A man bleeds death between 06:00-06:30 on Saturday in Eku-atalike Street, in the DRC informal settlement after an alcohol-fuelled, violent rage during an argument with his girlfriend over a bottle of Tassenberg wine. The deceased was identified as Joel Somseb (37). According to Nampol spokesperson in Erongo, Deputy Commissioner Erastus Iikuyu, Somseb engaged in an argument with his live-in partner, Ms Rosalia Afrikaner (44). Afrikaner bought a bottle of Tassenberg and refused to share with Somseb. During this argument Somseb allegedly slapped his girlfriend twice in the face. She entered their home without retaliating to the assault. Somseb decided to move out of the house, but said he will first destroy everything which he had contributed to as improvements to the house. Penguins were rescued in the area of Swakopmund and Walvis Bay. They are recovering in the care of the Seabird and Penguin Rehabilitation Centre in Swakopmund. Since 1997, Dr Sandra Dantu and Mark Boorman have been taking care of injured penguins, found by the public along the central coast – but this has been the quietest year so far with the least number of penguins they have taken in for care. Under normal circumstances one would argue this is a good sign, but just the opposite is true. Finding fewer penguins each year that need care simply means there are less penguins on our coastline. "It is a big concern", explained Dr Dantu to namib times. The population of the Africa penguin along the Namibian coast is on a sharp decline. Once abundant, the species is facing extinction. The penguin is listed as endangered on the IUCN. The population, which breeds in Namibia and South Africa, has declined by 95% since pre-industrial times. The cause? This can be attributed to large-scale guano mining on the islands they breed on located in the vicinity of Lßderitz as well as overfishing of their main food source: pilchards and earlier on also anchovy.

Three of the penguins currently recovering at the centre are very young and visibly underfed. One was injured and another was found covered in oil at Walvis Bay. One penguin's feathers are re-growing. According to Dr Dantu, penguins shed their feathers once a year. They lose all their feathers at once and it takes about three weeks for these to regrow. During this time, they cannot go back into the water and are therefore more vulnerable, especially to predators like jackals. "The penguin population seemed to be recovering a few years ago, but it is crashing. Food is a big problem", said Dr Dantu. Should residents see an injured penguin on the beach, that cannot go into the water, they should phone the SPCA, a vet or the Namibia Dolphin Project, who are in regular contact with the centre.

Langstrand emergency landing: plane ran out of fuel after pilot failed to switch to reserve tank The Cessna 210 that made an emergency landing on the B2 coastal road near Langstrand on Thursday late afternoon was flown out again by an experienced pilot on Saturday. Traffic on the B2 coastal road was brought to a standstill to allow for the pilot to take off from the main road. Dozens of people witnessed this very rare occasion. In the meantime, it was established the plane was only slightly damaged when one of its wings clipped a road sign during the emergency landing on Thursday. The damage did not influence the plane's ability to fly. Fuel starvation is at this stage believed to be the cause of the incident. The pilot had two passengers, both foreign nationals, onboard when on Thursday late afternoon he was returning to Swakopmund from a scenic flight. The aircraft's engine without warning stopped, prompting the pilot to steer the aircraft to the B2 coastal road and executing a gliding landing. It is a matter of big speculation at this moment in the aviation fraternity whether the pilot did not follow procedures to switch to the reserve fuel tank, resulting in the main tank running empty and the engine cut out.

The incident occurred with families and members of the community witnessing. The deceased was certified dead by the medical staff on the scene and the body taken to the police mortuary.

