Transportation/Multimodal 7th Street Reconstruction City of Red Wing, MN

To support the City of Red Wing's Complete Streets goals, MSA partnered with the City to evaluate improvements along East 7th Street, a key corridor connecting Downtown Red Wing to US Highway 61. Recognizing the importance of balancing mobility, safety, and neighborhood character, our team developed and communicated multiple design alternatives that enhanced bicycle and pedestrian accommodations while maintaining access for residents and motorists. Through a collaborative public engagement process—including visualizations, cross-sections, mailed and online surveys, and an interactive ArcGIS StoryMap—we gathered meaningful input from affected property owners and corridor users. The feedback provided the City with a clear understanding of community preferences and helped guide the project toward a preferred solution featuring on-street bicycle facilities that reflected local priorities.

Transportation & Roadways

River Road Reconstruction City of Wisconsin Dells, WI

To help the City of Wisconsin Dells and its project partners improve mobility, utility infrastructure, and regional connectivity, MSA provided engineering design and funding administration services for the reconstruction of River Road. Serving as a critical link between downtown Wisconsin Dells and popular recreational, residential, and tourism destinations, the project included roadway reconstruction, underground utility improvements, and the addition of a 2.1-mile lighted multiuse path connecting downtown to state natural areas, sports facilities, resorts, and other community amenities. Working through challenging terrain, environmental constraints, and complex stakeholder access needs, our team coordinated closely with local agencies, businesses, residents, and project partners to minimize disruptions and maintain access throughout construction. MSA also successfully secured transportation and recreational trail funding, helping the City advance a transformational project that strengthened regional connections, enhanced multimodal travel options, and supported long-term community growth.

Atwood Avenue City of Madison, WI

To support the City of Madison's goals of improving safety, traffic operations, and multimodal connectivity, MSA partnered with the City to re-imagine a key segment of Atwood Avenue, a vital corridor connecting Monona and downtown Madison. Our team evaluated corridor operations and developed a context-sensitive roadway design that enhanced pedestrian and bicycle mobility while maintaining efficient traffic flow, including a new multiuse path, enhanced pedestrian bridge, and strategic roadway reconfiguration. Given the corridor's proximity to parkland, waterways, schools, and regional destinations, MSA guided the project through environmental review requirements and implemented an extensive public involvement program to gather community input and evaluate alternatives. This collaborative process helped the City identify a preferred solution that improved safety, strengthened regional trail connections, and advanced the community's long-term transportation goals.

MSA takes a comprehensive approach to reconstruction, balancing technical requirements with community priorities to minimize disruption and maximize long-term value. From neighborhood streets to heavily traveled corridors, we deliver thoughtful solutions that strengthen infrastructure, support growth, and improve the overall user experience.

Urban Reconstruction Wacker Road Reconstruction and Safe Routes to School City of Savanna, IL

To address critical safety, accessibility, and infrastructure needs along Wacker Road, MSA partnered with the City of Savanna to develop a comprehensive corridor improvement project serving residents, businesses, industrial users, and West Carroll Primary School. Our team combined roadway, utility, and pedestrian enhancements to improve traffic operations, accommodate truck movements, and create safer routes for students traveling to and from school. Through close coordination with the City, IDOT, stakeholders, and the public, MSA guided the project from funding acquisition through design and construction, securing multiple state and federal grants that made the improvements possible. The resulting project enhanced mobility, modernized aging infrastructure, and significantly improved safety and accessibility for the community while supporting continued economic development along this important corridor.

CSAH 25 (Century Avenue) Pavement Preservation Washington County, MN

MSA was involved in this pavement preservation project, which included a 3-inch mill and overlay of the CSAH 25 (Century Ave) roadway from Brookview Dr E to S Century Ave, straddling the Woodbury and Maplewood border. Additional work included upgrading signage, striping improvements, and traffic control. This project included coordination with multiple stakeholders including MnDOT, Metro Transit, Woodbury, Oakdale, Maplewood, and Ramsey County. As lead designer, MSA provided ADA improvements, roadway and stormwater design, utility coordination, traffic control planning, and public engagement. Working within a compressed schedule, MSA coordinated across multiple jurisdictions and agencies, secured MnDOT approvals, avoided significant utility conflicts, and developed a phased traffic control approach that maintained access while minimizing impacts to the traveling public.

