Despite predictions that the price of refined oil, and possibly also crude oil prices, are on a steady increase, a local ship repair stakeholder yesterday said it might just be too early for total optimism in the long term. In the short term however, work on smaller projects is expected to flow in again for the ship repair and marine industrial sector. Walvis Bay’s ship repair- and marine industries remains strained as business from the West African oil markets are slow. Ship owners and rig owners heavily cut down on ship repairs and maintenance budgets. Equally, Angola’s economy also took a hard hit some years ago on plummeting oil prices. As long as oil prices are low, spending by Angolans on the Namibian economy will remain limited. “The problem is it takes time to mobilise large

capital projects. The most important component is confidence. As long as there is no consistency in the global oil price’s upward curve, investors will shun large projects”, explained a key local stakeholder yesterday. Weekend of knife Shocked by the death fights of Luis de Gouveia A well-known former resident of Walvis Bay, Mr Luis de Gouveia died in Cape Town over the weekend. Mr de Gouveia was in a vehicle accident on Friday. One of his children was with him in the accident and was admitted to a Cape Town hospital. Mr de Gouveia appeared to have escaped the accident unscathed and did not require hospitalisation. He was found dead at his residence on Saturday. The late de Gouveia leaves behind his brothers Ivo, Sandro, Carlos and Emidio.

Ms Njoroge joined Cummins as a summer intern in Columbus, Indiana in 2006, and was quickly promoted to Business Systems Analyst. In 2011, she relocated to South Africa as the Africa IT Leader where she built the IT organization as a key business enabler. She moved on to establish, from the ground up, the New Entities Execution and Facilities Management function in January 2014, which included the first Cummins Project Management Office in support of the region. Her professional experience garnered at a global level, together with wisdom gained working in Africa and within local teams have equipped her with a deep understanding of the industry both locally and internationally. Two drivers located after accidents in which they drove off to avoid arrest One driver allegedly made a false declaration in accident report. Floris Steenkamp The days are seemingly numbered for drivers who make accidents in Walvis Bay and then simply driving off to escape taking responsibility for damages or also evading being arrested. The man who drove over the pavement in front of the Walvis Bay tourism centre on Wednesday evening (corner of 5th Road and Union Street) were identified and arrested on Thursday afternoon. The arrest is thanks to surveillance camera footage (CCTV) and the assistance with follow-up efforts by 518 Neighborhood Watch and the vigilance of a member of a watch group in Fairways Estate. This watch group concentrates on a small scale on the security of one of the gated communities. The name of the watch group can therefore not be made public, in order to protect the group's anti-crime strategy. It was confirmed the driver was issued a hefty fine by the municipal traffic department, his vehicle was declared unroadworthy and he was also slammed with an account by the municipality of Walvis Bay for the damage the accident caused to public property. “The message is clear now. There are areas in the harbour town where surveillance cameras are watching your every move and the law enforcers leave no stone unturned to bring these drivers to the book if footage are made available”, a spokesperson for 518 Neighborhood Watch said yesterday. Adding 518 Neighborhood Watch are thankful for the swift action taken by the Walvis Bay municipal traffic unit as well as members of the Namibian Police in bringing these culprits to the book. In the second acci-

dent on Thursday morning, where a driver crashed his vehicle through the Botswana Dry Port's palisade fence, the identity of the driver could be established. This crash too was recorded on CCTV. Although the driver is still at large, he is believed to have also made a false statement in his subsequent accident report. The driver is urged to report himself at the Walvis Bay

traffic offices, so that his case can be processed. “We will not tolerate reckless driving on Walvis Bay's streets anymore. Law enforcement initiatives are growing and we maintain a zero-tolerance approach to drunken driving, reckless negligent driving and the disregard to traffic rules and regulations”, a source at the municipal traffic department who was closely invol-

ved with the above investigations said yesterday. He called upon road users in Walvis Bay to step up efforts to increase road safety. “Adhere to stop signs, wear your safety belt, don't use a cell phone whilst driving and ensure your vehicle is roadworthy (number plates in particular remains a concern) and keep to the speed limit”, said this official.

