Brand new mayoral vehicle for Swakopmund costs N$700 000 N$2,2 million budget also makes provision for two new traffic cars The Swakopmund local authority council has allocated a total of over N$2.2 million for the purchasing of new vehicles. Of this allocated amount, N$700 000 will be used to purchase a new mayoral vehicle whilst the corporate services and finance departments will get new vehicles estimated at N$200 000 each. The traffic department will also be receiving two new patrol vehicles, which will cost the council a total of N$1.4 million. The health section must be thankful for the allocation of N$70 000 for derusting and respraying of its existing vehicles.

Namibia’s latest fuel price increase of 60 center per liter for petrol and diesel comes into force at one minute past midnight tonight. In a media statement the Ministry of Mines and Energy stated the following: “The result of the latest fuel price review indicates that the oil importers paid more than the prices set by the government to bring fuel products into the country. The final figures recorded are way above the prices set by the government and these pricing under-recoveries are huge enough to trigger upward adjustments in the local pump prices in order to create a balance between the government determined prices and the oil market determined prices. Vice President Nangolo Mbumba recalls his days as the leader of the “JAA” Namibia's Vice President, Dr Nangolo Mbumba, on Saturday night fondly recalled his time in Walvis Bay during the early nineties when he headed the Joint-Administrative Authority (JAA) between Namibia and South Africa in the run-up to the harbour town's reintegration into Namibia in March 1994. The Vice President made a few remarks in this regard during his keynote address at the Annual Mayor Gala Dinner, held at the town hall. In his address Dr Mbumba said the Mayoral Fund over years went from strength to strength and has redefined how corporate social responsibilities should be carried out. Dr Mbumba also applauded all businesses and individuals who donate to the Mayoral Fund every year. He acknowledged each contribution and said these are individuals who understand that the responsibility of a business goes further than just its owners. Fill up your Erongo RED - no unfair vehicle’s tank labour practices as alleged before midnight Regional electricity distributor Erongo RED issued a press statement late on Thursday, explaining the situation around accusations of unfair labour practices by the recognised bargaining unit of the company, the Mineworkers Union of Namibia (MUN).

The technical analysis of the Basic Fuel Price Unit Rate Slate calculations indicate that due to demand speculation by oil traders and due to OPEC's continuing cuts off oil supply, the average Free On Board prices per barrel sharply increased for ULP 95 and for both Diesel grades. Barrel prices for refined oil traded at an average of US$86.950 for ULP95, US$89.477 and 89.477 for Diesel 500ppm and Diesel 50ppm respectively. The Basic Fuel Price Unit Rate Slate calculations for the past month, therefore, recorded high underrecoveries on the prices of regulated petroleum products. The average exchange rate was also volatile, which culminated in a depreciation of the N$ against the US$. One US dollar exchanged for N$12.4996 over the period reviewed. The National Energy Fund will step in to relief to the consumers at the pumps. ROAD FUND ADMINISTRATION (RFA) LEVY ADJUSTMENT: The RFA is mandated to secure and allocate sufficient funding for a safe and efficient road sector in Namibia. To that end, the Ministry has decided to adjust the RFA levy by 8c/l from 122c/l to 130c/l on all the price controlled petroleum products. The effective date of this adjustment is 6th June 2018. NAMIBIAN PORTS AUTHORITY (NAMPORT) TARIFF: NAMPORT is mandated to manage, operate and develop Namibia's ports. In order to secure additional funds for its operations, NAMPORT tariffs for controlled petroleum products have increased by N$ 2 from N$ 34 to N$ 36 per kilo lire, or by 0.2c/l from 3.4c/l to 3.6 c/l. The Ministry has therefore resolved to effect this change at the fuel pumps on 6th June 2018. Fuel pump prices in Walvis Bay will increase (inclusive of RFA Levy and NAMPORT Tariff) as follows: 95 Octane Unleaded Petrol increase by 60c per liter (retail). Diesel (all grades) increase by 60c per liter (wholesale). Thus, the new fuel pump prices in Walvis Bay will be: 95 Octane Unleaded Petrol: N$12.30 per liter. Diesel 500 ppm: N$ 12.63 per liter. Diesel 50ppm: N$12.68 per liter. Fuel pump prices countrywide will also be adjusted accordingly.

