Walvis Bay is host to an unusual visitor - the floating production, storage and offloading (FPSO) ship, Petrojarl Cidade de Rio Das Ostras. The vessel was pulled alongside at Namdock in the port of Walvis Bay yesterday. Floris Steenkamp Residents of Walvis Bay learnt with shock and horror on Friday of the death of Elna-Marie Abbott, a former school learner and resident of the harbour town. Abbott's decapitated body was discovered on a railway line in Windhoek on Friday morning, two days after she disappeared. Abbott attended school in Walvis Bay for a part of her school career and her father, Johnny Abbott, and some other relatives still reside in Walvis Bay. Although the news of her death came as a shock, there were people close to her who admitted Abbott was suffering from depression. On at
least one occasion in the past Abbott reportedly made an attempt to end her own life by drinking an overdose of pills. Despite the negative, Abbott was described over the weekend as a pleasant and friendly person who always placed other people's lives and feelings first, often neglecting her own emotions in these
acts of kindness. She The late Elna-Marie Abbott was an emotional person, soft-hearted and it was important for her of how people perceived her. The Namibian Police is now following up every possible clue. Elna-Marie Abbott Continued from page 1 a result of suicide and whether foul play could be the cause of her death. The Namibian public in particular is sensitive to incidents of this kind, in the wake of many incidents where women died violent deaths as a result of gender-based violence. Abbott's body was laying in such a position in relation to the railway line that it seems that she either laid down for an oncoming train to severe her head by the neck and in the event of foul play, police investigators keep an open mind and want to determine if someone placed the person or body in such a position that a passing train would decapitate the body. An investigation team gathered various pieces of evidence that will be used to puzzle out the events since she disappeared on Wednesday. It is believed Abbott on Wednesday night sent messages from her cell phone to bid friends and family farewell. When she did not return home, family took to social media on Thursday appealing to the public to come forward with information about her possible whereabouts. Abbott had two cell phone numbers. Both were switched off, but it is believed she was online for a last time late on Thursday afternoon. At the time she was missing for less than twenty-four hours and the Police would only mount a search for a missing person after being missing for 48 hours. Abbott's body was discovered on the railway tracks near Dr. W. Kulz Street early on Friday morning. TransNamib personnel made the discovery of her body. The Namibian Police remains mum on any specific details of the discovery, other than that her head was severed from her body and that the possibility is not ruled out that the train severed her head. Whether Abbott was still alive at the time the train [or other possible force] severed her head is also being forensically investigated. Hours after the discovery of her body, Abbott's vehicle was located in the parking lot of the luxury Merensky Towers overlooking Windhoek's Dr Agostinho Neto Square and the Southern industrial area. The vehicle showed no signs of damage and was locked. The vehicle's keys were handed in at the reception of the Merensky Towers residential complex. Abbott until recently worked at the posh Marigold Hotel. She was a chef by profession. She previously worked at Erindi Game Ranch and underwent hospitality training in South Africa. Inside her vehicle, the Police found bags, including a hand bag, and other belongings of Abbott. All her belongings were neatly packed. Perhaps the most significant of it all are two letters Abbott allegedly wrote which were also found in the vehicle. The content of these letters the Police reportedly shared with Abbott's closest family members. At the scene where Abbott's body was found there were more evidence collected, but due to the fact that the Namibian Police is exploring all possibilities around a cause of death, it would not be communicated on the pages of this newspaper for now. Despite unprecedented public interest in the case and pressure from various members of the public to solve the case, the Namibian Police remains mum on the subject and is combing through every detail and every forensic sample to determine under what circumstances Abbott died.

