Whether you are stationed at Minot Air Force Base, serving with the North Dakota National Guard, supporting a military family member, or arriving here as part of your continued commitment to our nation, we are truly grateful you are here. CHILD DEVELOPMENT CENTER | 701-723-3750

The Minot Air Force Base Child Development Center (CDC) offers full day care for children from six weeks to five years. Request care online at MilitaryChildCare.com.

YOUTH CENTER | 701-723-2838

The Youth Center Program consists of open recreation, sports, and the School Age Care Program. They provide care and activities for youth ages six to 18. The School Age Care Program includes before school, after school, and hourly care. Request care online at MilitaryChildCare.com.

FAMILY CHILD CARE PROGRAM | 701-723-6662

Family Child Care (FCC) provides valuable in-home child care services to support the families of Minot Air Force Base. The FCC program offers quality care for children ranging from two weeks to 12 years of age by licensed, professional child care providers. FCC providers have been certified by the Mission Support Group Commander. Providers also offer child care for extended duty, medical appointments, deployments, and permanent change of station (PCS). Certain situations qualify for free child care. Check with your local Child Development Center or Military & Family Readiness Center for a list of local providers and free programs.

NEW PARENT SUPPORT PROGRAM | 701-723-5096

The New Parent Support Program (NPSP) is a free service offered through the Air Force Family Advocacy Program designed to help expectant parents and families with any child in the home from birth to three years of age. This benefit can be used on your first child or your tenth child. The program is designed to assist parents with challenging and changing roles as mother, father, and family. It is a benefit you are entitled to receive. NPSP services are provided to enhance development of all family members, promote positive parent skills and to help maintain healthy families. Services are available for military members and eligible beneficiaries.

Choosing the right type of care for your child requires an investment of time. Use the online search tool, checklist, and other resources to help you make an informed decision.

LEARN ABOUT YOUR OPTIONS

When looking for an early childhood program, there are several types to choose from. You will want to take your family’s needs, preferences, and experiences into account and choose the type of care that is the best fit for you.

BEGIN YOUR SEARCH

Begin your search for early childhood programs by using the free online search tool. Get customized results by adjusting criteria like location, hours of operation, and ages served. Personalized help is available through your local Child Care Resource and Referral by calling 1-800-997-8515 or by emailing referral@ndchildcare.org

VISIT & ASK QUESTIONS

Visit programs in-person and talk with the providers. Use the child care checklist at ndchildcare.org as a guide.

TAKE A CLOSER LOOK

Check references and records for the programs you are considering. Ask for references from families who are currently using the program and families who have used the program in the past. When using the free online search tool, make sure to look over the program’s licensing status, inspection reports, and Bright & Early ND Quality Rating.

Licensing Status

Check to see if the program is licensed, registered, certified, or legally licensed-exempt. Also, see if the program’s license been suspended or revoked.

Inspection Reports

Look at each program’s inspection reports to see if the program has violated any health and safety requirements and if and how they fixed those violations. You can also see if there was a complaint filed against the program that was found to be valid.

Bright & Early ND Quality Rating

Bright & Early ND is North Dakota’s Quality Rating and Improvement System (QRIS) designed to assess, improve, and communicate the level of quality of early childhood programs. The program helps families identify high-quality early childhood programs that build the foundation children need to thrive in school and in life.

Bright & Early ND uses a block system approach, which includes four levels, or steps, of quality. Each step focuses on a component of quality care and must be demonstrated by the early childhood program before moving to the next step.

Bright & Early ND Quality Ratings are reliable and easy to understand. Look for the Bright & Early ND Quality Rating symbols to spot an early childhood program that is going above and beyond for the children in their care.

GET HELP PAYING FOR CARE

CHILD CARE ASSISTANCE PROGRAM (CCAP)

• The Child Care Assistance Program (CCAP) helps pay a portion of the cost of child care for working families or families in training or education programs.

• Families with low income who meet certain eligibility criteria qualify for the program.

