What sits behind the failure of Government quota auction? The auction of Government fishing quotas has ended in an embarrassing episode for fisheries minister Albert Kawana. The auction raised N$8,46 million [the auction was supposed to raise N$627 million had all bidders honoured their financial commitment]. The reason for the auction's failure was described yesterday as “cocktail of troubles”. Firstly, Government's persistent [and rapidly] deterioration consultation process with the fishing industry. Secondly, the fishing industry itself which does not support the auction of Government fishing quotas. Thirdly, Namibia's “tenderpreneur culture” which is guaranteed to scuttle any good intentions. In a lengthy statement on Wednesday, Dr Kawana had to concede the auction was unsuccessful. Of the 72 000 metric tons horse mackerel quota, 1 517 metric tons sold. A mere 100 tons of the 11 000 hake quota were sold, and monk fared much better with 300 metric tons of the 390 metric tons offered for auctioning sold. “Out of the highest successful bidders, only five bidders managed to take up their offers and settled their payments obligations which amounted to N$8 446 000”, the minister is quoted from the press statement. Dr Kawana expressed hope for more bidders to honour their payment obligations for the auction”. From Dr Kawana's statement an inference can be drawn that more Government fishing quota auctions will follow, and that measures will be implemented for bidders to first deliver guarantees for payment and properly plan ahead, before they can take part in the bidding process. “We believe that the auction is still the best option for our Government Objective fish Quota”, the minister is quoted under point 6 of the press statement. Under point 15 of the statement: “We have learnt good lessons from this auction and that will be valuable going forward. In the future, punitive measures will be introduced including requirements for payment guarantees or bid securities before participation in the auction. This will ensure that bidders meet their financial commitments and mitigate the risk of speculative bids. In addition, more time will be given to bidders to arrange their finances. Furthermore, bidders will be required to prove that they have access to fishing vessels”. Stakeholders in the fishing sector said on Wednesday night and Thursday it was no surprise to
them that the auction ended on this note. “Several weeks ago, when Government announced it raised N$627 million on the auction my first reaction was – were these promises to the tune of N$627 million or actual money deposited into the State Revenue Fund? My suspicions proved me right: The auction bagged a mere 1,27 % of the promised N$627 million”, says one stakeholder. From the remaining reactions by stakeholders, the following came strong to the forefront. Dr Kawana as Fisheries Minister and the Namibian Government in general must as a matter of urgency mend the fences with the fishing industry. Nampol Unit Commander arrested for corruption The public of Walvis Bay reacts with shock and anger at the arrest of the unit commander of the Walvis Bay Criminal Investigations Unit (CIU), detective warrant officer Jafet Simon on a charge of corruption.
Detective Warrant Officer Jafet Simon is a Unit Commander for the Criminal Investigation Unit (CIU) and is stationed at the Walvis Bay Police Station. His accomplice is Farhan Khatri, a Pakistani national working for import vehicle dealer Jan Japan (picture page 2).

Jafet and an accomplice, Farhan Khatri, attempted to bribe a senior state prosecutor in Swakopmund for a not-guilty verdict in a rape and human trafficking trial in which this Pakistani national is the accused. The duo further attempted to persuade the state prosecutor to relax Khatri's bail conditions and to return his passport as he intended to travel to Pakistan. Not only is the Namibian public's disdain for corruption growing rapidly, but the fact that a police officer would commit a corrupt act to benefit an alleged sex offender and human trafficker further damages the relationship of trust between the public and the Namibian Police. ment and the fishing industry. Aggravating factors include the damage caused by #Fishrot, ongoing frustrations with quota allocations and the politicisation of right- and quota allocations. The fishing industry does not support the auctioning of Government fish quotas. The industry argues there are more realistic and practical options available. Dr Kawana in his own words in the press statement on Wednesday said the fishing industry through the Confederation of Fishing Associations does not support the auction. On the issue of those who placed bids, a number of fishing industry stakeholders said they are not surprised that the auction closed with 98,3 % promises and 1,27 % “If you participate in any auction your first personal requirement would be to either have the money to spend or secondly to be sure you have access to the required funds. To bid for a fish quota, only to run around after you placed your bid looking for someone to buy it, is high risk business behaviour. Secondly, to place overpriced bids means a lack of basic market research on the side of the bidder. That is the main reason why so little bids ended in hard cash earned for Government. Many of the bidders placed their bids without understanding what they buy and at what price can they re-sell. There was also no proper process to first arrange for access to funding to bridge the period between the allocation of the bid and for the bidder to sell his or her allocated quota. The fact that many had no access to fishing vessels or tried to persuade the minister to extent the fishing season are more signs that most bidders did not do their homework properly”. “I have no problem with businessmen or prospective entrepreneurs taking calculated risks. However, uncalculated risks are tell-tale properties of tenderpreneurs. It is almost guaranteed to end in failure”, concludes one stakeholder on the matter. Adding this is not only limited to the fish quota auction. There are countless other examples where tenderpreneurs obtain access to lucrative deals, whether in the form of rights or tacit assets like land or resources. It does not require any risk exposure from this person at that stage. Once the person has the privilege in his hands, he or she sell it off to the next person who has to bear all the risks.
Commission Simon and Khatri approached the senior state prosecutor at the Swakopmund magistrates court and offered a bribe for the prosecution of a rape- and human trafficking trial to be set up for failure. Furthermore, for the relaxation of bail conditions and the return of his [Khatri's] passport. Khatri intended to travel [or flee?] to Pakistan. The bribe offered was either in the form of the delivery of a vehicle or a cash amount of N$60 000. The state prosecutor reported the matter and a sting operation was set up by the ACC. The duo was arrested after the upfront N$30 000 of the initial N$60 000 bribe was paid over to the prosecutor. Simon was the first to end up in handcuffs on 23 September and Khatri followed a day later, on 24 September. They made a first appearance in the Swakopmund magistrate's court on the same day as Khatri's arrest. They were denied bail and return to court on 4 November 2020.

