NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2026 1

Basis of Preparation Comparative information

Comparative grant funding has also been reclassified to separately present funding received from the Ministry of Health (MoH). Funding under the National Mental Health and Suicide Prevention Agreement and Bilateral PHN Program is received from both the Australian Government Department of Health, Disability and Ageing (DoHDA) and the Ministry of Health. In the prior year, the MoH component was included within DoHDA grant funding and other grant funding sources. In the current year, the comparative amounts have been reclassified to separately present the MoH component and provide greater clarity over the respective funding sources. The effect of these reclassifications on the comparative amounts is summarised below:

Term deposits Other assets Grant funding - Australian Government DoHDA Grant funding - other sources Grant funding - Ministry of Health

Previously reported 2025 $ 17,000,000 1,120,780 32,125,450 4,137,275 -

Reclassification $ 250,644 (250,644) (2,251,324) (3,196,018) 5,447,342

Reclassified 2025 $ 17,250,644 870,136 29,874,126 941,257 5,447,342

These reclassifications have no impact on total revenue, profit for the year or net assets. Economic dependence

The Company is dependent on the Australian Government Department of Health, Disability and Ageing for a large proportion of its revenue used to operate the Company. The current funding agreement with the Department of Health, Disability and Ageing is in place until 31 December 2028, with individual funded activities having specified funding periods. At the date of this report, the Directors have no reason to believe the Department of Health, Disability and Ageing will not continue to support the Company. 2

Summary of Material Accounting Policies

(a) Income tax

The Company is exempt from income tax under Division 50 of the Income Tax Assessment Act 1997. (b) Revenue and other income Specific revenue streams

The revenue recognition policies for the principal revenue streams of the Company are: Department of Health, Disability and Ageing (DoHDA) The Company receives the majority of its income from the Australian Government Department of Health, Disability and Ageing under multi-year funding agreements. Most funding agreements are enforceable and contain sufficiently specific performance obligations, requiring the Company to deliver health programs in accordance with annual activity workplans and commissioning frameworks. Revenue from these programs is recognised under AASB 15 Revenue from Contracts with Customers on an input basis, measured by costs incurred relative to the approved budget, reflecting that the funder simultaneously receives and consumes the benefits of the services provided.

NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2026 2

Summary of Material Accounting Policies

(b) Revenue and other income Specific revenue streams

Other grant funding From time to time, the Company may receive funding from other sources, such as State Government agencies or local health districts. These grants are assessed under AASB 15 or AASB 1058 depending on the terms of the agreement: 

Where enforceable and specific performance obligations exist, revenue is recognised progressively over time as the obligations are met.

Where no such obligations exist, income is recognised when the funding is received or when the right to receive it arises.

Contract liabilities and unspent funds Funding that has not yet been applied in accordance with the terms of an agreement is recognised as a contract liability. These balances may include unexpended funds subject to refund or rollover approval, amounts committed to commissioned service providers where the related services have not yet been delivered, or funding received in advance for activities scheduled in future periods. Revenue is recognised when the associated obligations are satisfied. Interest Interest income is recognised as revenue in the period it is earned, using the effective interest method. (c) Financial instruments Financial assets

All recognised financial assets are subsequently measured in their entirety at amortised cost. The Company's financial assets measured at amortised cost comprise trade and other receivables, cash and cash equivalents and term deposits with maturities greater than 3 months in the statement of financial position.

Interest income is recognised in profit or loss. Impairment of financial assets Impairment of other financial assets measured at amortised cost is determined using the expected credit loss model in AASB 9. On initial recognition of the asset, an estimate of the expected credit losses for the next 12 months is recognised. Where the asset has experienced a significant increase in credit risk then the lifetime losses are estimated and recognised. Financial liabilities

The financial liabilities of the Company comprise trade and other payables. Trade and other payables are unsecured, non-interest bearing and are normally settled within 30 days. The carrying value of trade and other payables is considered a reasonable approximation of fair value due to the short-term nature of the balances.

FIRSTHEALTH LIMITED ABN: 15 111 520 168

NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2026 2

Summary of Material Accounting Policies

(c) Financial instruments Financial liabilities

Accrued expenses pertain to contractor fees and are recognised based on the work completed as at year end. (d) Employee benefits

A liability is made for the Company's employee benefits liability arising from services rendered by employees to the end of the reporting period. Employee benefits that are expected to be wholly settled within one year have been measured at the amounts expected to be paid when the liability is settled. Employee benefits expected to be settled more than one year after the end of the reporting period have been measured at the present value of the estimated future cash outflows to be made for those benefits. In determining the liability, consideration is given to employee wage increases and the probability that the employee may satisfy vesting requirements. Changes in the measurement of the liability are recognised in profit or loss. 3

Critical Accounting Estimates and Judgments The Directors make estimates and judgements during the preparation of these financial statements regarding assumptions about current and future events affecting transactions and balances.

These estimates and judgements are based on the best information available at the time of preparing the financial statements, however as additional information becomes known then the actual results may differ from the estimates. The significant estimates and judgements made have been described below. Key estimates - contractor accruals

The Company recognises accrued contractor expenses for services received but not invoiced at the reporting date. The amount recognised requires estimation based on information available at year end, including the extent of services performed, agreed contractual rates and expected amounts payable. Actual amounts subsequently invoiced may differ from the amounts accrued. Key judgments - grant income The Company receives various grant funding, which requires careful allocation of expenses and determination of whether the performance obligations associated with the grants have been satisfied. Significant judgments have been applied in assessing the specific terms and conditions of each grant agreement to determine whether the grants meet the criteria for revenue recognition under AASB 15 Revenue from Contracts with Customers.

These judgments involve evaluating the nature of the performance obligations, the Company’s ability to allocate expenses directly attributable to those obligations, and the timing of when these obligations are deemed to be fulfilled. The Company has concluded that revenue can only be recognised when the performance obligations are satisfied, ensuring that the recognition of grant income is aligned with the delivery of the agreed-upon goods or services. These judgments are critical in reflecting the Company's financial performance accurately and in compliance with the relevant accounting standards.