HEAD START AND EARLY HEAD START

Head Start and Early Head Start are child development programs serving children from birth to age five, expectant mothers, and families. The overall goal of Head Start is to increase the social ability of children in low-income families and children with disabilities, and improve the chances of success in school.

Both are federally funded programs and are in every state and territory, as well as many tribal communities. Families with incomes at or below the poverty level may be eligible for Head Start services.

MILITARY & WAR DEPARTMENT FEE ASSISTANCE PROGRAMS

Child Care Aware® of America offers child care fee assistance to eligible members of the military and Department of War (DOW). Eligibility requirements are determined by each branch of service or agency. Visit the Fee Assistance page to find out if your branch or agency is covered.

WORKING PARENTS CHILD CARE RELIEF PROGRAM

This state matching fund program may assist qualifying parents of children ages birth to 36 months who work for participating employers.

OTHER ASSISTANCE

FOOD & NUTRITION PROGRAMS

Supplemental Nutrition Assistance Program (SNAP) provides nutrition benefits to supplement the food budget of lower-income families so they can purchase healthy food and move towards self-sufficiency. Households or individuals with low income who meet certain requirements may be eligible for assistance based on income limits.

Women, Infants, and Children (WIC) is a federal nutrition program that offers healthy food for proper growth and development. Assistance is available statewide for pregnant and breastfeeding women, infants, and children younger than 5 years old.

Child and Adult Care Food Program (CACFP) provides federal funds to nonresidential child care and adult care facilities to serve nutritious meals and snacks. The goal is to improve and maintain the health and nutritional status of children and adults in care while promoting the development of good eating habits.

Temporary Assistance for Needy Families (TANF) program is intended to move low-income families with children who are deprived of parental support or care from public assistance to self-sufficiency. TANF supports families by providing cash assistance along with work readiness, training, and job placement services.

HEALTH SERVICES

Children’s Health Insurance Program (CHIP) provides health insurance coverage for children in families that earn too much to qualify for Medicaid yet cannot afford to purchase coverage. It is available to uninsured children age 18 and younger who live in families with qualifying incomes. Single 18-year-olds with eligible incomes may also apply.

HOME HEATING ASSISTANCE

Low Income Home Energy Assistance Program (LIHEAP) helps eligible families with home heating and weatherization costs. The program partially pays the cost of natural gas, electricity, propane, fuel oil, coal, wood, or other fuel sources.

The Program Also Covers:

• Weatherization services (insulation, weather stripping around doors and windows, etc.)

• Furnace cleaning, repair, and replacement

• Chimney cleaning and inspection

• Emergency assistance

SELF-SUFFICIENCY

Temporary Assistance for Needy Families (TANF) program is intended to move low-income families with children who are deprived of parental support or care from public assistance to self-sufficiency. TANF supports families by providing cash assistance along with work readiness, training, and job placement services.

Child Care Aware® of North Dakota is an information hub for current and prospective child care providers and offers parents customized referrals to licensed child care options. The program works to build the capacity of child care in North Dakota and ensure that children have the opportunity to play and learn in a safe and healthy environment. Child Care Aware® of North Dakota is a strategic initiative of the South East Education Cooperative.

BRIGHT & EARLY ND | 701-328-2310

Bright & Early ND is North Dakota’s Quality Rating and Improvement System (QRIS) designed to assess, improve, and communicate the level of quality of early childhood programs. Administered by Health and Human Services, Bright & Early ND serves as a key strategy for quality improvement under North Dakota law (NDCC 50-11.1).

TYPES OF CARE IN NORTH DAKOTA

CENTER-BASED CHILD CARE

Center-based child care programs operate with a similar structure to kindergarten classrooms, making them a good transition to the public school system. Center-based child care often uses organized programs, a curriculum, and opportunities for children to socialize with their peers.

Age Range: Infants through 11 years old

Number of Children: 19 or more children

Child and Adult Care Food Program Eligible: Yes

Child Care Assistance Program Eligible: Yes

FAMILY CHILD CARE HOMES (FCC)

In Family Child Care (FCC) homes, providers care for small groups of children in residential buildings. Often, this type of care has one or two caregivers and may offer non-traditional hours.

