A quarter of cases currently under investigation by the AntiCorruption (ACC) in Erongo are related to corruption in local authorities. The only clean bill of health is Arandis Town Council which has never been under investigation by the ACC. These statistics were made public on Wednesday at a work session the ACC held with the various local authorities in Erongo under the theme: "Enhancing Transparency and Accountability in Local Authorities". The work session was aimed at chief executives, management cadres, mayors and local

authority councillors from across the Re-gion. Mrs. Frieda Kanyama, a Senior Investigating Officer of ACC in her presentation explained reports of corruption in local authorities are mainly over alleged irregularities with tenders, recruitment and land deals. Since the Erongo office of the ACC opened in 2012, a total of 209

cases were registered in the case management system. At the moment there are 83 active cases, of which 5 are new cases, 56 are under investigation and 22 are now prosecuted in criminal courts. Of these 83 cases, 21 involve local authorities. That represents 25 %. The Erongo office has four investigators and one police officer. Continues on Page 2

NEEEF will not benefit the “already� empowered Only a very small segment of black Namibians, whose economic status shifted since independence from "previously" disadvantaged to "already empowered" previously disadvantaged will benefit from whatever the final form would entail of the National Equitable Economic Empower Framework (NEEEF). Also, NEEEF would be more about the empowerment of communities and groups, and not individuals. The above assertion is if the words of President Hage Geingob are correctly interpreted from his keynote address on Tuesday in Windhoek, at the opening of the Namibian Cabinet's workshop on NEEEF. The workshop is the final leg of a national consultation process, which includes the consideration of con-

cerns by the public and industries. Part of the proceedings also included an overview by the Namibian Prime Minister, Saarah Kuukongelwa Amadhila, on the evolution of NEEEF. Also presenting the case for NEEEF at the workshop was the Chairperson of the Law Reform and Development Commission, Miss Yvonne Dausab. Dausab's input was of particular

importance, as one of the principal challenges to the successful implementation of NEEEF is its conformity to the provisions of the Namibian Constitution and the various relevant pieces of legislation to this framework, particularly the Affirmative Action Act (Act 29 of 1998), the Racial Discrimination Prohibition Act (Act 26 of 1991) and other legislation governing key

One of the oldest schools in Swakopmund without library and laboratory to this day Sharlien Tjambari Festus Gonteb Primary school is one of the oldest primary schools in Mondesa, Swakopmund. The school opened its doors to the community in 1964. Yet, to date this school does not have a library, school hall or even a science laboratory. Mr Lenga Abraham of Festus Gonteb Primary School says his biggest concern is the fact that the learners are unable to do their projects and research for homework, because the school does not have a library facility. "As a learner, one needs to explore and not only depend on what the teachers are feeding you intellectually. How can learners explore without having a place where they can go during school hours to read and expand their horizons through and studying?" According to Abraham, the absence of a library at school makes it very difficult for learners and teachers to get information on critical topics requiring research. He explains: "if one compares the situation at his school with some of the situations at home, where some learners do not even have access to the internet, this is a contributing factor to poor performance at schools. Adding: "Only a few learners have library access cards to utilise the library in town. Not all of the learners are able to use the Rössing Foundation Library in Tamariskia, and only about 10% of parents are in a position to assist their children with homework. This is a serious problem", explained Abraham. On the flip side of the coin: it is not that the school is sitting idle and not trying to make a difference in getting a library. According to Abraham, the school last year managed to buy two empty freight containers with the idea of converting them into one spacious library space. Also to install shelving, electricity and adding desks and chairs. Unfortunately, this exercise is more costly than originally anticipated. It would therefore take at least another year before this project would bear fruit. More funds needed to be raised. The same as funds were raised to buy the two containers. "We need help. Yes, we are a Government school and do get a Government grant, but the grant is for operational costs only. I strongly believe that education is a joint venture and not the responsibility of the Government alone. I appeal to the business community and the mining industry in particular to please help us, by donating towards this project. We

would highly value any kind of involvement from your side. We have a lot to do here at our school, and we need everyone's support with this big project we are about to embark upon", Abraham pleaded. Abraham said the school would even make any materials donated useful. He explained he dreads the day his learners go to high school and they find themselves disadvantaged because of the lack of access to information or exposure to laboratory subjects. Despite the school's disadvantage, according to Abrahams many people successful in their adult lives today passed through this school as learners. He urged old scholars to put shoulder to the wheel and assist the school to make its developmental ends meet. Another critical aspect that needs attention is a boundary wall around the school. "The current fence is inadequate to protect children and we have maintenance issues with the ablution blocks and we also need assistance with an ongoing project to fix old school furniture, as this is much cheaper than buying new ones. We need from taps to tiles and even flooring – anything can help us, and we appreciate even the smallest donation." Kanyama also shared statistics of corruption cases per local authority in the Region: Henties Bay (5); Walvis Bay (6); Omaruru (4); Swakopmund (2) and Usakos (2) and Karibib (2). A conclusion was drawn that corruption can only be fought with strengthened systems and processes and good corporate governance. This must be augmented with training, awareness and education. Those present at the work session also aired their concerns over corruption. Concerns included the time it takes for investigations to be completed and others felt they only hear of cases against their colleagues through the media. An ACC officer explained the chief executives of any local authority are always informed first in the event of an investigation, except in instances where records or assets needed to be confiscated to start an investigation. Only then is the information channelled to the media.

