Piquet Jacobs The courts will no longer be lenient when it comes to convictions for dealing in cocaine. Three Walvis Bay residents who were found guilty of dealing in cocaine this week were each slapped with a prison sentence, as opposed to expectations that they were only to be given a fine each. All three also pleaded for leniency by the court not to sentence them to prison, but this was all to no avail. Diego Wicomb (25), Benito Du Toit (18) and Martin Humphries (21) were sentenced by magistrate John Sindano on Wednesday. Wicomb is a repeat offender and received two separate jail terms of eighteen months and six months for two separate cocaine-convictions. Du Toit and Humpries are first offenders. Du Toit received a six months sentence and Humpries eighteen monhts. Several members of the Wa l v i s B a y c o m munity were present in the court room during

the final witness testimony and sentencing. The state called Mr Paul Fisher, principal of Narraville Primary School and active member of the Narraville Neighbourhood Watch, to testify on the prevalence of drugs in the Walvis Bay community. Also on the negative impact the drug trade and subsequent drug abuse has on our communities, families and households. Fisher also asked the court for harsher sentences for drug dealers. Drug dealers are lured by the glamours of quick money and lavish lifestyles, but they don't care about the destruction they
cause. Children are recruited as drug runners and the fabric of our communities are coming apart as a result. The three accused cited unemployment and the hardship to provide for their dependants. Their defense recommended they pay a hefty fine each, but magistrate Sindano viewed direct imprisonment as the appropriate sentence. Before the court adjourned, lawyer Christo Van Rensburg who was representing Du Toit and Humphries informed the court of his clients' intention to appeal.

Thompson Kagan Africa Holdings (TKAH), an energy group that specialises in the acquisition and global movement of crude oil and gas, announced this week its intention to establish Namibia's first oil refinery in Walvis Bay. The project is expected to begin as early as 2018 with its first phase at a price tag of N$3,5 billion. A company by the name of Baker Development of businessman Neville Baker, which also envisages the Bakerville housing development east of the dune belt, is the concept developer. TKAH is a Namibian registered firm and will soon open its head office in Windhoek for the operations and administration and to manage and coordinate the development plan, explained
Brent Thompson, the Director of Thompson Kegan Africa Holdings, during the launch of the project in Swakopmund this week. According to Thompson, TKAH is an international leader in oil refineries and petroleum services. He continued: "We are looking at many other development opportunities to make Namibia an export nation of about 25 000 barrels of refined oil [and
by-products] per day during the first phase. Future growth and expansion may bring this to about 100 000 barrels production capacity per day. We want these products to be made in Namibia, by the Namibian people". Thompson further explained the project will consist of a crude oil refinery, fuel storage, fuel pipeline and downstream

Dippenaar trial to continue in October 2018

The cross examination concluded yesterday of Mr. Paul Oosthuizen who witnessed the 29 December 2014 gruesome accident on the Swakopmund-Henties Bay road when Dippenaar's FJ Cruiser slammed head-on into an oncoming Ford Ranger, killing six people in total (three people in his vehicle and three people in the other vehicle). After the testimony the case was remanded to 8 October 2018. The state expert, Johan Joubert, who reconstructed the accident, is expected then to give his testimony. petroleum products like light crude, petrol and diesel and other various refined products. As mentioned earlier, the anticipated initial production capacity is 25 000 barrels per day. "Funds are already secured. Namibia is a strategically located country with economic- and political stability. It brings about investor confidence. He also further said the funds made available for the first phase of refinery is 260 million US Dollars (N$3,5 billion). "The refinery will reshuffle the oil industry of Southern Africa, says Thompson. According to Thompson, the refinery will not only serve a new manufacturing base and industrial development of Walvis Bay, but the company also aims to assist with the servicing of 15 000 low cost erven to assist in alleviating the housing shortage and to uplift the local communities. The company also wants to assist with the construction of research infrastructure for the contemplated University of Namibia Mining and Research Campus at Arandis. An estimated 2 700 temporary jobs will be created for the construction phase. The land where the refinery will be situated was secured by Baker Development Pty Ltd. Thompson acknowledged Mr Neville Baker for his efforts to bring this development to Namibia. A total of 200 hectares of land for the refinery was secured between the Walvis Bay Airport and Swartkoppies. The development can be out of the blocks by March 2018. The Governor of Erongo Region, Clr Cleophas Mutjavikua was invited for the launching ceremony and said this development comes as a result of efforts by President Dr Hage Geingob. The Governor also outlined the importance of oil for Namibia, the local industrial capacity it can create as well as the opportunity to make Namibia the largest oil refiner in SADC. n Associate of the Oil Refinery