A Project of Hope The Bank Windhoek Cancer Apple Project has been recognised at the 2018 World Cancer Congress (WCC) as one of the 'global innovative projects of hope' for this year's assembly, scheduled to take place from Monday, 1 October to Thursday, 4 October in Kuala Lumpur, Malaysia. An initiative of Bank Windhoek in support of Cancer Association of Namibia (CAN), the project was started in 2000 with the aim of raising awareness of cancer and the Bank making a N$25 000 donation toward the cause. 18 years later, the project has become the biggest fundraiser for health in Namibia, with more than N$20 million raised since its inception. Last year alone, a record amount of N$3 million was raised through the sale of apples throughout Namibia. Rolf Hansen, CEO of the Cancer Association of Namibia will present an abstract at the international event under the heading 'An apple a day, helps keep cancer away', while the Bank Windhoek Cancer Apple Project will be showcased as part of the session themed 'Global Fundraising/ Spotlight On Innovative Fundraising Models'. “What we'll be doing is to tell the world about our National Outreach Programme, we can learn from other countries but at this platform, I am also going to teach other low income countries best practices, what we've learnt, what worked and what didn't so that we can empower those nations”, said Hansen. “Namibia is paying it forward. What the Bank Windhoek Cancer Apple Project has realised in the past 18 years is that it is now time to plough back into communities, strategically with knowledge and wisdom and to pay it forward to other countries.“ This international recognition of innovative fundraising is the culmination of the impact made by the local Namibia National Cancer Outreach Programme (NCOP). Funded primarily by the proceeds raised through the Bank Windhoek Cancer Apple Project, NCOP's main aim is to educate, break the stigma associated with cancer and screen people from all walks of life in all 14 regions of Namibia. The goal of the Programme is early detection and subsequent treatment, which impacts and saves lives. Since 2015, more than 20 000 people countrywide have been screened free of charge. Funds raised through the Bank Windhoek Cancer Apple Project have also been used to establish the CAN Erongo Centre, where an increase in the incidences of cancer has been observed. The CAN Erongo Centre provides screening services to the public as well as psycho-social support. Funds raised through the 2015 Bank Windhoek Cancer Apple Project were also used to establish the CHICA Interim Home in 2016. CHICA focusses on assisting children with cancer and their families and the Interim Home houses them when they are in Windhoek for treatment. “This year alone, 3 438 women have been screened for breast and cervical cancer through the Outreach Programme and of those, 223 resulted in the early detection of cervical cancer that can be treated. This translates into 223 lives saved”, continues Hansen. The fundraising efforts and initiatives that go into the Bank Windhoek Cancer Apple Project every year is a demonstration of the sustainability of the Project, both in collecting much needed funds as well as being able to build the capacity of the NCOP so that they can deliver the much needed screening services across the country. The Bank Windhoek Cancer Apple Project also epitomises the Capricorn Group's vision of being a connector of positive change. “The Bank Windhoek Cancer Apple Project has become more than just buying apples for cancer, it has become a project of hope,” said Jacquiline Pack, Executive Officer for Marketing and Corporate Communications at Bank Windhoek. “Buying an apple now means giving people the opportunity to get screened and treated for cancer. A murder case was opened at Otjimbingwe police station this past weekend after Karlos Ngairo (19) was stabbed with a sharp object on the left side of his neck at a local bar by a 16-year-old boy on Friday, 28 September around 22:00. The victim was taken to the local clinic in a critical condition and died shortly thereafter at about 22:30. The deceased next of kin were informed. The suspect allegedly fled from the scene and was later arrested the next day at about 17:00 in the farming area of Otjimbingwe. Investigations are ongoing. The suspect was due to appear at Karibib Magistrate Court on yesterday. In another incident, a 22-year-old boy, Leonard Rooinasie was stabbed four times in the body with an unknown sharp object on 29 September around 03:00 by Marcel Hamaseb (25). The victim sustained serious injuries and was transported to Omaruru State Hospital in a critical condition. The suspect was later arrested after allegedly fleeing the scene. The incident took place during a fight between the two at Tandango bar, Kres farm, about 20 km towards Tubusis Resettlement, Okombahe area. The suspect was expected to appear in the Omaruru Magistrate Court yesterday.

