“Ruling coalitions” take charge of coastal towns
The giant departs
All three the central west coast towns of Walvis Bay, Swakopmund and Henties Bay are now governed by ruling coalitions in their respective town councils. This unprecedented political development comes with compliments of opposition voters who turned out in numbers at the polls during the Regional Council and Local Authority Elections on 25 November this year. Since 1992, when Namibia’s first regional- and local authority elections were held, the Swapo Party of Namibia held the reigns. In Walvis Bay that became the political norm in 1994, with the re-integration of the Enclave of Walvis Bay as Namibian territory from the then National Partyruled Republic of South Africa. Apart from taking a major beating at the polls for local authorities (town councils), Swapo also took a beating at regional council level where it managed to hold onto three seats (from five seats),
with the Independent Patriots for Change with three seats and the United Democratic Front (UDF) which is in kingmaker position with one seat. “Swapo has lost its title as ruling party. In most town councils and at regional level it now takes the seat as opposition”, explains a local authority political analyst. Adding it is appropriate to now refer to ruling coalitions, as all the non-Swapo parties and organisations have no other choice than to form coalitions with one another, in order to keep Swapo tied down firmly.
Erongo Regional Council sworn in - historic moment The Erongo Regional Council was inaugurated at its headquarters in Swakopmund on Wednesday, ushering in a new political dispensation. Swapo Party of Namibia, which dominated the regional council since 1992 has lost two seats, leaving the party in the minority with the Independent Patriots for Change (IPC) with three seats and the United Democratic Front (UDF) with one seat. Indications are the UDF will form an alliance with the IPC to maintain a majority. The Erongo Regional Council members are: Cllr. Ciske Howard-Smith (IPC); Florian Donatus (IPC); Deriou Benson (IPC); Melania Ndjago
(Swapo); Ernest Wetha (Swapo); Benitha Imbamba (Swapo) and Kennedy !Haoseb (UDF). The seven constituencies of the Erongo Regional Council are represented by these Councillors as follow: Walvis Bay Urban - Deriou Benson; Walvis Bay Rural - Florian Donatus; Swakopmund - Ciske Howard-Smith (also Chairperson of the Erongo Regional Council); Arandis - Benitha Imbamba; Karibib - Melania Ndjago; Omaruru - Ernest Wetha and Daures - Kennedy !Haoseb.
“The people have spoken” The Governor of Erongo, Cllr Neville Andre, in his keynote address at the swearing in of the Erongo Regional Council on Wednesday praised voters for peaceful and orderly conduct at the polls on 25 November. The Governor also called for cooperation beyond party political pickets. “Namibians have spoken”, added Governor Andre. Referring to the election results which not only dramatically changed the political landscape in Erongo Region, but also several other of the country’s fourteen regions. Following the amendment of the Regional Governer Amendment Act in 2010, the Governor of each region is not selected by the regional
councils any more, but are direct appointments of the Namibian President. It is expected Andre’s future reign as Governor of Erongo will require the biblical wisdom of King Solomon. The Governor now has to deal with a regional council ruled by a ruling coalition (IPC and UDF) and no more a Swapo “rubber stamp” regional council.

Gendev Fishing announces 30 % salary cut One of Walvis Bay's main investors and job creators in the fishing industry, Gendev Fishing Group, announced this week that a salary cut of 30 % is to become effective across the business at the end of December. The Company informed workers accordingly in the presence of representatives of the Namibia Food and Allied Workers Union (Nafau). Gendev operates a land-based horse mackerel processing plant in Walvis Bay, employing some 600 people. Gendev has not seen an economically viable horse mackerel quota allocation since 2015. The Company needs an annual quota of 35 000 metric tons to operate financially viable. This year's quota is for instance 12 000 metric tons only. The General Manager of Gendev, Mr Pieter Strydom on Monday informed workers of the salary cut. He described it as unavoidable. Strydom urged the Minister of Fisheries and Marine Resources to take a critical look at its quota allocations, as it is ruining the fishing industry. Fishing companies are pressured by Government to invest in land-based processing facilities and fishing vessels, but quota allocations are poor. It leads to investor discouragement, as companies are not getting a return on investment. It is not known for how long the salary cut would be effective. Gendev's processing plant is already closed since July this year.

