Z News Hello Sandy Friends, Happy New Year, Sandy! We made it through a year of adventure, challenges, and celebrations. We deliberated, strategized, and planned and now, as a result, we have every reason to ring in 2024 with gusto! This time last year, I shared our vision for a new Fire Station 31 and Fire Department Headquarters. By now, you’re probably well aware of the need to replace the existing Fire Station 31 at 9010 S. 150 East. It is failing and incapable of meeting our growing city public safety needs. Our plans include building a new Fire Station 31 and department headquarters near the soccer stadium in the heart of our city’s Cairns District. In November, when we asked for your support, you responded with a resounding voice. Sandy’s proposed General Obligation Bond was approved with an overwhelming 67%. It’s long been clear that Sandy residents consider public safety as a top need in our community, and the results at the polls are a testament to that. Our community supports our first responders and wants to give them the resources they need. The progress we’ve made toward a new fire station, including the successful bond election, is a Herculean effort that requires community collaboration.
Elections always reinforce my respect and appreciation toward the amazing people in our community. As a candidate in several previous elections, I know how much work it takes to run a campaign. It takes countless hours, knocking on hundreds of doors, showing up at events day and night. Weeks turn to months, and a candidate’s energy somehow goes into overdrive. Then, in I S S U E # 111

one simple evening, there is victory or there is defeat. The elation of winning is exhilarating! Losing feels like getting the wind knocked out of you after running a marathon. My hat is off to all who demonstrated the commitment and passion to run. It takes individuals with stamina, determination, and a deepseeded love for community. I admire those who stepped up in the recent city council campaign because they were wanted to make a difference. They were ready and willing to put in the work and go to bat for their hometown. It’s an inspiration to witness this level of civic engagement. We’re a better community because of residents who engage. As we embark on a new year, I encourage an even greater level of community engagement and there will be many opportunities for you to get directly involved. Here are some simple ideas. • Bring your friends or family to a city event such as Sandy Movie Night or the Heritage Festival. • Shop at a locally owned store and post about it on social media. • Follow the city’s social media pages. • Sign up to receive city alerts – you select the category: from urgent emergency messages to upcoming programs or event information. • Volunteer for a local cause or donate to one. As a suggestion, the new transitional housing facility for medically vulnerable people is now up and running in Sandy. • Attend a city open house or council meeting. • Meet with me and let’s talk about your ideas or concerns. My office is open to residents each month for Open Office Hours. Schedule your appointment on the Sandy Mayor’s city webpage. Our community is healthy because of our residents. An involved community is a strong community. I look forward to a year of interaction with you, our residents, as we continue to collaborate for a better city. Although winter comes as no surprise, many of us may not be ready for its arrival. If you are prepared for the hazards of winter, you are more likely to stay safe and healthy when temperatures start to fall. Staying inside is no guarantee of safety. Take these steps to keep your home safe and warm during the winter months: • Winterize your home. • Check your heating systems. • If you do not have working smoke detectors, install one inside each bedroom, outside each sleeping area, and on every level of the home, including the basement. Test batteries monthly and replace them twice a year. • Prevent carbon monoxide (CO) poisoning emergencies. Install a battery-operated or battery backup CO detector to alert you of the presence of the deadly, odorless, colorless gas and be aware of the symptoms of CO poisoning such as headache, dizziness, weakness, upset stomach, vomiting, chest pain, and confusion. • Be prepared for weather-related emergencies, including power outages. • Be ready to check on family and neighbors who are especially at risk from cold weather hazards: young children, older adults, and the chronically ill. • If you have pets, bring them inside. Department Spotlight – Public Works – Engineering Division The Public Works Engineering Division is a skilled team of 13 professionals. Each member brings unique skills and expertise, playing a crucial role in the city's infrastructure development and maintenance. The following sections offer insight into the diverse roles within the Engineering Division that contribute to the safe and sustainable functioning of Sandy City.
Surveying: The Foundation of City Planning Surveying is a critical component of a city’s development. Surveyors are responsible for measuring and mapping land, lay the groundwork for city planning and future construction endeavors. Their precise work aligns all projects with legal and regulatory land use standards, establishing a solid foundation for the city's growth. Currently, the city outsources surveying tasks to Meridian Engineering.
Capital Project Design and Management: Building the City's Future Each capital project engineer is tasked with guiding various infrastructure projects from inception to completion, encompassing design, acquisition, and management roles. This comprehensive approach ensures seamless integration of vision and execution. Responsible for the innovative design and careful management of projects of all sizes, our engineers maintain a consistent vision throughout the project lifecycle. They align each project with current infrastructure needs and future growth, ensuring each is completed on time, within budget, and to the highest quality standards. In 2023, this team acquired over 25 parcels of land needed for calendar year 2024 construction projects. The projects the team is anticipating constructing include: • New signal and widening at 500 W 9400 S • Dual left turn lanes for east/west legs of 700 E 9400 S • Two new bridges over Little Cottonwood Creek in east Sandy • Extension of Monroe Street from 9150 S to 9400 S