He also said, despite this progress, HIV/AIDS continues to be a significant global public health issue. "According to CDC, in 2016, an estimated 36.7 million people worldwide were living with HIV, about 1 million people died from AIDS-related illnesses, and 1.8 million people became newly infected with HIV", he added. Delilah Uugwanga, who was diagnosed with HIV in 2000 was invited to give a motivational speech to the community and municipal staff of Swakopmund present at the commemoration. Uugwanga only started her anti-retroviral treatment in 2014. She explained the reason why she started so late was due the fact doctors were monitoring the CD4 counts of a patient first and treatment was only administered for people with a very low CD4 count. "After I found out I was HIV-positive, I was taking good care of myself and followed a healthy diet. It allowed me to survive with the virus in my body for 14 years", said Uugwanga. Uugwanga further encouraged people to stand up against HIV and say "enough is enough". She said: "the virus is in us but it is not controlling us".
ACC nabs Walvis Bay taxi driver in bribery sting operation A taxi driver of Walvis Bay has been arrested by the Anti-Corruption of Namibia during a sting operation recently, after he paid a bribe to a traffic officer to return his taxi's license disc. A suspension notice was issued, because the taxi was not roadworthy. The taxi driver, identified as Johannes Johannes, paid the traffic officer a bribe of N$1500 to return the license disc, but what he did no reckon with was this traffic officer is not corrupt and reported the matter to the ACC. A sting operation was set up. Johannes paid the “bribe” o N$1500 via cell phone whereafter he was arrested as he was approaching the traffic officer to get his license disc of his vehicle back. “Mr Johannes Johannes was arrested and charged on the same day for contravening section 34 (a) of the Anti-Corruption Act, 2003 (Act no.8 of 2003) corruptly giving a gratification “a person commits an offence who, directly, corruptly offers, gives or agrees to give to any person, whether for the benefit of that person or any other person, any gratification as- an inducement to do or omit doing anything”, the ACC confirmed in a statement.

Four arrest during anti-drug operation Piquet Jacobs The Namibian Police continues its momentum in the fight against drugs. In yet another successful anti-drug operation, four men were arrested in Kuisebmond on Wednesday afternoon for drug possession. A total of 39 pieces of crack cocaine and 10 'bankies' of cannabis were confiscated. The first arrest was made in Sandfontein street in Kuisebmond, when a 19year-old was caught in possession of 39 pieces of what is believed to be crack cocaine, valued at N$3 950. He was charged with dealing in cannabis and crack cocaine. The other three arrests were made later, but in the same street. Ronald Gariseb (24), Silvanus Gariseb (34) and James Karumbu (23) were found to be in possession of 10 “bankies� of cannabis valued at N$500.
Mr Alex falls victim to housebreaking Two men and woman have been arrested in connection with a housebreaking with intent to steal or theft case opened on Thursday, 16 November, by the homeowner, Alexander Krylov. Krylov reported to police that three unknown suspects forcefully opened a toilet window, gaining access to the house. The suspects made way with various items which include a washing machine, a tv, a fridge, a DSTV decoder, a microwave, clothes, shoes and personal documents. During the investigation, information lead to the arrest of Graham Cloete (44), Jade Blanden (36) and a 36-year-old female. The tv and washing machine was recovered. They appeared before the Walvis Bay Magistrate court, and will make their next appearance on 7 February 2018.
No Natis between Christmas and New Year The office of Natis in Walvis Bay closes at 12:00 today [Friday 1 December], a spokesperson for the municipality of Walvis Bay confirmed on Wednesday. Natis will resume normal office hours again between Monday, 4 December and Friday, 22 December (08:00 to 15:30). On 22 December Natis will close for the remainder of the festive season and only re-open again on Tuesday, 2 January 2018.

