More than N$1 million in fines issued for Erongo during festive season Floris Steenkamp The Namibian Police registered a total of 1 035 criminal offences in the Erongo Region in the period 1 December 2016 to date, for which fines were issued to the approximate value of N$1 065 829-00, according to the Regional Commander of the Namibian Police in the region, Commissioner Andreas Nelumbu. Swakop traffic official encounters highest alcohol reading ever...... Erwin Leuschner The Swakopmund traffic department arrested 28 drivers between 1 December 2016 and 3 January 2017 on charges of driving while under the influence of alcohol. Total of thirteen people now behind bars Senior tax official on the run gives herself over Floris Steenkamp The number increased to thirteen for people arrested since late December for a N$2 220 718-16 income tax refund fraud scheme involving three workers of the Walvis Bay office of the Receiver of Revenue (Department of Inland Revenue, Ministry of Finance). “Be sure, we will be coming to get you”, the Regional Commander of the Namibian Police in Erongo, Commissioner Andreas Nelumbu, said during a media briefing at the police regional headquarters in Walvis Bay yesterday on questions of the latest breakthrough in the income tax refund fraud case. Commissioner Nelumbu made these remarks, as the number of people added to the charge sheet is increasing daily as the Receiver of Revenue and the Namibian Police's investigation progresses. The latest accused arrested are senior taxation officer Jeanette Garoes who gave herself over to the police late on Tuesday. She fled late in December when she learnt of her pending arrest. She made a first appearance in the Walvis Bay magistrates court yesterday along with two more suspects also arrested this week: Lukas Shailemo and Anna Mutilifa. Other suspects arrested late in December already are: taxation officer Henry Visagie of the Ministry Of Finance's Walvis Bay Office as well as his spouse Willemina Visagie. The other accused are: Morné Feris, Jaqueline Imbili, Quinton Matthews and Marlon Prins, Roselli Leonardo, Michael McLobo, Velnancio Muller and Patrick Titus. All accused were denied bail and will again appear in court on 10 January when they all would make a bid for bail. The accused persons allegedly between April 2013 and November 2016 forged Pay as You Earn (PAYE 5) certificates in the names of some twenty one family and friends, resulting in undeserved tax refunds. More arrests are most likely to follow, as an investigation into the incident is still ongoing.

Drunken Driving Continued from page 1 “It was a very busy season for us. Especially in the Swakopmund town centre and the suburbs Mondesa, Tamariskia, Mile 4 and Ocean View,” said Melvin Cloete, Manager traffic services at the Swakopmund Municipality to namib times yesterday. According to Cloete the Swakopmund traffic department handed out a total of 270 fines for traffic related offences between 20 November and 20 December 2016. Furthermore a total of 31 drivers were warned during that period. The amount of arrests made for driving while under the influence of alcohol has skyrocketed if compared to the 2015/16 season. Between 1 December and 25 December 2016 a total of 17 arrests were made. The highest recording was 1.54 milligrams per 1000 millilitres of breath. This is the highest reading Cloete has ever recorded. The driver was arrested on 18 December at about 17:00 in Mondesa. “He was well under way,” Cloete said. Eleven more arrests for drunken driving were made between 26 December 2016 and 3 January 2017. “I am urging the public, especially our motorists and drivers, to be patient and that they should choose the right attitude when they travel on our roads. It really depends on your behaviour on the road if you want to be treated fairly and with respect by law enforcement officers,” he said. The traffic manager issued a word of appreciation to his staff, who worked long hours during this period. He also thanked truck drivers, who followed the instruction by the Minister of Transport, and used the road behind the dunes to travel between Swakopmund and Walvis Bay and not the B2 coastal. “I ask truck drivers to continue and make use of the MR44 road behind the dunes permanently and not only until the temporary ban of trucks on the B2 coastal road expires on 12 January”, he said.

Road accidents in the Region were down from 231 in 2015/16 to 221 this season and according to Commissioner Nelumbu this has to do with a combination of law enforcement, road users that behaved well and road safety education initiatives that start to bear fruit.

The accused, Samson Uirab and Deon Savage, appeared before Magistrate Rhivermo Williams and were each granted bail of N$5 000. The matter has been postponed to 16 February.

Resident saves Botswana residents from drowning Erwin Leuschner Two residents from Botswana landed in trouble when they were swimming in the ocean in the vicinity of Mile 4 on 3 January late in the afternoon. According to reports a local resident heard their cries for help from his apartment not far from the scene. The unidentified man rushed down to the beach and with the help of other bystanders managed to help both visitors to shore. According to the West Coast Safety Initiative (WCSI) all emergency and essential services arrived at the scene within minutes after being contacted and rendered medical assistance to both persons. As a precaution both were transported to the Swakopmund Medi-Clinic by EMed Rescue 24 for further treatment. Their condition was later described as stable. The WCSI has in the meantime warned the public about certain beach areas known for strong & rip current with no lifeguards on duty. These areas are between Independence Beach and Long Beach, between Long Beach and Patrysberg, between Partysberg and Vierkantklip and also the beach area between the Mole and Mile 4 including Pebble Beach. An 18 year-old drowned at Pebble Beach on Christmas Day after she was trying to rescue a family member (namib times reported). Yesterday Pebble Beach was considered dangerous due to rough seas and strong currents. Swells up to 2.1 metres were predicted for yesterday morning. Lifeguards are on duty at Independence Beach, at Long Beach close to the tidal pool and the Mole in Swakopmund. So far this season one drowning and 25 near-drownings have been reported. One at Vierkanklip, three in the Mole, seven at Pebble Beach/Mile 4 (including one drowning) and 15 between Long Beach and Walvis Bay.

Bullet discovered on driveway It might sound like a distinct possibility, but firing guns in a built-up area can cause injury and death. A Swakopmund family discovered this bullet in their driveway on the morning of 1 January 2017. There is little doubt this has its origin from a pistol fired off during the new years celebrations. The discovery was made in the vicinity of Ocean View shopping complex. Anyone with information on a person or persons that fired a handgun in the area on New Years are requested to phone their nearest police station. The bullet is intact and it would be possible to link it forensically to the firearm used. Chris Engels The bullet is not intact. That is the projectile or the head of the bullet. The extent of the water crisis in the small settlement Uis in the Erongo Region has taken a turn for the worse over the holiday period. Before Christmas the residents were left without any water.