The Topnaar Traditional Authority leaders recently called a community meeting to seek guidance and discuss the way forward to elect a new Chief, following the passing of Chief, Seth Kooitjie (pictured below). The meeting was held at Utuseb, a month after Chief Kooitjie was buried at Soutrivier. The Deputy Chief, Stoffel Anamab, sat with the bereaved family, a move that unsettled the traditional leaders and also described afterwards as the main reason the meeting referred to here ended without any workable outcome. A second meeting would be scheduled for a new date. At the outset of the meeting, the Chairperson of the Topnaar Traditional Council, Councilor Lena Kasper, explained the meeting served to allow community members to discuss the future of the Topnaar Community in terms of a leader. She added the activities of the Topnaar Trust came to a standstill after the death of the Chief Kootjie. At the time of his death, the Chief was working on various projects. When it was his turn to speak, Councilor Sebedeus Swartbooi caused a stir when he indicated proposals for a new leader must be based on the principles set out in the Traditional Authorities Act. After asking some cashiers if they have not seen her wallet, they showed her to two lady cashiers who were busy searching the wallet for a cell phone number. Mrs Rohmann said” I could not believe my eyes. I am so grateful to these two ladies and want to publicly thank them for their honesty. A white Volkswagen minibus, with the registration number N184183W caught fire on the B2 coastal road near Dolphin Park on Thursday. The vehicle was totally destroyed in the subsequent roadside inferno. The Regional Crime Investigations Coordinator for Erongo, Deputy Commissioner Erastus Iikuyu, confirmed the incident and said no one was injured. The driver of the vehicle was identified as a certain Mr Markgraaff who was the only occupant of the vehicle at the time of the incident. Markgraaff was travelling on the B-2 from Swakopmund to Walvis Bay. He became aware of a strong smell in the vehicle of something burning. He pulled over and discovered his vehicle was actually on fire. Soon flames engulfed the vehicle and it went up in a ball of fiery smoke.
Man arrested for sexual relationship with 13-year-old girl A 28-year-old man was arrested on Friday in Kuisebmond’s Tutaleni, on suspicions of having a sexual relationship with a girl of 13-years-old. The incident which led to his arrest was on 15 March this year when the perpetrator allegedly had sex with the minor girl. The alleged sexual perpetrator and victim lives on the same premises in different shacks in Tutaleni’s Ekhodi Street. The man was arrested and made a first appearance in the Walvis Bay magistrates court yesterday on a count of rape.

NCCI Swakopmund to host Breakfast meeting with Schlettwein Sharlien Tjambari
The Namibia Chamber of Commerce and Industry, alongside its event partners, Standard Bank, Liberty Life, PWC and Namibia Media Holdings, will be hosting the 2nd annual Budget Review Breakfast meeting on Friday, 5 April 2019 at the Dome, Swakopmund. The Minister of Finance Calle Schlettwein will provide the budget review at the NCCI Swakopmund 2nd Breakfast meeting. As a keynote speaker, he will use the platform to brief the business community on the current economic climate within the country, the 2019/ 2020 economic outlook, and the national budget. Information from the Bank of Nami-
bia reveals that Namibia's economy remains weak and is expected to recover gradually in the medium term. Real GDP is expected to contract by 0.2 percent in 2018, from a deeper contraction of 0.9 percent in 2017, and thereafter recover to a growth rate of 1.5 percent in 2019. “These revised growth projections are weaker than the 0.6 percent and 1.9 percent projected earlier in the July 2018 Economic Outlook. The downward revision in the 2018 growth was mainly reflected in tertiary industries, growth rates in sectors such as wholesale and retail trade, real estate and business services,
hotels and restaurants, government sectors and taxes on products are likely to be significantly lower than earlier anticipated”, said Ndjambula. Ndjambula further said Namibia relies much on SOEs and government in general as a driver of the economy; therefore, when the government and primary industries contract (where Namibia is at the mercy of the world markets), there is little cushion to fall back on. “But, some would argue that recessions are good (however painful). Pain wakes us out of complacency. Pain helps us to focus – and think outside the box to move forw a r d . H o w e v e r,
understanding what makes us ill is only the first part of recovery. The second is to actually put to action the changes to make us better. To act, we need knowledge and understanding of the dynamic market place and act not only individually, but also as a community”, he added. Namport to sign MoU The Namibian Port Authority are on the brink to sigh a MoU with the port of Congo-Brazzaville, Porte Noire. This was revealed by Namport CEO Bisey /Uirab as he hosted delegation led by the Ambassador of Congo-Brazzaville to Namibia, Marie Thèrése Avemeka. The Congo-Brazzaville dedications visit at the harbour town is to discuss the final details around the signing of the memorandum of agreement. /Uirab said that the two ports are expected to sign a memorandum of understanding to promote trade and share expertise, as well as promote intra-regional trade in Africa. /Uirab added that Namibia and CongoBrazzaville come a long way as they provided support to Namibia during the liberation struggle. Namport CEO said “Porte Noire port is a significant player in the shipping industry and also shares mutual customers in terms of shipping lines with Namport therefore it is important that we sign the MoU. /Uirab said “It is of cardinal importance they finalise the discussions and sign the agreements in the coming weeks for the two ports to share expertise and enhance trade by exploring new trade routes as Porte Noire also serves several landlocked countries and to strengthen the hard work of the African leader in the promotion of intra-regional trade”. The Congo-Brazzaville ambassador said that they are eager to finalise the MoU and that they will enhance trade, cooperation and expertise between the two ports as they arekeen to work with Namibia specifically in port development to further cement the relationship started during the liberation struggle. “These talks that started a long time agoare to facilitate a foundation for the MoU as we have to continue to engage and exchange for the mutual benefits of both ports and their respective countries” Avemeka said.

