Personnel at the Swakopmund municipality is in shock and disbelief over the arrest by the Anti-Corruption Commission on Thursday of Mr Andre Plaatjie (49), the local authority's Manager: Corporate Services. The arrest follows on an alleged coverup of evidence in a vehicle accident, to protect Plaatjie who is alleged to have driven under the influence of alcohol and then caused a vehicle accident. A member of the public, identified as Epenetus Tertuis du Toit (43), and a former municipal
traffic officer at the Swakopmund municip a l i t y, P r e c i o u s Kasika, are also in trouble along with Plaatjie. Both Plaatjie and du Toit made a first appearance before a magistrate on Thursday and were granted bail of N$3 000. They face charges of corruptly using office or position for grati-
fication, conspiracy to commit an act of corruption and obstructing the course of justice. Kasika was at Katima Mulilo at the time of the arrest of Plaatjie and du Toit. Kasika would have been arrested over the weekend, brought before a magistrate at Katima and then transferred in custody to Swakopmund Continues on page 2

Andre Plaatjie Continued from page 1 to face justice. In a statement the Anti-Corruption Commission explained on the night of 25 June 2016 a BMW driven by Plaatjie collided with a vehicle occupied by a certain Becker family. The accident occurred shortly before 23:00 in Daniel Kamho Street. It is alleged traffic officer Kasika arrived at the scene, but as opposed to what her duties prescribe paid little attention to the Beckers' and instead removed Plaatjie and an unidentified female from the scene in her patrol vehicle. Officer Kasika allegedly took Plaatjie to the traffic offices where a breathalyser test confirmed he was over the legal alcohol limit to drive a vehicle. Instead of recording the data as evidence and arrest Plaatjie, a breathalyser test was taken from Epenetus Tertius du Toit who also arrived at the traffic offices shortly after Kasika and Plaatjie. Du Toit's reading was zero and that reading was then captured as evidence under Plaatjie’s identity. “Due to the seriousness of the case, the two suspects Mr André Plaatjie and Mr Du Toit was arrested by the Investigating Officer Mr Kativa and formally detained and charged 30 January and further detained at Swakopmund Police Station. The two suspects did appear before Swakopmund Magistrate court on 31 January. While Mrs Kasika is yet to be arrested, charged in Katima Mulilo and to appear at Katima Mulilo district court before the matter will be transferred to Swakopmund Regional Court”, reads an extract from the report the ACC sent to the media.

6 000km of new roads since Independence Walvis Bay Corridor Group Namibia's road sector has increased the road network from 42 000 kilometers in 1990 to 48 000 km by 2018. Finance Minister, Honourable Calle Schlettwein revealed this in a speech read on his behalf at the opening of the Africa Road Maintenance Fund Association (ARMFA) meeting for the Southern Focal Group. Schlettwein said the majority of this growth has been on the bitumen sealed roads. “These and the continuous investment in the upkeep of our road network enabled Namibia incubate quality road infrastructure that is ranked at 28th place globally out of the 140 countries assessed in the 2018 Global Competitiveness Report”, he explained. He went on to say that amongst some of the flagship road projects that Namibia is currently undertaking are the construction of dual carriageway between Windhoek and Okahandja, Windhoek to Hosea Kutako International Airport, Swakopmund to Walvis Bay and Swakopmund to Henties Bay eventually linking to Kamanjab. In response to the need to promote trade and economic growth through the road network, Schlettwein highlighted that Namibia has in particular invested heavily in improving the various transport corridors such as Trans Zambezi, Trans Kunene and Trans Kalahari. “Namibia has also invested in the expansion and deepening of the major Port of Walvis Bay so as to ensure efficient intermodal transport to and from the region”, he noted. Formerly land locked countries have become land linked countries through improved road networks and dry ports. “The completion of these projects will greatly improve traffic mobility, road safety and movements of goods”, he said.