Definitional issues: such as Previously Disadvantaged Person and Private Enterprise; 2. Whether all aspects of NEEEF should be mandatory – some argue that the ownership and management representation pillars should be voluntary – let us debate this matter. My view is that the entire framework should be mandatory, given the past failed experience of voluntary transformation; 3. The role of sectoral charters [we must be flexible in our approach]; and 4. Monitoring and funding mechanisms. The framework makes provision for a monitoring mechanism, while it is absent from the Bill. I support a proposal that a monitoring mechanism should be included in the Bill. On the funding mechanism, we must be flexible, and hold hands. Government cannot carry the sole burden on financial empowerment. It must be a collective responsibility, including Government, development finance institutions such as the Development Bank of Namibia, AgriBank, the Government Institutions Pension Fund, private sector financial institutions, and participating enterprises."

One killed and several injured in two accidents

Forty-four-year old Flora Seibes was killed in a car accident on the D1953 road between Otjimbingwe and Karibib last Thursday, the Namibian Police headquarters in Walvis Bay reported this week.

Seibes lost control of her vehicle on a bend in the road. (Picture herewith: the vehicle which was driven by Seibes). There were two passengers travelling with her in the vehicle, a 45-year-old man and a 25-year-old woman who sustained serious injuries. In another related incident, a case of reckless or negligent driving was opened at Usakos this week. At around 22:15, a 23-year-old man driving a red Toyota Wish (7-seater) with the registration number N23180S lost control of his vehicle. It swerved into the oncoming lane and slammed into a Toyota Fortuner. Neither of the drivers sustained injuries, but two passengers in the Wish sustained serious injuries and were evacuated to Windhoek from the Usakos state hospital.

6-year old girl killed in shack fire in DRC A six-year-old girl died in a shack fire in the DRC informal settlement of Swakopmund at around 21:35 on Monday night. The girl was sleeping in the shack along with her mother and a friend. A case of unnatural death was opened at the Mondesa police station. The deceased and the owner of the shack went to bed after dinner. According to neighbours, they only heard someone screaming for help, but by that time the

A Swakopmund resident is left disgusted after witnessing a man and a woman stealing her garden plants on Wednesday evening at her residence at Extension 15, Vineta. The resident, Lienette de Jager explained as she was pulling up to her home, she saw the two people pulling out plants from her garden. Before she could get a look at their faces, they drove off in a white Corsa light pick-up. According to de Jager she paid N$200 for the plants just recently and is left disgusted at how low people's mentality can sink. De Jager made contact with Swakopmund Neighbourhood Watch and was told that similar incidents occurred at other residences and the white Corsa keeps features in all incidents. There were similar incidents at Jetsky Park and at holiday apartment on Strand Street. "I paid so much for that beautiful plant, only to have it stolen! It is very disgusting that someone would do that to others. I would like to warn everyone to please be aware of a man and a woman in a white Corsa light pick-up. They steal your plants. If you see them, please inform the Swakopmund Neighbourhood Watch. Remember to take down the registration number", urged de Jagger. De Jager expressed her resolve to lay charges against the culprits. To steal plants can lead to criminal prosecution, as it amounts to theft and/or malicious damage to property and trespassing.

More oil exploration drilling in Namibia The drill ship Poseidon is expected to arrive off Walvis Bay on Monday where it will lie at anchor off the port of Walvis Bay for several months before starting with drilling exploration for Tullow Oil Namibia. Tullow Oil Namibia holds a petroleum exploration license (PEL 37) in the Cormorant prospect in the

Walvis Bay basin off the Namibian coast, some 450 km south of the Angolan/Namibian border.