In the petition, the union alleged unfair labour practices at the company. Erongo RED hereby wishes to inform the media and by extension the general public that the realignment process that was recently concluded was done in line with relevant labour laws and procedures. The re-alignment exercise was conducted with the objective to streamline positions as well as to create mission specific positions to ensure sustainability and continued growth of the company. The company further wishes to make it clear that the re-alignment process was conducted in line Policies and with the blessing of the Board of
Directors. Throughout the process, the internal stakeholders (the Board, Management and Union) were briefed on the status and progress of the realignment exercise. Man in court after rape incident at Henties Bay Eileen van der Schyff It is alleged that on Friday, 1 June, a woman in Henties Bay was forced by a knife wielding man to go with him to the town’s sports stadium where he allegedly raped her. In another incident on the same night in Kuisebmond in Walvis Bay at around 23:00, 36-year old Hilaria Nekongo got home drunk and an argument ensued between her and her husband. She ended up unconscious outside their house, with an injury to the head. Henties Bay: According to the spokesperson of the Namibian Police in Erongo, Deputy Commissioner Erastus Ikuyu, the suspected rapist, 32 year old Herman de Klerk, followed his 30-year old victim. He caught up with her, drew a knife and forced her to go with him into the sport stadium where he raped her. The incident happened while she was walking home alone in the town’s Libertina Amadhila Street. De Klerk was arrested and made a first appearance in the Swakopmund magistrates court yesterday. Kuisebmond: It is alleged that 44-year old Mr. Palasidas Iyambo was sleeping when his wife, Hilaria Nekongo, came home drunk. An argument broke out between the two. Iyambo allegedly then

walked away from the house for 20 minutes and upon returning he found his wife lying outside the house. She was unconscious with a serious injury to the head. The husband then reported the matter to the Police. The victim was transported to the Walvis Bay state hospital and was then transferred to the Windhoek state hospital. She remains in a critical condition. According to Deputy Commissioner Ikuyu, it is suspected her husband assaulted her with a blunt object. Hence the head injury. The suspect was arrested and appeared in the Walvis Bay magistrates court yesterday.

COSDEC Swakopmund takes skills training to the COSDEF a leading institution in next level The Community Skills Development Centre (COSDEC) in Swakopmund provided outreach training on Basic Clothing Production to inmates at the Walvis Bay Correctional Facility (Prison). Uhili Necessity Wellness Trust and COSDEC Swakopmund reached an agreement to offer a two months training course to the inmates. COSDEC Swakopmund provides focused, practical skills training that incorporates business skills, entrepreneurship, and life skills. The training provided is competency-based and the courses focus on the basic skills an employer expects of an entry level worker. The main aim is to assist young people find employment in the local economy, either in the formal or informal sector. Uhili Necessity Wellness Trust (UNWT) is a non-profit organisation that was formed in 2010. The organisation strives to promote benefits of healthy minds to the citizens of Namibia focusing on groups such as offenders in Correctional Facilities, offenders outside the correctional facilities, as well as Families and Children who are in need. NAMPORT through its Social Investment Fund sponsored the training. An official certificate handing over ceremony was held by COSDEC on 9 May 2018 at the Walvis Bay Correctional Facility. The event was attended by COSDEF Executive Manager, Jeremy Muller and the Uhili Necessity Wellness Trust Project Coordinator Penina Haimbondi, as well as the management of the Walvis Bay Correctional Facility, Commissioner Bernhard H Rooinasie and Senior Superintendent Rusberg amongst others. Six male and 12 Female offenders who completed their training received certificates in Basic Clothing Production. Penina Haimbondi remarked that the Uhili Necessity Wellness Trust was started with only one offender from Okongo Prison in 2010, in the Ohangwena Region. The organisation now assists many offenders through its different programs at Swakopmund and Walvis Bay. Haimbodi said she is very proud of the inmates' achievements and their determination to complete the courses. She further encouraged them to take their skills and talents seriously and become productive members of the society. Muller encouraged the offenders to make use of the skills that they have gained and become entrepreneurs. He conveyed gratitude to NAMPORT for their support by funding the outreach training and for their continuous support to COSDEF/COSDEC. Commissioner Rooinasie mentioned that the main purpose of correctional facilities are to rehabilitate offenders and to prevent former inmates to become repeat offenders who just return to prison again at some point. Commissioner Rooinasie further expressed that he hopes the offenders will take what they have learnt and put it to good practice. By joining hands, COSDEC Swakopmund and Uhili Necessity Wellness Trust, not only live their vision, but remain a beacon of hope to those who might have loose hope.

