Introduction

Many of us are highly aware of the significant shortage of inclusive children’s books on the market. The CLPE’s latest 2025 annual report on ethnic representation in children’s literature, ‘Reflecting Realities’, records the that the overall presence of racially minoritised characters has increased slightly compared to the seventh report published in 2024 but has not resumed the same level reported in the sixth report published in 2023 . However, these improved figures are still woefully unrepresentative of the 2.5 million ethnically diverse schoolchildren in the UK that make up one-third of the national total.

For too long, books with diverse characters, writers and illustrators have come up against barriers in publishing. But the fact remains that these books remain sorely needed. BookTrust has been quick to recognise the benefits of ‘windows’ and ‘mirrors’ in books, where children can gain insights into different ways of life, whilst also finding reflections of themselves and their environments.

Own-voices are key in maintaining cultural sensitivity and accuracy within stories and whilst themes of social justice are important, every child deserves to see themselves inhabiting spaces of adventure, comedy and fantasy too. For children who struggle to find representation in books, the risk is that they are less inclined to read for pleasure – a practice with proven long-term benefits.

So, we hope that this curated selection of MMS publisher titles will reflect their readers and contribute in a small way in finding a book every child can see themselves in.

Children’s Books Published featuring a Main Character from a Racially Minoritised Background

Once we have evaluated the volume of representative and inclusive titles, we next turn our attention to how racially minoritised characters feature in each title. As part of this aspect of the review process, we ask questions regarding the main characters such as:

l In what genre and type of texts are they featured?

l How are they positioned? Do they feature in the foreground and/or background?

l What is their role?

l What is the nature of the representation?

l How are they characterised?

l In what ways do they contribute to the narrative?

l What is the cast dynamic?

l How might their presence be read and received?

towards improving inclusive output. We were pleased to find a consistent year on year increase up until the sixth survey (2022) in which we reported that the figure had risen to 14%. In the seventh report (2023) this figure dramatically halved to 7% potentially marking a direction of change that could risk undoing and undermining the important gains made in the previous years.

In this, the eighth report, the growth in output corresponds to a significant increase in main characters from a racially minoritised background. The percentage of children’s books published in the UK in 2024 that featured a main character from a racially minoritised background increased to 24%, compared to 7% in 2023, 14% in 2022, 9% in 2021, 8% in 2020, 5% in 2019, 4% in 2018 and 1% in 2017.

“The figures and charts reported here do not mirror the significant highs or lows of the prior surveys and as such allow for a moment of pause and contemplation. They make clear that the work of ensuring all readers can access a breadth of quality inclusive and representative literature is far from done.”

In the first survey in the series (2017) we reported that only 1% of main characters featured in the literature reviewed were from a racially minoritised background. This highlighted the significantly low baseline and provided an important motivator for the industry to work

The figure not only marks a considerable increase compared to the last report but signifies an important milestone in the history of this work because it is the highest reported figure to date. To have almost a quarter of the titles feature a main character from a racially minoritised background eight years on from a baseline of 1% is a tremendous gain. This figure indicates an effort to position racially minoritised characters as central to the story world with the agency to drive the narrative, which are both crucial in making the presence meaningful and impactful for readers.

REFLECTING REALITIES

In this eighth report we find ourselves at a concerning point in the journey of this work. A drop of this scale is unprecedented. It is concerning not only because it compromises the gains made within a text type that forms an integral pillar of children’s literature but also because it compounds concerns about the comparatively lower volume of representative literature available for younger readers who are often the core target audience of this text type.

The last eight years although challenging have shown how adopting an inclusive lens has the power to transform the literary space. The medium of picturebooks allow for the expression of a broad array of representations which accumulate to form a rich tapestry of literature that articulates the core of what it is to be human. This text type has the immense and distinctive power to express this in artistic, innovative,

moving, inspiring, playful, funny, joyful, subversive and sophisticated ways. In this reporting cycle we encountered picturebooks that explored an extensive range of themes expressing our humanity in tender, evocative, thought provoking, ethereal, relatable and creative ways. Figure 6 distils a selection of these overarching themes as encountered through the review process. We have identified quality picturebooks that embodied each theme and located each title within the circle that corresponds most closely with its central theme. However as implied by the graphic, there was an inevitable overlap within and across the submissions because each title serves a range of functions and encapsulates a breadth of themes. This overlap illustrates the importance of range. Because range increases the scope for rich and varied thematic exploration and representations, resulting in more interesting reading experiences.

Quality of Presence in Fiction

Overall Output

is a marked decrease in the volume of eligible titles compared to the previous seventh report. Of these titles, 952 featured racially minoritised characters. This indicates that 24% of the children’s picturebooks, fiction and non-fiction titles published in 2024 featured racially minoritised characters, compared to 17% in 2023, 30% in 2022, 20% in 2021, 15% in 2020, 10% in 2019, 7% in 2018 and 4% in 2017. The review team draw on signifiers in the text and illustration where available to support them in considering how the characters have been racialised. They also draw on any explicit cues to determine ethnicity where such specificity is available. It is worth comparing the numbers in this report with the previous reports in the series.
