The Council was presented with a photo-rendering of Dam Mitigation Alternative 1B that depicts the water turbulence attributable to the rock formations in the design. The City Administrator explained that the rendering was produced by Barr Engineering after a discussion about developing an additional alternative that included a white-water destination feature. He explained that such an alternative could be produced, but at additional cost to the City and with the realization that it would entail additional rock features resulting in increased cost for construction. Mayor Sutton spoke in support of Alternative 1B, and urged the Council to select it for further design as per the City’s contract with Barr. Questions and discussion followed, during which the City Administrator outlined the various funding options for the project, and ideas were expressed for engagement with the public on the 30% design Alternative once it was produced. Motion by Fargen and seconded by Tufty to select Dam Mitigation Alternative 1B for Barr Engineering to complete to the 30% design level. The following members voted aye: Bjerke, Ekern, Fargen, Tufty, and Unger. Nays: None. Absent: Pesall. Motion carried. The process of building design and construction was discussed, with the consensus that the City Administrator conduct a process to select an architect for recommendation to the City Council. New Business: Resolution 2020-15, Resolution of Appreciation to Don Johnston for Service on the Missouri River Energy Services Board of Directors and as City Representative to MRES, was approved earlier in the meeting.