COSDEC Swakopmund was established in 2009 and is located in Swakopmund, Erongo Region in the Republic of Namibia. COSDEC Swakopmund offers structured 1 year courses (level 1 and 2) with job attachments, and a variety of short courses to community members. Level 3 is also offered for Hospitality. The courses are offered at our training facility in Mondesa, Swakopmund, just behind the Walvis Bay taxi rank. COSDEC Swakopmund consists of 14 staff members, the Centre also has a Business development Centre for SME’s.

Cran Celebrates 7 Years Of Regulating The Ict Industry In Namibia The Communications Regulatory Authority of Namibia (CRAN) celebrates seven years (7) of existence on Friday, 18 May. CRAN is an independent regulator established in terms of Section 4 of the Communications Act (No. 8 of 2009) to regulate, supervise and promote the provision of telecommunications services and networks, broadcasting, postal services and the use and allocation of radio spectrum in Namibia. On 18 May 2011, CRAN was created by stature as a successor of the Namibia Communications Commission (NCC), which was operational from 1992 until 2008. CRAN commenced business with five employees and seven years down the line boasts of over fifty employees. “CRAN attained numerous achievements through its firm regulatory framework and to date issued 26 Telecommunications Service Licenses and 36 Broadcasting Service Licenses providing a wide array of services which paves the way for establishing a level playing field in the ICT industry in the country”, said Festus K Mbandeka, Chief Executive Officer (CEO) of CRAN. Emerging as a pioneer in the field, CRAN aided the Digital Terrestrial Te l e v i s i o n ( D T T ) switchover process and finalised the first national frequency band plan and the first national numbering plan which amongst other is being used by other Southern Africa Development Community (SADC) regulators as a benchmark. The numbering plan, upon implementation, will afford consumers an opportunity to move with ease from one network to another with their fixed and mobile numbers without losing their number. CRAN implemented Quality of Service, Type Approval and Infrastructure Sharing Regulations, while introducing new service license categories. The Infrastructure Sharing regulations opened the door for new service providers like Mobile, Virtual, Network Operators (MVNO's) and the possibility of national roaming. In addition, the Authority made headway with universal service provision. Regulations prescribing the provision of universal service for telecommunications service licensees have been finalised and published in Government Gazette
dated 8 May 2018. “CRAN has imposed additional obligations on telecommunications licensees applying for additional 3G spectrum licences which accelerated coverage and improved quality of service to under and unserved areas after CRAN has done a GAP Analysis to identify all the area's that lack access to ICT services. The development of three (3) frequency channelling plans
that aids the implementation of digital sound broadcasting (DSB) for radio broadcasting services and the additional obligations for licensees are aligned to the ICT objectives set out in the National Overarching ICT Policy, Harambee Prosperity Plan and the 5th National Development Plan”, added Mbandeka. The digitalisation and the introduction of the 4th generation (LTE) techno-
logy in the country while facilitating changes in communication technology are but some of the achievements attained. The publication of various market reports, a licensee data base that is easily accessible (on www.cran. na), the reduction in termination rates and the achievement of 120% mobile penetration rate in the country was all achieved in 7 years. The Authority has an
interactive website, which boasts various features such as the telecommunications database, which is accessed through a portal and a tariff calculator. The database allows telecommunications services providers to submit tariff applications online as well as their Annual Reports and audited financial statements. The tariff calculator allows users to specify their personal average usage per month in
terms of voice minutes, SMS and data for prepaid and post-paid packages. Lastly, the Authority received numerous awards ranging from the Media Institute of Southern Africa (MISA) Golden Key Award for being the most open and transparent public institution with universal access to information, and an award at the 7th Institute of People Management (IPM) for the company which employs the most Student
Interns. CRAN has challenged barriers to communication in Namibia and has continued to grow, attaining numerous successes along the way that are worth celebrating. In addition to reflecting on the past, CRAN looks forward to the future and hopes to continue to address the challenges that arise in meeting the demands of the ever evolving ICT industry.