DBN Donation Dam Development Bank of Namibia donates for the construction of a fish damTilapia farming and orchard irrigation for northern women's co-operative. Development Bank of Namibia (DBN) CEO Martin Inkumbi recently donated on behalf of the Bank N$150 000 for construction of a dam for the Tegako 2020 Women in Business Cooperative. Tegako will use the dam for tilapia farming, as well as for irrigation of an orchard of 500 trees and vegetable plots. Tegako 2020 Women in Business Co-operative is a group of visionary women from Olulongo in the Oshana Region. The Co-operative, which benefits widows, pensioners, orphans, those living with HIV and aids and others, engages primarily in traditional income generating activities, of which tilapia aquaculture is one. Martin Inkumbi said, the Bank elected to finance the dam as DBN sees it as having good potential to uplift the livelihood of this group of rural women, their families and the surrounding community. He said that the dam will provide food security to members of the Tegako Co-operative, and hoped that tilapia catches would be productive enough to also provide an income to Tegako, and make the Co-operative self-sustaining. Inkumbi also linked Tegako to sustainable agricultural practices. He said that agricultural industry is vital to reduce rural poverty. Rural poverty leads to urban migration, which in turn leads to urban poverty. By promoting prosperity in rural areas and smaller centers the Bank strives to balance socio-economic wellbeing across the regions of Namibia. Talking about the significance of dams, Inkumbi said that water storage represents a current resource for the economy but is also critical for providing a buffer against drought. The further value of dams lies in catering to the water requirements of future generations. In light of this, Inkumbi said, the Bank makes available finance for water storage infrastructure, such as dams and reservoirs, as well as water distribution infrastructure. Noting that the Co-operative was established and is managed by women, he said DBN seeks to transform economic participation in favour of women. The Bank is well aware of the critical role of

women in providing for their families and the benefits they bring to communities. The Bank recognises that by providing finance for women entrepreneurs, it will strengthen their opportunities to spread the benefits of their incomes

and give them the ability to create opportunities for other Namibians. Inkumbi concluded by noting that the project fulfils four of the Bank's six pillars of corporate social investment. The project, he said provides an exemplary means of

poverty alleviation but also skills development, community health and environmental benefits. The Bank also provides funding for educational initiatives and improvement of the broader business environment.

SWAITEX Registration Closing Soon The NCCI has spent the past few months planning for the upcoming Swakopmund International Trade Expo (SWAITEX), taking place from 10 – 13 October at the Dome, Swakopmund. The event is now the premier fixture on Swakopmund's events calendar and attracts many visitors and investors to Swakopmund and the Erongo Region. Last year, the event hosted 153 exhibitors, 235 stalls and had more than 13 000 visitors. This year, they plan on going even bigger under the theme: Local Economic Growth, Through International Trade, to emphasise the need for increased international trade. Speaking on the importance of this year's theme, Chairman of the NCCI, Swakopmund Branch, Mr Paul Ndjambula stated: “SWAITEX provides business owners, based in the Erongo Region, with a rare opportunity to showcase their goods and services to the Region and beyond.” This year, as part of the drive to attract foreign direct investment and to market Erongo