South Viking Drive Expansion City of Reedsburg, WI

The City of Reedsburg partnered with MSA to design and deliver the South Viking Drive expansion, creating a direct connection between STH 23/33 and the City’s industrial park to improve truck access, reduce congestion, and enhance safety along one of the community’s busiest corridors. The project included roadway, utility, traffic signal, and stormwater improvements, while also accommodating future multimodal trail connections and supporting continued industrial growth. The project required extensive coordination among local, state, federal, airport, utility, and private stakeholders, as well as innovative funding and right-of-way strategies. Despite a complex permitting environment and accelerated schedule, the team successfully delivered the project on time, providing long-term transportation, infrastructure, and economic development benefits for the community.

North Park Road (Highway 6 to Aster Drive) Improvements Design & Reconstruction City of Tiffin, IA

MSA provided multidisciplinary engineering services for the reconstruction of approximately 3,200 feet of North Park Road, a key corridor connecting residential neighborhoods, commercial developments, and two elementary schools. The project was partially funded through the STBG program and followed Iowa DOT’s Instructional Memorandums for project development and bid letting. The design transformed the existing two-lane rural roadway into a four-lane urban section with a dedicated center turn lane. Improvements included a new sidewalk and trail system connecting to the Clear Creek Trail network, a grade-separated pedestrian underpass for safe school access, and a roundabout with lighting. The project also involved stormwater analysis for floodplain impacts, water main construction, and extensive coordination with Tiffin and Oak Hill Elementary Schools to maintain access during multistage construction.

MSA helps communities reimagine these important spaces through streetscape, roadway, and public realm improvements that balance mobility with placemaking. By integrating pedestrian amenities, accessibility enhancements, parking considerations, traffic operations, and community identity, we create downtown environments that are welcoming, functional, and economically vibrant. The result is infrastructure that supports local businesses, encourages activity, and reinforces the character that makes each downtown unique.

Downtowns Downtown Phase 1 Reconstruction City of Ely, IA

Ely is located strategically within three miles of the City of Cedar Rapids and just north of Iowa City/Coralville. The City, despite significant residential growth, has seen limited commercial and mixed-use development in its downtown area. To address this and the community’s need for recreational spaces, the City hired MSA to plan and engineer downtown improvements. MSA collaborated with a project steering committee, City staff,

and elected officials to develop a Downtown Master Plan. Upon the completion of the planning phase, the City delineated the boundaries for the initial phase of reconstruction. The first phase encompasses the transformation of a rural section into an urban one, with parking facilities on Traer Street and Main Street. Additionally, the first phase involves the replacement of aging and undersized water mains and sanitary sewers. A significant drive for the reconstruction effort was the improvement of stormwater management in the downtown area, leading to the installation of a new trunk line extending from State Street, up Traer Street, and Main Street. The City placed a high priority on enhancing parking facilities and pedestrian accommodations in their downtown area, and these elements were integrated into the project.

La Salle Avenue Phase 2 Reconstruction: STH 25 to 7TH Street City of Barron, WI

The City of Barron reconstructed seven blocks of La Salle Avenue to address aging infrastructure, improve safety and accessibility, and revitalize its downtown corridor. The project included replacement of 60-plus-year-old water, sanitary sewer, and storm sewer utilities; removal of galvanized service lines; and installation of new pavement, sidewalks, curb and gutter, streetlights, and streetscape amenities. Enhancements such as decorative lighting, colored concrete, benches, planters, trees, and a flexible parking lane—allowing for the parking lane to be closed off so that businesses can use this space for things like sidewalk sales, outdoor seating, and temporary seasonal events—were incorporated to support downtown businesses and create a more welcoming pedestrian environment. MSA provided planning, funding assistance, design, and construction services for the $3.4 million project, which secured multiple state and federal funding sources and was completed one month ahead of schedule.