A man known as Henry Jones is believed to have fled Walvis Bay with a car he reportedly stole after he allegedly pretended to be interested in buying the vehicle from the owner and then disappeared with it during a test drive. The owner of the vehicle reported to police that he was contacted by Jones, a damara speaking male, on Sunday evening regarding the silver Toyota Allex which was advertised for sale. Jones met with the owner the same day and apparently showed interest in the car and asked for a test drive. The two drove to Jones' friend's house in Hematiet street, Kuisebmond, where Jones was supposedly meeting his parents to discuss the payment of the car. They entered the house, and the owner sat down to wait for Jones. After some time, the owner received a call from Jones who said he would be back soon, and when he rushed outside the car and Jones was gone. Jones' cell phone was also switched off. No arrest or recovery has been made yet. Jones is a resident of Narraville, but according to a source he has possibly fled to Outjo or Otavi in Otjozondjupa Region. The vehicle is a silver Toyota Allex with no registration number, 2002 year model, engine no. 1NZA311302 and VIN no. NZE1215010529. The documents of the vehicle, on the name of Daniel Kleopas, P. O. Box 14429, Ondangwa, is also still in the vehicle.

A sedan vehicle had to be extracted from underneath a truck after the two reportedly collided in Rikumbi Kandanga road in Walvis Bay on Monday. Fortunately, no injuries were reported. A rear end collision at a traffic light at the Sam Nujoma / NathaniĂŤl Maxuilili intersection in Swakopmund caused the rear ended car to be hit on its side by another vehicle. Fortunately, only minor injuries were reported. Another accident was reported on Saturday morning on the C14 route approximately 120 kms from Walvis Bay towards Solitaire. The incident occurred when the driver allegedly lost control of the vehicle, causing the vehicle to veer off the road and overturn. Fortunately, all the occupants, who are British nationals, sustained less than serious and minor injuries only. Two of the occupants travelled to Walvis Bay with a good Samaritan who assisted them at the scene, and came across the wreckage of an ambulance which was dispatched to them. The driver of the ambulance had also lost control, and the ambulance veered off the road but none of the staff members were injured.

Union “unequivocally rejects” Swakop Uranium's reply to all issues Erwin Leuschner
The regional leadership of the Mine Workers Union of Namibia (MUN) has requested an urgent meeting with Swakop Uranium to discuss various issues its members experience who are employed at the Husab Uranium Mine.
During the recent peaceful demonstration workers marched to the Swakop Uranium head office in Swakopmund where they chanted “Down, Percy Down!” referring to the Vice President HR and Business Mr Percy McCallum and “Who must go? Chinese!”
At a recent peaceful demonstration at Swakopmund the union in a petition highlighted these issue, but the meantime rejected the reply of Swakop Uranium to these issues. At this demonstration the possibility of industrial action was named as an option should the reply not be favourable. About 400 aggrieved employees of Swakop Uranium recently marched to the headquarters in Swakopmund, where they voiced their grievances and handed over a petition listing various issues affecting the union's members. The MUN gave the company a deadline to reply to the petition, or otherwise “expect unspecified action going forward.” The company responded six days later in a detailed reply, addressing all points raised and added explanations. On Monday the union replied to the company's response, in which it “unequivocally rejects.” The reply. “After having convened a general mass meeting on 22 November 2017, your aforementioned response has been unequivocally rejected”, reads a statement signed by Swakopmund Uranium's MUN Branch Chairperson, Timoteus Katjiuaende. The union now demands a meeting with the company to urgently discuss the pressing issues to find a solution. In the original petition handed over to Swakop Uranium the employees raised a total of six grievances. The issues include amongst others a “dictator like leadership style” by certain management officials, especially by certain Head of Departments. Furthermore, the employees raised their concerns about “the rapid infers of Chinese nationals being employed under the pretenses of being engineers who has to train Namibian understudies.” It is claimed these Chinese nationals don't have Namibian understudies. The employees are also aggrieved by the salary structure and job grading process, the early arrival and late departure time, the recruitment process at Swakop Uranium as well as certain content in the company policies and regulations.