Out of these fifteen candidates, ten will be available to fill seats on the Walvis Bay Town Council. Six weeks online course in Gigonomics The Namibia Business School (NBS) of the University of Namibia introduced an online course in Gigonomics. Gigonomics is a relatively new term and describes a developing trend where careers are broken up into a series of short-term, independent contracts (“gigs�). The dynamics of employment is changing from permanent, long term work contracts and is in many instances replaced by short-term or independent work contracts that last from a few hours, to a few weeks or months. Gigs is associated with freelance work, and that in itself is a challenging economic discipline for the gig entrepreneur. The NBS developed and introduced its Gigonomics course with the Namibian gig-entrepreneur in mind. The course introduces the student to the dynamics of Gigonomics, the benefits associated with Gigonomics, the challenges and the pitfalls. Gigs by nature is not only confined to non-permanent work contracts. Often people with fixed employment contracts take on business ventures on the side-line. These opportunities can be very challenging and littered with pitfalls. The course aims to empower and equip Namibians for the world of Gigonomics. NBS views Gigonomics as a key to grow entrepreneurship in Namibia. It empowers people to do more with what they have and to earn their place in the Namibian economy to the full. The pattern and dynamics of employment have changed significantly globally. Namibia is no
exception and the pattern of employment is rapidly changing. Both the salaried employee and the entrepreneur has to adapt. The conventional scenario of attending school, attending university, graduate, get a steady job, and retiring is not a reality for people anymore. The labour market has changed. Short term contracts, freelancing, and even unemployment is becoming more common practise in the job market. Gigonomics equips and inspires the entrepreneur to perform better in this changing world. The Gigonomics course is for everyone, even people residing outside Namibia. The course is presented every Saturday at 09:00 via Zoom. The duration is six weeks, and each session is 90 minutes in duration. A study guide is issued to each student in advance. The price is N$199 per session if paid per session. The complete programme (six sessions) is offered at N$950 for once off payers. All payments can be done online. A team of lecturers will be presenting the course. The Namibian Ministry of Mines and Energy made this announcement on Wednesday and said there is a current under recovery of 62,6 center per liter on diesel. That means diesel’s pump price per liter is higher than the import price per liter. Over-recoveries are spiraled down on consumer in the form of lower fuel prices. An under-recovery, which is the opposite scenario where the pump price is lower than the price per liter at which the fuel is imported, is balanced with a fuel price increase on the consumer. The Ministry in its statement said international crude oil prices remain low as the global economy remains strained. Low crude oil prices means lower fuel prices. At the same time the South African Rand gained strength against the global trade currency, the United States Dollar. A strong Rand means fuel is bought on the international market at a cheaper price per liter. These two factors positively influenced diesel prices, but the petrol price on the world market remains unmoved. Diesel is the main fuel driving economies worldwide. As long as economies remain subdued, less diesel is consumed and that leads to market surpluses and a drop in price. Hence only a downward adjustment on the diesel price and the petrol price remaining unchanged. At Walvis Bay, which is the fuel point of import, diesel will cost N$11,58 per liter and petrol remains unchanged at N$11,65 per liter.

Workers of the company after two decades bid the Namibia Food and Allied Workers farewell. Public urged to start donating blood as matter of urgency Due to state of emergency and measures announced by the President which are aimed at containing the spread of SARS-COV-2 (Corona virus), blood collections drives have been severely affected. The closing of schools, universities and other training institutions has forced NAMBTS to cancel blood drives and some companies which are still operating have not allowed them to conduct blood drives at their premises either. This has led to a drop in blood collections by 50% and as a result, NAMBTS has started to ration and reduce blood units supplied to blood banks and hospitals across the country. The Ministry of Health and Social Services wishes to inform the public that Coronavirus (Covid-19) cannot be transmitted by donation or transfusion. The biggest challenge of the Covid-19 Pandemic is to maintain sufficient stocks of blood for patients in need. The Ministry of Health and Social Services would like to further confirm and assure prospective donors that it is safe to donate blood, that NamBTS has implemented all necessary safety measures needed to ensure donor clinics environment are safe enough to protect blood donors from contracting Coronavirus and would like to urge everybody to continue donating blood. Your cooperation and continual support to NamBTS with regards to hosting blood donation clinics and encouraging blood donation is really important to ensuring sufficient blood supply to Namibian patients countrywide.