Development Bank loan for Erongo RED Finance for mass housing and waterfront energy supply The Development Bank of Namibia (DBN) has provided an additional N$150 million for Erongo RED. The amount is being used to finance addtional second phase electricity distribution requirements for the Swakopmund mass housing development, and for the waterfront. Erongo RED previously used N$250 million from DBN to finance its first phase project to upgrade aging distribution infrastructure to Walvis Bay. Talking about the need for the loan at the signing ceremony that took place on 24 May 2018, DBN Chief Executive Officer, Martin Inkumbi says high quality power supply to the Erongo Region is of national importance. He motivates this by explaining that Erongo is currently a major transport and logistics gateway to Namibia by virtue of the port of Walvis Bay. Mining, another major industry, also underscores the importance of the region, and its contribution to the economy. He adds that the region is also a major attraction in terms of tourism, which contributes to the national revenue. He goes on to say that economic activity in the region is dependent on electricity. Without suitable distribution infrastructure, the region will not be able to attract additional enterprises and grow. Speaking about the individual use of the finance, Inkumbi says that distribution of electricity to families and individuals in affordable housing is a basic necessity for socio-economic wellbeing. Viewed in an economic light, Swakopmund must be able to attract and retain employees, in order for new enterprises to open and existing enterprises to grow. In this way, the upgrade to the distribution network will have an immediate impact and will secure the future. On the topic of the waterfront development, Inkumbi says it has created jobs during its construction phase, as well as permanent jobs, in addition to being a locale for enterprise. In order to attract commercial investment, Swakopmund, and Erongo RED, have to show demonstrate their commitment to providing enterprise, and investors, with the necessary infra-
structure. Inkumbi goes on to say that although the Bank is widely known for financing renewable sources of energy such as Omburu Photovoltaic Park and the Ombepo Wind Farm, the Bank is also committed to financing the infrastructure for traditional sources of energy. Where there is sufficient energy, there is an environ-
ment that is conducive for enterprise, as well as for acceptable standards of living, he explains. The combination of infrastructure and enterprise are fields which the Bank actively nurtures with finance, and the Erongo Region is a good example of how finance can stimulate development and economic activity. The
Bank has approved loans
of more than N$4.6 billion to the Erongo since its inception. Inkumbi concludes by urging other regions to approach DBN with plans for infrastructure. The Bank, he says, has the capacity as well as the mandate to provide finance for growth.