One such aspect is pricing. If priced too high, your products could be too expensive for your target customers and if the price is too low, you could price yourself out of business. Here are a few matters to consider when deciding on an effective pricing strategy: 1. Your customers and your market Understanding your target market is the first consideration when deciding on a pricing strategy. Who is your target market? What is their demand for your product? How much do your prospects have to spend? How much are they prepared to pay for your product? To determine this, one may consider how much prospects are currently paying for a competitor's product. This method should however be used with circumspection as simply matching your price may be dangerous. 2. Understand your costs. Another important aspect of pricing understands all of the input costs of your business. Simply matching your price to that of your competitors is dangerous is because it often does not take into account what it costs to manufacture your product. Your pricing must cover all costs related to the product and also factor in a profit margin. At this point, one should also consider a breakeven point and the fact that the cost of a product must direct costs and overheads. 3. Know your competitors. While simply matching the competitors' prices is dangerous, understanding the reason for their price is also very important. Questions that warrant further investigation include asking a few important questions. What pricing strategy has the competitor employed? What added value do they offer customers and how does their product compare to your own. The choice and implementation of an effective pricing strategy will vary based on sector, product and business goals. Here are a few important pricing strategies that
entrepreneurs should consider: - Pricing for market penetration: a pricing strategy that sets a low initial price for a product. The goal is to quickly attract new customers based on the low cost. The strategy is most effective for increasing market share and sales volume while discouraging competition. - Cost-plus pricing: a pricing strategy in which the selling price is determined by adding a specific amount mark-up to a product's unit cost. An alternative pricing method is value-based pricing. - Premium pricing: pricing is the practice of keeping the price of a product or service artificially high in order to encourage favourable perceptions among buyers, based solely on the price. - Competitive pricing: the process of selecting strategic price points to best take advantage of a product or service based market relative to competition. - Bundled pricing: In a bundle pricing, companies sell a package or set of goods or services for a lower price than they would charge if the customer bought all of them separately. Pursuing a bundle pricing strategy allows you to increase your profit by giving customers a discount. Pricing strategies are important and businesses can use a variety of these strategies when deciding on a price for a product or service to maximise profits. Though these strategies may seem daunting at first, basic market research and a competitor analysis can provide invaluable data for entrepreneurs to make informed decisions. Swakopmund Residents Association's Newsletter Swakopmund's smartly paved pavements and streets add such a charm to our town, but when a repair is done, or an alteration made, then pavers are neatly stacked up on one side, and the work is done, but very rarely are the pavers replaced. Our town's appearance is spoilt with these little piles of pavers which have been standing for years in some cases, next to the open and rough area which was repaired. This is very poor quality of service, and two points of view emerge: Firstly - are these teams of repairmen from Telecom, or Erongo Red, or the Municipality ever given the clear instruction that they must finish their work properly/ completely? Does anyone ever check this? Is the problem the lazy workmen or a lazy supervisor? Secondly - to be fair, would it be beyond our capabilities to neatly replace the pavers ourselves? Yes, in some cases more expertise might be needed but often a careful and proud house owner could replace the pavers himself. It is all a matter of quality, and the moral about 'everybody' getting a chore done, or 'somebody' being responsible, generally ends up in 'nobody' stepping up. Vrede Rede Street, leading up between Tamariskia and Mondesa is at last receiving attention, as it has been in a very poor state of repair and it takes a great deal of traffic. However, the general area is sandy, untidy and poorly presented too, from the shop fronts, the basketball court area and the open area used for car washing and general informal business. Attention needs to be given to these sites. And poor Dromme-daar-is/Scultetus Street is still waiting to be completely paved, with beaten up drums, and exposed sewage manholes spoiling the neighbourhood. Come on, Councillors this is a busy school entry road which needs your attention. How pleasing to see that at last Namib Primary has improved the front of their school with a low wall. This is long overdue. Whoever has finally organised this work must not stop - other areas need