Licensing: Key member of the Government’s licensing taskforce to cut red tape and modernise licensing regime – recommendations taken forward by Government include agent of change, increase in TENs, national framework to promote growth and placemaking, remove advertising in local newspapers.
Gambling Tax: Successfully avoided a major tax hike for fruit (and other) machines in hospitality, which was floated ahead of the 2025 Budget.
HFSS Advertising: Worked with industry partners to remove brand inclusion from new regime, which could have had major impact on ability to advertise.
Drip pricing: Secured clarified guidance around hospitality pricing, removed non-mandatory add-ons from scope.
Energy: Our work over a number of years in this area led to further regulation of energy brokers, and expanded access to the Energy Ombudsman.
Planning: Building on the licensing reform programme, Government have committed to a similar exercise on planning reform (a specific UKHospitality ask) to make it easier for hospitality and high street businesses to expand and grow. Additionally, we have helped secure commitments to reform planning committees, and streamline the statutory consultee system.

Our work in Scotland
2025 has been another year of twists and turns for hospitality, with UKHospitality Scotland providing a clear and effective voice for our businesses.
BUSINESSRATES
Through continued advocacy for hospitality, the Scottish Government provided 40% relief on business rates. The Budget also saw the commitment to reviewing the methodology of business rates for licensed hospitality. Likely to be a slow burn, the Scottish Government has at least conceded that it must act to support business to ensure viability as well as new and continuing investment.
VISITORLEVY
The Visitor Levy continues to be a vexing issue for our accommodation businesses. With a commencement date of 24 July 2026 for the charge in Edinburgh, January 2027 in Glasgow and April 2027 in Aberdeen, through work with members in each city’s hotel association, we have supported businesses with advice as they prepare. We have also worked to ensure other local authorities reconsider their plans, with success in areas including Argyll and Bute, South Ayrshire, Western Isles, Orkney and Shetland.
A carefully coordinated campaign has at least stalled any possible charge across the Highlands, with the Scottish Borders ruling out considering a levy. Battlegrounds remain in Dumfries and Galloway, Stirling and Dundee and your trade association in Scotland continues to highlight the economic consequences of introducing the tax.
Ongoing dialogue with the Scottish Government’s First Minister and Minister for Public Finance has resulted in a move to reconsider the levy legislation, allowing for a flat rate to be charged. This will go some way to smoothing legislation, that is at least in part unworkable as a percentage charge.
LEGISLATION
Work on food and drink focused legislation has ensured that there remains no mandatory calorie labelling in Scotland, HFSS promotion restrictions are postponed until autumn 2026, and single-use cup charges have been sidelined.
Similarly, heat in buildings legislation, which would prove costly for our businesses to comply with, has also been stalled, and we continue to call for financial support for hospitality to help achieve the country’s net zero goals.
SERVINGSCOTLAND
As we face into the Holyrood election next year, ServingScotland:amanifestofor growth, has landed well with politicians and partner organisations, working across hospitality and tourism.
Our short document sets out why politicians in Scotland should support hospitality in the months and years ahead. Created principally for the Scottish Election, the paper sets out how support for hospitality can create places where people want to live, work and invest.

Concerted opposition, daily pushing back and relentlessly working to amend and positively develop new and challenging Welsh Government legislation and extra regulation has defined our Parliamentary work in Wales this year.
The Welsh Government’s AccommodationVisitorLevy received Royal Assent and joined the 182-day rule, which continued to inflict damage each day to the selfcatering industry. These are followed by plans to remove our industry’s Business Rate reliefs and the introduction of a Statutory Licensing - and not simply a Statutory Registration - scheme. Daily interchanges with Government reinforced our strong opposition to these measures and sought to - and on many occasions succeeded to - embed changes that benefitted members and eased implementation difficulties, such as:
Driving a range of important additions to the Visitor Levy legislation by obtaining tighter controls on how local authorities could spend money raised;
Introducing a mechanism for businesses and destinations to play a leading part in its allocation towards local spending;
Helping to introduce local consultation processes and held tax levels to £1.30 plus VAT flat rate for serviced accommodation per night.
We have seen a delay in implementation of a levy anywhere in Wales, until at least2027.
Other positive outcomes this year included:
Developing a groundbreaking MemorandumofUnderstanding with Cardiff Council that agrees an estimated £4.5m spending must be to the benefit of the local Visitor Economy and accommodation providers.
Campaigning industry-wide to review the 182-daypolicy legislation in Wales and achieving widening political support. We continue to demand fairreassessment, swiftreform and a sensible and much lowerworkablethreshold.
Contesting that the StatutoryRegistration/Licensingscheme administration burden on businesses must be minimised and all accommodation businesses must be included to ensure a “level playing field” for our members.
Wales' bottle and can return scheme - the DepositReturnScheme(DRS)will now launch without glass being fully part of it at the start and it will also begin at the same time as the rest of the UK’s schemes on 1 October 2027 after industry pressure helped drive a rethink on both points.
Throughout the year, we bring member issues and advice into our work in Wales and Westminster with Ministers, members and officials. We are represented on the Ministerial Visitor Economy Forum and attend party conferences to seek change and concessions.
Other positives: The Wales All Party Parliamentary Group for Hospitality, Events and Food & Drink Businesses held a hugely successful House of Commo Food and Drink event that attracted visits from 22 MPs or Lords plus the Welsh Government’s Economy Cabinet Secretary.
