The Joint Venture Zhong Mei Engineering Group (Pty) Ltd, which is upgrading the road between Swakopmund and Henties Bay, is in arrears with its rental of land for its construction camp. Council now granted permission for it to continue leasing the land, but only if it settles the amount in arrears which was determined as N$139 807-80. According to the minutes of the recent Council meeting, Zhong Mei Engineering (Z-
MEG) was initially granted the site in February 2015 for the establishment of a construction camp.
Back then Zhong Mei was conducting the upgrade of the NamWater water pipeline. This project in the
meantime concluded. When the company was successful in its bid for the road construction project, the lease was extended as the construction camp was ideally located and already had the necessary infrastructure like stores and workshops in place.
Moreover, there were no public complaints over the existence or the activities at the construction site and it was decided it would only be an unnecessary duplication to have the company bid for a new construction camp site and having to move all the infras-
tructure and equipment, it is understood from information contained in the minutes of the Council meeting. In February 2016 Town Council approved the extension of the lease period for a further two years, until 2018. By this time, Continues on Page 2

Mr. Januarie, a manager at the Protea Hotel Walvis Bay, was also slightly injured. Mr. Fernandes
was in the passenger seat and was also only slightly injured. The injured were first taken to the Bethanie Clinic, but due to the nature of their injuries they were taken to the Keetmanshoop State Hospital for treatment. It is believed the Bethanie Police has been questioning Mr. Fernandes over the origin of an undisclosed number of game carcases that were transported at the time of the accident.

As the end of the lease was approaching, ZMEG applied for an extension of the lease in December 2017. But then a problem was encountered. ZMEG is in arrears with the lease to the tune of N$139 807.80. At the recent meeting Town Council decided nonetheless to extend the lease of the site,
measuring 14 736 square meters until February 2019. A few conditions were attached: ZMEG must settle the arrears and the rental price was set at N$1.65 per square meter. Furthermore, it was decided that once ZMEG completes the road project the site must be rehabilitated and restored to the standards required by the municipality's Department of Engineering Services as well as Health Services Department.

Mutjavikua warns about new squatter camp Erwin Leuschner
The construction of shacks on premises where houses were constructed as part of the Mass House Development Programme (MHDP) will not be tolerated. The Governor of Erongo, Clr. Cleophas Mutjavikua urged all local authorities to cooperate in this regard. He made this statement on Friday in Swakopmund at the handing over of the first MHDP houses. He also addressed recipients of the houses over the matter of back yard squattering. "It is a serious concern. We see beautiful houses with lots of space between them, but after one week we usually see shacks built in these open spaces. Soon we have ten families living on the same premises in shacks where this beautiful house stood alone only a short while ago", Mutjavikua said. More than 200 houses meant for the low-income group were handed over to their new owners on Friday. The houses were handed over by the Minister of Urban and Rural Development Sophia Shaningwa. A total of 1521 houses were completed so far under the MHDP in Swakopmund or are close to complete. "The local authorities' inspectorate must ensure that no squatting areas are established", Mutjavikua said and added that homeowners should rather create green areas by planting trees
or beautifying their properties. "We see this phenomenon (shacks between houses) developing rapidly in Walvis Bay. It is not only unsightly, but also has a big risk of large fires", he explained. Cases of squatter camps on the property of houses constructed by the National Housing Enterprise (NHE) have been reported all over Namibia. The property owners charge an average of about N$800 per month for a shack on their premises. It creates a variety of problems, including fire risk, health risks, as many shacks are poorly ventilated and it also increases pressure on infrastructure like the sewerage system. In the same vein Clr. Mutjavikua also called on local authorities to do more to provide adequate public facilities for children to play. Children need play parks. Currently, they play in the streets", Clr. Mutjavikua said.