FirstRand Namibia and Anestemi College work towards The FirstRand Namibia Foundation Trust recently handed over an amount of N$ 100 000 quality education towards the Anestemi College and Training Centre in Usakos. Revonia Kahivere, CSI Manager of the FirstRand Namibia Foundation believes that the donation will assist the College in raising the bar for the learners and ensuring that they have a better chance of securing meaningful employment, once their training has been successfully completed. “The name Anestemi means to raise up, cause to be born, and we hope that our contribution will assist our youngsters in rising to the challenge and making a success of their life.” Sylvia Beukes, founder of the Anestemi College and Training Centre expressed her gratitude towards the

Sewage Treatment plant expected to start working next month Sharlien Tjambari
Arandis Town Council notified the residents of the town that the Sewage Treatment Plant was shut down and there is no supply of semi-purified water for the irrigation and beautification of the town. This is the first time it happens. The Communications Officer for Arandis Town Council Irene Jacobs mentioned to namib times that the plant was shut down in mid-January this year and is expected to be up and running by the beginning of April. “The plant steel structure has a breakage, but a contractor was appointed and is attending to this matter”, Mrs Jacobs said.
The Sewage Treatment Plant normally provides semi-purified water for the beautification of the town. This shut down has affected all the green areas in and around the town. The Arandis Town Council's management apologises for the inconvenience caused by this shut down.

INVITATION TO TENDER For the Removal of the Ship Wreck M.F.V. “FUKUSEKI MARU NO.7” Grounded in Namibian Coastal Waters near Durissa Bay, South of Ugab River Mouth 1. INTRODUCTION 1.1 Shortly after the vessel grounded, the refloating operation was carried out by The Nippon Salvage Company Ltd. However, despite of their attempts, the vessel refloating operation had to be given up on April 9, 2018 because of tremendous technical difficulties and very hard natural conditions at site. 1.2 Thereafter, on 10 April, 2018, the Ministry of Works and Transport of Republic of Namibia issued the removal order dated 10 April 2018 as attached “Removal Order”. 1.3 Feasibility investigations were conducted by P&I Associates (Pty) Ltd, Durban who issued a report of their own investigations and details of the meeting with the Namibian authorities together with the opinion on viable choice of the wreck removal as attached (hereinafter “Report”). 2. DETAILS OF THE WRECK & STATUS OF THE WRECK Please refer to the “Report”. 3. CONTRACTUAL PERFORMANCE 3.1 The Contractor is required to perform the wreck removal operation as per the requirements set by the Namibian Government as shown in the “Removal Order” and its Annexure. 3.2 The “Report” says that refloating would not be a realistic option and there would be three options of the “Chain Pullers”, “Working Platform (jack-up barge)” and “Burn and Explosives” for sectioning the wreck. 3.3. You are not obliged to follow this advice of P&I Associates. However, you are required to make clear what option you choose with reasons. 3.4. Tenderers shall, as much as possible, make use of local Namibian content i.e. professional services and labour, materials and supplies etc. This must be reflected in the bid documents. 4. FORM OF CONTRACT The Owner's preferred contract is to be concluded on “no-cure no-pay basis” with a lump sum payment at the agreed sum with Japanese Law and Jurisdiction Clauses. 5. TENDER, PRICE & ACCEPTANCE 5.1 The Tenderer shall provide the fixed sum payable to them from the Owner when the wreck removal operation is finished as approved by the Namibian Government. 5.2 The Tenderer shall not request nor require the Owner to charter any craft or ship or any other equipments for the purpose of this Tender. 5.3 The Owner is not under any obligation to accept the lowest Tender. 6. SUBMISSION OF TENDERS 6.1 Tenders shall be submitted by 31 May, 2019. 6.2 Tenders must be submitted electronically readable in “PDF” format. 6.3 Email Tender must be submitted to P&I Associates with its email address at headsm@pandi.co.za and chettyn@pandi.co.za. 7. SURVEYS The Owner gives no warranty in relation to the characteristics, condition or situation of the wreck. 