Etosha Fishing Remains Committed To School Feeding Programme Etosha Fishing remains steadfast in its commitment to carry on with its school feeding scheme, despite the three year moratorium imposed on pilchard catches by the Ministry of Fisheries and Marine Resources last year. The company supplies canned pilchards to seven schools across Walvis Bay, feeding about 2,200 learners every day during school days. This figure has increased from 1,800 learners in 2017, illustrating the dire need that exists for a proper meal among underprivileged young school children. The feeding scheme is coordinated through the Promiseland Trust, a non-profit welfare organisation that cares for and assists disadvantaged and destitute children in the poor communities of Walvis Bay. Merlus Seafood Processors also contributes to the feeding scheme with the supply of about 750 loafs of bread on a weekly basis. Annually about 25 000 loafs of bread are distributed through the Promiseland Trust feeding scheme. “Despite tough times, we cannot default on our promise to provide at least one daily meal to these underprivileged children. This is often the only wholesome meal that they will receive in a day,” Etosha Fishing MD Pieter Greeff said. Etosha Fishing has been part of the Promiseland Trust feeding scheme since its inception in 2013. Etosha Fishing Corporation is a leading player in the pelagic fishing industry and currently the only operational cannery in Walvis Bay. It cans pilchard for well-known brands such as Lucky Star and Glenryck. It also pioneered value addition to Namibia's own Horse Mackerel with the introduction of its home-grown, canned EFUTA Maasbanker brand in 2014. In view of the decline of Namibia's own pilchard resource in recent times and to sustain jobs at its cannery, Etosha Fishing has been importing on average between 8,000 and

10,000 metric tons of frozen pilchards annually since 2010 for local value addition. “We are really blessed with the food donations. There is a huge need for this among our children,” said Mrs Eixas of the Tutaleni Primary School in Narraville. The school has about 1,440 learners and conducts two feeding sessions daily – one in the morning and one in the afternoon. The canned pilchards are warmed up and served with either pap or bread. A touching personal letter from the learners of !Nara Primary School addressed to Etosha Fishing reads: “Thank you, you are our godmother. Thank you for supporting us. We the learners of !Nara school get energy from your food and this helps us to concentrate better at school because we enjoy your food.” Schools that benefit from the feeding scheme include Tutaleni Primary, Flamingo Primary, Dune Side High, Narraville Primary, !Naras Primary, Duinesig Primary and Kuiseb Primary schools. Promiseland also has its own feeding project that benefits from Etosha's pilchard donations. The Trust provides daily meals in two sittings from Monday to Friday for roughly 250 vulnerable children at the Promiseland Centre in Kuisebmond. The first meal is prepared and served to pre-primary children during their morning activities at the Promiseland Centre and the second for school-going children in the afternoons. CCTV for Walvis Bay on the cards The move to install surveillance cameras across Walvis Bay and its satellite suburbs of Langstrand and Dolphin Park (Eco Village and Afrodite Beach) has been under discussion on Monday night during the first of a series of public meetings. The meeting took place at Erik's Cove Restaurant and was attended by some 40 residents of the area. The meeting was chaired by municipal traffic chief Eben Platt and the commanding officer of the Namibian Police for crime prevention, Warrant-Officer Shapumba. Shapumba made use of this platform to update the community on the latest trend in crime. Platt informed the public that the Council of the municipality of Walvis Bay approved in principle the installation of surveillance cameras across the Walvis Bay urban areas, but that only a limited budget has been approved for that purpose. The eventual objective is to conduct surveillance with the cameras from a central control room. This however, is a process that can only be achieved in the long run. The immediate future for such a project is for smaller pilot projects and for the public to assist to fund these pilot projects. Pilot projects are important, as it is more affordable and provide for trial and error. Platt invited all surveillance camera service providers to provide proposals and come forward with initiatives. The acquisition of surveillance equipment with municipal funds will be done through a procurement process.

Und sie fügt hinzu: “Es braucht nicht jede Woche oder jeden Monat zu sein. Selbst einmal pro Quartal, Trimester oder Jahr lässt sich viel machen.” Da sich etliches in den Schulen und in der Gesellschaft verändert hat, ist auch der Aufgabenbereich des Deutschen Schulvereins einen Weg des Wandels gegangen. Mit der Eröffnung eines Deutschen Zentrums an der Küste erhofft sich der DSS, wieder etwas Beständigeres aufzubauen, das dem Erhalt und dem Ausbau der deutschen Sprache in diesem Lande dienen kann. “Wie genau sich alles umsetzen lässt, das müssen wir sehen”, meint die Sekretärin des DSS. “Erstmal brauchen wir Leute, die nicht nur Interesse haben, sondern auch wirklich gerne für andere etwas anbieten möchten.” Wer Interesse am Erhalt der deutschen Sprache und Kultur an der Küste und etwas in der Richtung anzubieten hat, der melde sich bei Stephanie Kirchner unter 08112746 15 oder swkdss@ gmail. com.