The first batch of houses constructed in Swakopmund under the government-funded Mass House Development Programm (MHDP) were handed over to their beneficiaries on Friday by Minister Sophia Shaningwa. The Minister used this platform to lash at "greedy" contractors who are only interested in profits and not performing quality work. "Either you do (your work) or I will do you!", warned Shaningwa who is the Minister of Urban and Rural Development. The houses were handed over in the Matutura area of Swakopmund. The Minister on Friday claimed that 400 houses were handed over that day. However, reliable sources told namib times the National Housing Enterprise (NHE) only received keys and certificates for 202 houses. The total number of houses handed over by the contractor, Power Oyeno Construction, is 252. Although Shaningwa described the occasion of the handing over of the houses as a milestone for Government, she also expressed her disappointment in some contractors, who "take ages to complete work." "It is high time for you to pull up your socks", she criticized. These delays do not only deny people the basic right of having a roof over their head, but also leave people losing out on job opportunities. According to Shaningwa, a total of 1521 houses have either been built under the MHDP in Swakopmund or are close to being finalised. The Minister also criticised the high cost of construction of these houses. Many houses are currently standing empty as they are "beyond the affordability level of the target market." In the same vein, she urged local authorities to install bulk services as a matter of
urgency in instances where the houses are still without basic services. "Who are you (contractors) building the houses for, if nobody can afford them?", she asked. She noted that there are houses in Khorixas, Karasburg and Outjo standing empty as the people living there do not earn enough to afford them. "In order to ensure that houses are affordable, Cabinet took the decision to reduce the price of the houses below the price of the actual construction", she said. Some houses, like the "D1" design, cost close to N$200 000 to construct, but Government is selling these for N$70 000. This means a price reduction of 65%. "Otherwise the market we are targeting would not be able to afford these houses", she said. "This must never be repeated again. There are a few people enriching themselves (by building expensive houses)", she said while referring to "greedy individuals" doing "evil things". "Otherwise, we will have white elephants sitting all over", Shaningwa concluded on the subject. Shaningwa urged recipients to look after their new homes and repay the money owed to Government. If you honour your payment commitment, more money would be available for more people to benefit from mass housing. The Minister also called upon recipients and the general public to report acts of vandalism of MHDP houses.

A 30-year old Omaruru resident was killed in a house fire on Saturday morning (3 February). The house was completely destroyed in the fire and the victim was burnt beyond recognition. Family members who was also in the house managed to escape unharmed. According to Deputy Commissioner Erastus Iikuyu, Nampol's regional crime investigations coordinator for Erongo, the deceased was identified as Reason Useb. It is alleged that Useb arrived at the house located in Willem Zeraeue Street sometime between 05:00 and 06:00 in the morning, after a night out at Omaruru. It is further alleged that he first went to the kitchen before going to bed. "A few minutes thereafter, two boys (aged twelve and 13 years old) who were sleeping in the same room, discovered that the whole house was engulfed by smoke and fire", Iikuyu said. They tried to wake Useb, but without success. They ran out of the house with three other family members. The house and all their possessions were destroyed in the fire. The deceased's remains were taken to the Walvis Bay police mortuary for post-mortem. The next of kin were informed. The cause of fire is unknown. The matter is under investigation to determine under which circumstances the fire started.