Open Market in DRC standing unused Sharlien Tjambari
The business community of the DRC informal settlement is increasingly unhappy with the Swakopmund Municipality which constructed an open market for business people in the area, but years have passed during which the facility is unoccupied. The open market, also known as Omatara, in DRC was built sometime in 2011. There are many people in DRC who sell their products from street corners, because the municipality has not given a go-ahead to use the open market. The open market is now surrounded by shacks, litter and human waste. During a visit to DRC, namib times spoke to various street vendors to establish if they are interested in using the open market, should Council decide to open it. One of the vendors, a lady who wished to remain anonymous, said she came to Swakopmund in 2012. She is selling kapana near the open market. "That time the open market was already built but we could not use it because until now the market has not been officially opened. I will be very happy to operate from the open market one day, if the municipality gives us the go-ahead", said the young lady.
The spokesperson of the Municipality, Ailie Gebhardt, said the only reason the municipality has not yet officially handed over the open market to the community of DRC is because there are no ablution facilities, no water supply nor any electricity at the open market. "These should be installed in order for the open market to be handed over because of hygienic reasons", she said. According to her Council intends to first service erven in DRC and will "hopefully budget for the provision of water supply, ablution facilities and lightning to the open market next year in next financial year", said Gebhardt. She added that currently the main priority of Council is the provision of houses. That is why DRC is being serviced so that residents receive ablution services, lighting and water. Gebhardt called on residents of DRC to be patient and said the Council intends to have everything ready before the inauguration of the open market. The open market in DRC which was built between 2011/2012.
No special treatment for Hai-//om San living in Swakopmund Erwin Leuschner
78 members of the Hai-//om San Traditional Authority residing in Swakopmund recently applied for residential plots in the coastal town. Town Council decided not to give the group special preferential treatment, but encouraged the members to participate in the housing registration exercise instead. In total there are about 300 Hai-//om San community members residing in Swakopmund. They are being represented by the Hai-//om San Traditional Authority. In February, the traditional authority sent a letter to the Swakopmund Town Council explaining the plight of its members. “Hai-//om San Community is the oldest indigenous community in Namibia, which is still disadvantaged in some cases because of
the social economic and educational status, and is also vulnerable (sic)”, the letter states. [Apart from the San, which are the only true first people of Namibia, all other ethnic groups in the country had their origins elsewhere in Africa and other parts of the world.] The traditional authority has identified a shortage of proper housing for its people in urban areas of Namibia, including Swakopmund. They therefore request a residential plot
in Mondesa for its members and submitted a list consisting of 78 members who are in need of housing. In the Agenda of the meeting it states that from the names submitted, a total of 21 already feature on the master waiting list. Two of these members already received assistance under the recent allocation of Build Together erven at Mondesa. “Those who failed to apply for housing, cited unemployment as part of the reasons why they never applied for housing as such they continue to live in informal housing as their only means of shelter (sic)”, it states. While considering the above
request Council decided to not give the Hai-//om San preference, as this could be discriminatory. “As indigenous people became more urbanised, land remains of immense importance to them: land acquisition is an important investment and can contribute to one's economic and social wellbeing”, it states. Council therefore decided to encourage the members to participate in the ongoing housing registration process exercise. The request to acquire residential land will not be considered as “it may inadvertently complicate Council's housing allocation process.”

A 4x4 vehicle overturned at the Dolphin Beach turnoff over the weekend. The cause of the accident is unclear, but it seems the driver lost control of the vehicle and struck a trench on the side of the road causing the vehicle to overturn. Both the driver and the only other occupant were flung from the vehicle at impact. Fortunately, their injuries have been described as less than serious. E-Med Rescue 24 staff arrived at the scene to stabilise the two injured occupants and transferred both to hospital for further medical care.

A white pick-up truck was found in the Vierkantklip vicinity in the early morning hours of Sunday, after crashing through the concrete traffic barriers and onto the beach area. Passersby found the vehicle with no-one in sight. It appears as though the driver lost control and escaped unhurt.

The donations were handed over to the Mayor of Walvis Bay as the custodian of the Mayoral Relief Fund which assists vulnerable members of the Walvis Bay community.

Speaking at the handover at the Muatanene Fire Brigade in Kuisebmond, Erongo Regional Commander of NAMPOL, Andreas Nelumbu stated that Police officers are usually associated with their capacity to maintain peace and order but in this case they wanted to use the opportunity to assist the community in a different way. “We have come up with a few items to relieve the pain of those who have suffered as a result of shack fires. Accidents do occur and we need to be in a responsive mode to assist those in need.”

