Several Namibian manufacturers import bulk wheat for flour and pasta production and sugar in break-bulk for re-bagging. Some stakeholders in the mining industry use sulphur in leeching processes to extract minerals from ore, whilst copper concentrate is imported and value added at the smelters at Tsumeb.

On Wednesday two suspects were arrested after buying plane tickets to fly from Walvis Bay to Ondangwa. They appeared in the Walvis Bay magistrate’s court on Friday on a charge of armed robbery. The accused are Kristian David (29) and Martin Shikongo (29). The other two suspects are still on the loose. In the meantime the Police also established the getaway vehicle was rented from a car rental company at Ondangwa. It is also suspected the registration mark N12354WB that was fitted on the getaway car does not belong that particular vehicle. “We believe that these thugs don’t operate in isolation. They have people on the ground who identify people who are withdrawing large sums of cash. It can be bank employees. It can be security guards operating at the banks. It could be people hanging around in the public areas around the banks who cooperate with someone inside to identify people withdrawing large sums. It is also a possibility that these thugs are in contact with people waiting in vehicles to follow their would-be victims or it could also be that a person close to the car dealership’s operations notify criminal gangs of clients who confirmed they are purchasing a vehicle and that the person is then followed. Once the money is withdrawn they strike”, a retired criminal investigator said yesterday upon inquiry.

Residents of the Gracemere gated community in Fairways at Walvis Bay were not amused when one of their fellow residents on Saturday evening crashed his vehicle through the estate’s front gate. To make matters worse, the person then just drove on to his unit, parked his vehicle and went to sleep. The man shortly thereafter received a rude awakening from the Walvis Bay Police. In another incident over the weekend, members of the Swakopmund Neighbourhood Watch encountered men carrying this gate (pictured below) in the small hours of the night. It was soon established the gate does not belong to them and was actually originating from a property in Ocean View. The men now has some explaining to do to the local magistrate.

The notice calls for people to demand land from the Henties Bay municipality on 9 August, alternatively to grab land if the Council does not respond on the very same day. “This can certainly not be legal?”, asked one resident. Adding he is concerned because the organisation, the so called Henties Bay Social Action Movement, must first lodge an application to the Namibian Police to have public gatherings. Furthermore, the man said, he doubts whether the Police would allow for landgrabs. “I am putting this under the attention of the newspaper so that the relevant authorities can take note of what is planned and to ensure that this gathering is not taking place”, a resident with business interests said. Adding he is of opinion people should make use of the opportunities created by Government and local authorities to obtain land. “There are actions and programmes running to provide mass housing and land. We cannot allow people to jump the gun on the matter and even resort to actions such as land grabbing”, the resident said on condition of anonymity.

