Legislature created the Lone Star Groundwater Conservation District (LSGCD), which was originally governed by nine appointed members including one from SJRA. This board structure was a convoluted system of appointments with little to norealaccountabilitytoour citizens. Before I passed legislation in 2017 to make this board fully elected, that appointed board adopted a plan limiting groundwater use and requiring largevolume users to seek alternative sources. With a seatontheboardatthattime, SJRA promoted the Groundwater Reduction Plan and issued over $500 million in bonds to build a surface water treatment plant and pipelines from Lake Conroe. These bonds are repaid through fees on users' water bills. Although legislationtoauthorizethese feesfailed,SJRAproceeded

During the 88th Legislative Session in 2023, I convened a meeting with SJRA board members, the generalmanageratthetime, theCityofConroe,theChair of the House Natural Resources Committee, and the Chairman of the Senate Water and Agriculture

leadership and SJRA's current general manager, Aubrey Spear finally brings a sense of closure. It reflects a turning point. I have told both sides for years: no one should sign a bad deal. Everyone has a responsibility to advocate for what is best for their constituents I have also maintained that if the attorneysareoutoftheroom and the elected officials and boardmembersareengaged directly, a solution could be reached. We cannot keep doing the same thing and expect a different outcome. Prolonging this litigation would only drag it out for many more years and cost our citizens millions more. When two government entities are at odds, the best outcomes happen when people come to the table, advocate, and work in good faith—and I am confident that is exactly what happened with this settlement agreement I am gratefulthatbothsideshave finally come together I believe this resolution was
onlypossiblebecauseofthe new direction taken by the SJRA board and staff, as well as the City of Conroe for working diligently on this. I commend all parties for putting the community first and pursuing an off ramp to the many years of endless, expensive litigation.
It is now time to move forward. It is time to shift our focus from conflict to collaboration,fromlawsuits to solutions. I look forward to a future defined by cooperation transparency and smart water policy that respects taxpayers, promotes fairness, and ensures reliable water resources for generations to come.