Transportation & Roadways

East and West Milwaukee Street Reconstruction City of Janesville, WI

MSA successfully developed urban roadway design plans for the two-phase Milwaukee Street Corridor project in historic downtown Janesville, WI, utilizing STP-Urban funding. The project included full reconstruction of both West and East Milwaukee Street, featuring new pavement, ADA-compliant curb ramps, decorative lighting, and enhanced streetscaping to support downtown revitalization. MSA conducted Phase I and II Hazardous Materials Assessments on both corridors, identifying recognized environmental conditions and preparing Special Provisions for contaminated soil management where necessary. To improve traffic operations and safety, MSA completed Intersection Control Evaluation (ICE) reports at four key locations, a safety assessment that led to the implementation of raised intersections, bump-outs, and Rectangular Rapid Flashing Beacons (RRFBs), and a detailed study of a unique five-leg intersection that resulted in a new traffic signal design. Extensive utility coordination, real estate acquisition, and public involvement were also key components of the project, ensuring minimal disruption and strong community support. These efforts demonstrate MSA’s expertise in traffic-focused urban design, environmental compliance, and context-sensitive solutions tailored to the needs of the City of Janesville.

Main Street Reconstruction City of La Porte City, IA

Recognizing a critical need to rejuvenate its downtown area and remain regionally viable, City leaders embarked upon a multi-phase endeavor to do just that. The first project was the development of a Downtown Revitalization Plan, which outlined areas of opportunity and improvement, helped restore historic downtown building facades, and secure critical funding for the most significant of all improvements: the transformation of Main Street. This $4.5 million rehabilitation reconstructed four blocks of Main Street through the community’s downtown. Utilizing conceptual renderings prepared by MSA, City leaders were able to gather public feedback and support for the project, ultimately leading to a successful grant acquisition of $750,000 from the local gaming association. With the additional grant funding, the impact of the downtown improvements was expanded to include work in the adjacent Wolf Creek Park including a new parking area for the kayak/ canoe launch, walking path connecting the park to Main Street as well as to the 67-mile Cedar Valley Nature Trail. Other park amenities included benches, lighting, and a 30x40 pavilion for private and community events.

WASTEWATER Protect your most valuable resource. Accommodate growth in line with regulations. Wastewater collection infrastructure is essential to a healthy, thriving community. Protecting water quality and the health and wellbeing of residents requires collecting, treating, and returning wastewater to the environment responsibly. MSA partners with communities to safeguard water resources while navigating challenges, such as aging systems, budget constraints, regulatory changes, and growing populations.

Madison Metropolitan Sewer District (MMSD) Southeast Interceptor Sewer Rehabilitation Village of McFarland, WI

MSA has provided planning, design, permitting, and construction coordination services for MMSD utility improvements associated with WisDOT's USH 51 reconstruction through the Village of McFarland. The two-phase roadway and bridge reconstruction project requires significant coordination due to conflicts with MMSD's sanitary interceptor system located within the corridor. Phase 1, from Voges Road to Larson Beach Road, included sanitary interceptor lining and manhole rim adjustments to accommodate roadway grade changes; MSA prepared plans, coordinated permitting and scheduling with WisDOT, and supported construction through submittal reviews, contractor coordination, and site inspections. Phase 2, from Larson Beach Road to Exchange Street, includes relocation of a major junction manhole serving multiple agencies due to reconstruction of the Yahara River bridge, as well as additional manhole lining and rim adjustments. MSA has completed draft plans, coordinated with MMSD, WisDOT, and contributing agencies, and developed contract documents and special provisions to integrate utility work with WisDOT's construction program. The project represents a multi-phase effort to modernize critical infrastructure and support long-term corridor improvements.

