Abuse of sewer system leads to smelly flooding Sharlien Tjambari Sewage pipe blockages and sewerage water flooding premises remain an ongoing problem in Swakopmund. It is specifically the suburbs of Jabulani and Mondesa where problems persist. This past weekend houses on Rokotoka Street in Jabulani were flooded with smelly sewage water. What is particularly disturbing is the fact these sewage flooding is caused by fellow-residents in the areas who dump unwanted items into the sewer systems, leading to clogging and the resultant overflows. The Van Neel family, residing at house number 673, contacted namib times and told the newspaper they are now fed-up with the Swakopmund municipality which they feel cannot cope with the problem. The sewage flooding re-occurs frequently. Every time, the municipality's intervention is to â€œWe have been experiencing this very same problem for years now. Continues on page 2

To us it feels nothing constructively or progressively has been done to permanently resolve this issue. Last year the water damaged my mother's washing machine and the municipality actually bought her a new washing machine. What is frustrating is the sewage water is highly contaminated and dangerous. It is a nightmare experience when sewage water contaminated with human excrement and other dangerous contaminants floods your premises”, explained the daughter who requested her name not to be published. Mrs Van Neel, a pensioner who is the owner of the house, said the sewage water floods her front yard, laundry room and in most cases when the sewage water floods part of her house she is alone and has no one to help. “The flooding started early on Saturday morning. When I called the municipality, an official told me it is a weekend. They only showed up on Sunday afternoon and the way they were cleaning and pumping the sewage water was also not proper. When I complained they told me I should be glad, as they are doing us a favour”, explained Van Neel. The sewerage water originates from the main sewage line on that street. It is close to the Van Neel residence and it is suspected they are at a low point of the system which means sewage from the pipes would flow to the lowest point and can then overflow and flood several premises. In a previous interview with the Swakopmund Municipality, officials revealed the blockages are mainly caused by foreign objects dumped into the system. These foreign objects could anything from pieces of cloth to household waste like plastics, carton, bottles and tins. Some of these objects are flushed down the toilets and others dumped down manholes by residents who don't take proper responsibility for their household waste and ensure it is placed in rubbish bins and for the dump trucks to remove it every week. The spokesperson of the Municipality Ailie Gebhardt said: “to find a permanent solution will remain a challenge as long as sewer systems are misused and used as trashcans. Residents are hereby requested to not dispose solid waste in the sewer system but rather use the skip containers or refuse bin then the problem of blocked sewer lines will cease”.

The Anti-Corruption Commission of Namibia confirmed in a national news report this week that Walvis Bay town councillor and Chairperson of Council's management committee, Samson Nghilumbwa is probed for alleged irregular spending on a municipal credit card amounting to an astronomic N$83 000-00. A whistle blower in the municipality explained the Mayor of Walvis Bay Alderman Immanuel Wilfried and Clr Nghilumbwa are both issued municipal credit cards. When officials in the finance department first detected anomalies, they had a look at spending patterns on both credit cards and found Clr Wilfried's credit card spending to be within the allowed limits and he accounted for all spending. Receipts that are submitted regularly. “We had a look at both credit cards. The Mayor uses his credit card for what it is intended for. He accounts for every cent spent and he only spent money on

his credit card when hosting guests of the municipality. The whistle blower who contacted namib times early last week said the situation with regard to Clr Nghilumbwa's credit card spending was shocking, scandalous and something has to be done as a matter of urgency. The whistle blower indicated that printouts of all spending were obtained and it was handed to the Anti-Corruption Commission (ACC). In a news report in a national newspaper, the ACC was quoted that indeed an investigation is now ongoing against Clr Nghilumbwa's conduct. Nghilumbwa is ser-

ving on the town council on a Swapo ticket. The said newspaper quotes Nghilumbwa allegedly admitting he is repaying the municipality and already made payments in this regard. However, it was learnt yesterday, this might not be enough. Should any irregularities be detected the ACC will formally investigate the matter and recommend whether Clr Nghilumbwa will be held criminally liable. The spending include withdrawals in Walvis Bay, Swakopmund and Windhoek, some at ATM's at casino outlets. Money on the credit card was allegedly also used to buy alcohol.