Setting: Private residence

Age Range: Infants through 11 years old

Number of Children:

• Up to seven children, of which no more than three may be under the age of 24 months, plus two additional school-age children.

• Maximum of four children under the age of 24 months, plus two school-age children.

• A provider’s own children under age 12 must be included in the total.

Child Care Assistance Program Eligible: Yes

GROUP CHILD CARE

Private residence (group-home license) or non-residential building (group-facility license).

Setting: Private residence (group-home license) or non-residential building (group-facility license)

Age Range: Infants through 11 years old

Number of Children: Up to 30 children, dependent upon square-footage requirements, staffing ratios, and local ordinances. A provider’s own children under age 12 must be included in the total.

PRESCHOOL PROGRAMS

Preschool programs are typically offered for children ages 3-5 years old. Preschool programs may be offered through a school, faith-based organizations, non-profit organizations, and child care centers.

Setting: Programs are often in free-standing buildings, businesses, homes, community centers, or places of worship. They may be privately-owned, for-profit business, or a non-profit entity that is governed by a board of directors.

Age Range: 2 through 5 years old

Number of Children: Varies, dependent upon square-footage requirements

Child and Adult Care Food Program Eligible: Yes

Child Care Assistance Program Eligible: No

SCHOOL-AGE CHILD CARE

School age programs provide care for children in kindergarten through sixth grade. These programs offer services before and after school, sometimes on school holidays, and through the summer months.

Setting: Programs are often in free-standing buildings, businesses, homes, community centers, or places of worship. They may be privately-owned, for-profit business or a non-profit entity that is governed by a board of directors.

MULTIPLE-LICENSED FACILITY

Multiple-licensed facilities are licensed to provide more than one type of early childhood services, such as a center/preschool or group/preschool.

Setting: Programs are often in free-standing buildings, businesses, homes, community centers, or places of worship. They may be privately-owned, for-profit business, or a non-profit entity that is governed by a board of directors.

Age Range: Infants through 11 years old

Number of Children: Varies by early childhood service type

The Minot Air Force Base Education Center provides educational guidance and counseling, military testing and training to Airmen, families, and retirees.

SCHOOL

LIAISON PROGRAM MANAGER | 701-723-1447

The Department of the Air Force School Liaison Program Manager (SLPM) helps parents ease the impact of the mobile military lifestyle for their children. They provide information prior to a move, upon arrival and while stationed at an installation. One of their important roles is to connect families, schools and the military community in order to facilitate the educational transition and academic experience of military children. The SLPM is also unique in that they are the contracting officer representative for the on-base bus contract, which operates annually from November to April. They are also leads for the North Dakota Military Interstate Children’s Compact Commission (MIC3) which lists a set of rules that function to ease the educational transitions of school-aged military-connected students in public schools and STARBASE, a STEAM program that provides 25 hours of hands-on, minds-on, high-tech discovery and inquire-based activities to fifth grade students. The SLPM is also a point of contact for free, confidential counseling services through the Military and Family Life Counseling Program (MFLC).

THRIVE HOMESCHOOL GUIDE

The resources in the Thrive Homeschool Guide represent a small offering of what is available to homeschooling families. While not exhaustive, these resources are a great place to start when beginning homeschooling or after a PCS or when looking to get connected with the homeschool community.

Minot Public Schools (MPS) serves approximately 8,027 students annually, with 11 elementary schools, four middle schools, two high schools, one Head Start Program, and one alternative campus spread throughout the city. MPS is proud to welcome military families, with the goal to support families through the challenges of deployment, relocation, and learning life in a new city with three of their schools (two elementary and one middle school) located on the Minot Air Force Base, 15 miles north of Minot.

The Minot Area Workforce Academy offers courses for community members & high school students including commercial driving, early childhood development, welding, automotive, and medical training.