Region as an attractive investment destination, the NCCI Swakopmund in partnership with Conference Link and the Government of the Republic of Namibia under the auspices of the Office of the Governor of Erongo Region will host the Erongo Economic Conference 2018, under the

theme “Local Economic Growth through International Trade”. This platform aims to highlight investment opportunities to local, regional and international investors in targeted sectors that have the potential to contribute towards economic growth and job creation.” The Erongo Economic Conference will be hosted simultaneously as SWAITEX to add value to the event and ensure the focus remains on

business. “Through this conference, we intend to create dialogue amongst experts, within and outside the Erongo Region, in order to reflect on the current economic climate and its impact on local business. This platform must stimulate actors in the market to examine and identify the best approaches to overcome the challenges facing the business community,” concluded Mr Ndjambula. Huis Palms Loslitdag Water crisis hits Walvis Bay state hospital The Walvis Bay state hospital is in peril once more. The hospital ran out of water this week and the situation deteriorated as toilets became filthy and unhygienic and there are reports from members of the public that there was no water to wash new born babies. This crisis follows less than a month after a severe food crisis hit all four state hospitals in Erongo, prompting the public, the business community and the regional government to donate food items and bringing into being a crisis food bank. [The food crisis is still ongoing.] A woman phoned namib times yesterday and complained the hospital has been without water for five days. The newspaper took the matter up with the Acting Regional Health Director, Dr Amir Shaker, who confirmed there was a water pipe rupture. Counter to allegations the hospital was with-out water for five days, Dr Shaker said it was only for one day (Wednesday) and that the situation returned to normal. After the telephonic conversation with Dr Shaker, patients said there was still no water. Taps and toilets were dry and the situation was highly unhygienic. Pictures were taken (after the call to Dr Shaker) showing toilets in extremely unhygienic conditions. The woman also alleges staff had to use water hoses connected to the fire hydrants to clean the toilets. With nearly an hour after the phone call to Dr Shaker there was still no water. It was then discovered after the pipe was repaired, someone forgot to open the main water supply tap. Once that was done, a second pipe rupture caused another water disruption. “New born babies can't be bathed, the toilets can't be flushed and the hospital cannot be cleaned. Water spray bottles are being used for sanitation”, the distressed woman told the namib times. · At 14:30 yesterday a patient reported that the taps were still dry and the toilets were not functioning. Lesley !Hoaëb, Delano Müller and Julian Müller Rudi Bowe The Namibian kickboxing champions Delano Muller, Sensei Leslie !Hoaeb and Julian Muller became the undisputed champion of their Sub-Saharan Titles at Desert Storm II that were hosted by the Namibian Kickboxing Federation (NFK) in Walvis Bay. Julian Müller defended his Light Heavyweight title after clinically stopping the South African Champion Petrus "Bafana" Mayisela in the third round of their battle for all the belts. Mayisela, nicknamed "Bafana", started the unification bout only marginally better, landing some crisp shots as he battled with Müller 22, for the centre of the ring in a tentative opener. The fight, though, sparked into life in the next as the Julian quickly ceased control and dropped his southpaw opponent with a sharp, chopping left hand, after several right hooks and kicks had landed cleanly. Julian regained his senses and fought to reach the end of the round, but, at almost ultimate ease and continued to dominate as the fight entered its third stanza. Bafana come back with a few punches and kicks before he again injured his right shoulder that forced referee Gert Kotzee stopped the fight. Lesley !Hoaëb retained his Super Lightweight Sub-Saharan Title after beating Bruce Gumbo from Zimbabwe with points after five rounds and Delano Müller is crowned the Atom Weight champion after beating the South African Thabiso Mkhwebane. The NKF President Anita De Klerk said "I'm particularly very proud of all the fighters who participated in Desert Storm II as it takes courage to step in the ring and I respect each fighter". Anita added that it is important to support our youth in sport and that it is indeed an honor for the NFK to host International Martial Artists and the Namibian Teams at the Harbour town. She also mentioned that the response was so

overwhelming, and that the Federation already secured bookings for Desert Storm III in 2019. "We look forward to 2019 and another successful year for the Namibian Martial Artist" Anita added. Swimming Championships Isaac Chikosi set new records

22 records in total were broken at the recent Namibia National Swimming Championships 2018 held in Swakopmund over the weekend. The championships which took place at the Cube Swimming pool began Thursday last week. Swimmers ranging from 6years -60years participated from clubs hailing from Windhoek, Oranjemund and Swakopmund. The clubs included Aqua Swimming Club, Dolphin's Swimming Club, Marlins, NSA, Oranjemund Sandsharks & Swakopmund Swimming Club. Joanne Liebenberg broke the 1500m Freestyle NASU record. In addition, Mikah Burger broke 3 records; the 200m and 400m individual medley, as well as the 200m backstroke short course record. An exciting 7 records were also broken by Jose Canjulo.

