As is the case with almost all issues in life, a few rotten apples spoil the bunch. The call-out fee of N$250 introduced by the private Medi-Clinic Cottage Hospital in Swakopmund at the end of 2017 is an effort to curb medical aid abuse and fraud. This was revealed this week by hospital manager Peter Sander after public outrage from an article in this regard in Tuesday's edition of namib times. Unscrupulous people defrauding or abusing the medical system have resulted in the introduction of the fee and the majority of law abiding and honest citizens has
to suffer as the result. The article in the newspaper also drew hundreds of social media reactions of the public already burdened by rising medical and medical aid costs now also having to fork
out this additional cash fee if they visit MediClinic Cottage Hospital in the event of a medical emergency. While Sander cleared up various concerns raised after the new call-out tariff was intro-
duced, he admitted no official notice was sent out to patients in advance, informing them of this decision. Hence, not only outrage by those who found out of the fee when they needed
medical assistance, but also those who heard of the call-out fee's introduction through reporting in namib times. According to Sander, a meeting with various doctors in Swakopmund was held on Monday evening (29 January) where the issue at hand, in particular the article by namib times, was
discussed. He did confirm that it was ultimately the doctors' decision to implement the changes in the payment procedure, when patients are taken up in the emergency room after hours. Sander continued to say the tariff was introduced in December 2017. "It became very evident that the majority of visits to the

“Abuse and fraud� urged doctors to charge Cottage Hospital call-out fee Continued from Page 1 Emergency Centre were for cases that cannot be classified as 'emergency cases' but rather cases where patients seek the services of a doctor after normal working hours for convenience sake. These "medical emergencies" could have been taken care during practice hours, but people don't want to wait to see a doctor or postpone the issue to prevent having to take time off from work. He added that this phenomenon "is on the increase and is coupled with a few irregularities or concerns". The fact that patients rather go to the emergency room can be regarded as "inappropriate use of services", as ultimately the medical aid service providers have to cover both the hospital's facility fee, as well as the doctor's fee when a patient consultation occurs in the Emergency Centre. "The view [of the doctors] is that in many cases patients make use of the Emergency Centre as a facility of convenience rather than true necessity". Another factor for this decision was medical aid fraud committed by some patients. "This is also on the rise and usually picks up towards the latter stages of the year when normal benefits and limits have been exhausted", he explained. Medical aid identification cards presented may also be outdated, provide inaccurate information and the after-hour resources available at the hospital are not always in a position to verify the validity of the information on the cards. "The Swakopmund doctors have therefore collectively decided on implementing an upfront cash payment for medical aid members (similar to private patients and visitors) in an effort to curb abuse and fraud", Sander added. According to Sander, the fee of N$ 250 charged for medical aid members is allocated entirely to the doctors' account and it will only be payable if there is a need for the doctor to come out to attend to the patient. But what happens if a patient in the Emergency Centre does not have the money? "One has to be clear on how one would define an emergency and this is ultimately determined by the doctor on call after consultation with the attending Emergency Centre staff on duty. It is the hospital's policy that all emergency cases will be attended to, and we have the full support of our attending doctors' for these events. Even when we suspect a patient may not appear to have any medical aid cover or cash with him or her. Only once such patients are stabilised, we will discuss payment options and transfer to an affordable, alternative medical facility", Sander said. According to him, the new fee charged by the doctors is only applicable for patients admitted to the Emergency Centre (outpatients) and specifically require the doctor on duty to be called out to the hospital. It also applies to patients insisting that a doctor must attend to them. Sander did not confirm if this new tariff applies to all private hospitals as each hospital operates individually and have different arrangements when it comes to providing Emergency Services.