Eyewitness: Dippenaar was on the wrong side of the road A key witness in the murder trial against Jandré Dippenaar saw the fatal motor vehicle accident happening “right in front of her eyes” on 29 December 2014 – she saw Dippenaar driving “recklessly” in the “wrong lane” and thereby, having caused the head-on collision which claimed the lives of six people.In the high-profile murder trial against Jandré Dippenaar in the Swakopmund Regional Court, Hazel Oosthuizen took to the witness stand yesterday. Swakopmund (el) Der Tierschutzverein Swakopmund (SPCA) lädt am 7. Dezember zur jährlichen Jahreshauptversammlung ein. Die Versammlung beginnt um 18 Uhr beim Hotel zum Kaiser. Wie gewohnt wird bei der Gelegenheit der Vorsitzende, Peter Witt, den Mitgliedern einen Rückblick über das vergangene Jahr geben und künftige Entwicklungen sowie neue Projekte für 2018 vorstellen. Zu den Höhepunkten zählen der Bericht des Vorsitzenden, der Finanz-
bericht und die Wahl des Kommitees. Mitglieder, die es an jenem Tag nicht zur Versammlung schaffen, können auf der Internetseite des Tierschutzvereins (www.sp caswakopmund.com)

Liebe Küstenleser! Auf den staubigen Pads unseres erdigen Landes, fernab des Stadtgewühls, sieht man sie hin und wieder: die bunten Donkeykarren, die am weitesten verbreiteten Transportmittel der ärmeren Bevölkerungsschicht. Für uns eine Attraktion, für die Besitzer der König der Straßen! Ich liebe diese abgasfreundlichen, zweireifigen Tjorries, die aus Abfällen vom Schrottplatz zusammengeschustert wurden. Selbst die Reifen, die unsereins wegwirft, finden hier noch eine Verwertung, und zur Not werden Plastiktüten verwendet, um die Löcher und Risse darin wieder zu versiegeln. Ich bin fasziniert von diesen urigen Fahrzeugen, die so gänzlich dem Lebenstempo Afrikas angepasst sind. In letzter Zeit sieht man auch mal Pferde vor der Kiste, doch meistens werden sie von zwei bis sechs Eseln oder Maultieren gezogen, je nachdem wieviele Mitreisende auf den harten Sitzbrettern durchgerüttelt werden wollen(?) und wie schwer oder sperrig die zu transportierende Last ist. Die ersten Maultiere und Esel kamen übrigens bereits im Jahre 1656 per Schiff ins Kap. Von dort aus wurden sie pöh a pöh ins südliche Südwestafrika eingeführt - von Siedlern, die in der zweiten Hälfte des 18. Jahrhunderts über den Oranjefluss (heute Gariep) zogen. Die Esel sind hierzulande auch als “Vaaljapies” bekannt. Der
Begriff “vaal” kommt aus dem Afrikaansen bzw. Holländischen und bedeutet so viel wie blass, bleich, farblos, käsig - ach, sagen wir es doch gleich: fahl! Und der bekannte, wohl am meisten verwendete afrikaanse Name für einen Mann ist Japie - entsprechend dem englischen Rufnamen Jim oder Jack. Vaaljapie ist übrigens auch der Name für einen sehr jungen, unbehandelten südafrika-
genheit des Esel- und Eselkarrentransportes in andere Regionen Europas - und von dort dann in andere Teile der Welt. Als Kind bin ich Anfang der 70iger Jahre mal in Otjimbingwe auf solch einer wackligen Kiste herumgeschubst worden. Das