attention too. Like it or not, it is time that dog owners begin to take responsibility for the dog faeces which litter pour walkways and beach areas. Come on, Swakopmunders, be good citizens and make this a part of your care of your dog and your care about others. This is just learned behaviour, and we can quickly promote others whom we see being careless, to take responsibility for their dogs too. Swakopmund is no longer a little country 'dorpie' where we can ignore rules for decent behaviour. Interestingly, linked to the financial problems which our country is facing, with businesses shutting down, is the fact that houses are being abandoned, presumably when mortgages can no longer be paid. This is extremely sad for the home owner, who has lost his home, but there are several of these houses scattered throughout Swakopmund, and one house, near Westside School, has been systematically vandalised and robbed. It is a pitiful sight at this stage and if the house is owned by the bank, we trust that some type of security and upgrading will happen soon. Thanks to the persistence of our Councillor, Wilfried Groenewald, our fire hydrants are now in the process of being serviced and repaired by the Fire Brigade, and reports are being submitted. This is long overdue. Councillor Groenewald has also finally managed to make arrange meetings between TransNamib, the Roads Authority, and the Municipality regarding relocation of the railway line through Swakopmund. Currently, we have 3 level crossings over the railway line and one road-over-rail bridge crossing. For the future development of Kramersdorf, we need two
additional rail crossings. Currently, we have the new fuel farm at Walvis Bay nearing completion and Transnamib is busy awarding tenders for the upgrade of the rails from Kranzberg Station to Walvis Bay. This is in line with the Walvis Bay Corridor Group Development by which the Walvis Bay Harbour will become the main import/export port for our neighbouring landlocked countries. This of course, will increase our rail and road transport with not only ordinary goods, but also loads of flammable fuel and even sulphuric acid. The danger of accidents occurring is therefore ever increasing and nobody has the means of fighting a fire involving tons of flammables. It is therefore desirable, that the railway line around Swakopmund be relocated in such a way, that rail traffic be taken out of our town. Currently, our Roads Authority is signing contracts to have the existing road-over-rail bridge near Kramersdorf rebuilt for an amount of approximately N$25 million, which does not make sense at all, when the 5 level crossings are considered. Sadly, Government authorities do this significant planning around our town, without any consultation on the matter. Of concern is that our present railway bridge is unsound, and requires extra reinforcement to keep it safe. This whole concept of railway lines and level crossings in our town needs to be rethought and carefully planned before bad decisions are made. The new B2 national road which will lead into Swakopmund has a wide road reserve of 65m but town streets have a much narrower reserve of only 25m, so the entry of the B2 into the town area has to be carefully planned and engineered. What is obvious is that the conflict between residents and heavy traffic will become an ever-increasing reality and problem. Happily, the footpath leading along the beachfront is to be extended to the mall. This is long overdue. Closed Bid Sales of Erven at Mile 4 on 14 December 2018: All 43 erven were sold to the public at an average price of N$809 per sqm. There are still more erven available in this area and another closed bid sale is upcoming, at dates still to be set. Our children are such an investment of love and pride, and they give us such joy. Why then, do some parents regularly transport their beautiful, beloved children, standing up on the back of their bakkie? Of course, young people feel the thrill of the wind rushing by, and the freedom of their transport, but in one moment of time all that joy can become terrible sorrow and regret. Times have changed and we now realise the importance of safety when speed is concerned. The saying that 'Prevention is better than a cure,' is so true, for there is no cure for the results of an accident of this type. Margit d'Avignon

CRAN AND NAMPOL SIGN MOU The Communications Regulatory Authority of Namibia (CRAN) signed a Memorandum of Understanding (MoU) with the Namibian Police Force (NAMPOL). The MoU is aimed at strengthening coordination and harmonising of the two entities respective jurisdictions, over matters of mutual interest in order to secure the consistent application of respective laws governing powers to conduct investigations and search and seize exercises on the basis of the procedures subject to applicable laws and within the borders of Namibia. The MoU establishes a framework whereby the parties will seek to promote cooperation and coordination with cases where CRAN requires NAMPOL's presence when conducting investigations and minimise the duplication of activities. “Given the complementary powers and responsibilities of the two Authorities in respect of conducting of investigations and searches within Namibia, the MoU