Container terminal now 76% complete The Namibia Ports Authority (Namport) confirmed yesterday construction progress to the container terminal on reclaimed land in the port of Walvis Bay reached the 76 % mark and is due for completion early 2019. This is the latest official report on this multi-billion Namibian Dollar project. According to statistics released by Namport yesterday [1 February 2018], construction progress on the terminal is as follows: dredging works 97 %; Land Reclamation 95 %; Ground Improvement 95 %; Revetment 95 %; Paving 10 %; Services (various) 30 %; Electrical feeder 94 %; Quay wall 77 %; Administration block 65 %; Workshop 70 %; Passenger liner jetty 90 % and marina/breakwater 30 %. One of the major components of the project is the commissioning of 4 new Ship to Shore Container Cranes (STS's). The cranes came at a cost of N$110 million each. This will be the first time that these cranes will be deployed in the Port of Walvis Bay. Namport has, to date made use of mobile cranes to load and offload containers from vessels. Most modern ports however, make use of Ship to Shore Quay cranes. These cranes are far more productive than mobile cranes and as such ship turnaround times are much faster. The 4 STS cranes departed Shanghai, China on 30 December 2017. The current expected time of arrival (ETA) in Walvis Bay is on 10 February 2018, but this date is preliminary. The supply and delivery of these 4 x STS cranes form part of the EPC contract with China Harbour Engineering Company (CHEC), which was signed on 8 November 2013. The cranes were manufactured by ZPMC, the largest port equipment manufacturing company in the world. Manufacturing of the cranes started on 10 October 2015. The cranes will be offloaded from the ship as soon as they arrive. Offloading will take a few weeks. After offloading is completed, testing, commissioning and training will then commence and be completed towards the end of 2018. Some interesting facts about these cranes: Height of crane with boom in operational position: 70m; Boom outreach measured from seaside leg: 69m; On a clear day these cranes will be visible from Swakopmund; Total weight of crane: 1290 metric tons; The cranes run on two crane rails which are 100 feet apart and they run for the full 600m length of the quay wall; The cranes are powered by electricity from the national grid; Each crane is fed by a trailing electricity cable which conveys electricity to the cranes at 11000 Volts; At peak load one crane draws 2.5 MVA; Whereas Namport's current mobile cranes can load/unload approximately 15 containers per hour on average, these STS cranes can do at least double that, i.e., 30 to 40 containers per hour. Thus the ship turnaround times are expected to be much faster, which will in turn allow more vessels to be serviced. Fast ship turnaround times is what make container terminals attractive for shipping lines.

Minister Sophia Shaningwa hands key to Mass Housing owners in Swakopmund today The Minister of Urban and Rural Development Sophia Shaningwa this morning in Swakopmund hands over keys to several new home owners under Nambia's Mass Housing Development Programme. The event moves forward the objective of having Namibian's live in decent housing conditions by 2030, as opposed to the current situation whereby hundreds of thousands of people endure the daily trials and tribulations of life in informal settlements and backyard squattering. A police detective from Swakopmund has some serious explaining to do, after an alleged murderer's case was struck off the roll in the Swakopmund magistrates court recently due to an incomplete investigation. What makes this case even more of a disaster for justice is the fact the alleged murderer in a plea confessed to the murder. Kamboi Kamwangu was arrested on 20 January 2017 after he alleged stoned and also stabbed his girlfriend, Sharlene Vihanga, to death in Swakopmund's DRC settlement during a domestic quarrel that turned deadly. Five passenger liners will call at the port of Walvis Bay during April this year, entries in the daily port log of Namport indicate. On 1 April the passenger ship Astor arrives in Walvis Bay. It is followed on 7 April by Amsterdam and Regent Seven Seas Navigator. The passenger ship Europa is expected alongside on 11 April and Queen Elizabeth II on 26 April.

School receives copy paper The Kuisebmond Project Primary school last week received five boxes copy paper from the Aitsama Khâibasen Women's Group in Walvis Bay. The chairperson of the group Ms Juringa Naris said at the hand over that the group received money from one of their partners from Germany and that the group felt that they will use the money to buy copy paper for the school. The Aitsama Khâib a s e n Wo m e n ' s
Group is a non profitable organisation that has been in existence since 2013 to empower, educate and help people all over the country. The only income for the group is the N$100 contribution that each of the 26 members are paying monthly. This money is been used for all the admin
duties that are done at the office in Kuisebmond. The Principal of the school said that they at the school are very happy for the paper and thanked the women's group for selecting her school. Most of the kids at the school are from the disadvantaged community in Walvis Bay.