Swakopmund Town Council sworn in - new mayor vows to work for “a better Swakopmund” Sharlien Tjambari A ruling coalition took charge of the Swakopmund Town Council on Monday, following the local authority election on 25 November during which several opposition parties cancelled the political significance of the Swapo Party of Namibia on the local political front. Councillor Louisa Kativa (Independent Patriots for Change (IPC)) was elected as mayor and the deputy mayor is Councillor David Am-! Gabeb (United Democratic Front (UDF)). In her maiden speech, mayor Kativa called for cooperation among council members for a united Swakopmund. “We are representing the whole town and we will work together for the betterment of our town”. Wilfred Groenewald (Swakopmund Residents Association (SRA)) was elected Chairperson of the Management Committee, whilst Claus Goldbeck (IPC), Petrus Shimhanda (IPC), and Blasius Goraseb (Landless People Movement (LPM)) were elected as Members of the Management Committee. Oil platform Sapura Berani leaves port of Walvis Bay The semi-submersible oil platform, Sapura Berani, concluded its two weeks stay alongside in the port of Walvis Bay. It has departed under towage to Ghana to execute an oil drilling contract. The rig underwent repair and maintenance work alongside by Namdock, as well as a crew change. Hopes are high that as the world economy recovers, the appetite for oil would increase. As oil demand increases, oil rigs globally play and important role in oil exploration, drilling oil wells, and to extract oil. Simultaneous, the need for repair and maintenance facilities and related services also increase. Thanks to a huge investment and commitment by ship repair service provider
Namdock, Walvis Bay is strategically located as a ship repair hub. Coupled with the commitment of other local marine industrial service providers, Walvis Bay can remain competitive as a ship repair hub against other ports on the lower west coast of Africa. Walvis Bay Town Council sworn in
Walvis Bay’s new town council was sworn in on Monday. The town council is now controlled by a ruling coalition comprising the Independent Patriots for Change (IPC) with four seats, the Joint Walvis Bay Residents Association (JWRA) with one seat, Landless People Movement (LPM) with one seat, the Popular Democratic Movement (PDM) one seat and Swapo Party of Namibia with three seats. The IPC’s Trevino Forbes was sworn in as the mayor, the IPC’s Saarah Mutondoka the Deputy Mayor. The member of the Management Committee are: IPC’s Leroy Victor (Chairperson), Olivia Andrews (IPC), JWRA’s Ronald Noel (Buddy) Bramwell, PDM’s Richard /Hoaeb. The LPM’s Stanley Bikeur was sworn in as the Management Committee’s alternate member. The three Swapo Councillors are Paulus Kauhondwamwa, Albertina Nkoshi and Ephraim Shozi.

Walvis Bay Lions Club celebrates 60th Birthday

Six decades of service to be celebrated with a light dinner and dance The Walvis Bay Lions Club turned 60 on 21 November. The Lions Club was chartered on 21 November 1960 and from the outset played an important role as service club in the community of Walvis Bay. Meetings are held every 1st and 3rd Tuesday of the month. The Walvis Bay Lions Club is situated at the old Rhenish Mission Church, on the corner of 5th Road and Thomas Morris Street. Although Covid-19 impacted the Club's activities in 2020, the Walvis Bay Lions Club is proud on the achievements of various ongoing projects. These projects are the Diabetes Awareness – Screening and Information Project; Sight & Hearing Project and the Mobility Project which focuses on the fixing of wheelchairs and supplying of wheelchairs and walkers when available and when possible. The Feeding Program distributes food and groceries to several schools, households and individuals. Soup and soup packages are distributed to Children Homes and Welfare Organisations. On 14 November a Diabetes Screening was conducted at Dunes Mall from 09:00 to 12:00. Other Lions Club of Walvis Bay news: ¡ Lion Gabriella Teleman (a past President of Walvis Bay Lions Club) this year celebrates 20 years as a Lion, serving the community. On 13 October 2020, past President (2019/2020) Frank Scholtz inducted Lion Chris Bruyns as the Club President for 2020/2021. In his speech as outgoing President Lion Frank thanked every Lion and community members for their help and support during 2019/2020, highlighting the Day/Night Golf Fundraiser which once again was a huge success. This was possible, because of generous donations and sponsorships by various Namibian businesses and individuals. In his acceptance speech Lion Chris thanked fellow Lions for the confidence showed in him to lead Walvis Bay Lions Club to new and even greater service to the community.