Liebe Frau Kinghorn, Nun möchte ich doch auch gern meinen Senf zu dem Leserbrief von Herrn Peter Adrian geben. Ich hoffe sehr, dass dieser Brief aus Ignoranz geboren wurde und nicht als persönliche Attacke gegen das MuseumsCafe gesehen werden sollte? Die meisten Cafes in Swakopmund schließen gegen fünf am Nachmittag, sprich FOUND Bojos, Village, Café Treff, Museums-Café usw.. Das hat einen ganz einfachen Grund. Für jede Stunde, die man länger auf ist, steigt auch der Kostenaufwand für Personal. Wenn also ein Café pro Stunde, sagen wir mal N$300,an Stundenlohn fürs Personal (Küche, Bewirtung, usw.)

Leider ist es so, dass man nach fünf zu gewissen Zeiten des Jahres kaum noch auf Laufkundschaft in der Innenstadt oder auch am Strand hoffen kann. So macht sogar Bo-jos zur Zeit oftmals am Sonntag gar nicht erst auf, was ich voll und ganz verstehen kann. Aber es gibt ja auch andere Möglichkeiten. So freut sich das Farm-

Cabous Olivier scoops the Bronze Carel (Cabous) Olivier (19) of Walvis Bay has just competed in the World Youth Bowling Championships, played at Burnside Bowling Club, Broadbeach, Queensland, Australia. All the competitors are younger than 25 years of age and this young man won a bronze. 35 bowlers from 15 countries took part in the competition. The categories were Men's singles, Ladies' singles and Mixed Pairs. The Namibia Bowls Association has sanctioned Cabous to compete, but could not contribute to the costs of his trip. No Namibian ladies entered, so Cabous was entered in the Mixed Pairs with bowler Connie Rixon from Malta. There were 18 bowlers entered in the Men's singles and 17 in the Ladies' Singles. Cabous did not fare too well in the Men's singles. The competition was played in two sections, with nine players in each section. Cabous ended 7th in his section. In the Mixed Pairs, which was played as a complete round robin in two sections of 8 and 9, Cabous and Connie Rixon performed very well. They won six of their eight games, to end in second place. The winners of the two sections were both Australian pairings and they went straight through to the semi-finals. The second- and third pairings had to play out for a spot in the semi-finals. Cabous and Connie had to play the team from Hong Kong China (Angel So and James Po). They won this elimination final convincingly by 19 shots to 12, which meant they went through to the semi-finals. Against Australia 1 in the semi-final, which was played over 18 ends, Cabous and his partner, Connie, fought well but lost by just one shot. The final score was 17-16. This means that Cabous and

Connie won the Bronze medal. In this Tournament, Bronze medals are awarded to both teams that lost in the semi-final round. Cabous at 19-years old was probably the youngest player of this tournament. He has been playing bowls for 4 years. He completed school last year and is currently studying at the Potchefstroom University. He flies back from Australia this weekend and will return to the books at once. He will then fly to Windhoek on 25 March to join the Namibian Commonwealth Games Team which are traveling to Gold Coast to compete in the Commonwealth Games from 4th to 15th April. He is the youngest player to represent Namibia in bowls at the Commonwealth Games. That is since 1994 when Douw Calitz represented Namibia for the first time at the Commonwealth Games in Canada. He was also 19 at the time. Today, Douw and Cabous are playing in the same Commonwealth Games team. Last year Cabous traveled to St. John's Park Bowling Club in New South Wales, Australia, to represent Namibia at the annual World Bowls Singles Champion of Champions Tournament. A total of twenty eight countries entered the Men's event, which was played as a complete round robin in two sections. Cabous won seven of his thirteen games and ended seventh in his section and sixteenth overall. He was the youngest player at this event too. The Commonwealth Games will get underway on

Wednesday, 4 April, with the Opening Ceremony, before the events start early the next morning. Competition will continue until the afternoon of Sunday, April 15, 2018, with the Closing Ceremony that evening. Both ceremonies take place in the Carrara Stadium. The Namibia Bowling Association (NBA) will send four men and four women to compete in the Lawn bowls events. A full men's or women's team consists of 5 players, but the Namibia National Olympic Committee (NNOC) informed the NBA that the number of athletes that will be allowed to compete in the 2018 Commonwealth Games has been reduced and we will only be able to send 4 ladies and 4 men. This was conveyed to the National Selectors and they had to rethink the selection and unfortunately could now select only 4 players from each gender. This was a very difficult decision and was not taken lightly as one player from each gender had to be dropped from the team originally chosen. The reduction of the teams means that the players cannot compete in all four disciplines, namely Fours, Triples, Pairs and Singles. The Selectors therefore had to make a decision as to which disciplines to enter and chose to enter for the Fours and Triples, so as to give the players the maximum number of games possible with one player short. van den Bergh won the gold medal in Singles at the African States Tournament (AST) last year. She and AnjuleenViljoen also won the gold in Pairs. The men, Will Esterhuizen and Douw Calitz won the silver in Pairs at AST but Namibia is unable to compete in these two disciplines at the Commonwealth Games. The players that have been selected to represent Namibia at the Commonwealth Games are:
