Langer Heinrich to come back online

Plans are underway to restart the Langer Heinrich Uranium Mine. The Mine was placed under care and maintenance in 2018, as the uranium market was not viable enough to keep the mine operational. Paladin Energy, the Mine’s owner, has finalised a restart plan. The uranium market has significantly recovered to make mining viable again, according to an announcement by Paladin Energy in Australia on 30 June. A start up date was not mentioned in the docu-

ment. The mine has adequate ore stockpiles to resume operations and from that point production will be increased for maximum mining output. Paladin estimates the mine’s lifespan at seventeen years.

Namibia Defense Force deploys field hospital

The Namibian Defense Force has relocated its military field hospital from the Hosea Kutako Airport at Windhoek to Walvis Bay. The field hospital, and accompanied medical qualified soldiers, adds capacity locally in the fight against the Coronavirus pandemic. The field hospital can handle between 18 and forty patients and was erected on the premises of the Walvis Bay state hospital. See Full Report on page 5

Walvis Bay the Coronavirus epicentre Namibia registered eight new Coronavirus yesterday (Thursday 2 July 2020), all from Walvis Bay. The harbour town remains in the epicentre of the outbreak with the majority of Namibia’s 293 cases in Walvis Bay. The Ministry of Health and Social Services, Dr Kalumbi Shangula, made this announcement early yesterday. Expectations at the time of going to press yesterday were that more cases would have been registered by last night. With regard to the eight cases registered yesterday, they are four males and four females. Of these eight cases, the majority were contacts from people who tested positive earlier. The youngest person who was confirmed positive is 13-years-old and the oldest was 44 years of age. Case 286: a 28-years-old female who had contact with a person who tested positive earlier. She had no symptoms. Case 287: 26-years-old male. Contact to a confirmed case. Was tested on 26 June. Shows symptoms. Case 288: 13-year-old female. Contact with a confirmed case. Tested on 21 June. The garage complex on the premises of the Walvis Bay state hospital was re-purposed for an isolation ward. The work was carried out by Namdock, at a price tag of N$700 000. The Acting Chief Executive Officer of Namdock, Heritha Nankole Muyoba, at the handing over on Wednesday explained the initial plant for a 24-bed facility was changed to a 13-bed facility, in order to have adequate space for the construction of a changing room facility for health workers. The state hospital premises is the main battleground in the fight against the Coronavirus with an army field hospital unit that was established only a stone's throw from this isolation ward. Hence the need for change room. Muyoba handed the keys of the newly completed isolation ward to the Governor of Erongo, thereby making it official that Namdock has delivered on its promises. Apart from this isolation ward, Namdock also spent additional funds and other resources on the installation of 36 oxygen points, the conversion of a storeroom into toilets, and the repair and installation of an additional 36 oxygen points at the Swakopmund state hospital. Namdock was also instrumental in the early surveying of the status of state medical facilities in the Erongo Region in relation to a possible Coronavirus pandemic. The Governor of Erongo, Cllr Neville Andre in handing over the keys to the Ministry of Health and Social Services' Dr Martha Ntinda said the fight against the Coronavirus cannot be an affair of Government only. He urged the private sector to get involved. Dr Ntinda thanked Namdock for its contribution in the fight against the Coronavirus and also expressed gratitude to the Governor and other individuals for their contributions to ensure the response against the Coronavirus pandemic is effective and consistent.

More questions than answers after “tea” was confiscated from Chinese shopkeeper No charges have been filed against a Chinese shopkeeper who was selling a Chinese herbal tea at his Kuisebmond shop, claiming it could prevent Covid-19. The shopkeeper was selling the tea at N$400. Following a raid of his shop by the Namibian Police, accompanied by the Governor of Erongo, Cllr Neville Andre, the Regional Councillor for the Walvis Bay Urban Constituency Cllr. Knowledge Ipinge and the Ministry of Health and Social Service’s Acting Regional Medical Officer, Dr Amir Shaker, more raids were carried out at the man’s residence and at the warehouses of a business by the name of Jack’s Trading. The shopkeeper maintains the tea is a herbal remedy that boosts the human immune system. The authorities however, is now probing the man to see whether he sold the tea as an illegal medicine, whether there are any illegal substances in the tea and whether the team was imported into Namibia legally. The following questions remain unanswered: 1. What regulation or regulations in Proclamation 26 (State of Emergency Covid-19) did this Chinese shopkeeper violate? 2. Were proper law enforcement procedures followed when the different premises were raided? 3. Is there a proper police register of the confiscated tea? 4. The packaging of the tea makes no reference to Covid-19. The closest term that could be found on the packaging was “2020 nCOV”. 5. Is it illegal to market a product using the terms “prevention prescription” or is it illegal to charge any price you want? 6. Was this shopkeeper forcing anyone to buy the product?