The !Nara Primary School in the Tutaleni rural settlement of Kuisebmond in Walvis Bay with a learner population of 1627 received health and safety essentials from Hungry Lion and the Tunacor Fisheries. The school received masks for all pupils and staff members, as well as 50 litres of disinfectant, two water stations two "tippy taps" from Hungry Lion and 40 water stations from Tunacor Fisheries. The Personal Assistant of the Erongo Regional Governor, Michael Jimmy, said that It is very enthralling to see that despite the current economic challenges, due to COVID-19, that Private Sector still responds positively and compliments government’s efforts to provide relief to many of the learners who come from very low income households and the informal settlements. The governor said: “It was equally through the support and collaboration with the Private Sector that we could contain the virus, to no cases as on Tuesday last week.” “We acknowledge and thank Tunacor Fisheries and Hungry Lion for your contribution to the learners of !Nara Primary school and call on you to continuously support educational initiatives such as this,” he added. “I just want to implore on the management of the school to take good care of the facilities.” Education Director of the Erongo region Ms Ernfriede Stephanus thanked the donors and encouraged pupils as well as teachers to appreciate the donations. The Namibian Regional Manager from Hungry Lions, Mr Henri Cochrane said the donation was part of the business' outreach campaign to the community that support us. The representative from Tunacor Fisheries, Ms Shariza Smith, said as a responsible corporate business it is an absolute honour and privilege for Tunacor to contribute towards the health and safety needs of the school. Mini girls Cricket festival at the coast Rudi Bowe After months of limited sporting activities at the coast Cricket Namibia (CN) the past weekend hosted a mini girls Cricket festival through the development program to shake off the rust and show off their skills and to motivate girls to play cricket from a young age.

NOVANAM Back In The Swing Despite the numerous tournaments in and around the country a reasonable field of 20 + golfers took to the course on Saturday 26 September - to play some real golf and to compete for some “lekker feesh”. Most of the golfers are really happy to be playing some competitive golf again or to have the opportunity to try. The day started out just perfect but oh my gosh where did that wind come from George “moor and soek” Murasiki - I understand did not fare well with two quadruple bogies - bit too much OB's I fear. All in all a great day was had by all and we say thank you to Novanam for their continuous support through these trying times – as always Robertha was there with her wonderful smile to attend to the prize-giving. The Drawn Pairs on day one was dominated by the Windhoek players – Mark Jacobs and partner Jan Kritzinger ending in a tie for 4th. Friday was final day and there was no stopping Rossmund player Mark Jacobs - who was on a role playing a great 43pts on Thursday followed by 42pts on Friday to win the Championships with 9 points over his nearest rivals. The mini girls Cricket festival is CN commitment to get more girls to play the game of cricket as women's cricket has been growing in the world. Erongo Regions Development Officer, Justus Hangula said that they saw an opportunity to activate the sport and get the girls back in action. Hangula said “The Four under 13 school teams that participated are three teams from !Nara Primary School in Walvis Bay and one team from Pro-Ed Academy in Swakopmund played against each other in T10 matches at Walvis Bay Private High School.” “The under 19 teams from Kuisebmond Secondary School (KSS), !Nara Primary School (NPS) and Pro-Ed Academy played against each other in T20 matches at cricket oval at Pro-Ed Academy.” Pro-Ed Academy's Head of Department for Sport Florinda Fourie said the reason for the development of the girls at the coast is to get them ready to one day represents the country at international level. It's not fun to see how that school girls have to play at senior level, as they get older and reach the peak of their careers then they are pitted out and do not want to play further. Ms. Fourie said “CN is positive about the future of women's cricket in Namibia” Therefore, I challenge all the schools in the country to start developing cricket at their schools as cricket offers more opportunities for girls than any other sport codes.” “I would like to encourage all parents to support their children” Ms. Fourie said In the under 13 devotion Pro-Ed Academy dominated the festival as they won all their matches and in Swakopmund Kuisebmond Secondary School was victorious against Pro-Ed Academy and !Narra Primary School lost their match against Pro-Ed Academy. Cricket Namibia is hosting a sixes cricket tournament at the coats for under 11, 13 and 16 players at different venues the coast. The winner and second placed teams will play in the finals to be hosted in Windhoek on the weekend of 9-11 October. The schools that will participate are Walvis Bay Primary School, Walvis Bay Private High School, Pro-Ed Academy, !Narra Primary School, Kuisebmond Secondary School, Dunesig Combined School and The Dolphin School. All the matches will start today at 14:00 at the cricket ovals of Walvis Bay Primary School, Walvis Bay Private High School and Walvis Bay cricket oval. Tomorrow’s matches will start at 8:30 at the cricket ovals of Walvis Bay Primary School and Walvis Bay Private High School with the matches at the Walvis Bay cricket oval moved to the cricket oval of Pro-Ed Academy in Swakopmund.