will establish the manner in which the Parties will interact and cooperate within the laws applicable to each” said Festus K. Mbandeka, Chief Executive Officer, CRAN. He stated that CRAN is authorised to appoint Inspectors to conduct investigations in respect of any unauthorised activities related to telecommunication services and networks, broadcasting and postal services and spectrum within the borders of Namibia. Such investigations will ensure that service providers in the ICT industry and ICT consumers alike are carrying out lawful activities as required by the Communication Act (No. 9 of 2009) and other related legislation. “CRAN's Inspectors are authorised to obtain information from any person during the investigation and the Inspector may examine any book, document, telecommunication facility and equipment and any other object and
demand for information as required to carry out inspections and investigations” said Mbandeka. The Communications Act further provides that inspectors appointed by the Authority investigate offences prohibited by the Act and CRAN may request a Police Officer to accompany him/her while conducting such investigations. An accompanying Police Officer may exercise any power vested in him/her in accordance by any law in the presence of CRAN Inspectors. The MoU thus allows for such collaborations in conducting prolific investigations as part of our individual and collective responsibilities as two prominent Authorities in Namibia. Eight passenger liners to call before the winter sets in
A total of eight passenger liners are scheduled to call at Walvis Bay during March and April this year. Following a bonanza January, no passenger liners call at Walvis Bay during February. On 16 January this year, history was made when four passenger liners were alongside simultaneous, carrying a total of 7000 passengers. On 1 March Seabourn Sojourn is alongside. On 17 March Crystal Serenity calls and on 31 March Silver Cloud is scheduled to dock. During April a total of five passenger liners are expected to call: Astor (2 April); Pacific Princess (7 April); Queen Victoria (15 April); Silver Whisper (20 April). As business stood yesterday on the port log, Viking Sun would be the last passenger liner on 22 April before the winter period sets in.

The exhibitions fight night hosted by Legacy Boxing Club in conjunction with Albinus “Danny Boy” Felisianu, a professional boxer that is the holder of the IBF Youth World, WBF Lightweight Inter-continental and IBF All Africa Inter-Continental titles. Danny Boy will fight against Given Mothiba from South Africa, an MMA fighter that is ranked 33rd under the Amateur Men's Bantamweight. Fourth Long Course Gala Rudi Bowe
The fourth Bank Windhoek Long Course Gala for the 2018/2019 swimming season took place this past weekend at the Olympia Swimming pool with most of the swimmers managing to improve their seed times. The most significant improvement was from Heleni Stergiadis of Dolphins Swimming Club who improved in the Girls 800m in the 15-16year category by approximately 15seconds. Heleni also received the most FINA points (589) for the Girls 200m Freestyle 1516year category. In addition to the above there were 11 swimmers over the age of 25years competing, comprising six ladies and five men. This is an increase of five master swimmers. “The Namibian Swimming Union (NASU) would like to encourage all adult swimmers to compete in future galas. The aim is to encourage swimming as a sport well beyond school years and to promote it as part of a healthy adult lifestyle,” said Nicky McNamara, spokesperson for NASU. “The gala was a huge success and we look forward to the Bank Windhoek Long Course National Championships which will take place from 21to 24 February 2019 at the
Olympia Swimming Pool in Windhoek,” McNamara said. The Namibia Motor Sport Federation (NMSF), in conjunction with the Windhoek Motor Club (WMC) crowned the well deserved 2018 national champions, which represented the four different motorsport codes, during a formal prize giving held in the capital.

It was a busy weekend at the Walvis Bay golf course with the Walvis Bay Open and the first Namibia Amateur Golf Union (NAGU) event of the year. The new sponsor Iris Boutique Hotel and Restaurant spiced up the event with their generous sponsorship by inviting exProtea cricketer, Paul Harris, General Manager of Omeya Country Club in Windhoek Mr Erhard Zwiebel and a few business partners to the occasion. NAGU agreed to revert to an 18-hole, 18-hole format for the 2 days and this proved to be a popular move with a maximum field of 64 players eventually teeing off on Saturday morning. Wind conditions and greens proved to be tricky for everyone on day one with only the local exprofessional, Grant Mather, getting the better of the course in posting a solid 71 gross to lead by 4 shots. The second day played somewhat easier for most, but nobody could match Grant who posted par 72 for a total gross score of 143. This was good enough to hold off runner-up Gabriel Shikodi by 5 shots. Best overall net went to Eugene Venter on 145 with Thomas Shitaleni the runner-up on 146. In his prize-giving speech the General Manager of Iris Boutique Hotel and Restaurant, Filipe Clara, promised to be back next year.