The gymnast Lance Potgieter and Carene van Zyl from Walvis Bay Private High School was nominated for the Junior Sportsman and Junior Sportswoman respectively. The announcement of the nominees for the15th edition of the Namibia Annual Sports Awards (NASA) was made by the Namibia Sports Commission. NASA is jointly organised by the Namibia Sports Commission (NSC) in collaboration with the Ministry of Sports, Youth and National Service will be held on 27 October at the Dome in Swakopmund. The awards carry a total of 14 categories which recognise and reward individual male and female sports, media personalities, national federations and umbrella bodies. Achievements recognised for the 2018 awards will be for the period 1 September 2017 to 1 September 2018. The theme for NASA 2018 is "All Star Night, Driven by Passion to Win". Hangana Going From Strength To Strength Media Release Only in its second year since the sponsorship take-over by Hangana Seafood, the annual coastal Hangana Hake Run & Ride is going from strength to strength. Official registrations closed on 16 September with an influx of entries that have already surpassed last year's entries with close to 800 participants confirmed. Late registrations will be accommodated the day before the event on 5 October between 14h00 (2PM) and 22h00 (10PM) at the Jan Wilken Stadium in Walvis Bay. This landmark sporting event takes place on 6 October in Walvis Bay and combines seven different running and cycling events under the banner of the Hangana Hake Run & Ride. It also coincides with the Walvisfees (Whale festival) at the Jan Wilken Stadium in Walvis Bay on the same weekend, which offers live music, food stalls, fun and entertainment for the entire family. The running events include a 42.2km marathon (qualifier for the Two Oceans and Comrades marathons), a 21.1km half marathon, and a 10km fun run. The cycling events include a 92km road race, a Namibian Cycling Federation sanctioned event, a 21km fat bike and 21km mountain bike race and a 5km kiddies' race. The event is hosted by Hangana Seafood, a subsidiary of the Ohlthaver & List (O&L) Group. Nedbank Namibia, well-known for its support of cycling in Namibia, has once again come on board with a sponsorship of N$100 000 towards the event. The half marathon event starts half-way between Swakopmund and Walvis Bay at Long Beach and follows the same coastal road to the finish line at the Jan Wilken Stadium in Walvis Bay. The 10km fun run offers runners the unique opportunity to take in the tranquil scenery of the Walvis Bay lagoon as a section of the race is run along the promenade. The most popular long distance road cycling event (92km) sees Namibia's top cyclists compete in a race that takes them from Walvis Bay out into the Namib Naukluft Park on the C14 road past the Walvis Bay airport to a turnaround point before returning to the Jan Wilken Stadium. The 21km mountain bike and 21km fat bike races offer participants the unique opportunity to appreciate Walvis Bay's unrivalled desert and salt pans scenery. There is even a 5km kiddies race to ensure the entire family can participate in the event. Arguably Namibia's oldest sporting event, the Hangana Hake Run & Ride has a unique history that dates back to the 1980s. It started out in 1983 as the Ovenstone Shield before being renamed as the Ovenstone Dolphin Marathon. From 1986 onwards, until Hangana Seafood took over the sponsorship in 2017, it was known as the Lucky Star Marathon. Although dominated by local entries, the event is growing in popularity for participants from neighbouring countries who not only visit Namibia to take part in the event, but also use the opportunity to enjoy our country's unique tourist attractions.