Collection System Rehabilitation Village of Wonewoc, WI

The Village of Wonewoc's collection system includes approximately 20,000 feet of sewer main. Smoke testing and sewer televising identified a deteriorated system with storm sewer cross connections that contributed to treatment upsets and frequent sanitary sewer overflows. To reduce wet weather flows, support a new treatment facility, and meet DNR requirements, the Village pursued a comprehensive collection system rehabilitation project. MSA GPS-located existing manholes and developed a GIS database to organize historical maintenance and televising records. Based on system evaluations, MSA recommended an infiltration and inflow reduction program that included storm sewer separation, manhole rehabilitation, CIPP lining, and service lateral grouting. The completed project included 3,100 feet of CIPP lining, four spot repairs, rehabilitation of 24 manholes, grouting of 53 lateral connections, and storm sewer separation at two locations. Funding was secured through a combination of USDA Rural Development grants and low-interest loans. Pre-design efforts also identified and prioritized an additional 4,200 feet of collection system rehabilitation for future funding opportunities.

Wastewater

Walnut Street Stormwater Improvements City of Sumner, IA

The 2nd Street lift station was one component of the larger Walnut Street Stormwater Improvements project. MSA assisted the City in developing plans, specifications, and permits for a wet well/dry well lift station having two submersible pumps with room for a third future pump. The lift station was also equipped with a natural gas generator and control building. City staff provided input from start to finish as our multi-disciplined MSA team progressed from siting the lift station to deciding on details such as davit cranes, lighting, and SCADA control function. The overall project used Federal Emergency Management Agency (FEMA), DOT, and State Revolving Fund (SRF) funding sources. MSA was able to help the City of Sumner with the SRF process by writing a Preliminary Engineering Report, assisting with loan applications, and aiding in the environmental review process.

Sanitary Sewer Rehabilitation Design & Bidding Phases 1 & 2 City of Clarence, IA

The City of Clarence was issued an Administrative Consent Order by the Iowa DNR to address excessive Inflow and Infiltration (I/I) to the sanitary sewer system. The excessive I/I that the sanitary sewer system was experiencing had resulted in several basement back-ups as well as exceeded the capacity of the wastewater treatment facility on a regular basis. The City hired MSA to develop a plan of action that would meet the expectations of the DNR’s consent order. Preliminary stages included extensive investigation and data collection in the form of manhole inspections, sump pump inspections, smoke testing, and review of televising reports. This data was then evaluated within a Preliminary Engineering Report where the major I/I contributors were prioritized as needing correction. A sanitary sewer rehabilitation project was developed based on these findings and improvements consisted of the following: • • • •

The City financed this project through a combination of State Revolving Fund Loan and CDBG funding. The sanitary sewer system rehabilitation project scope was large enough that the City decided to divide the project into two phases. This approach allowed the City of Clarence to take advantage of two phases of CDBG grant funding to make the project more affordable. MSA assisted in writing a CDBG grant application for the City of Clarence and they were awarded the maximum grant of $300,000 for the Phase 1 project and another $300,000 for the Phase 2 project.

Reverse Osmosis (RO) Water Treatment Plant Design City of Tiffin, IA

The City of Tiffin experiences extremely hard water, with raw water hardness of 500 to 600 mg/L. While the City’s current ion exchange treatment process removes radium and reduces hardness to approximately 250 mg/L, customers continue to report water quality concerns due to remaining hardness. MSA evaluated the City’s water treatment plant and prepared a preliminary engineering report to support State Revolving Fund funding and compliance with IDNR and EPA requirements. Based on the evaluation, MSA recommended expanding the existing plant and implementing an RO treatment system to significantly improve drinking water quality, reduce chloride loading to the wastewater treatment facility, and accommodate future growth. Improvements include installation of two RO skids, associated treatment systems, piping, pumping, SCADA upgrades, and building expansion with space reserved for future RO capacity.