BURDICK JOB CORPS CENTER

The Burdick Job Corps Center has helped thousands of young people with their education and training needs, which has led to promising careers. Students can prepare for today’s workforce with training in health occupations, office administration, training in welding, facilities maintenance, carpentry, food service, general service technician (auto), and advanced career training at Minot State University. Students also work on obtaining their GED or high school diploma at Job Corps. It’s all free!

Provides free short-term, non-medical counseling for service members and their families. Services are confidential and private, except for duty-to-warn situations.

The mental health clinic is part of the base medical group and provides a wide variety of prevention and treatment services, including drug and alcohol abuse assessment and treatment. All mental health clinics see active duty service members, and some clinics also have the capacity to provide services to dependents.

Not only does the Team Minot Chaplin Corps fortify the spiritual fitness of Minot Air Force Base, they offer 100% confidential counseling to Airmen, Guardians and families. For emergencies, including after hours and weekends, call 701-509-4230.

The Family Advocacy Program (FAP) personnel provide a continuum of services designed to build community health and resilience and promote family, community, and mission readiness by reducing domestic abuse and child maltreatment. Services are available for military members and eligible beneficiaries. FAP offers family assessments, case management, safety, and intervention planning. Additional services include, individual/couples therapy, new parent support services, and anger management.

The Exceptional Family Member Program (EFMP) is designed to provide support to military family members with special needs. EFMP is a mandatory enrollment program that protects federal entitlements and military benefits of family member with special needs.

Located at the medical treatment facility, the patient advocate handles concerns and complaints from military families about their care or about medical staff.

A member of the Mayo Clinic Care Network, Trinity Health is a nonprofit, integrated healthcare system accredited by the Joint Commission. With a tertiary care hospital in Minot, ten rural health facilities and a long-term care center, Trinity provides a full complement of healthcare services to communities across North Dakota and Eastern Montana.

The main hospital campus, Trinity Hospital, is a Level II trauma center, with cardiac, neuro, and other specialty surgical services offered around the clock. Robotic surgery is utilized for urologic, gynecologic, and general surgery procedures. A spacious CancerCare Center features the latest advancements in radiation and medical oncology.

Trinity Health has been recognized by the American Heart Association for exceptional stroke care, and maternity care and hip & knee replacement services have achieved designation as a “Blue Distinction Center” by Blue Cross Blue Shield of North Dakota.

Comprehensive in- and out-patient behavioral health services are provided on two separate campuses. Diagnostic and interventional radiology offer comprehensive imaging techniques, including 3T MRI, cardiac CT and PET/CT. Trinity Health’s Laboratory is a reference lab, performing over 2 million tests annually.

Sanford Health is an integrated health system headquartered in the Dakotas. It is one of the largest health systems in the nation with 43 hospitals and nearly 250 clinics in nine states and three countries. Sanford Health’s 27,000 employees, including 1,400 physicians, make it the largest employer in the Dakotas. Nearly $1 billion in gifts from philanthropist Denny Sanford have allowed for several initiatives, including global children’s clinics, genomic medicine and specialized centers researching cures for type 1 diabetes, breast cancer and other diseases. Legacy Health Clinic is a wellness and primary care clinic in that strives to give patients the level of understanding and personalization they deserve. The Minot Air Force Base Military and Family Readiness Center (MFRC) support military, civilians, and family members in achieving short- and long-term employment by referring for education/training and obtaining career goals in the private and public sectors. The Minot Air Force Base Thrift Store is owned and operated by the Minot Air Force Base Spouses Club (MSC). Proceeds from the Thrift Store are used to help the MSC award scholarships to military spouses and dependent children, give charitable grants to our community, and support our military spouses through monthly activities. Volunteering at the Thrift Store is a great way to connect to the Minot Air Force Base community and other spouses!

The commissary is the military grocery store. Base commissaries are operated by Defense Commissary Agency (DeCA) at installations stateside and around the world. Active duty and retired, reserve and guard (on orders), and family members with proper military ID can purchase food and other items at cost with no sales tax. Commissaries are required by law to sell items at prices set only high enough to recover item cost, with no profit or overhead factored into item price. Because the commissary charges you what it costs them, prices will vary from commissary to commissary, depending on local costs. You will see a 5 percent surcharge to cover operational costs, such as cashier’s salaries and electricity. The Minot Air Force Base commissary also offers “click-to-go” options.