8. PAYMENT FOR TENDER Any and all cost and time for the preparation of your tender, including but not limited to inspection of the site, review of the wreck and pollutants, development of removal plan, drafting your tender, shall be borne by Tenderer, and the Owner has no obligation to pay for such cost and time, whether or not your tender is successful or not. 9. The Rugby Premier League got off to a thrilling start in Walvis Bay on Saturday as the premier league games between Kudus Rugby Club and University of Namibia (UNAM) went down to the wire. FNB UNAM's visit to Walvis Bay was successful as they beat Kudus 24-22 in a game that was dominated by the host Kudus. Kudus, fullback Lloyd Jacobs scored two tries and eighth man Joshua Jacobs one, while fly half Ulriato Lawrence added one penalty and a conversion, and replacement back Rayton Paulse another conversion. Unam scored four tries through fullback Lorenzo Louis, right wing Sunday Haitembu, centre Camlo Martin and Former Kudus player Chad Plato while Lorenzo Louis added only two conversions. The reserve league game between Kudus 2 and UNAM 2 was a game with two halfs. The first half was won by UNAM as the half time score 17-7 in the favour of the visitors. The second half belonged to the home team as they won the game 24–22. The Try scorers for the home team were Irwin Damants, Aston Makwiilongo in his debut game and Sidney Nalape with Leroy Stevens successfully with two conversions and a penalty and Haroen Gordon successful with one conversion. The try scorers for Unam were Venomuinjo Mberiua, Buruxa Geiseb and Lee-Anzo Losper. Rodney Coetzee with Bjorn Kazondunge converted two tries. Unam coach Johan Diergaardt said that both games were nail-biting but he was satisfied with the game. Diergaardt added that "We played very good rugby but all credit goes to Kudus, as they showed immense character. It was a game of

two halves, and if the ball bounced correctly they could have won, but thank God we won the Premier game." Diergaardt said that things fell apart during the second half. The team had numerous injuries which hampered our play but we are not using that as an excuse. Kudus made them work hard for the win and with about 14 of his players not present at this game, but would be working hard to make up for it. Kudus coach Collin Stevens said it was a tight game against and that his team came late into the match and the first two tries from UNAM cost us the game. "We were also playing away from our home field, and maybe if we did play at the House of Pain in Narraville, the outcome might have been different. With the score line, I can definitely see that we are growing and with the addition of the Erongo Rugby Academy team under the wing of Kudus, we are taking rugby in Narraville to greater heights". "At the end of the day rugby triumphed," Stevens added. In the first division, the Erongo Rugby Academy (ERA) played against Swakopmund's Dolphins. Dolphins Rugby Club trashed ERA with a score of 20-0 in their first division clash at the Jan Wilken Stadium in Walvis Bay. The try scorers for Dolphins were Randy Cowan, Elmo Gamiseb, Lorenco Klaase and Ashley van Wyk. The SFC Vikings started their title defense on a successful note as they clinched a come-frombehind 31-24 victory over a spirited Sparta United this past weekend. Coash Jaco Barnard said "Our boys really stuck to their guns in the second half to pull this one from the fire, especially our pack of forwards as they've put in all the hard work in order for us to grind out the win but all the credit to Sparta United, they will be a force to be reckoned with going forward in the competition". The Viking need to go back to the drawing board as they have to review a lot of aspects to their game plan. The Vikings tries were scored through winger Ronaldo Diergaardt, locks Sheiton Besser and Lorenzo Groenewald, fly-half Kyle Wentzel and flanker Sean de Klerk. With De Klerk's try the winning score of the match. Kudus will travel to Windhoek this coming weekend for a clash against Wanderers on Saturday. The Vikings will go up against neighbouring rivals Dolphin Rugby Club at the SFC in Swakopmund for a tough as local Swakop derby and the Walvis derby between ERA and Sparta United will be at the Jan Wilken Stadium in Walvis Bay. Both games will start at 15:00 on Saturday 6 April.