Following suspected exposure, the employee in question who had been working in one of Namdock's less active and less populated operational areas - was duly sent for testing on 23 June, and received his results over the weekend of the 27 / 28 June. The Acting Chief Executive Officer at Namdock, Heritha Nankole Muyoba explained the affected employee is in a stable condition and he has been placed in a state mandatory isolation facility in Walvis Bay. Nankole Muyoba

said: “The infected employee is being fully medically monitored at the facility, and will be periodically re-tested, until testing negative and cleared to go home.” In line with the positive result, Namdock has furthermore ceased all operations with immediate effect as from Monday 29 June 2020. Namdock has put the following precautionary meaures in place: ·All workshops and facilities, as well as administration offices, are closed till Tuesday, 30 June 2020.

·All surfaces, facilities and equipment are being disinfected. ·An immediate contact tracing procedure has been initiated, to ensure all those who have been in contact with the infected employee are immediately traced, tested and placed in quarantine accordingly. ·Namdock has created and funded a private quarantine facility for this eventuality, for its employees; while non-employees will be accommodated at the state quarantine facility. All quarantined contacts will be medically monitored and periodically retested, until they test

With the number of confirmed Coronavirus cases in Walvis Bay on the increase, the Namibian Defence Force (NDF) has set up a Level 2 mobile military field hospital at the Walvis Bay state hospital. The field hospital and army medics assist the health ministry at the coast in dealing with the growing number of Coronavirus cases. A military convoy arrived in Walvis Bay on Tuesday night, transporting all the equipment. A contingent of medical qualified soldiers was welcomed to Walvis Bay by the Governor of Erongo, Cllr Neville Andre. The field hospital was relocated from the Hosea Kutako International Airport. The field hospital was placed at Hosea Kutako to cater for arriving passengers should the need arise. Namibia's air space remains closed for passenger air traffic, hence the decision to relocate to Walvis Bay which is now the epicentre of the Coronavirus pandemic. At the Walvis Bay state hospital, the field hospital was erected on the exact location a 150-bed isolation facility would have been constructed with private sector money three months ago. This initiative floundered in redtape, political infighting and incompetent public sector officials.

The field hospital can accommodate between 18 and 40 patients, depending on the specific medical scenario. It has two intensive care beds, staffed by 27 people trained to

handle any emergency and also has its own oxygen plant that can supply oxygen to 40 patients. Governor Andre expressed gratitude, saying that the

initiative is a sign that Government is supporting Walvis Bay in the fight against the pandemic. Andre thanked the soldiers for their selfless service and

their willingness to help the people of Walvis Bay in the battle against the pandemic. The Acting Senior Medial Officer at the Walvis Bay state hospital, Dr Martha

