As we reflect on 2025, we are filled with gratitude for your continued partnership and support. This year we were honored to welcome 29 new Fellows, each demonstrating a strong commitment to our shared mission. We are proud to present our 2025 MSBF Annual Report, highlighting how your support strengthened civil legal aid organizations and advanced access to justice for all Michiganders.
In 2025, the Foundation was able to provide a 25% increase in annual operating grants and continue funding for the statewide eviction diversion program that began in 2020. In addition, the Foundation expanded its administration of funds and grantmaking to include a Legal Assistance Relief Fund, created through class action settlements, to support low-income individuals seeking legal help with unemployment benefit cases.
We continued to experience an increase in revenue from our Interest on Lawyer Trust Accounts (IOLTA) program. IOLTA funds remain a crucial source of funding for civil legal aid organizations. Our work is further amplified by the Banking on Justice Campaign, which recognizes financial institutions that pay higher IOLTA interest rates. Currently, there are 15 financial institutions who participate in this initiative.
In addition to IOLTA, the Foundation continued to partner with the legal community to raise money for 14 regional and statewide civil legal aid organizations, through the Access to Justice Campaign. In 2025, the ATJ Campaign launched a major gift initiative, seeking $10,000 contributions. Individuals and law firms that give $10,000 or more a year will be recognized as Champions of Impact, on tiered giving lists.
Building on this momentum, the Foundation is deepening its partnership both statewide and nationally. We remain involved in shaping conversations about legal aid, access to justice and helping to guide the future of our civil legal aid infrastructure. Internally, we increased our capacity by adding a Director of Grants, an Engagement Manager and an Impact Gifts Manager to our team – ensuring we steward our resources with excellence and advance our mission with greater reach.

This 2025 financial report is a condensed version of the audited financial statements for the fiscal year ending on September 30, 2025. The Foundation manages certain bids and contracts to support civil legal aid in Michigan. Pursuant to state legislation, the Foundation administers the portion of court filing fee funds which is distributed to legal aid programs. The funds are disbursed directly to grantees and not included in our financial statements.

As the statewide administrator of Michigan’s IOLTA program, the Foundation manages IOLTA interest remittances from more than 100 financial institutions and provides support and education to participating banks and credit unions. The interest generated on IOLTA accounts helps fund civil legal aid programs that assist clients unable to afford an attorney.
We increase the impact of the IOLTA program by ensuring that eligible financial institutions pay comparable interest rates and by maintaining our Banking on Justice Campaign. Banking on Justice institutions pay significantly higher IOLTA interest rates, sometimes more than 300 times the rate paid at other financial institutions.
The success of Michigan’s IOLTA program depends on the Foundation’s ongoing collaboration with the State Bar of Michigan, the Michigan Supreme Court, and the participating financial institutions. In addition, the banking choices made by private attorneys and law firms influence how much IOLTA funding is available. When lawyers choose to hold IOLTA accounts at Banking on Justice institutions, they substantially increase the resources available for civil legal aid.
We encourage all attorneys to ask your financial institution to join the Foundation’s Banking on Justice Campaign, or to move your IOLTA accounts to a participating institution. IOLTA funds help increase access to a legal system that was designed to be navigated by lawyers, and as lawyers, where you bank matters.

Legal Aid represented Maria, an older adult with disabilities, who uses a wheelchair, after she was taken advantage of by an unlicensed contractor while trying to make her bathroom shower accessible. The contractor overcharged her and failed to perform the work properly. Legal Aid helped her secure a $4,500 settlement, so that she could hire another contractor to complete the job properly.
The Foundation administers additional grant programs to advance its mission to support civil legal aid. These programs provide additional support for eviction cases, federal disability claims, and unemployment insurance matters.
The Foundation administers grants to legal aid organizations to help income qualified households facing residential eviction. 97.27% of individuals represented had a positive outcome in their case.
The Foundation administers funding from the Michigan Department of Health and Human Services (MDHHS) to support legal services for current or potential recipients of state disability benefits, who are seeking federal disability benefits, including Supplemental Security Income (SSI). 72% of individuals represented had a positive outcome in their case.
In 2025, the Foundation administered the Unemployment Legal Assistance Relief Fund (Relief Fund) created through two class action settlements, to support legal aid organizations assisting Michigan unemployment insurance claimants. Grant awards were awarded to legal aid programs to expand free legal assistance in unemployment cases in every county in Michigan. 77% of individuals represented had a positive outcome in their case.
After receiving an eviction notice, a client, living solely on SSI disability benefits, turned to legal aid for help. A legal aid attorney uncovered billing discrepancies between the landlord and housing assistance records. As a result, the eviction case was dismissed, the client’s balance was reduced to zero, and his housing was fully preserved.
After years of living with the effects of a traumatic brain injury, a client struggled to communicate with medical providers and secure needed documentation. A legal aid attorney obtained the client’s medical records and successfully secured disability benefits. With the resulting income and back pay, the client moved into stable housing near public transportation and can now attend medical and therapy appointments consistently.
After being wrongly denied unemployment benefits, a client endured a seven‑month appeals process that left her facing eviction and unable to meet basic needs. Legal aid represented her through multiple hearings and secured a favorable decision. She shared, “Receiving these benefits will make a huge impact in my life. They will go a long way to helping me get back on my feet and allowing me to help support my daughter.”
Through the ATJ Campaign, the legal community can make a meaningful investment to help ensure fair and equitable access to justice in our communities. The Campaign is administered by the Foundation and operated in partnership with the State Bar of Michigan to raise money for 14 regional and statewide civil legal aid programs in Michigan. Each year, the Campaign distributes 100% of the funds raised to the participating programs to increase the impact of civil legal aid for thousands of low-income Michiganders.
In 2025, we launched a major gifts initiative to expand support from firms and individual donors. As part of the effort, we are introducing a new recognition initiative, titled Champions of Impact, acknowledging firms and individuals that give $10,000 or more. The 2025 Fellows Annual Reception was hosted at the Townsend Hotel in Birmingham. During the reception, the Foundation awards were presented to former Chief Justice Marilyn J. Kelly and Ashley E. Lowe.

Hon. Marilyn J. Kelly is the Distinguished Jurist in Residence at Wayne State University Law School. Her illustrious career includes a two-year tenure as Chief Justice of Michigan. As Chief Justice, she led the creation of the nationally recognized Michigan Legal Help Program. A lifelong public servant, she has served on the Michigan Court of Appeals and on numerous state and academic boards, and is a Michigan State Bar Foundation Fellow.
Ashley E. Lowe, Chief Executive Officer of Lakeshore Legal Aid, has dedicated her career to advancing access to justice for vulnerable populations. She previously served in leadership and faculty roles at Wayne State University Law School and Thomas M. Cooley Law School, and currently serves the State Bar of Michigan in multiple leadership capacities. She is also a Michigan State Bar Foundation Fellow.
