DETERMINIATION OF ON-PEAK / OFF-PEAK HOURS: The on-peak hours, upon which the on-peak energy charge is based, shall be the hours from 3:00 p.m. through 9:00 p.m., for the period beginning July 1 and continuing through September 1; and from 6:00 a.m. through 10:00 a.m. and 6:00 p.m. through 10:00 p.m. for the period beginning December 1 and continuing through March 1. All other hours are classified as off-peak hours. MINIMUM MONTHLY BILL: The minimum monthly bill shall be the minimum monthly charge specified in the contract for service, but not less than $75.00. AVAILABILITY: Available upon request by any commercial, community, or municipal organization within the Cooperative’s service area. Street lighting equipment, including lamps, fixtures, controls and the necessary street lighting circuits, transformers and additional guys and fittings, will be furnished and maintained by the Cooperative. 2. Lamp replacements will be made by the Cooperative without additional charge, except that any damage to lamps and luminaries resulting from vandalism shall be charged to the member at cost as a separate item on the monthly bill for service. CONDITION OF SERVICE (Continued) 3. Service will be furnished for future additional lamps connected to existing overhead secondary circuits in accordance with the above charges. 4. This schedule applies to either multiple or series street lighting circuits. The Cooperative will determine type of circuit. 5. Charges for annual use will be billed monthly during the lighting season in equal installments. OPERATION AND MAINTENANCE: The Cooperative shall own, operate and maintain the thoroughfare street lighting system. Upon receipt of notice from the municipality of failure of light to operate, the Cooperative shall make repairs or replacement within a reasonable time during regular working hours and favorable weather conditions. BURNING SCHEDULE: The standard schedule shall be from dusk to dawn service, and shall include approximately 4,000 hours of service per year.

AVAILABILITY: Available upon application to all members for illumination of outdoor areas at any point on or near the distribution lines where proper secondary voltage is available and subject to the established Terms and Conditions of Service of the Cooperative. MONTHLY RATE: The cost for each standard security lamp installed on Cooperative’s pole with existing facilities is $9.45 per month. An additional pole and up to 100 feet of secondary conductor may be provided for $3.25 per month. RATE PROVISIONS: The above rate for the lamps only is based on the Cooperative installing the lamp or lamps on existing poles with existing secondary facilities. Installations requiring an additional transformer to support the lighting will be subject to a transformer fee of $10 per month. If additional poles and facilities are required, the Member shall make a contribution equal to the cost of material and labor for the necessary facilities. All facilities will remain the property of the Cooperative. CONDITIONS OF SERVICE: 1. The member shall furnish to the Cooperative, without cost to the Cooperative and on the forms suitable to it, all rights, permits and easements necessary to permit the installation and maintenance of the Cooperative's facilities on the member’s property and as needed by the Cooperative in providing service hereunder. 2. The Member shall be responsible to the Cooperative for damage to its facilities resulting from actions of persons or animals on member’s premises. 3. Upon receipt of notice from the municipality of failure of light to operate as provided, the Cooperative shall make repairs or replacement within a reasonable time during the regular working hours and favorable weather conditions. Service shall be taken at primary voltage (7.62 / 13.2 kV or 14.4 / 24.9 kV) or greater. A contract for service is required. No resale break-down, stand-by, auxiliary or supplemental service shall be available under this rate. MINIMUM MONTHLY BILL: Minimum monthly bill shall be the higher of the following charges: A. The Service Availability Fee plus the applicable Demand Charge plus the applicable Line Extension Charge; or B. LINE EXTENSION CHARGE: A requirement to furnish facilities other than those allowable according to the Terms and Conditions of Service of the Cooperative will be billed to the member unless otherwise provided for in the contract for service.

Billing Adjustments and Terms of Payment

ADJUSTMENTS FOR TAXES: The rates set forth herein are subject to all state and local taxes including but not limited to sales, gross receipts and franchise taxes, which shall be billed directly to each member and which shall be in addition to the rates otherwise approved by the cooperative’s Board of Trustees. TERMS OF PAYMENT: The monthly bill will be rendered at the applicable rate. A late payment charge of one and one-half percent (1.5%) may be added to the monthly bill if it is not paid within twenty-one (21) days of the date of mailing. POWER COST ADJUSTMENT: The foregoing charges shall be increased or decreased by the amount in cents or fractions thereof by which the average cost of power per kWh sold for supply of power during the forecast period exceeds or is less than 6.40 cents per kWh calculated in accordance with the following formula. 1