The Ministry of Fisheries and Marine Resources said in a notice this week (See full notice on Page 10) it has taken note of concerns raised by the public on the newly gazetted recreational fishing levies. The new levies among others raised the levy for angling permits by more than 10 000 % from N$14 for a monthly permit and N$168 for a year permit to N$1 500 per month for an angling permit. Following a fierce public outcry, the new levy was suspended for the time being and the public of Walvis Bay and Swakopmund are invited to the Ministry’s auditorium in Swakopmund this coming Friday from 09:30 to 12:30 for consultations with the Ministry. Consultations are essential for the Ministry to determine whether it would reinstate the N$1 500 levy or consider alternatives. Construction starts on NBL depot Walvis Bay Piquet Jacobs
Namibia Breweries Limited held groundbreaking ceremony on Friday to signal the start of construction of the company's “worldclass� Walvis Bay Depot. The depot will be operational at the end of 2018. Addressing guests at the event the Managing Director of NBL, Mr Hendrik van der Westhuizen, said the Walvis Bay depot would have a major positive impact on logistics. The depot is a major investment and a project about which NBL is very exciting. The depot will be facilitated with sales-, administration- and cash offices, warehouse storage as well as employee facilities. The building is purpose-designed for loading and offloading efficiency and will be applying a 'drive-thru' distribution system onsite. The company previously made use of its brewery building in Swakopmund for storage and distribution, after the brewery closed in 2003 and beermaking centralised to Windhoek.