Saturday 25 November saw the final leg of the 2017 Novanam Monthly Medal Competition being played at Rossmund. The weather conditions were excellent which gave the golfers the opportunity to play some good golf. Things were tight at the top of the leader board with only 3 points separating the top three players. Helmut Njendja 101, Likuis Nande100 and Anton Bonifatius 98. Helmut Njendja having already made the decision that this year's Green Jacket was just his size and stamped his mark on the competition coming in with a well deserved 68 nett to take the 20 points on offer for the Overall M o n t h l y Wi n n e r. Mario Polster secured the “A” Division with 70 nett, “B” Division went to Marco Swarts 68 nett; “C” Division, Jacque v/d Merwe 78 nett, Jnr. Wayne Profitt 82 nett. Unfortunately there were no ladies this time around. A great day was had by all resulting in a hive of activity in the clubhouse. A big word of thanks to Michael Tordesillas for taking out time in his busy schedule to not only officiate but to enjoy this excellent day of golf and of course providing the “Catch of the Day”. Krav Maga self-defence Buccaneers Squash Club Championships system Swakop Fight Club was founded in 2012 by Martin Günter, and has since built up an enviable reputation as Namibia's premier self-defence training organisation. They offer on-going weekly Krav Maga classes, seminars, Krav Maga workshops, specialist self-defence courses and personal training that have literally changed the lives of people. There are many self-defence organisations and trainers out there, and it can be a minefield of uncertainty for someone who's simply looking for practical, effective training. To train with them, or simply visit to see what they do, you don't have to be in shape, be fit, have any experience, or be particularly vicious. You can just come as you are, because although they teach incredibly effective self-defence, they actually have a lot of fun, in a safe and non-threatening environment. They teach Krav Maga – the powerful, yet amazingly simple Israeli military and civilian combat system. It's used in various formats by elite military units around the world, and also by agencies like the FBI and CIA – precisely because it's so effective. It uses brain instead of brawn, and allows even a smaller defender (like a woman or child) to decisively stop a bigger, stronger attacker in his tracks. It teaches you how to defend against weapons like knives and guns, too, even if you're empty-handed. The training is safe. There are no egos. No-one is checking you out. You can dress com-fortably, and you can learn many of the techniques in under 60 seconds. Krav Maga classes are safe and user-friendly, and while they take the training seriously, our culture is one of fun, community, responsibility, mutual respect and camaraderie. Krav Maga is used in various forms by Special Forces and military units around the world – precisely because it is easy to

learn and devastatingly effective. It is ideal for all ages and levels of fitness. They teach you how to control your adrenaline, defend against unarmed attacks, defend against guns, knives, sticks and other weaponry, ladies defence, antihijacking, bully proofing your child, and a whole lot more! When it comes to selfdefence, prevention is definitely better than cure, which is why they place a strong emphasis on incorporating awareness training in all self-defence courses, which includes anti-hijacking courses, selfdefence for women, knife courses, groundwork courses and bully proofing for kids. Swakop Fight Club offers Kids Krav Maga as well, presented by Sensei Jan Gouws, and Adult Classes presented by Sensei Martin Gunther. Affiliated to elite defence academy South Africa under chief instructor Des Brown - Black Belt 6th Dan Swakop Fight Club is currently busy training Dr Preston Dausab from Keetmanshoop as a level 1 Instructor. Dr Dausab will open a Krav Maga Academy in Keetmanshoop early next year. Sensei Lesley !Hoaeb from RCFAI and Kickboxing Academy Walvis Bay will start with his instructor level 1 course early next year. Swakop Fight Club held their last grading of the year on Saturday, 18 November 2017. A total of 11 seniors and 8 juniors' graduated the Krav Maga style. Congratulations to all the candidates who passed their Grading well done everyone and keep on training.