Cargo growth for Namport The Namibia Ports Authority (Namport) handled approximately 5,5 million tons of cargo through the ports of Walvis Bay and Lüderitz during its financial year 1 April 2019 to 31 March this year. In addition, the various logistics corridors carried an additional 1 million tons of cargo. This represents an increase of 30 % in cargo handling, a figure greatly enhanced by the commencement of manganese exports through the port of Lüderitz. In a recent statement Namport said its cargo volumes grew by 30 % and added manganese exports through Lüderitz commenced in September last year. In a matter of seven months 204 000 tons of manganese was exported. Manganese is mined in South Africa's Northern Cape, hauled by rail to Lüderitz and exported as a bulk commodity. As manganese exports are expected to grow significantly, the port of Lüderitz is looking at innovations to handle these large volumes. That includes the possible commissioning of barges to carry the bulk materials. Traditionally, Northern Cape mines exported manganese through the port of Port Elizabeth. Backed by the upgraded railway line to Lüderitz, the port is strategically positioning itself as the preferred export hub for mining and other industries in South Africa's Northern Cape. The hard work at Lüderitz now starts to pay. It is expected the manganese exports would have a positive knock on effect to also attract other industries in the Northern parts of South Africa to utilise the port of Lüderitz as export hub. Cargo flows can be facilitated either by railway line or road network representing the Trans-Oranje Corridor. The statement by Namport reads: “The Namibian Ports Authority has managed to handle 1 million tons of cargo carried along the corridors from 01 April 2019 until 31 March 2020. The Port of Walvis Bay and Lüderitz contributed equally to the success by recording 5,561,999 tons of cargo handled during this last financial year 2019/2020. The largest portion of growth is reflected by the 100% increased activity along the Trans-Oranje Corridor as 204,301 tons of manganese ore was exported via the Port of Lüderitz. The benefit of the Trans-Oranje corridor is to serve the mines in the Northern Cape as it is a much shorter route versus using a South African based port. This unique initiation between TradePort Namibia logistics deal came into fruition early last year. The first consignment was received through the Port of Lüderitz in September last year. This arrangement will further contribute to Namport recording a total of 360 000 tons of cargo per annum through the Port of Lüderitz, resulting in a predicted 60 percent overall volume increase as the Trans-Orange Corridor increases its share of cargo volumes. Along our various corridors, the following performances are recorded in the past financial year 2019/2020 ending 31st March 2020. Further recording of imports such as ship spares, steel, sulphur, and ammonium nitrate and steel imports performed well in comparison to the previous financial year 2018/2019. Ship spares exports increased significantly due to the increased number of vessels at anchorage for repairs and maintenance. The increase of marble to international markets, leading to a 26% increase compared to the previous financial year. Sulphur imports increased by 10% compared to the previous financial year. In addition, the demand for ammonium nitrate also increased by 150%. Steel imports increased by 88% due to the various projects presently underway within the region and Namibia. Another increase worth noting is from the import of Manganese through the Port of Lüderitz which has increased from 30 000 tons per month to 60 000 tons. This increase will double the annual throughput from this commodity to 720 000 tons. Due to these developments, Namport is currently in discussions with the Oldendorff Shipping line to have a barge option. A barge is a long flat-bottomed boat for carrying freight on canals and rivers, either under its own power or towed by another. These results that we have managed to attain as an entity are due to the efficient and improved turnaround times at our border posts, securities in our corridors, efficacy at both ports, the strong relationships that Namport has managed to foster with customers from the Democratic Republic of Congo, Zambia, and South Africa the dedication and unwavering commitment of the Namport staff members of Namport to rendering world-class service to their clients. and the company's constant presence in these markets. NovaNam Resumes Operations In Lüderitz NovaNam at Lüderitz has resumed its fishing operations this week, after the company were informed a portion of the yet undistributed portion of this year's hake total allowable catch. This quota will enable the company to resume operations until the end of September which is also the end of the fishing season before the compulsory closure during October to allow the hake biomass to spawn and recover. NovaNam already started to close shop at Lüderitz, as the company completed catching its own quotas and that of its associate partners. A shut-down was subsequently completed and workers even sent home. Then came the news of the quota release. That meant again having to get operations going. NovaNam's quota for the year is an estimated 23 % less than usual and the Company says it will downscale operations accordingly in the foreseeable future. The statement reads: “Upon completion of catching its own quotas and that of its associates and partners last week, on Monday 29 June, NovaNam sent home 1 800 of its Lüderitz based employees. These employees were from all levels of the business, from factory operators and fleet crew up to and including management. At all times in the past three weeks, the company kept its principle stakeholders regularly informed of the running out of quotas by the end of June, especially all its staff and the Ministry of Fisheries and Marine Resources. On 30 June the Ministry engaged with the company to confirm that quotas were being released from as yet undistributed portions of the Hake TAC for the season 2019/2020.

Upon receiving this confirmation, the company immediately commenced with its operational planning, and the fleet will return to the fishing grounds between 1 and 3 July.

The land-based employees will be able to return to work on Tuesday 7 July when the first vessel returns with catch. Based on the quotas allocated, the company

should be able to operate until approximately the end of August and the first week of September. The current fishing season ends on 30 September.

The new hake fishing season commences on 1 November as October is the traditional biological stoppage period. With the quota awarded last night, the quota of

the company for the current hake season is 23% less than received in the previous seasons with the same Total Allowable Catch. The company is currently evaluating the

overall impact of this significant cut in its quotas on its business model whereupon it will thereafter engage with its stakeholders”.

Plato re-elected as Western Region’s representative on the NRU Rudi Bowe

Chandler Plato was re-elected as the Western Region’s representative on the Board of the Namibia Rugby Union at its AGM last Saturday. Plato replaced Winton Van Der Westhuizen in 2018 as the Erongo Region’s representative. Prior, Plato served for close to a decade as the Chairperson of Kudus Rugby Club in Walvis Bay. Plato is also a former Kudus player. The NRU held its AGM at the Hotel Safari in Windhoek under the level 3 Covid-19 restrictions. The regions had to tune in via Zoom. The Namibia Sport Commission's Freddy Mwiya and Namibia National Olympic Committee rugby representative, Dawie Augustyn, were present to oversee the proceedings. Plato’s re-election and also of the NRU’s President, Edward 'Corrie' Mensah, are testimony to their competence and the trust they earned as leaders in Namibia Rugby. Mensah is quoted:, “Specialist board appointments will be made during the next scheduled board meeting, which will include legal, finance, women's rugby representatives as well as the position of Vice President for Rugby Affairs that was previously held by Mr Ivan Gaya.” It needs to be emphasised that although the decision by council to start playing rugby was taken, this decision may have far-reaching consequences as it goes along with immense challenges. In order to minimise the risk associated with contact sport, partaking clubs will have to apply a series of very restrictive Covid-19 preventative measures”, said Mensah.