So who will be watching over the watch dog? The answer is the National Anti-Corruption and Integrity Forum (NACIF), which will be launched in Windhoek tomorrow. The coast had an appetiser this week of NACIF with the unveiling of the Forum's logo at Swakopmund. The Forum is a non-governmental organisation which strives to closely cooperate with the Anti-Corruption Commission (ACC), to drive the country's anti-corruption agenda by raising awareness and stimulating debate for action. It was understood this week NACIF is yet to be established ties with the ACC. NACIF is self-funded and currently has five directors. The Forum is also planning to extent its ties with both the public- and private sector to raise its profile as watchdog over the ACC. At the unveiling the Director of NACIF, Manfred /Naobeb, said corruption has encircled Namibia, but that it is kept under the table because corruption has become a bread and butter topic for many in top managerial positions. In fact, /Naobeb alleges that many sitting in top positions were appointed through corrupt recruitment processes. The focus of the Forum will be on cases not yet finalised by the Anti-Corruption Commission. “The ACC will be held accountable and will be forced to finalise cases. Currently, there is no authority to hold Government accountable for their wrongdoings. The Forum will be that authority which questions Government's integrity”, said /Naobeb. Adding the ACC only investigates cases of ordinary Namibians and sidesteps cases involving politicians, highranking officials and the elite. /Naobeb further stated: “Many people became

beneficiaries of corruption. I have it on record and have studied the entire landscape of cor-ruption in Namibia. My finding is the rot (cor-ruption) starts and ends with the leadership in Namibia. It is against this background that I have initiated the NACIF, in order to point out those corrupt ones who claim not to be corrupt and are enriched through corruption”. According to /Naobeb, it has become a norm that those in top managerial positions from all sectors of the society are now promoting corruption in broad daylight. /Naobeb feels these individuals even captured the judiciary of the country in some instances. He claims as a result the law of the country has become irrelevant and dormant in many ways. “The time has come to restore law and order in Namibia. We cannot allow corruption to rule us. We have suffered enough and in order to safeguard the future of our children and of our beloved country, we need to draw a line and unite against corruption in Namibia”, added /Naobeb. The launch of this forum will take place in Windhoek this weekend at the Avani Hotel and Casino at 18:00. The sub-theme of the launch is: “Confronting Corruption Head-On”. This will be followed by a Gala Dinner at Walvis Bay on 27 October and the first ever NACIF Multi-Stakeholder Dialogue Series which will be hosted on 23 and 24 November in Windhoek.

So what is significantly different this year, in comparison to previous editions of the Erongo Business and Tourism Expo? Sewage pipe blockages and over flooding remains a huge problem and challenge in Swakopmund especially in suburbs such as Jabulani and Mondesa. This past weekend houses on Rakotoka Street in Jabulani were flooded with stinky sewage water. In her statement durng the previous council meeting the Mayor of Swakopmund Pauline Nashilundo said residents should take note that the Engineering Services department - Sewerage Section, are working on the water pipes that burst underground, which is the reason why the water flow is very slow in various areas in Swakopmund. “We hereby request the residents to please adhere to the road and warning signs and exercise patience during this period”.

Restaurant boat to be auctioned

An auction by the Deputy Sherriff of Walvis Bay, of the restaurant boat Cynthia at the townâ€™s waterfront, was called off on Wednesday morning after no sufficient interest was received for the auction to proceed. The restaurant boat arrived in Walvis Bay in September 2016. It was the dream of the well-known restauranteur Andreas Munkelwitz and his wife Cynthia. Munkelwitz was a celebrated chef and for many years owned and operated the Hotel Deutsches Haus at Swakopmund before selling it off and pursuing the dream of a restaurant boat. The business unfortunately never grew to be profitable and Mr. Munkelwitz also became terminally ill. He took his life in August 2017, leading to the businessâ€™s closure within months. It was understood that Standard Bank of Namibia, the principal creditor is also willing to listen to alternatives, should individuals or a business come forward with a proposal. Another attempt to sell the boat on auction is also planned in the near future.