Municipal Utility Planning: Right-Sizing Utility Infrastructure Village of Lake Delton, WI

When the Wisconsin DOT planned interstate and ramp improvements near the Village of Lake Delton, it recommended installing utility crossings beneath its right-of-way to support future service expansion beyond existing village boundaries. MSA evaluated long-term growth potential using GIS mapping, topographic analysis, and water pressure zone modeling, then worked with village leaders to define realistic future service areas. This proactive planning approach allowed the Village to appropriately size utility infrastructure for both current needs and future development, maximizing the value of the DOT project, optimizing capital investment, and positioning the community for sustainable growth. By aligning infrastructure planning with future development opportunities, the Village gained a clear framework for extending utility services as growth occurs.

Water Tower Rehabilitation Village of Birchwood, WI

Routine inspection of the Village of Birchwood’s elevated water storage tank identified a need for several minor upgrades and a complete recoating. Faced with this important and expensive project, the Village turned to MSA for assistance with plans, specifications, and funding. MSA, with subconsultant KLM, assisted

Well No. 3 & Ground Storage Reservoir Village of Barneveld, WI

The Village of Barneveld was forced to remove their Well No. 1 from service due to water quality exceeding maximum contamination levels. MSA worked with the Village on a comprehensive water study to determine the best course of action moving forward. Through careful planning, it was determined that the Village would construct Well No. 3 along with an associated 300,000-gallon ground storage reservoir. A booster station housed at the same site pumps the water from the ground storage reservoir into the system. The booster pumps, operating on VFDs, are capable of providing constant pressure into the system ranging from flows of 100 gpm up to 1,850 gpm. This configuration not only provides the Village with additional well capacity and storage but also meets their needs to provide adequate fire protection.

Integrated Resilient Infrastructure Planning City of Grand Marais, MN

The Grand Marais Integrated Resilient Infrastructure Planning project is a climate-forward planning initiative designed to help the City of Grand Marais proactively respond to the accelerating impacts of climate change on its stormwater, wastewater, and electric utility systems. Increasingly intense rainfall, groundwater variability, and freeze–thaw cycles are straining aging infrastructure, contributing to localized flooding, inflow and infiltration, service disruptions, and risks to Lake Superior’s water quality. This project establishes the foundational data, tools, and analyses needed to understand these vulnerabilities and plan targeted, climate-informed responses. At the core of the project is the creation of a cityowned GIS-based utility inventory and asset management system, enabling Grand Marais to move from reliance on institutional knowledge to a modern, resilient planning framework. Climate-adjusted scenarios will be developed for the City’s existing stormwater model, while a new, calibrated sanitary sewer model will be developed to evaluate system performance under current and projected future conditions. The project will result in the ability to identify flood-prone areas, prioritize flood mitigation strategies, limit climate-driven wastewater overflows, and protect public health and safety while preserving the community’s natural resources. Equally important, the project integrates community engagement and sustainability-focused decision-making, so that local observations and priorities shape future investments. Public input on climate impacts, flooding concerns, and utility reliability will be incorporated into clear, data-driven recommendations and a prioritized list of resilience improvements. Together, these deliverables will position Grand Marais to pursue future implementation funding, strengthen long-term infrastructure sustainability, and build lasting capacity to adapt to a changing climate while protecting quality of life and reducing pollution discharges to Lake Superior.

City of Sun Prairie, WI

MSA’s design restored more than 4,000 feet of stream and a half acre of wetland, and reclaimed nearly $1.2 million of property from the 100-year floodplain. The project transformed a channelized drainage ditch into a naturalized stream system, reducing the 100-year floodplain by more than 20 acres while supporting habitat and water quality in the Token Creek watershed.