Port of Walvis Bay hosts two world champs This is not your everyday occurrence: two vessels will be alongside in the port of Walvis Bay today, both vessels the largest in their respective classes on the planet. The Ramform Atlas, the biggest seismic research vessels on earth, is currently alongside in port for repairs. Then, on Saturday the super yacht, M5 (formerly Mirabella 5) arrives in port. She is the largest single-mast yacht ever built. Her mast towers an impressive 88,5 meters high in the air.
Car hijacking attempt in Swakopmund The Swakopmund Neighborhood Watch is calling on residents to be extra vigilant after an attempted hijacking in Ocean View on Wednesday morning. The victim managed to escape unharmed. According to the victim, Hennie Siemens, he was on his way to work on Wednesday and had to stop at the T-junction of Tsavorite Road and the Henties Bay road. It was 06:25. “There was a car approaching, so I had to stop. I always lock my doors, but this time my one door was not locked”, he explained to namib times. Swakopmund residents can now add their names to low cost housing waiting list The Swakopmund municipality has invited residents of Swakopmund, who do not own a house, were never registered and are on no housing waiting list, to have their names placed down for lowcost housing options forming part of the Build-Together scheme. Registration starts on 6 November. According to Mrs Liezle du Plessis from the municipality, the initial registration for low-cost housing was conducted in 2013. “The Build-Together project was stopped back then, but it was resumed in 2016. So, we must update our waiting list”, said du Plessis to namib times. Du Plessis continued: “There is no price range, because even if a person earns a salary of N$25 000 per month, the bank still might not give out a loan. That is why we did not specify a maximum monthly salary”. Registration for the low-cost houses starts on 6 November and will run throughout November, closing on 30 November. Langstrand downpour can be as high as 25mm Thunder, lightning and rain: that is what many coastal residents woke up to on Tuesday morning. Langstrand received exceptional rains whilst Swakopmund and Walvis Bay only saw very mild downpours. Although parts of Langstrand's streets became temporary rivers as a result of the rains, reports of a 100mm downpour is a long shot. Residents at Langstrand consulted by namib times estimate the downpour to be more towards 20mm. As there is no drainage system at Langstrand, and many roads have high speed humps, the water rapidly accumulated. Some garages were flooded, but damage reports are unknown. In Walvis Bay and Swakopmund downpours are estimated at below 5mm. Good rains were received over most parts of the country this week with more precipitation predicted for the Erongo region for the weekend. Other drought-stricken areas of Erongo, like Khorixas and Uis, also finally received some rains. In Khorixas more than 25mm were recorded according to the Meteorological Services. Unfair Employment Selection/ treatment I have noticed time and again when vacancies are posted from Langer Heinrich Mine, people apply for the jobs available, they have all the requirements needed, yet people are chosen based on who they know in the mine. Permanent employees bring in they`re family members even people staying with them or friends, yet they dont even have grade 12. They are grade 10 drop outs. I can name a few. I have applied numerous times when vacancies were posted yet all were unsuccessful. MY QUESTION IS WHAT HAPPEN TO EQUAL EMPLOYMENT OPPORTUNITY? Salt Company Swakopmund: Four generations producing salt Salt Company is more than just a Swakopmund business – it's an icon. For more than 80 years Salt Company has been producing the valuable commodity nobody can go without. The salt pans located North of the coastal town have become an icon. But where did it all start? Salt Company was registered on 6 November 1936 by Rudolf Klein. Back in those days there were quite a few people in Swakopmund producing salt. They dug small holes in the ground and filled it with sea water. “They all struggled”, says Johan Klein, current director of Salt Company and grandson of Rudolf Klein, to namib times. It was Rudolf Klein, a pioneer and visionary, who saw potential and started the business on a bigger scale. He initially attempted to gain salt from the sea by applying an old German method utilising a “windpomp”, they were known as the saline works. He quickly realized that the output was too little though. In the early 1950's he ordered a huge earth moving machine constructed by the Lübecker Maschinengesellschafft, in Germany. After the massive machine arrived in Swakopmund he employed a different method and started digging trenches. But there was another issue: Water started seeping in from below. It was on the third attempt that he excavated the salt pans into which the seawater was pumped – the same method used to this day. The sea water was pumped into the salt pans by a diesel engine. “I remember that it was always a long process to start that old engine”, Jan Klein continues. The engine would pump water during high tide and would be shut down during low tide. Today the same method is being used. The current pump switches on during high tide and pumps about 1000m³ per hour. “As sea water only contains 3% salt, a lot of water needs to be pumped”, he adds. The excavator was also used as a harvesting machine. Rudolf Klein's son, Jürgen, took over the business around 1956. He cemented the family business and mechanized the process of extracting salt, brought in bigger trucks, acquired modern harvesting machines and constructed the railway siding to transport the salt. It was under him that the bagging plant was also constructed. Jürgen Klein's two sons, Johan and Detlef, entered the business in 1986. “We entered during the computer age”, Johan says. They restructured the company in the ever-changing business world where handshakes disappeared. They also started exporting the salt to other markets. Today Salt Company produces about 120 000 tons of salt per annum. The products include amongst others coarse salt, crude salt, fine salt, table salt and rock salt. The salt is exported to various African countries, including DRC, Nigeria, Zambia and many more. But why is Namibia a popular salt producing country? The answer is quite simple: “Because we do not have rain at the coast”, Johan Klein answers. The fourth generation of the family entered the business in 2006: Monika and Devin. “We hope that they will continue the family business as a unity and retain the quality and service”, Johan continues. The salt works located north of Swakopmund are unique in many ways. The mine has been classified as a bird sanctuary and therefore is actually a benefit to the environment. And, compared to many other mines, this resource is non-depletable. Salt Company does not only produce salt though. The company has extended its operations and harvests and exports guano, produces oysters and is currently also looking into establishing a JV to build a desalination plant. The company celebrated the official birthday and also the inauguration of the new premises known as “Salt City”, located next to the old railway, on Saturday (4 November). At the new premises many of the processes in the production of salt have been modernised further. The bagging plant, for instance, has been computerised. “This celebration is the fruit of hard work, commitment and dedication”, said Veston Malango, CEO of the Chamber of Mines, during the celebration. He added that the company is rare in many respects. “This company is fully Namibian owned, a long-standing family business and a producer of a valuable resource for the Namibian needs”, he said. “I hope the company will be in existence for future generations.”