A 25-year old Windhoek resident hospitalised at the Walvis Bay state hospital under police guard After she caused the death of her newborn girl on Friday after inserting an abortion pill. The developer of the ten-storey "Sur la Plage" development to be located at the site of the old swimming pool in Swakopmund is now facing this reality too. Whilst the initial building design was not approved by the Swakopmund Aesthetics Committee, the Namibia Ports Authority (NamPort) has now also stepped in, as the current building design will obstruct the beam of the Swakopmund Lighthouse. International Dendrology Society plants tree in Swakopmund Sharlien Tjambari
Members of the International Dendrology Society (IDS) visited the Scientific Society of Swakopmund (SSS) this week and on Wednesday marked this occasion with the planting of a tree behind the Otavi Railway Station building. The building belongs to the SSS and is located on the same property as the Sam Cohen Library. The tree planted by the members is known in German as a "Kirschenbaum", which translates into "Cherry tree". The tour was in honour of the "Big Five Trees" chosen as the flagship species for the tour, they are: Afrocarpus
falcatus, Brabejum stellatifolium, Adansonia digitata, Sideroxylon inerme and the Welwitschia mirabilis. The aims of the society are to promote the study of woody plants and shrubs and to conserve and protect those that are rare and endan-
gered. "We are very happy to be as a society out in the world. We have a tours committee, a council and a scientific committee. We have published books and organised 15 tours around the world with the aim to study trees and connect with
people who have similar interest in trees. To become a member, you don't have to be professional. You only need to be devoted", explained Anke Mattern, Vice President for the Society of Germany and also the organiser of the tour. According to Mattern, the society assists young people to find an interest in subjects concerning trees. The society consists of 1 500 members in 50 countries. The idea of the society originated in Belgium during 1952 and started with only 50 members. Many of these members have their own big tree collections on private
estates in places around the world. Mattern added: "We only plant trees where we want to leave a footprint. We planted one tree at a Nature guest camp called Monteiro Guesthouse, run by Wessel Swanepoel. He hosted us and welcomed the IDS in Namibia at that particular place, as he and his wife have a botanic collection", said Mattern.The reason the group chose to visit Swakopmund, is thanks to Mattern. Mattern, who resides in Germany, heard much about the Scientific Society of Swakopmund in the past. "I
thought if we come here as a society, we can connect and see for ourselves the wonderful pieces of history preserved by the Scientific Society of Swakopmund." A total of ten IDS members visited Namibia: Michael Hunter and Penny Hunter from Australia; Nigel Turner and Jennifer Anne Turner from England; Fergus Kinmonth; Tessa Paul; Stephen Lyis and Lady Penelope Marry Cage from the United Kingdom; Hans-Peter Stutz from Switzerland and Karin BrĂźcher from Germany. The guides are: Dr. Ernst and Irma van Jaarsveld; Prof Eugene
Moll and Ebraime Hull from South Africa; Anke Mattern; Wessel Swanepoel of Namibia; Leevi Nanyeni and Pius Noongo, also from Namibia as well as a local specialist, Trevor Ankiewicz. The group also had an opportunity to tour the Swakopmund Museum later that evening. NamPower has this year awarded twenty-four full bursaries through its bursary scheme, to students starting their tertiary education journeys at institutions in Namibia and the SADC region. The beneficiaries, who hail from 8 regions across the country,will be pursuing studies in the fields of Engineering (Electro-Mechanical, Mechatronic, Electrical and Power), Information Technology, Math and Science, Business Administration and Special Education in several universities across Namibia and South Africa. The criteria for the selection of the
final candidates for the NamPower bursaries included critical factors such as academic performance and financial need. The NamPower Bursary Scheme has been in existence for more than 20 years, and has invested millions towards bursaries for Namibian students for education at tertiary institutions locally, and in other countries in the SADC region.

