What is the CIP Sales Tax?

The CIP (Capital Improvement Projects) sales tax is a voter approved local sales tax dedicated to funding infrastructure, public facilities, and other long term capital improvements within the City of Muskogee.

Is this a new tax?

No, this is not a new tax amount. It is a renewal of an existing 0.5% cent sales tax that has been in place to support capital improvement efforts across the city. The CIP sales tax renewal will be on the ballot July 8, 2025. Funds from the CIP sales tax are allocated to a range of capital projects such as: Public Works Facility Building, Street Program, Downtown Revitalization, Library Rehab, Hatbox Upgrades, MLK Expansion, Contracted Maintenance, Muskogee Civic Center HVAC / Remodel, Derelict Structures, Port Agreement, City Hall Rehab. If renewed, the CIP sales tax would continue for eight years.

No, the sales tax rate amount will not increase. Renewal of the CIP would maintain the current rate without adding any new tax burden. The 2019 CIP sales tax funded projects such as, Improvements at Hatbox, Swim & Fitness Center, Water Park Improvements, Trail Extensions at Depot Green, Grandview Park, Replacing Body Cameras for MPD, Fire Station Improvements, 911 Center Equipment, Street Improvements in the Northwest, Northeast, Southwest and Southeast zones of Muskogee. Facility improvements, demolition and beautification. The Muskogee City Council decided how the funds are allocated. As part of the CIP sales tax renewal process, the Council reviewed and approved a list of specific projects and funding amounts. If the CIP sales tax is renewed, the funds must be spent only on the projects to which they were allocated, they cannot be redirected for other uses. On April 14, 2025, council discussed proposing an extension of the extension for the CIP Tax and again a discussion on 4/21/2025. These were public meetings and there will be a Muskogee Matters Community Conversation to be held on July 1, 2025, at 6:00 p.m. located at the Martin Luther King Center.