MR34 road construction progress Floris Steenkamp

A brief visit to the road construction project on the Mr34 east of the dune belt revealed this week the advanced stage this road construction project has reached. On some stretches of the road the final asphalt surfacing is already taking place and some stretches of the completed road are used as detours to divert traffic away from areas where earthmoving and the installation of water drainage systems are currently underway (Picture A). The fly-over bridge on the C28 which would channel traffic to and from Langer Heinrich is almost completed (Picture B), whilst the fly-over bridge on the B2 is also in an advanced stage of construction (Picture D). The intersection where the MR34 and the B2 (Picture C)would link is also in an advanced stage, although it a lot of blasting and earthmoving still has to take place as a gorge is cut through the rocky hill where the road would be constructed. The pillar-bridge across the Swakop River is only in its beginning phase and the stretch of road from the direction of Walvis Bay to the banks of the River already has a its basis. Tarring would soon commence (Picture E). The road construction project is expected to conclude by mid-2019. Road users can look forward to a dual carriage road that would dramatically reduce traffic flows, especially trucks on the B2 coastal road.

RCJs Pumping Solutions cc has been contracted by the Municipality of Walvis Bay to upgrade the existing sewer reticulation network within Walvis Bay. The upgrade will occur in 3 phases. The 1st phase will start at the junction of Rikumbi Kandanga Road and Hidipo Hamutenya Drive up until Intersection of Civic and Rikumbi Kandaga. Residents are advised the sections of road indicated in blue on image above will be closed off in sections for the construction of a new water-borne gravity sewer line. Duration: 8 October 2018 to 18 December 2018. Residents are advised to use alternative routes and are urged to exercise patience during this process.

Kindergarten: Frühlingsfest Swakopmund - Am Samstag, den 29. September, fand unser Frühlingsfest im Georg-Ludwig-Kindergarten statt. Zur Einstimmung gab es ab 10.00 Uhr Muffins und Brötchen, dazu Kaffee und Tee zu kaufen. Weiter ging es dann um 11.00 Uhr mit der Aufführung unserer Kinder. In diesem Jahr

haben wir uns mit dem Thema: Die vier Elemente - Feuer, Wasser, Erde, Luft - auseinandergesetzt. Die Kinder haben zu den jeweiligen Elementen getanzt, gesungen, gedichtet und mehr. Nach der Aufführung konnte sich jeder bei einem Mittagessen oder Kaffee und Kuchen stärken, auch Spiele für die Kinder, zwei Hüpf-

burgen, Facepainting, Frischprodukte und einen Spielzeugstand galt es zu erkunden. So fand ein gelungenes Fest um etwa 15.30 Uhr sein Ende. Corinna Pfafferott

PSS-Tour in Südafrika Swakopmund (sk) Jedes Jahr unternimmt die 10. Klasse der Privatschule Swakopmund eine Bildungsreise, die mit richtig viel Spaß verbunden ist. Nach 14 Tagen in Kapstadt und entlang der GardenRoute sah man erfüllte, zufriedene Gesichter heimkehren. Das Hauptziel der Reise ist und bleibt jedoch, die Schüler in verschiedene Universitäten und Hochschulen hineinriechen zu lassen und sie mit diversen Studiengängen und zukünftigen Karrieren vertraut zu machen. An den Universitäten in Stellenbosch und Kapstadt, der Nelson-MandelaUniversität als auch dem Varsity College, VEGA (einem Privatinstitut für Design und mehr),

AFDA (Africa Film Drama Art) und der AAA-Schule für Werbung und mehr wurden die Oberschüler der PSS willkommen geheißen und mit Informationen einge-

deckt. Sie durften sich alles anschauen und an Workshops teilnehmen. Mit ihren Begleitlehrkräften Ilse Liechtie und Heike Holch-Niebuhr besuchten die

PSSer auch Swellendam, George, Knysna und Oudshoorn. Durch Mannschaftsaktivitäten, die mit viel Freude verbunden waren, lernten die Schüler sich besser kennen, und so manche Freundschaft entstand auf dieser Tour. Ein Schüler bemerkte: “Es hat solchen Spaß gemacht, Dinge außerhalb der Behaglichkeitszone anzupacken, Dinge, die ich mir sonst gar nicht zugetraut hätte.”