Distributed Generation Rider

APPLICATION: Applicable to Distributed Generation smaller than 300 kW of connected generation connected to the cooperative’s lines in accordance with the cooperative’s service rules and regulations and the cooperative’s Distributed Generation Procedures and Guidelines Manual for members (available on request). This rate is not applicable to temporary, shared, or resale service. This rate is applicable to service supplied at one point of delivery and measured through one meter. SALES TO MEMBER: Sales to a distributed generation member shall be consistent with the applicable retail rate established by the cooperative and in use by the member as if there were no distributed generation installation. PURCHASES FROM A MEMBER: Facility classified as 300 kW of connected generation and smaller For power produced in excess of on-site requirements, the member will be compensated by the retail purchase meter running in reverse (Net metering). The cooperative shall bill the member for the excess of energy supplied by the cooperative over and above the energy supplied by the member during each billing period according to the cooperative’s applicable retail rate schedule. Net metering is defined as measuring the difference between the electricity supplied by the cooperative and the electricity generated by the member’s facility and fed back to the electric grid over the operable time period. When the energy supplied by the member exceeds the energy supplied by the cooperative during a billing period, the monthly charge and/or minimum bill of the retail rate schedule shall be billed by the cooperative Any net excess energy for the billing period shall be credited, or paid in dollars, in the next billing period(s) at a rate equal to the avoided cost of the cooperative’s power supplier. PURCHASES FROM A MEMBER Facility classified as 300 kW of connected generation and smaller (continued) Member must be a Qualifying Facility (QF) as defined by the Public Utility Regulatory Policies Act of 1978 (PURPA). If member is not a QF, the cooperative and/or its power supplier may, at its sole discretion, elect to purchase power from the Member under the terms of this section. There shall be no “net metering” for distributed generation facilities larger than 300 kW of connected generation. Systems with an installed capacity greater than 125 percent of the member’s average peak load may be excluded from the net metering provision and shall be paid under the small power producer or qualifying facilities tariff, at a rate equal to the avoided cost of the cooperative’s power supplier. FACILITIES CHARGE Facilities charge will be assessed at the sole discretion of the cooperative on a non-discriminatory caseby-case basis to recover any additional operation and maintenance expense caused by the member’s facility. DATA ACCESS-COMMUNICATIONS LINK In addition to all other charges in the member’s tariff and this rider, the member will provide the cooperative, at the member’s own expense, a communications link as approved at the sole discretion of the cooperative for remotely obtaining meter readings at a time or times of the month as determined at the cooperative’s sole discretion. CONTRACTS An Interconnection Contract, between the member and the cooperative, shall be required in all cases.

Renewable Energy Option – Rider R

Central Rural Electric Cooperative (CREC) members have the option of participating in a voluntary Renewable Energy Program. Members may purchase Renewable Energy in blocks of 100 kWh per month or elect to receive one hundred percent of their monthly electricity requirement from renewable solar or wind sources. A member may not purchase Renewable Energy in an amount that exceeds the customer’s monthly consumption. CREC gets their renewable energy for this program from its on site solar installation facility located in Stillwater. The Renewable Energy Program is a voluntary program, open to all CREC accounts, and has a contract requirement. The Renewable Energy Rate (“Rider R”) is in addition to any charges the member currently sees on their bill. Currently Rider R is equal to $0.0458 per kWh. The Cooperative may change the Rider R once per calendar year. If a member decides to sign up and then wants to quit participating in the Renewable Energy Program, they may terminate billing under this Rider R by giving the Cooperative at least thirty (30) days prior notice. After receiving such notice, the Cooperative will terminate billing under this Rider effective with, or prior to, the member’s next meter read date. The Cooperative reserves the right to terminate this Rider or revise the pricing or minimum purchase amount of the Rider after giving sixty (60) days prior notice. If a member does not want to participate in the Renewable Energy Program, their service is not affected. The Renewable Energy Program is voluntary and Rider R, if chosen, is in addition to the applicable rate schedule. If the member-owner chooses not to participate, no change will be made to the service and charges the member is currently receiving. Energy Saver Program Rider

PURPOSE Central Rural Electric Cooperative members have the option to participate in a voluntary Energy Saver Program. The Energy Saver Program is a program available to qualifying Central members who seek to lower their energy use through one or all of the following measures with on-bill financing: 1. Track energy use through the installation of Apolloware 2. Receive expert energy-saving recommendations after an energy efficiency assessment 3. Make energy efficiency improvements to his or her home or commercial building 4. Produce energy by installing renewable energy systems BILLING The monthly Energy Saver Program Charge is determined by Central to be assessed on each respective participating member’s bill. A further description of the methodology for calculating the Energy Saver Program Charge(s) is described in the Energy Saver Program Manual. Each member participating in the Energy Saver Program shall pay the monthly Energy Saver Program Charge(s) along with other electric service charges on their electric bill. The Energy Saver Program Charge (s)will appear as separate line items on the bill. The due date for payment is the same as the due date for electric service charges. Participants are responsible for paying their bills from the Cooperative on time and in full, which includes the Energy Saver Program Charge(s) and the energy service charges. Non-payment of the bill may result in the assessment of late payment charges, disconnection of electrical service and the initiation of the Cooperative’s collection processes. For those participating member accounts where service has been terminated due to non-payment and service is subsequently reinstated upon payment of the past due balance, participant may be assessed service establishment and/or deposit charge on the Energy Saver Program Charge(s) and the electric service charges. Participants wishing to make prepayments or wishing to satisfy the outstanding balance of the Energy Saver Program Charge(s) should consult with the Cooperative and make arrangements directly for such payment(s). If no arrangements are made with the Cooperative, any excess payments received beyond what is due on the Participant’s current monthly electric bill will be applied as a general credit on their electric bill and shall be carried over as credits to be applied to subsequent utility bills with Energy Saver Program charges given senior status before the electric service charges. TRANSFERABILITY OF ON-BILL OBLIGATION Any succeeding member who receives service at a location where an Energy Program Charge(s) has been applied will be responsible for the payment of the Energy Saver Program Charge(s) from the point at which they have established service with the Cooperative. A succeeding member is not responsible for the any unpaid Energy Saver Program Charge(s) of prior members. CONTRACTS An Energy Saver contract, between the member and the cooperative, shall be required in all cases.