Netball tournament at Walvis Bay The Erongo Netball Association hosted a Netball opening tournament at the Netball courts in Kuisebmond, Walvis Bay. The tournament was hosted to get all the clubs that registered for the 2019 Erongo league together before the league starts. Ten teams participated in the tournament that were played as friendly and practice matches. The teams are Ekuja, Eleven Arrows, Blue Waters, NDF, Navy, Porha, Sparta A and B, Sorronto Bucks and the Erongo Junior Team. The 2019 Erongo Netball will start on 6 April with the first matches to be played on the Netball courts in Arandis.

Kickboxers exchanged the rules of the game at the debut of the Namibian Fight Nights (NFN) held at the Swakopmund Entertainment Centre over the weekend. Kickboxing is much reliant on the use of your feet during a fight, but with the feet out of the game literally to say, these fighters, Lesley /Hoebeb and Delano Muller and the South African champion Given Mothiba could only rely on their fists, weaving and blocking the opponent' blow with their arms. Kickboxers and boxers at the coast are working hand in hand to promote their fighters in the region. Therefore, the Namibian Kickboxing Federation (NKF) in conjunction with Legacy Promotions, Swakopmund Fight Club and the Namibia RCFAI and Kickboxing Academyin Walvis Bay joined together to host the first NFN event. The event was not only to promote kickboxing and boxing but also for the fighters to show off their skills and to bring the sport to all levels of society at the coast. The junior and senior kickboxers started the event by showing off their skills in three rounds of three minutes each. An exhibitionfight to promote women's presence in kickboxing was on the cards between Ankia Rentzke from the Academy in Walvis Bay and Marchell Vermaak from the Swakopmund Fight Club. At the end of the threeround fight the judges scored the bout as a draw. The boxing event started with the junior boxers who took each other on in three rounds of three minutes each. The event was closed with an exhibition fight between Danny Boy from Legacy Promotions in Swakopmund and Swapo Ndayam-
bekwa from Windhoek. This fight forms part of the preparation of Danny for his international fight later this year. The NKF President Anita De Klerk said after the event that she was happy with the event and that events like this will be held throughout the year with the next one scheduled for Walvis Bay. She invites all local fans and the community to come support the local fighters while they promote the sport and show case their skills. The third edition of the "Desert Storm" Kickboxing Bonanza will be held in Walvis Bay on 27 and 28 September. Coastal clubs dominate Rudi Bowe
The coastal hockey clubs dominated the 2019 Bank Windhoek National indoor first and second leagues. The three coastal clubs, Sparta, X-Team and Coastal Raiders from Walvis Bay and Swakopmund respectively, ended all in the top three positions of the 1st and 2nd leagues. Sparta men's first team made history after they won the First League for the first time since the club's inception in 2015 in the league. X-Team and Coastal Raiders ended second and third respectively. Sparta men's first team is the first hockey team at the coast that won any league cup in the country. This was made possible by the new leadership and well-known hockey coach Ruan Oosthuizen with his good coaching skills. The Sparta men's team were unbeaten for the season with only one draw against X-Team and managed to score a massive 42 goals and only conceded 6 goals. The coaching style of Ruan brought a change in their game and attitudes and he needs to be applauded for a job well done. With the start of the league the coach and players said that this year we mean business and it was definitely proved at the end. Sparta's second team ended second in the 2nd league after losing only one match earlier this season in Windhoek against 2019 second league champions, Windhoek Old Boys. Coastal Raiders ended third and X-Team 1 and 2 ended ninth and fifth respectively. X-Team ladies ended second in the Ladies First League with Sparta ladies third which is a massive improvement for the Sparta ladies from the 6th place last season, Coastal Raiders ladies team ended in sixth position. Sparta Hockey Club will host a Social Indoor Tournament on 28-29 April at the Jan Wilken Indoor Sport Complex in Walvis Bay.