The Minot Air Force Base Office of the Staff Judge Advocate offers walk-in services for notaries and powers of attorney. The drafting of wills and advice on personal civil legal matters are by appointment only. Legal professionals can advise on matters such as financial affairs, family law to include marriage or divorce, immigration, THE Service Members Civil Relief Act, and wills. Attorneys, however, cannot give advice on behalf of a third party, criminal proceedings, or grievances made against the government or affiliates.

The Air Force Base Legal Assistance website is an additional resource for military members. This website is an invaluable resource with information on a multitude of common legal issues. Additionally, the website allows members to fill out power of attorney worksheets in the convenience of their own home, which can speed up their office visit. Be sure to copy the eight-digit ticket number accurately so that when you come in, your power of attorney worksheet can be pulled up quickly.

The 5th Bomb Wing Finance Office offers 1-on-1 finance appointments Monday through Friday from 9:00 a.m. to 4:00 p.m. but is closed on federal holidays, Air Force Global Strike Command Family Days, and Wing Training. Customers can also request a call back through the Comptroller Services Portal (CSP). The CSP enables Airmen to submit customer service requests related to military pay, civilian pay, and travel pay through a simple online process. The site is secure and fully protects personally identifiable information.

While serving as a visible reminder of the Holy, the Team Minot Chaplain Corps staff provides spiritual care and the opportunity for Air Force members and their families to exercise their constitutional right to freedom of religion. Through religious accommodation, spiritual fitness, and leadership advisement, chaplains and religious affairs Airmen care for Airmen, Guardians, and families more than anyone thinks possible.

The McAdoo Fitness Center has a wide range of activities no matter where you are on your fitness journey. Utilize the state-of-the-art equipment, enhance your workout with an available personal trainer, or join an exciting competition or intramural program. Plus, take advantage of the 1/8 mile elevated indoor running track, racquetball courts, rock wall, family workout room, basketball courts, and more. The Fitness Center is also responsible for the all-seasons indoor 1/4 covered track. Be sure to check out the calendar for a wide variety of monthly fitness classes and events.

MISSION

Minot Air Force Base is home to two major Air Force units: the 5th Bomb Wing and the 91st Missile Wing. The 5th Bomb Wing and 91st Missile Wing are Air Force Global Strike Command units. The 5th Bomb Wing is the host wing.

5th Bomb Wing Mission: Known by its nickname, the Warbirds, the 5th Bomb Wing and its fleet of B-52H Stratofortress bombers serve as part of the Air Force’s conventional and strategic combat force as Air Expeditionary Force (AEF) warriors. The men and women of the wing are capable of flying anywhere around the world and delivering a wide range of precision-guided bombs and munitions. Excellence is the daily standard and is echoed by its motto, “Guardians of the Upper Realm.”

91st Missile Wing Mission: As one of the Air Force’s three operational intercontinental ballistic missile units, the 91st Missile Wing, whose members are known as the Rough Riders, is responsible for strategic deterrence by operating, maintaining, and securing a fleet of 150 Minuteman III missiles located in underground launch facilities positioned in a 8,500 square mile missile complex located throughout the northwest part of North Dakota.

ADOPT AN AIRMAN

The Minot Area Chamber EDC, in partnership with Minot Air Force Base, proudly supports the Adopt an Airman program. This initiative connects first-term Airmen with local or military host families to help them build friendships, support networks, and a sense of home while stationed at Minot.

For many Airmen, this is their first time living far from family. Through Adopt an Airman, host families welcome them into their homes and lives - not just as guests, but as part of the family. This can mean shared meals, holiday gatherings, or simply having a place to relax away from the dorms.

To create strong, comfortable matches, the program pairs Airmen and host families based on shared interests and characteristics, such as hobbies, sports, faith, and other activities. The goal is to foster genuine, long-lasting relationships that support Airmen throughout their time at Minot.