XCCS hosts simulation exercise Rudi Bowe
Walvis Bay-based company Extreme Custom Clearing Services (XCCS), in an effort to improve its response readiness when dealing with accidents, held a simulation exercise on Thursday 19 November on the B14 road behind Dune 7 near Walvis Bay. The drill was conducted to test the readiness of all relevant emergency services such as the police, traffic, municipal fire department, ambulance, evacuation and other first responders who play a vital role at accident scenes. Speaking at the end of the simulation, operations manager at XCCS Mr Raymond Hummel said such simulation drills are a necessity for the company that also transports dangerous goods such as a fuel across the country. Hummel explained the importance for XCCS to be accountable to all road users. The response to and handling of road accidents involving the company's fleet of fuel tanker trucks are one aspect of such accountability. Hummel expressed his satisfaction with the out-come of the drill. “The initial call to report the incident was clear and straightforward. The response time of all emergency services was satisfactory and so also the coordination between the different stakeholders�.

There was an excellent turnout of golfers for the final Monthly Medal Competition proudly sponsored by the Novanam/Pescanova Group played at Rossmund on Saturday 28 November. Weather conditions were great for golf maybe a bit windy at times but not too serious - in fact it was a blessing otherwise it would have been really hot. Sadly Michael Tordesillas nor Robertha Jansen were able to join this time around, leaving Marco Swarts to say a few words on behalf of the sponsor, thanking them for their excellent sponsorship during these trying times – he was proud to announce that they will be back again in full force in 2021. Walvis Bay resident, Leonard Martin is participating in the 1000 km single stage mountain bike race, The Munga which started on Wednesday, 2 December 2020 and ends on 7 December 2020. This tough race kicked off with approximately 150 cyclists this week. The nonstop, 120 km, 5 day predominantly off-road race takes cyclists on a 1000 km GPS route from Bloemfontein in South Africa through the Rolfontein Nature Reserve, and ends at the Doolhof wine estate in the small town of Wellington in the Cape Windelands.

Coastal Archers perform well at Nationals Rudi Bowe
Archers from the coastal town in Swakopmund performed very good at the Namibian Target Nationals hosted by the Swakopmund Archery Club (SAC) in conjunction Archery Association of Namibia (AAN) on 28 and 29 November 2020 at the SFC Sport Grounds in Swakopmund. The Outdoor and Indoor Target Nationals were held on 28 and 29 November respectively where 20 archers participated in 12 different divisions in both competitions with 72 arrows each in two rounds at the Outdoor competitions, and 30 arrows each at the Indoor compe-titions. Coastal cricket players rewarded Rudi Bowe
Cricket Namibia (CN), at its annual awards ceremony on Friday, 27 November 2020, at Wanderers Cricket Club in Windhoek, recognised and awarded the top coastal cricket players and various outstanding administrators. It is important for CN to acknowledge and reward the exceptional work and the results gained by club members, players, administrators, and every stakeholder involved in growing the game of cricket in our country. Although 2020 has been a difficult year for the cricket fraternity due to Covid19, CN hosted their annual awards. The winners were judged according to their 2019/2020 stats and performances. The awards also saw the introduction of new categories such as the Richelieu Franchise T20 Top Batsman, Richelieu Franchise T20 Top Bowler and the Richelieu Franchise T20 Winner. Boeta Mouton, the owner of Boeta's Express was the recipient of a special award of recognition for his dedicated service and assistance towards Cricket Namibia's Coastal players, National players and age group cricket with his excellent services of transporting and travelling between Windhoek and Walvis Bay. The coastal award winners: Raymond van Schoor Award: Ben Shikongo. Under 19 Player of the Year: Matthew de Gouveia. Kwata School of the Year: Narraville Primary School. Development Officer of the Year: Justus Hangula (Erongo). Best women's bowler: Saima Tuhadeleni. Coast T20 Premier League top batsman: Dian Neethling (JCCA) 159 runs. Coast T20 Premier League top bowler: Enrico van der Westhuizen (Sparta) 9 wickets. Coast 40 overs Premier League top batsman: Matthew de Gouveia (Blue Waters) 300 runs Coast Premier League 40 overs Top bowler: Jurie Engelbrecht (Sparta) 19 wickets.