Quid tu facis (was tust du), Mensch? Liebe Küstenleser! Die beiden Fotos hier sind im Foltermuseum in San Gimignano in der Toskana gemacht worden. Sie werden wahrscheinlich entrüstet, pikiert, schockiert und wer weiß noch wie darauf reagieren. Von den wirklich schlimmen Bildern sind Sie verschont geblieben. Warum zog es mich magnetisch in das Museo Storico Della Tortura, als ich die hübsche italienische Altstadt mit den vielen Türmen besuchte? Nun, obwohl mir nicht ganz unbekannt, wollte ich mal sehen, zu welch Grausamkeiten wir Menschen fähig sind. Im Mittelalter wurden Frauen willkürlich zur Hexe abgestempelt und auf brutalste Art misshandelt, um zum Geständnis gezwungen zu werden. International Standards at Desert Storm II Rudi Bowe Desert Storm II that was held at the coastal town of Walvis Bay was a huge success and of International standard with more than 180 Martial Arts students from nine countries participated. The competition consisted of Semi-Contact, Points, Full Contact and Low Kicks in kickboxing, Muay Thai, Kata series, Fitness Competition, Krav Maga and Brazilian Jiu-Jitsu, was also National Qualifiers for the Namibian Kickboxing Federations (NFK) students. “I'm particularly proud of each student, who fought. It takes courage to step in the ring and I respect each fighter. It was indeed an honor to host our International Martial Artists and the Namibian Teams” Anita De Klerk President of the NFK said. Fish Eagle Rally Spread Itâ€™s Wings Namibian Sevens Team

F45 Training, the most innovative, challenging and systemised team training workout in the world has made it possible for the Namibian National Sevens team that will participate at the Rugby Africa's Sevens tournament to be held from 13 to 14 October 2018 in Tunisia. Andrea & Craig Williams from F45 Training said that the National Team will be doing a Hollywood session on Saturday afternoon at 16:00 and a Playoffs test on Sunday morning at 9:00 at the F45 Training studio that is situated at 88 Langer Heinrich Crescent, Industrial Area Walvis Bay. The team will be have a coaching clinic form school on Saturday from 9:00 to 10:30 at the sports field of Walvis Bay Private High Schools and from 11:00 they will have a training session. All supporters are welcome to meet the players at F45 Training studios and at the WalvisFees as well as their training session that will be at the Walvis Bay Private High Schools.

The Playboys Motor Cycle Club (PMCC) will once again host the very popular Fish Eagle Rally hailed as the largest motorcycle rally in Namibia from 5 to 7 October in Walvis Bay. The venue for this year's drag races, which forms part of the 19th Fish Eagle Rally, have however been shifted from the vicinity of the Diaz circle - Union street to the new industrial area next to Narraville Suburb. There is a huge open space with lots of parking space and a superb road surface. "Hosting the event at Sparta recreational club will clash with that of the Walvisfees organized by the Moedergemeente Church and the Hangana Hake Run & Ride on the same day," explained Ricci Profitt a member of the organizing committee and vice president of PMCC. The RALLY SITE with games and other activities will be accommodated at 22 Langer Heinrich Street on the left turn-off opposite the Dunes Mall entrance. As is the norm this year's event will also include an N$20 000 lucky raffle draw, the crowning of the Miss Fish Eagle, doughnut king, burnout king, fun filled games, the concourse de elegance competition, and a mass ride and church service. The mass ride will be hosted in Swakopmund in order to avoid road congestion and the runners participating in the Etosha marathon on the day. The Fish Eagle rally brings together hundreds of motorcycle enthusiastic and riders from all over the country as well as neighboring countries and serves the purpose of generating much needed funds for charitable causes in the community "We estimate more than 200 motorcycles and will depart at 9:30 from the Tug restaurant (Swakopmund) for a scenic route Mass Ride all along the coastline and through the CBD to show our guest the antique buildings in Swakopmund. We al-

ready have over forty bikers from clubs in South Africa and Botswana who have entered for the weekend for the event and we therefor want to promote Swakopmund and Namibia to the best of our ability." Profitt added that Walvis Bay will also enjoy a tourism injection of more than 500 visitors who go on boat trips, stay in B&B's and eat out for the duration of the event while the community gets a chance to witness some exciting drag races and stunt men in action coupled with the fun and games of the bikers at no cost at the drags area. Day visitors entry will however be charged on site to enjoy the great musical entertainment of Just Jack, Jan Taks and Jo Nichol. In 2017 over 250 full weekend entries were received with South