Last week Buccaneers Squash Club ended the squash calendar year with the final event, the Club Championships. Although the draw was not as big as one would have expected it to be, it was played in good spirit with much gusto and competitiveness. The Men's final between Angelo Titus and Brandon Grane treated the spectators to some spectacular and exciting squash. Their great variety and assortment of strokes and shots with their swiftness over the court was awesome. It was a grueling 5 setter and closer it could not have got. Angelo managing to take the last game 10-8 to become the Club's Champ and lift the Cup for 2017. In the Ladies final Chantel de Gouveia was in a league of her own and comfortably took the title and Cup for 2017 with a 3-0 win against Arlene Visser. To all the new faces and juniors who have made names for themselves this year, the club looks forward to seeing your participation in most of the events next year, the first of which, will be the Summer League which will commence on January 31 2018. Three red cards in Premier League games Last weekend saw a total of three red cards dished out at a MTC Premier League game at the Kuisebmund stadium in Walvis Bay. Blue Waters won both their games and thus collected six valuable league points. Eleven Arrows collected only three points as they won one and lost one game.

Kickboxing Academy held grading A total of 54 students graduated at the Namibia RCFAI & Kickboxing Academy on Saturday [18 November]. This grading saw the largest number of students in attendance in the academy’s history. The Academy is growing and the future looks bright for the club and all its students. Sensei Lesley !Hoaeb is extremely proud of his students. RCFAI is promoting a positive attitude and the self-defense techniques is of great help to all the students. The Chairperson of Namibia RCFAI & Kickboxing Academy, Philip Muller, said: “I'm very excited that so many students are practicing kickboxing, and to see them improve and go through grading makes me proud. All students show talent and are very motivated . We are also happy for the support from the parents of our students”. Some of the parents expressed their satisfaction with Sensei Lesley !Hoaeb as the coach. To have Junior Sportman Delano Müller at the academy is also a blessing. The parents thanked the management and the coaches of the RCFAI & Kickboxing Academy for what they are doing for the sport and especially for the kids. The parents also thanked Anita de Klerk for what she does for the academy and congratulated her on her position as the
President of the Namibian Kickboxing Federation. At the same event namib times asked Mr. Philip Muller, the father of champ Delano Müller how they as parents feel about the awards and achievements of their son. Müller expressed the pride he takes in all three his sons Delano, Julian and Lesley. “The three brothers are a blessing to us as parents”. Müller explained the importance of staying on track with the latest developments and techniques in kickboxing. For this reason the Academy is sending Sensei Lesley !Hoaeb for a training course and workshop in South Africa from 8-16 December. He will transfer the skills he learn there to his students. The Namibia RCFAI & Kickboxing Academy would like to give special thanks to the President of Ring Contact Fighting Arts International, Master Joe Viljoen for all his time and inputs for the Academy. On Saturday, Blue Waters FC beat Tigers FC 1-0. Martin Shimaneni was the goal scorer for the home team. Mutelo Mutelo and Vialli van Staden scored for Eleven Arrows, who lost their game against Tura Magic from Windhoek 2-3. Sunday saw a determined Blue Waters FC beat Tigers FC 6-2 with Martin Shimaneni and Marius Hashipala both scored hat-tricks. The goals for Tura Magic was scored by Keimuine and Romeo Kasume. The half time score was 4-0, in favour of Blue Waters. In the second half, things got worse for the men from Tigers, as three of their players were red-carded. Defender Okeri Maekopo received his red card after conceding a penalty early in the second half, with Papi Kavezembi's red card after he was arguing with the referee. The third red card was given to Tura Magic striker, Itamunua Keimuine, for abusive language. On Sunday, Eleven Arrows beat Tigers 2-1 with Innocent Emvula and Pineas Willem scoring for Arrows and Roger Katjiteo for Tigers.