Regional Director of Education John /Awaseb disappointed with the scholastic performance of schools in the Region. Commenting on the poor scholastic performance of Grade 10 and 12 learners last year, the Erongo Regional Director of Education Mr John /Awaseb has deep concerns over Grade 9 learners who will step into a new curriculum in their Grade 10 year. /Awaseb expressed his concerns on Friday during his annual address to the education fraternity. He urged schools in the Region to improve the overall pass-rate to more than 50 % - Erongo is currently below this threshold. In attendance were educational practitioners, teachers and school principals from various schools in the region, including from as far afield as the Omaruru circuit. The new curriculum will be introduced to schools soon. "I am very disappointed in the Grade 10 and 12 results which have dropped, disappointed because our schools are well resourced and our teachers well educated. Something has to be done to improve our education", said /Awaseb. According to him, schools in Erongo are fortunate. Schools in other regions do not even get nearly as many donations and resources from private entities to what schools in Erongo receive. Yet, these schools perform better compared to Erongo schools. "We need to do things different", said /Awaseb, adding the new curriculum to be introduced leaves him concerned over the future performance of the younger school going children who will be entering this new curriculum. /Awaseb also urged schools in Erongo to up their scholastic performance in order to rank among the top regions in Namibia. At the moment, Erongo is from the poorest performing regions when it comes to scholastic performance. Commenting on placement of learners in schools, the Director said 2018 saw a better start to the previous years, despite many schools struggling with placements and parents still flocking to schools seeking places for Grade 1's and 8's. Schools in Erongo received more applications for placements in schools than space available at schools in the Region. The Department continues to look at solving the space problem. The Education Department in Erongo admitted a total of 1904 pre-primary learner, 4694 Grade 1 learners, 3593 Grade 8 learners, 1805 Grade 10 learners [of which 279 are repeating the Grade] and 1567 Grade 11 learners.

Teacher behaviour and effectiveness in the classroom are the two most important factors to positively influence learner achievements, says the Director of Education in Erongo, Mr. John /Awaseb. He made this statement on Friday during his annual address to the education fraternity of the Region. "How teachers present themselves makes a direct impression on learners, the same it makes a direct impression on administrators, colleagues and parents. Teachers have a good standing in society and they must uphold this position. This they can do among others by presenting prepared, quality and interesting lessons and constantly assessing their learners", said /Awaseb. According to /Awaseb, it is an unfortunate reality that to some teachers teaching is just another job. They arrive late for work,or absent from class or school all together. Some teachers have numerous classroom discipline problems and they often work on administrative matters during teaching hours, instead of teaching. Many teachers don't plan and prepare their lessons adequately. "My teachers once said teachers can make or break a class. Teachers are with the learners most of the time and can influence the learners to do better. They are adults in charge of classes and can keep the learners busy with positive and constructive school work during the day", said /Awaseb. The Governor of Erongo Region, Clr. Cleophas Mutjavikua, encouraged school principals to take ownership of schools and learning environment. Also, to keep schools safe and clean to the best of their ability.

The riddle of the capsized ski-boat at the Mole. This picture circulated on social media on Friday of a ski-boat that capsized in the Mole. However, emergency services did not receive any reports and even at the nearby Strand Hotel employees had no knowledge of the incident. "We only saw the photo. When I drove to the Mole I could not see anything", said Adri Goosen, Chief of the Swakopmund Fire Brigade, to namib times. He added that usually employees of the Strandhotel notify the fire brigade immediately when an incident occurs at the Mole which was not the case this time. Unconfirmed reports indicate that the boat capsized at around 12:30. The ski-boat was apparently quickly turned upright again and brought to shore. Photo contributed

Ship to shore cranes will be visible from Swakopmund on a clear day The Namibia Ports Authority (Namport) announced in a recent statement progress with the construction of the container terminal on reclaimed land in the port of Walvis Bay has now reached the 76 % completion mark. The terminal will be commissioned early in 2019 and will double the port of Walvis Bay’s container handling capacity from a current 350 000 TEU’s per annum to 750 000 TEU’s. TEU’s is the abbreviation for “twenty foot equivalent unit” and represents the volume of a twenty foot cargo container. That means upon commissioning of the terminal the port will handle the equivalent of 750 000 twenty foot containers per annum (a forty foot container is 2 TEU’s). One of the milestones for the port of Walvis Bay with the new container terminal is the commissioning of the first four ship to shore cranes, each which acquired at a price tag of N$110 million. These cranes are the first of its kind for Namibia and according to the statement these cranes are so big they would be visible from Swakopmund on a clear day. The cranes will arrive aboard a heavy lift vessel on 13 February, according to the statement, and the cranes are 65 % assembled. The installation of the cranes and training of personnel to operate the cranes are scheduled to start soon after the delivery.