African and Namibian clubs in attendance. Hundreds of day visitors also visited the rally which generated approximately N$30 000 for charity. The club made enough money without assistance from any significant cash sponsors and assisted the Welwitschia Old Age Home in Swakopmund to build a wall to enhance the security of the facility. Hampers were also sponsored for each person living there. The club also raised an additional N$20 000 to assist with the preparing and painting of the newly built wall. For 2018 PMCC has used funds for another effort to safeguard the Welwitschia old age home by means of a N$5,000.00 gate control and N$30.00 talk time vouchers for each resident to use the gate via distance control through cell phones. "Our aim for 2018 / 2019

is to generate at least N$50,000.00 for various charities available. During the year, many present and pressing needs will come to our attention. These will be the initiatives we will invest our time and money in. Our main focus will be towards the elderly of Namibia. Loveira at Youth Olympics Rudi Bowe The 2018 Summer Youth Olympic Games that will be hosted in Buenos Aires, Argentina between 6 and 18 October will see close to 3 920 athletes from 206 countries going for gold in 32 sport disciplines and participate in cultural and educational activities.

Thalia Loveira a gymnast and a learner from Walvis Bay Private High School and the Namibian girl's hockey team and the archer Quin Reddig are in Argentina to participate in the 2018 Youth Olympic Games. The Minister of Sport, Erastus Uutoni said athletes were responding positively to the government's endeavours to promote and empower women in sport and that we need to do more to bring women athletes to the same level as men, as they have been in the backseat for years. “Let's empower women as sport is important and lets attack the challenges ahead of us. Athletes need to represent the country well and carry the flag with pride. However, also carry your study material and read when you get time,” Uutoni added. Minister Erastus Uutoni said “We are busy selling the idea of a sport expo where various institutions will exhibit various products, projects and programmes which they can offer. We are also busy with the museum of sport where Namibian athletes' triumphs will be on display. These ideas are

Khomas Nampol and Revivals VC are champions The 2018 Bank Windhoek Namibia Volleyball Federation (NVF) Cup second and final rounds, concluded at University of Namibia's Main Campus in Windhoek over the weekend with Khomas Nampol and Revivals taking top honours in the men's and women's finals. The much anticipated men's final turned out to be a tightly contested encounter between the current and defending champions Khomas Nampol Volleyball Club (VC) and the resilient talented Far Northern champions, Six Stars VC. Khomas Nampol VC started off the game slower than their opponents who took the first set. The team however, relied on their experience as they came back stronger and won the second and final sets. As a result, Khomas Nampol VC secured another victory to add to their dominance of Namibian volleyball. They were crowned Bank Windhoek's NVF Cup champions for a record fifth time. Six Stars secured the second spot while the third place went to NamPower VC who outplayed Eleven Warriors in the third and fourth place play offs. Revivals VC were capped champions in the female category after they battled it out against the Namibian Defence Force's (NDF) female side who safeguarded second place. Oshana NamPol defeated their counterparts Oshikoto NamPol and claimed the third and final available podium spot. Khomas Nampol VC's captain, Messah Kambala, praised Six Stars VC's tactics. “They were very good with their play and we had to make sure that we were at our best today,” said Kambala. Revivals VC's captain, Nokokure Kambatuku, the youngest squad member at 21-years-old, was overly excited as she celebrated her team's victory. “Thank you Bank Windhoek for giving us an opportunity to play the sport we love,” she said.

Both winners in each category walked away with a cash price of N$10 000, gold medals plus a floating trophy. The runner up won N$8 000 and silver medals, while the third prize collected N$6 000 and bronze medals. The event, supported by Bank Windhoek as main sponsor, saw a great number of spectators who came to cheer their teams on. Namibia's veteran politician and businessman Helmut Angula, who is also NVF's patron, was amongst the crowd. Bank Windhoek's Head of Corporate Affairs, Hayley Allen, was also there as a spectator, she said: “It was great to witness such a large number of young players that took part in this tournament. This shows us that the sport's development is heading in the right direction. Congratulations to all the participating teams for a job well done.” NVF's President, Hillary Dux Imbuwa, said that for the first time in the sport's history, teams outside of Khomas Region made it to the finals during the tournament. “This is exciting news for the Federation. It means that the sport has indeed a bright future ahead,” he said. The tournament which comprises the top teams from all five NVF affiliated Associations inclusive of gender, allows teams to battle it out for a chance to represent Namibia at the annual Zone VI Club Championships scheduled to take place in Durban, South Africa, later this year. Both Kambala and Kambatuku, agreed that they will do their level best to bring the trophy to Namibia this time around.