Annual Brunch Gathering for Cancer supported overwhelmingly Piquet Jacobs
Women Who Care hosted yet another successful ladies' brunch in aid of the Cancer Association of Namibia. The South African celebrity Lizz Meiring (aka Molly) was the celebrity guest to the event. The event was held at the Walvis Bay Town Hall on Saturday morning and saw hundreds of women turning out to support this annual brunch gathering. Several guest speakers shared their experiences in their respective journeys with cancer. They also motivated those battling cancer to keep up the good fight. Also speaking at the event was Dr Annelie Zietsman who shared with the audience cancer statistics in Namibia and how the prevalence of cancer grew in Namibia. Zietsman is an oncologist from Windhoek and said many small lifestyle changes could possibly prevent cancer. The event gave a true sense to “Women Who Care�. More pics on page 11

11-year-old Neethling claims title in 1st year of Golf Just like cancer indiscriminately targets both the young and the old, it was heartening to see the age spread of the competitors in the Sanlam Cancer Challenge held at Sun City this week. Two of the most impressive winners came in the women's tournament, as 69 year old Veronica Tredoux claiming the B Section and 11-year-old Namibian Marika Neethling from Walvis Bay Golf Club winning the C Division by a whopping six points. According to her father Hermann Neethling, Marika plays 11 different sports and this year decided to try her hand at golf, with spectacular results as was seen at the Gary Player Country Club in the final round. Marika Neethling said "I took up golf this year and the Sanlam Cancer Challenge was the first individual tournament I played in, so there were a lot of nerves before the round". The young Neethling also mentioned, while celebrating her victory with a milkshake, that she was practising her putting and bunker shots and was really struggling, but her Dad said that she must just relax and enjoy the day. "She's had a great time, winning the Sanlam country finals, two other medal competitions and now the National Finals. She has one of the best temperaments on and off the field and she makes friends with people wherever she goes," Hermann Neethling said.

Girls U13 Cricket Festival in Tsumeb The weather was not favourable for the girls from !Nara Primary school in Kuisebmund Walvis Bay but the results were all in their favour. !Nara Primary school bat first and scored 219 runs for only one wicket in 20 over's in their first game as they bowled the girls from Outjo all out for 43 runs with just 26 balls. !Nara Primary school won the game with 191 runs. The U13 Girls Cricket team of !Nara Primary School
In the second game of the coastal girls played against the host Tsumeb Gymnasium as they scored 189 for 6 after 20 over's and bowled the host out for 82 runs for 9 after 20 over's. The harbour town girls won the game with 107 run and thus won the festival with the host ended second and Outjo third. This shows that the standard of cricket at the coast is on a very high level.

Sentrum Pharmacy Summer Corporate Bowls League 2017 Final Week The year is almost at the end and once more we have all the various companies enjoying the Sentrum Pharmacy Summer Corporate League. We are now in the final week. Over the past few weeks we have had various rounds of qualifying for the Shield & Plate sections and also teams battling it out for top spot in shield & plate. On Wednesday 1st November 18h00, the final round was played at Namib Park Bowling Club to see who will be playing off for 1st-2nd 3rd and the Wooden Spoon on Friday 3rd. All are welcome to support the various teams.

Batting in the middle-order was less productive as he managed just 13 runs in four innings. Super Featherweight Boxer Abraham "Energy" Ndaendapo and female body builder Alethea Borman will be competing at the International Championships in Manchester and Paris soon. The two athletes received sponsorship to the value of N$15 000 each from Swakop Uranium this week. Ndaendapo will be competing for the WBC International Championship in Manchester, England on 10 November. Ndaendapo will be fighting Scottish Featherweight Champion Jordan Mccory. The Namibian boxer will be departing for England on Sunday, 5 November. According to Ndaendapo he has been in the boxing ring for twelve years. He has won the IBF Africa Championship twice and will be the first Namibian boxer to ever compete at the WBC International Championship. Commenting on the cheque of N$15 000 he received from Swakop Uranium, Ndaendapo said: "I am very grateful for this assistance I got from Swakop Uranium and I will not only use this money for my own benefit, but I will buy boxing materials for the club which will also benefit future boxing amateurs." Namibia's female body builder Alethea Borman also received a cheque to the value
of N$15 000 from Swakop Uranium. She will be competing in Paris, France, at the IFBB World Championship from 1 until December this year. Borman thanked Swakop Uranium for their willingness of assisting athletes. According to Borman this is the first time in Namibia's history that a Namibian not only participates, but qualifies for the IFBB World Championships. The Human Resource and Business Manager of Swakop Uranium, Mr Percy McCallum said: "We provided these funds to support them in their sporting career. It is part of our foundation's aim and one particular element is to try and assist people actively involved in sports. We are proud of Abraham and Alethea for representing our country at the international sport events and we are proud because they are full time employees of Swakop Uranium". McCallum said he hopes that the two athletes will keep the flag of Namibia and the smaller flag of Swakop Uranium very high and come back with big prices."