Last year, Google Fiber was installed citywide. The inspectors worked with Google on nearly every street in Sandy, making sure the Google installation process was done to Sandy City standards.
Transportation Planning & Implementation: Paving the Way for Mobility
The Engineering Division’s development review team plays a pivotal role in upholding the city's integrity. They review proposed development projects such as residential subdivisions, apartment complexes, retail centers, office sites, and industrial complexes. This ensures compliance with the city’s codes and engineering standards. This careful review and discussion with landowners and developers ensures all new projects blend into the existing city fabric.
The Transportation Engineer is committed to enhancing the city’s transportation networks. She is involved in master-planning, identifying funding opportunities, and implementing strategies to improve the city’s transportation network. This includes active transportation improvements, such as bike routes and multi-use trails. The traffic calming program has installed driver feedback boards in 30 locations throughout the city, aiding in reducing vehicle speeds. Also, 15 Rapid Rectangular Flashing Beacon’s (RRFB’s) have been installed. These flashing yellow lights at crosswalks improve pedestrian visibility, improving safety.
Geographical Information Services (GIS): Mapping the Future

Our GIS specialist employs cutting-edge technology to create and manage digital maps and databases that are vital for public infrastructure planning and management. This aids in asset management and optimizing maintenance needs. His expertise ensures efficient and informed decision-making by making different kinds of information able to be displayed visually. This ability to display significant data in a way that is easy to understand is a valuable skill the division relies on daily.
The Transportation Technicians handle the installation and maintenance of road markings and signs. Their critical work promotes road safety, guiding drivers, and pedestrians alike. This team's meticulous attention to detail significantly reduces traffic accidents and enhances overall road safety. They have an in-house sign shop, allowing the city to create new street signage quickly and efficiently. This is unique to Sandy, as many jurisdictions outsource street signage needs.

Snow Removal Reminders

When inclement winter weather hits, the Public Works Department is hard at work clearing roads for safer travel. Their priority is to make all main arterial roads passable for public safety, schools, and fire stations. If the snow continues to fall, the city’s goal is to keep the main roads clear. In such instances, it is unlikely that residential roads will be reached immediately because main roads must be repeatedly plowed. It is important for residents to keep cars and debris out of the road so that snowplows and other maintenance vehicles can work with little or no interruptions. As residents of Sandy City, each property owner plays a role in helping to keep roads and sidewalks free of snow and ice. Listed below are reminders for all residents: The following actions are not allowed: • Blowing or pushing snow into any city street. • Parking on city streets during a snowstorm or during the 24 hours after the end of the storm. (Depending on the situation, police officers are authorized to either cite residents or have vehicles towed if they are not in compliance with any ordinance). Homeowner Responsibilities: • Removing the snow in front of your mailbox and fire hydrants once plows have been through the neighborhood. • Clearing snow from sidewalks in front of your homes within 24 hours of a storm. (If possible, please assist elderly or infirmed neighbors).