Other structures under construction on the terminal are the administration and control block, a workshop complex and a terminal entry gate. The 600m quay is also due for completion soon and most of the brick paving has been completed. Electrical work and other services are also in an advanced stage, as the pictures show.

First parkrun in Walvis BAY
The very first parkrun [correct spelling] was held on Saturday with a total of 337 people participating either jogging, walked and even some running the course. A total 307 participants were first-timers. A total of 6 different athletics clubs was represented at the event. Paul Sinton-Hewitt a South African boy founded parkrun under the name Bushy Park Time Trial on 2 October 2004 in Bushy Park, Teddington, London with just 13 runners taking part. Mr Bruce Fordyce, 9 times Comrades record holder said "parkrun is not only a run to get fit, but is all about the community to get together on a Saturdays, have a chat and a coffee. This is done so by more than four million people all over the world and in Southern Africa there are more than three quarter of a million people that are registered. parkrun is bigger than the Comrades and the Two Oceans. Where these epic marathons are taking place once a year, parkrun is held every week of the year - 52 times no matter the weather. It is free and fun for the whole family and a bar code issued to every participant works in any country in the world". At the opening of the event the Mayor of Walvis Bay Clr. Alderman Immanuel Wilfried, an avid athlete himself and a participant in the parkrun, welcomed Mr. Fordyce to the coastal town. "I have come to learn that parkrun is a 5 km run and walk event that takes place all around the world, with more than 1300 venues solely driven by volunteers on a Saturday morning. This holds some opportunities for our town, as people travel all over the world just to run for fun. But apart from tourism, it would also be a great time for the community to get active and healthy", said Clr. Wilfried. The Mayor further said it is also his believe that sporting events break down barriers between people. It is a powerful tool for bridging social-, economical- and other gaps as he thanked all the volunteers who so tirelessly and unselfishly took the time and effort to put this parkrun together. On a note of advice the Mayor urged people to properly warm up before doing a parkrun, to prevent injuries. Peter Nakaleke is the record holder for the male category and recorded a time of 20:49. Natania Du Plessis is the record holder for the category females with a time of 23:59. The Age Grade course record is held by Bruce Fordyce who recorded 23:52. The world record in parkrun for men is 13 minutes 48 seconds and was set on 11 August 2012 by Andrew Baddeley. The women's world record of 15:58 was set on 22 October 2011 by Justina Heslop. Walvis Bay parkrun Director Michelle Wilson said that both the Walvis Bay and Swakopmund parkruns are part of the South African parkrun. As soon as more Namibian towns join the parkrun, Namibia will have its own. Wilson added only 337 people of the 407 that registerd took part in the first parkrun. and it was well worth the trip. It's a great venue, lovely route along the lagoon with wonderful volunteers and the most amazing people. I loved every minute of it, as well as volunteering after my run, and I definitely recommend it as one for your parkrun bucket list! Well done Walvis Bay on a great event". Shotokan Karate Akademie Swakopmund Shotokan Karate Akademy had their annual prize giving on 16 November 2017, awarding the athletes which performed and excelled in their various age groups. 2017 was a year filled with National and International tournaments and the athletes competed in local tournaments at the Swakop Open Tournament, the Shotokan National Championships, Shotokan International Development Championships. On National level, the dojo had 9 athletes which was chosen for the Namibian National Karate team to compete in Maputo Mozambique. Gradings went exceptionally well and 16 athletes completed their black belts of which Sandan (1), Nidan (10), Shodan (4) and Junior Black (1). In 2018 the dojo has already started with training on 15 January 2018 and are ready for the challenges in the coming months. Langer Heinrich Uranium aims to build classrooms Having supported the Namibian education sector for the past decade through various mathematics, science, sports and feeding projects, Langer Heinrich Uranium plans to take an even further step by introducing support to educational infrastructure development through its Classroom Project. With the support of its long-term private sector partners, it will be hosting its 7th Annual Charity Golf day at the Rossmund Golf course in Swakopmund on Saturday, 3rd March 2018.Since the inception of this event, a total of N$ 657 550 has been raised, all to the benefit of various child-centered support organisations. This year's event promises to be even bigger and better. According Bernadette Bock, Langer Heinrich Uranium's Corporate and Community Relations Superintendent, the funds raised during the 2017 and 2018 Annual Charity Golf days will be going towards a classroom building project the mine initiated last year. This project aims to build at least one classroom a year at schools with the highest needs. Langer Heinrich Uranium, Nedbank Namibia as well as many other private sector partners will this year again be pooling resources together to make the Golf Day a resounding success. With a maximum of 36 teams allowed, there are still a few open spaces available. A team entry costs N$3 000 whereas with N$5 000, one may enter two teams. The deadline for team entries is 16 February 2018. The event offers excellent networking opportunities with corporate Namibia. Companies as well as individuals are invited to contribute towards the hosting of the event or the building of classrooms with various cash and/or in-kind sponsorship options available. Nedbank Namibia already committed N$40 000, while Hollard Namibia offered N$50 000 for the Hole-in-One prize!! The tournament format will be a three ball alliance, scramble drive on all holes, 2 scores to count on all par 4's and 5's and 3 scores to count on all par 3's. All the winners on the day The past weekend saw the playing of the PSG WALVIS BAY OPEN and there were some good rounds and a few not so good, but that is what medal is all about. But at the end of the day it was Likius Nande who carded a solid 212 gross to win the title of PSG WALVIS BAY OPEN CHAMPION 2018. Runner up was Kevin Wentzel on 225 with best nett going to Franรงois champion on

