ALPHA PHI ALPHA FRATERNITY, INC. 89TH ANNIVERSARY COVENTION ADOPTS NEW MEMBERSHIP INTAKE PROCESS

The elimination of risk, and the standardization of new member orientation and development is better served if controlled, monitored, and supervised by the Fraternity through its administrative center. It is impractical if not impossible for every chapter in the Fraternity to be allowed to intake new members and expect the General Organization to have sufficient control over the process or to eliminate the risk associated with traditional methods of initiating members. Quality assurance in the content of the educational phase cannot be compromised to maximiz^the initial impression of this most noble brotherhood on the newly minted Brother.

Die Membership Intake Process (MIP) must be centralized and controlled at the national level. The rationalization is simple. Since the entire Fraternity is held liable for illegal acts committed by members who chose not to follow our constitutional mandate, the or our regulations, then the national staff must coordinate, control and manage the entire process from beginning to end. We shall demonstrate our leadership to the world. To hold high the name and its ideals, we must do what is necessary to eradicatetheproblemswithanuncontrollableprocess.Weshallbefirstofall,servantsof all and transcend all. We must act boldly and defiantly change the paradigms that hold us hostage to sadistic and barbaric traditions that have no place of honor in our organization or culture. We cannot follow the leads of other Greek-lelter organizations who fail to take seriously the problems associated with hazing.

This policy paper proposes an enhanced staffing structure for the purpose of creating the infrastructure to manage the process as well as signiacanl procedural changes for membership Intake. There shall be aminimum of four-full lime paid staff positions, three of which are new. These brothers will be responsible for coordinating all membership intake for the Fraternity. These brothers must be appropriately trained, must be mature leaders and fully empowered to cany out their responsibilities. We would expect that these brothers have the demonstrated ability to fully and completely manage, monitor and control the intake process.

We will develop and widely distribute membership brochures. The brochures shall outline the outstanding characteristics of the Fraternity. The brochure will also set forth the desirable characteristics for those who would aspire to become amembet of this fraternity. Finally, the brochure shall set forth how one may become amember, including requiring that any application must be obtained from the national office.

Below we will outline the process for receiving applications, processing applications, history and risk management certification, aspirant interviews, community service program/projectsasapartoftheintakeprocessandtheintakeofthecandidates.

Brothers send the following letter to your Senator

The Process begins when an aspiranl requests amembership application from the national of fi ce. Applications may only be obtained from the national of fi ce. The natiortal of fi ce shall further describe the intake process. Particularly, the aspirant shall be advised of the fraternity's strong anti-hozing policy. The aspirant shall fully complete the application. The application shall include an arbitration provision that shall be acknowledged and agreed to by the aspirants. Aspirants that ore under the legal age of majority (usually 19) shall have the consent and agreement of their custodial parcnt/lcgal guardian.

The application, with all fees attributable to intake, as well as all other supporting materials shall be submitted to the national of fi ce addressed to the attention of the national director of intake. The supporting materials shall include documentation of sponsorship from an active brother, certi fi cation of current enrollment or completion of a baccalaureate degree from on accredited degree granting college or university.

The national director of intake shall be responsible for developing site.s for the intake process and intake management teams for each site. Once an application with fees and supporting materials has been received, the national director shall cause the audil/rcvicw of the application for completeness. Assuming the completeness of the application and materials, the aspirant shall receive from the national ol fi ce instructional materials related to intake (i.c., risk management handbook and history study guide). Also, the aspirant shall be advised of the dale, time and place of the intake activities.

The process shall ultimately he controlled and managed by one or more of the national office staff In coordination with the intake management team. All intake activities shall take place in the pre.sence of anational intake officer and conclude by 10:00 p.m.

Weekend (Jnc shall he called “Lcader.ship Weekend." Friday. The program on Friday shall include presentations by the national organization and the participating chapters. The participants shall also under controlled circumstances conduct interview's with the aspirants. On Saturday, the aspirants and tlie brothers shall undertake jointly acommunity scrvice/outreuch project. It is envisioned that the project shall highlight or emphasize one of the national programs. The brothers may conduct dclibenitions related to the aspirants following the project. The activities shall begin on

Weekend Two shall be called “Membership Weekend.” As bcftire, Uic process shall begin on Friday. Only members of the intake management team shall participate on Friday. The aspirants shall be risk management and history certified. On Saturday, the aspirants (only) shall participate in acommunity service project. FoHow'ing the community service project, the aspirants shall particij>atc in an intake ceremony that shall be managed by the intake managcmcitt team. Active brothers may be present for the ceremony.

Jr., in the Nation's Capital.

These bills are being sponsored by Congresspersons Connie Morelia (D-MD), and Julian Dixon (D-CA) in the House, while Senator Paul Sarbanes (D-MD) and Senator John Warner <R-VA) are sponsoring the Senate bill.

King's Contributions to the Black Community and to the larger American Community are too numerous to mention. The development of asymbol for our youth is particularly important during these times. We have been pursing this project for 10 years. Your help Is needed now.