The fourth Bank Windhoek Long Course Gala took place simultaneously over the weekend in Windhoek, Swakopmund and Oranjemund. A total of 184 swimmers participated comprising Aqua Swimming and Fitness Club (31), Dolphins Swimming Club (95), Namib Swim Academy (5), Marlins (7), Oranjemund Sand Sharks (28) and Swakopmund Swimming Club (18). "The Namibia Swimming Union (NASU) would like to extend its appreciation to Bank Windhoek for making this event possible. With Bank Windhoek's support, we are certain that this will be a successful year for NASU," said NASU's Spokesperson, Jurie Badenhorst. With this being the first long course gala for this calendar year, swimmers lacked pace, but twelve-year-old José Canjulo from Dolphins Swimming Club was on top of his game. He broke his own Namibian record in the Boys 11-12 years 200 metre Backstroke in a time of 2:41.01 seconds, an improvement over his previous time of 2:41.06 seconds. "I have been patiently waiting for the fourth Bank Windhoek Long Course Gala to break my own Namibian record. My arms were burning but I pushed through. I am training very hard – 10 to 12 hours a week. I usually train with the senior group, and this has helped me very well," said Canjulo. Canjulo was selected by NASU's Swimming Selection Committee, as part of the team to represent Namibia at the 2018 CANA Zone IV Championships in Lilongwe, Malawi. He has also qualified to take part in the South African Junior Swimming Championships which will take place from Wednesday 21 to Sunday to 25 March 2018 in Durban, South Africa. In other results, Ronan Wantenaar secured the highest International Swimming Federation (Fina) ranking by points, with 567 points in the Boys 15-16 years 50 metre Backstroke with a time of 29.04, followed by Viktoria Ellmies with 547 points for the Girls 13-14 years 200 metre Freestyle with a time of 2:18.12. Heleni Stergiadis is in third spot with 541 points in the Girls 15-16 years 100 metre Backstroke with a time of 1:11.29. The next event on the swimming calendar is the Bank Windhoek National Championships, scheduled to take place on Thursday, 22 to Sunday, 25 February 2018 in Windhoek.

Leon Smit and Torsten Hermann shine among international cyclists in Snow Bike Festival - Switzerland Two Walvis Bay residents Leon Smit and Torsten Hermann took part in the 2018 Snow Bike Festival in Switzerland between 18 and 21 January, respectively ending in a 33rd and 45th place overall. This four day, very challenging biking race in the snow covered Swiss Alps is very popular among professional mountain bikers and aspiring amateurs worldwide and saw competitors from across the globe participating. The Snow Bike Festival was in the beautiful Gstaad region of Switzerland. Riders could choose from a range of bikes to ride with. Either a normal mountain bike, a plusbike or a fatbike. There were options to swap between bikes, depending on the particular terrain during each stage. Not only is this a most physically challenging cycling race event, choosing the right bicycle for the terrain on offer, it is also skill and endurance put to the ultimate test. 2018 Hollard Ladies Coastal Open Contributed Rossmund Golf Course played host over the weekend to the Hollard Insurance Ladies Coastal Open for the 12th year in succession. A field of 28 ladies from Omeya, Windhoek, Walvis Bay, Henties Bay, Langebaan, Tsumeb and Rossmund entered the tournament, being an official event on the NALGU calendar there was the additional incentive of Merit List Points on offer. The tournament doubled as the First Qualifier for the 2018 Windhoek Lager (Green Jacket) Tournament. Play commenced on Saturday morning at 11 o'clock – weather conditions were excellent for golf, overcast with a slight breeze coming in from the north although temperatures heated up as the day wore on - the course was well prepared and the greens were in excellent condition – running fast and firm. Defending Champion Wilna Bredenhann posted a first round score of 77 gross finishing 3 shots ahead of her nearest rival Wilma van der Merwe. In the “B” Division Suzette Vermeulen was leading by one shot over Mary-Ann Boltmann – whilst Zelda Nel shot an excellent 36pts in the Stableford Division. Overcast and chilly was the order of the day on Sunday with a promise of some wind when the players reached the back nine - as usual Diffie had everything under control and was there on the course to provide the players with a well needed drink and an extra treat on Number 16. Not to be outdone Wilma took the bit between the teeth and soon made up her 3 shot deficit – things ran even until they reached the 18th green where she managed to sink a putt to take the title by one shot. In true Hollard fashion the players
Participants in the 2018 Hollard Ladies Coastal Open were spoilt with lots of surprises both on and off the course not to mention the wonderful prizes on offer – making this a tournament not to be missed and a true highlight on the NALGU Calendar. The tournament was rounded off with a fantastic prizegiving function which included lunch and some information from NALGU President Adri Pienaar on where we are and what lies ahead for Ladies Golf. As always a big word of thanks to Diffie, Berndine, and the rest of the Hollard Team you make this event something special. Diffie commented that for him and Berndine it has become a family affair and they look forward to seeing all the old faces and make no mistake he never misses a new one – greeting all with a warm smile and a hug. He looks forward to seeing you again in 2019. In her acceptance speech Wilma stated that for her it was an emotional day – having stopped golfing in 1995 and only now finding the time to enjoy the sport again and compete successfully – she was totally overwhelmed.