Drone owners and operators need to register with Civil Aviation Authority Eileen van der Schyff
More and more residents from the coastal towns are complaining about drones hovering over their properties. Many report these incidents to namib times and the main concern for people are their privacy and safety. In lieu of these complaints namib times took the matter with the Namibia Civil Aviation Authority (NCAA) and some very interesting facts surfaced. The most important is that all drones need to be registered with the NCAA. There are laws governing the conduct of drone operators and owners and depending on the purpose of the drone, registration is conducted. Private drone owners must apply for a Letter of Approval (RLA)
from the Executive Director of the Namibia Civil Aviation Authority. On the application details must be provided of the purpose of the drone flights, the intended duration of these flights, including a map with the intended flight areas, safety management plan and documentation of the aircraft which shows the
technical standards of the drone. The cost for such a letter of approval for private drone owners is N$1 200. For commercial, multi copter owners it is a bit more complicated and significantly more expensive. They have to apply for operator certificates (ROC). For the application you must present a
formal letter of application to the Executive Director of the Namibia Civil Aviation Authority (NCAA) detailing the purpose of the drone flights and their intended duration, an aviation license, proof of registration of all drones, RLA for every single drone, operations manual according to the specifications of the NCAA and proof of payment of N$4 500. In addition, written permission must be obtained from the property owners (individuals, authorities, organisations), before each flight. This applies to both private and commercial drone aviators. All granted permits must be carried with the drone owner or operator when drone flights are conducted. Drone flights in Namibian National Parks are prohibited. Drone noises and movement can disturb wild animals and it is believed poachers also use drones to track down animals to poach. This prohibition is in
applicable in a radius of 9.3 kilometers around protected areas. The maximum altitude allowed for drones to fly is 45 meters and drones are allowed to operate only within direct range of sight. For the outer bounds of airfields, a distance of 9.3 kilometers must be observed. For the safety of uninvolved persons and other objects such as vehicles, buildings and roads, a distance of 50 meters must always be maintained. Drones are not allowed to fly over crowds and public roads are not allowed to be used as take off and landing sites. Furthermore, drone flights are not permitted at night time. Special legislation ensures that each commercial drone may only be registered under one Letter of Approval. Every commercial drone can be assigned to only one pilot. And just before you think all these rules and regulations are unnecessary, look at an incident over the weekend in which it is believed two drones laden with explosives was used in an assassination attempt on the President of Venezuela, Nicolas Maduro. A “flying device” carrying explosives, detonated during a speech he was delivering in Caracas.
Maduro on Saturday evening was addressing a crowd at a military parade, celebrating the 81st anniversary of the National Guard. A flying device approached and exploded in midair, according to Venezuelan officials. Footage of the event, which was broadcast on live television, shows Maduro look up midspeech, while his wife

For a few seconds, no one appeared to react, as they seem to be processing what has happened. “Seconds later, there was a second explosion,” Maduro said in a national address recounting the incident. On 9 June, Round Table and some of the companies in Walvis Bay gathered at street corners in the harbour town to collect donations from the community as part of the National Winter Knights project hosted by Round Table Namibia. The donations and funds that were raised was handed out last Friday to the marginalised and needy communities to keep them warmer during the cold winter nights and to bring happy smiles to the faces. Namibia must plan for urbanisation President Hage Geingob says Namibia must plan for urbanisation, as there will be a drastic increase in the number of people moving from rural areas to urban areas. It will create a massive demand for housing, jobs, healthcare, transport and other essential services. President Geingob was on a visit to Johannesburg two weeks ago where he joined fellow African leaders and also leaders from other parts of the world during the BRICS Summit, to discuss important development issues Africa faces in the future. “The dominant theme around all these discussions was the 4th Industrial Revolution (4IR), which is described by the World Economic Forum as a technological revolution that will fundamentally alter the way we live, work, and relate to one another. In its scale, scope, and complexity, the transformation will be unlike anything humankind has experienced before”, explained the President upon the conclusion of the discussions. He further said the Fourth Industrial Revolution is raising global income levels and improving the quality of life for populations around the world. “At the BRICS Summit in Johannesburg, we acknowledged that Africa missed out on the previous industrial revolution. We should ensure that it benefits from the 4th Industrial Revolution”. The Fourth Industrial Revolution is about Smart Cities. Since the turn of the century, we have witnessed rapid increases in quality of life, mainly attributed to improved access to services.
According to Geingob, urbanisation has not been without its challenges. Planners and architects have their work cut out to adapt cities and towns to meet the rapid levels of industrialisation and technological advancement. The best alternative in this regard is the “Smart City Concept” that adopts new concepts to enhance cities’ capacity to house large populations, but to do that in an efficient, sustainable, clean and safe way. According to the United Nations, between the year 2015 and 2050, the world population is expected to increase by 32 % percent, from 7.2 to 9.7 billion. The urban population will increase by 63 % from 3.9 to 6.3 billion, with significant growth expected in Africa, Asia and Latin America. What does it mean for Namibia? President Geingob: “It means that we should plan for urbanisation over the next decades. There will be more demand for housing, jobs, healthcare, transport and services. Furthermore, there will be a need to provide facilities for recreation and wellness. Note: President Geingob made the above remarks on urbanisation at the recent opening of The Dome Swakopmund.