Annual Squash Club Championships After fiercely contested battles Lientjie Koekemoer was crowned the Ladies Champion with Charne Fourie as 1st Runner-Up and Christiane Beulker as 2nd Runner-Up. The Men's Championship title went to Jacques Steenkamp after displaying unrivalled speed and agility on court against Wynand Labuschagne. The 2nd Runner-Up was Wilco Aschenborn. The Chairman, Rudi Koekemoer, expressed his gratitude to all the spon-sors, in particular Visions Consulting and WB Hardware. He also encouraged players from all walks of life to join the squash fraternity since it is regarded as one of the leading sporting codes in terms of health benefits.
Channel 7 Family Sport Fun day Friday 25 May the Channel 7 Family/ Sport/Funday took place - judging from the number of people around, it would appear that the day was a huge success. Well done to Gerhard and Gert and all their helpers for making the day such a huge success.
The SFC Squash Club hosted its Annual Club Championships over the weekend of 1 - 2 June in Swakopmund. Top notch players battled it out for the coveted championship titles.
Saturday 26 May despite some of our members being involved in the International Pairs Final at Omeya there was a good field of real golfers out there doing a bit of "feeshing" in the Novanam Monthly Medal. It was great to have Michael with us to enjoy the day and officiate the prize-giving. There were four 2-clubs recorded from Likuis on Number 12 with Anton; Gary & Fanus doing the job on Number 7. Winners: Overall - M Ludeke 68 nett ( it would appear that Michael is defo working towards that green jacket); "A" Div - L Nande 72 nett; "B" Div - G Knight 71 nett; "C" Div - S Salt 71 nett; Jnr - W Profitt 79 nett; Ladies - H Engling 75 nett. Well done to all the players and a big thanks to the sponsor. Wednesday 30 May was sponsored by Weiss Hardware with a few beers and some Jagermeister up for grabs - in true German style - it would appear that everyone is back from holiday etc as the field was back to normal and the club house was buzzing - despite the chilly weather conditions. The 18 hole winner was Andrew with 41pts followed by Fritz on 38pts winning the count out over Gerhard who took home the 9 hole prize with an excellent 21pts on the front 9 - whilst Clive had the most interesting day. The Long awaited Fitness Centre (Gym) opens its doors at Senior Secondary School De Duine in Narraville. The centre will bring the healthy way of life to the sport learners and the communities in and around Walvis Bay. The Fitness Centre was a dream of Mr Karl Cookson the rugby coach of the school. Mr Cookson said that that this is the future of all the sport man and woman in specific for the schools rugby players. "We can be a great business-friendly community and at the same time a great residential community," Cookson said. The next project at the school is the Rugby Field at the school. The Deputy Mayor of Walvis Bay Counsellor Penelope Martin said that it is good to see that there is still member of the community that is caring for the community of the coastal town. “I would like to thank all the community members that help and take care for the needy� Counsellor Martin said. She further urges all companies and individuals to assist the school in the building of their Rugby Field. The Principal of the SSS De Duine Mr Anton Van Wyk said that the Fitness Centre is the future of all the sport playing learners at the school and the Walvis Bay community. He gave his gratitude to Mr Cookson and his committee for what they are doing for the school. Mr Van Wyk thanked each and every person and company for the assistance for the Fitness Centre. He pleads to the community and the businesses to assist the school in the finalising of the Rugby Field at the school. At the same event the World cup Rugby jersey of Chrisander Botha was sold at an auction for N$1150 with some other sponsored items from KARCHER. Era Rugby
Academy pledge N$13100 for the flood lights for the Rugby Field and challenge all Rugby Clubs in the Erongo Region to better their pledge. The total amount that was raised at the event was N$25000. The school will host their annual sports festival on 7 - 8 September at the Narraville Sports Field. The School is inviting each and every one to this prestige event. The Fitness Centre will be open daily from 15:30 to 17:15 for the Schools Rugby player and learners and from 17:15 to 20:00 for the community. The monthly membership fees will be N$100 for learners and N$150 for adults. SFC Vikings through to Semi-Final On Saturday the SFC Vikings booked a home semi-final in the NRU 1st Division by convincingly beating the 2017 Finalists Etosha Lions 39-7 at the SFC in Swakopmund. In the first half the Vikings put Etosha under pressure by spending most of the time in the visitors half. Patience and persistence was key as the Vikings scored in the corner through electric winger Marcellino van Rooi. Moments later, Vikings fly-half Kyle Wentzel gave the home side a stretch in their lead by adding a penalty goal. At the scrums, Etosha Lions gave the boys from Swakopmund a run for their money, but it was No 8 Martin Barnard that picked the ball at the back of the scrum to make a storming run and beating 4 defenders to score the Viking's second try. Wentzel converted and added another penalty to make the score 18-0 at half time. In the second half, excellent support play from outside-center Juan Viljoen saw him score one of his two tries for the Vikings. Wentzel converted to make the score 25-0. The Etosha Lions however struck back from a driving maul through lock JP du Plessies. After the kick off, SFC Vikings struck right back with another Juan Viljoen try in the corner, converted by Wentzel to make the score 32-7. In the dying minutes of the game, excellent defensive effort from the Vikings saw Etosha lions drop the ball in their own 22 when open-side flanker Ettiene Noeth picked up the ball to score the last try under the posts for the Vikings. Wentzel converted to make the final score 39-7 in favour of the home side. "We are extremely proud of the effort that the boys put in today. Each and every one of them played for each other and for the emblem on their chest. We won't get carried away too much with the victory. As from this week its back to the drawing board to sort out the negatives and build on the positives" said the Vikings coaching staff. The Vikings will host 2017 Champions Grootfontein on 16/06/18 at the SFC in the semi-final play-off. The latter beat Dolphins 32-19 at the Vineta Stadium in their quarter final match.