The fun and competitiveness of the Namib Diesel Social Doubles League came to end on the Friday 20 October when the final round was played. It is one of those tournaments that you just don't want to end. As luck would have it there was no outright winner in any of the sections and it all came down to the final round to decide which teams would be the eventual winners of their respective sections. PARIS (Reuters) - Former Namibian sprinter Frankie Fredericks has been placed under formal investigation in France in a probe into allegations of vote buying to win the 2016 Summer Olympics for Rio de Janeiro, a source close to the inquiry said on Friday.

SAFLAND Rugby Sevens In Swakopmund The third edition of the country's Premier Rugby Sevens Tournament (the Safland Sevens) will be on played Friday and Saturday (10 and 11 November) in Swakopmund at the Swakopmund Football Club Stadium (SFC). The tournament, will once again see African sevens outfits in action, with national teams from Namibia, South Africa Select, Czech Republic, Lesotho, Tisan, Bulls, Namibia Academy and Botswana all making their presence felt.
According to tournament organiser, Willem Strauss, the tournament provides a great platform for Namibia to compete at a global level. The event will also serve as preparation for the HSBC World Series starting in Dubai three weeks later. The Safland Sevens will also include a club and provincial competition for teams from Namibia and South Africa. According to Chief Executive Officer of the Namibia Rugby Union, Elizma Theron, there will be added benefits this year to the two-day rugby showpiece, and a sevens school tournament for four age groups will also run parallel to the tournament. The U-19, U-17, U-15 and U-13's will all form part of the festivities. Theron, further said that the tournament is a boost for sevens rugby in Namibia. "Our sevens rugby has been neglected. So it's fantastic for the Namibian team to participate. It's a huge platform to promote the country as a sports and tourist destination. I think Swakopmund's condi-

Fredericks, a member of the International Olympic Committee (IOC) who won four silver medals at the 1992 and 1996 Games, is suspected of receiving bribes and laundering the money through Paris, the source said. He appeared before a French magistrate late on Thursday. Fredericks is already being investigated by the global Athletics Integrity Unit over payments he received from Papa Massata Diack, the son of former world athletics chief Lamine Diack, on the day Rio won the vote to host the 2016 Olympics. "We have just been informed of the decision by the French judge," an IOC spokesperson said. "The CECO (Chief Ethics and Compliance Officer) will look into the file, which is not yet available, and report to the Ethics Commission, which is meeting on Monday." "Like with any procedure, the right to be heard has to be respected." Fredericks also sat on the IAAF Council, world athletics' governing body, until he was suspended in July pending the outcome of the Integrity Unit probe. The athlete has previously rejected allegations of corruption, saying that a payment of $300,000 to his company was recompense for legitimate work. The Integrity Unit on Friday confirmed that it was still investigating Fredericks and that he remained suspended. Fredericks stepped down in March as head of the IOC team evaluating bids to host the 2024 Olympics, and from an IAAF task force investigating doping allegations in Russia. Rio was awarded the games in 2009, beating Chicago, Tokyo and Madrid. Last month, the IOC suspended the head of Brazil's national Olympic committee, Carlos Nuzman, after he was charged in Brazil with racketeering in connection with alleged vote buying to win the Games for Rio. Nuzman is accused of arranging more than $2 million in bribes to get the IOC to pick Rio. He has denied any wrongdoing and told the Namib Times that he will give not give any comments at this point.