Gang possibly targeting trucks on the B2 road A gang is believed to have targeted at least one truck on the B2 highway between Arandis and Usakos in recent days, throwing an object at the truck's windscreen with the hope the truck driver overturns the vehicle. It is believed the motive was then to plunder the truck of valuables in the event of an accident or when the driver stops to investigate the damage. A truck owner of Walvis Bay made this startling revelation this week, telling of his ordeal on Sunday night in a similar incident some 20 kilometres east of Arandis. This truck owner said it was already dark and there were three vehicles driving behind his truck. In the truck's headlights he could see a white pick-up, single cab without a canopy approaching from the front. “I could see a person getting up on the back. It was a male. He threw an object to my truck. The next moment the windscreen exploded”, the truck owner explained. He kept driving on and only stopped to inspect the damage after traveling a significant distance. He believes there was an attempt to make him cause an accident where after they would have turned around to loot the truck from valuables. “These people don't have respect for the lives of others. I could have made an accident and I could have killed other road users”, this truck owner explained. Erongo Region's senior citizens celebrate his birthday with Sharlien Tjambari the President The senior citizens of Swakopmund, Henties Bay, Arandis and Walvis Bay had an opportunity to celebrate President Hage Geingob's 77th birthday with Geingob on Friday in Swakopmund. The birthday party was organised just for the senior citizens. While delivering a message on behalf of her family, the First Lady Madam Monica Geingob said that it is the prayers of the elders which have kept the President strong. “I ask that you continue praying for your president, your children and your country�, said Geingob. The Governor of Erongo region, Cleophas Mutjavikua, wished President Geingob a happy birthday on behalf of the people of Erongo. The elders were very excited to have the President in their mix, shared lunch with President Geingob and wished him many blessings on his birthday. The event was also attended by the constituency councillors, mayors and regional councillors.

The Namibian Literacy Trust (NLT) donated 15 computers to the Walvis Bay Correctional Facility as part of their association with the Adult Education and Lifelong Learning Program at the Correctional Facility. The new Officer in Charge of the Walvis
Bay Correctional Facility Assistant Commissioner Edwin Axakoeb said at the handover of the computers that the Namibian Literacy Trust initiative to assist the Walvis Bay Correctional Facility in the rehabilitation of offenders is a tremendous gesture and that these educational equipment will be utilised for its intended purpose. “It is rare to find o rg a n i s a t i o n s t o work with Correctional Services or inmates. This is the responsibility of all of us to assist offenders to become law abiding citizens People can change if efforts are put in place,� Axakoeb said. The Project Support Coordinator of NTL Ms Nanguloshi Kamatushi said that they are extremely proud to be associated with the Adult Education and Lifelong Learning Program at the Walvis Bay Correctional Facility. Kamatushi said that donating the computers to the facility is a milestone in their cooperation to ensure computer literacy is attained at the Facility and there for the NTL partnership with the Namibian San Development Organisation is very proud to donate these 15 computer for the utilisation of the computer literacy program at the Walvis Bay Correctional Facility.

Novanam Monthly Medal Competition The Novanam Monthly Medal Competition that was held Saturday, 28 July, saw a good field of golfers competing and on Wednesday, 1 August, was another good day for the Tyre Corporation golf day. With the weather conditions back to normal it was an excellent day for golf and despite the perfect conditions no two clubs was recorded. As always Robertha had been there to officiate at the prize giving. Results: Overall Winner – Bertie Saunderson 68 nett “A “Division: Des Benson 75 nett “B “Division: Helmut Ndjendja 73 Nett c/o “C “Division: Graham Louw 76 nett Ladies: Lucille Abrahams: 83 nett Jnrs: Aden Beukes 78 net Wednesday's Golf results; Nearest to the Pin on Number 12 went to Stuart Salt; the 18 hole winner was Tony Boesch winning a count out on 39pts over Stuart whilst Johan Kok won the 9 hole prize winning a count out over Athol.