While all this was happening over the river at Rossmund the ladies coastal open was playing out and it was our very own Wilma van der Merwe who was the overall winner on a very good 161. Mooi so Wilma jy maak ons trots. The draw was not won last week so it is up to 1 100 tonight. Linda was not at the club last week. This weekend is the Dulux bb pairs which will also include the Windhoek Lager pairs. There is an extra 100 for the Windhoek Lager pairs Our fund raiser on the 24th February is in planning stages but we can announce that it will be a 3 ball alliance with two scores to count on all holes. Entry fee will be 1050 [350 per player] which is just double of normal Saturday competition fees, and as this is for the club I was felt that this was not too much extra. We will also be selling mulligans, a max of 5 at 100 each, these are optional but if you know what the first prize is going to be you might consider a mulligan or two. Prizes etc and further news will be sent out on a regular basis. We also ask all members who are able to sponsor a prize or two to please contact me, all contributions will be appreciated. There will be a lunch included in the price of entry. We will also have an item or two for auction so please bring your wallet. Shipanga attends FIFA Technical Workshop NFA media-officer
Former Namibia Women National football coach, Jacqueline Shipanga is attending a FIFA Technical Experts' Worksop in Doha, Qatar, where she will exchange experiences with fellow football experts in various areas of football from across the world. The workshop which started on the 30 of January and is expected to end today has Shipanga as the only representative from Namibia, alongside other experts such as Women football Technical Consultants, Confederations Technical Directors, Coaching Instructors, Technical Directors, Elite Football, Grassroots and Youth Football Experts. The course is led by FIFA Technical Director Steven Martens
and the FIFA Head of Technical Development Services, Jurg Nepfer. The seminar aims at highly informing the participants on the new strategy and philosophy for the technical capacity building, enlightening them on the new updates and overview of the new FIFA structure as well as its technical development set up and also looks at the roles and responsibilities of FIFA experts and instructors. It also focus on discussing the development programme "Forward", which according to FIFA.com, is a step change for global football development and the way the
success of the FIFA World Cup is shared by member associations. For the sake of sports and the vision of it reaching its potential in every nation without barriers, the programme intends to improve the way associations develop and support football across the globe. With expertise from this seminar, Shipanga says Namibia Women's Football will once again benefit from FIFA Academy Pilot programmes, thereby leading to an enhancement in the development of Woman Football at youth level, while simultaneously strengthening the existing developmental structures such as the NFA Girls Centre.