Green Alley Reconstruction City of Dubuque, IA

Throughout the next 20 years, the City expects to convert approximately 240 existing alleys to green alleys. These reconstructed alleys are expected to reduce stormwater runoff within the Bee Branch Watershed by as much as 80%. MSA developed a calculation tool specific to the Green Alley program that the City uses to evaluate the effectiveness of each alley system based on location, development density, alley dimensions and a number of other factors. Our team has also designed and constructed more than 15 alleys to date.

Flood Mitigation Study City of Oelwein, IA

MSA completed a flood mitigation study for Dry Run Creek in Oelwein, Iowa, to address recurring flooding impacts to downtown businesses, residences, and public infrastructure. The study updated FEMA flood models, evaluated multiple flood reduction alternatives, and identified preferred mitigation strategies through cost, benefit, and feasibility analyses. MSA also developed conceptual designs, identified funding opportunities, and provided recommendations to support future implementation and final design.

Impacts of the 1,000-Year Flood Study Milwaukee County, WI

The Milwaukee Metropolitan Sewerage District wanted to understand flood risk impacts due to climate change and to proactively help the district and municipalities identify flood-vulnerable areas. MSA conducted 2D rain-on-grid modeling over all Milwaukee County (238 sq. mi.) and used GIS data to produce maps showing relative street and building flood risks. A second project phase included detailed modeling in select areas to develop precise planning tools for flood-informed redevelopment.

Supporting utility operations through GIS innovation. Our GIS team takes a holistic approach to supporting communities with meeting Lead and Copper Service Line Inventory (LSLI) requirements by creating GIS data and applications to allow communities to work on improving quality and verification status of their LSLI data while completing other operational tasks such as meter replacement programs, cross connection inspections, street reconstruction projects, and coordination with county land records officials. The GIS team has deployed public digital surveys for service line material verification, created apps for potholing or meter management with LSLI requirements built in, and provided QC/ compliance checks of LSLI data. MSA has supported over 60 communities across the Midwest in working on complying with LSLI requirements.

Citywide Lead Water Service Replacement City of Duluth, MN

MSA partnered with the City of Duluth to support large-scale lead water service replacement efforts in the Gary, Hillside 2, and Spirit Valley neighborhoods, providing engineering services for the replacement of approximately 950 lead service lines. These projects required extensive coordination, documentation, and plan production to facilitate the replacement of both public and private service connections throughout the project areas. To help ensure maximum efficiency, accuracy, process management, and project coordination, MSA developed a comprehensive GISbased toolkit for the entire project team to leverage, advancing the lead service line replacement program. Field inspectors documented conditions and inspections of all properties, while standardized menus, engineering review, utility conflict detection, public engagement coordination and mailing tools, and automated plan set production were integrated into the GIS solution, streamlining project delivery year after year for the City.

MSA is proud to be 1 of 18 consulting firms that contributed to the LSL Service Line Mapping Project in Minnesota. This project was awarded the Governor’s Certificate by the MN Geospatial Advisory Committee (GAC), honoring exemplary geospatial projects. MSA directly contributed to this project by providing engineering and GIS services to 10 clients (9 cities and the Minnesota Department of Health) that needed to meet EPA inventory guidelines by the submission deadline in October 2024.

Fireman's Park Improvements City of Verona, WI

Verona hired MSA to work with the Parks, Forestry, and Recreation Committee to update the City’s Comprehensive Outdoor Recreation Plan. As part of that effort, MSA developed a park master plan for Fireman’s Park. The plan identified $3 million in future infrastructure projects over a five-year period. Fireman’s Park retains its connection to the old community swimming hole and waterslide of Quarry Lake, but with new site grading, welcoming terraces, a sunbathing deck and umbrellas poised along the beach to provide shade to visitors and their picnics on hot summer days. Concrete steps lead up a stamped architectural concrete retaining wall to a circular, elevated splash pad and zero-depth aquatic play area, both of which can be reached by an arching ADA-accessible ramp. MSA’s surveying team and civil engineering staff prepared a site infrastructure analysis for the base documents required for construction detailing. An itemized capital budget was also prepared for the project to help the community plan.
