It has been an honor to serve as the 2025 Board Chair of the Minot Area Chamber EDC. Our community is building strong momentum, and I’m grateful to work alongside dedicated staff, board members, volunteers, and partners who share a commitment to strengthening the Minot area.

manufacturing facility at the site in eastern Minot. The project would use a clean, hydrogen-based method to produce up to two million metric tons of pig iron annually for U.S. steel manufacturers. It has the potential to create hundreds of jobs while generating more than $1 billion each year in economic activity for the state. For Minot, this represents exactly the kind of opportunity the Logistics Park was designed to support: large-scale investment that positions our region as a center for manufacturing, logistics, and innovation.

At the same time, the Minot Intermodal Facility is strengthening Minot’s role as a transportation and logistics hub and opening new global market opportunities for North Dakota producers.

Beyond large-scale projects, our committees and programs shape our community every day. From supporting entrepreneurs through Start Up Minot to addressing workforce challenges like child care availability, we play an important role in strengthening the connections that help our community succeed.

In 2025, our focus was clear: to expand economic opportunity, support our military community, strengthen our workforce, and position Minot for long-term growth. Through collaboration with businesses, community leaders, and regional partners, the Minot Area Chamber EDC made meaningful progress toward those goals.

In 2025, Minot was one of just three communities nationwide to be recognized as a Great American Defense Community, reflecting the strong support our region provides to service members, their families, and the mission at Minot Air Force Base.

As we reflect on 2025, there is great pride in the progress our community has made and deep gratitude for the many partners who help advance the mission of the Minot Area Chamber EDC. The work highlighted in this report reflects a strategic and intentional approach to strengthening the Minot area’s economy, supporting our business community, and building a vibrant place where people want to live, work, and invest.

Our efforts continue to be guided by our five strategic pillars: economic development, community development, workforce development, member investor services, and military support. These priorities shape our daily work and ensure we remain focused on initiatives that move the Minot area forward.

We also saw significant advancement on major projects, including North American Iron and the Minot Industrial Pipeline, initiatives that represent long-term investment and significant new opportunities for our region. Workforce development priorities focused on addressing real challenges facing employers and families, including talent attraction and access to child care resources. Our community development and member investor programs created opportunities for local leaders, entrepreneurs, and community members to connect, learn, and grow together.

Supporting the military mission and the Airmen and families who serve here remains an important part of our work as we partner with state and national leaders to make North Dakota the most military-friendly state in the nation. In 2025, Minot was recognized as one of only three Great American Defense Communities in the United States. We also hosted our annual Task Force 21 Nuclear Triad Symposium in Washington, D.C., bringing together national thought leaders, defense experts, and policymakers to discuss the vital importance of the mission at Minot Air Force Base. And here at home, we were honored to lead the community-wide fundraising effort for Operation Homebound, helping send more than 100 Airmen home for the holidays. Minot isn’t Minot without Minot Air Force Base, and we are proud to stand alongside the Airmen and families who serve here.

Across each of these pillars, 2025 brought meaningful progress. Economic development efforts helped position Minot for long-term growth through continued momentum at the Logistics Park of North Dakota — expanding opportunities to move commodities out of North Dakota and strengthening our region’s role in national supply chains.

The progress described in this report is made possible by people who believe deeply in the future of the Minot area. I am grateful to our outstanding Board of Directors for setting the tone and strategic direction for our organization, to our team members who execute that mission with care and enthusiasm every day, and to our member investors for believing and investing in our work.

The momentum we are seeing across our region is a testament to the resilience, vision, and determination that define the Magic City. Together, we are building on that progress and embracing the opportunities ahead with confidence in the Minot area’s future.

ECONOMIC DEVELOPMENT SUCCESS STORIES

NORTH AMERICAN IRON POSITIONS MINOT AT THE CORE OF U.S. STEEL INDEPENDENCE

North American Iron announced plans to build a first-of-its-kind pig iron manufacturing facility at the Logistics Park of North Dakota in eastern Minot, with a goal of opening by the end of 2029. Designed to produce two million metric tons of high-purity pig iron per year, the facility would supply U.S. steelmakers with a consistent feedstock – and reduce reliance on imports. The project has the potential to create more than 650 jobs in North Dakota and generate over $1 billion in economic impact each year.

Strategically located in Minot, the facility would utilize regional energy resources, rail access, and reclaimed iron ore from Minnesota to produce cleaner pig iron using hydrogen-based technology, reducing emissions by up to 96% compared to traditional methods. With strong local partnerships and a fully domestic production model, the North American Iron project positions Minot as a hub for innovation and growth.

TRADE MISSION TO TAIWAN EXPANDS GLOBAL OPPORTUNITIES FOR N.D. AGRICULTURE

MACEDC joined North Dakota Ag Commissioner Doug Goehring and a delegation of business leaders on the 2025 Agriculture Trade Mission to Taiwan in April and May. During the visit, MACEDC and Rail Modal Group, the operator of the Minot Intermodal Facility, highlighted the ability to ship North Dakota agricultural products in containers directly from the state to overseas markets. The delegation helped open doors for expanded agricultural trade, supporting new market opportunities for North Dakota products and reinforcing the Minot area’s role in feeding a growing global demand.

EDND FALL CONFERENCE BRINGS ECONOMIC DEVELOPMENT LEADERS TO MINOT

In October, MACEDC proudly organized and hosted the 2025 Economic Development Association of North Dakota (EDND) Fall Conference in Minot, welcoming more than 120 economic development professionals, business leaders, and elected officials from across the region. The three-day conference showcased Minot’s leadership in economic development while providing attendees with valuable insights from regional and national experts. Participants also toured the Minot Intermodal Facility and connected with entrepreneurs during a special Start Up Minot networking event. By bringing leaders together to share ideas and best practices, the conference strengthened partnerships and reinforced Minot’s role as a hub for innovation and economic growth.

MARK LYMAN AWARDED CERTIFIED ECONOMIC DEVELOPER DESIGNATION

Economic Development Specialist Mark Lyman earned the nationally recognized Certified Economic Developer (CEcD) designation from the International Economic Development Council. The credential reflects advanced expertise across areas such as business retention and expansion, finance, marketing, workforce development, and strategic planning. The CEcD is a rigorous certification held by just over 1,250 professionals worldwide. Mark’s achievement strengthens MACEDC’s capacity to support business growth, attract investment, and advance economic opportunities throughout the Minot area.

MINOT INTERMODAL FACILITY, RAIL MODAL GROUP REACH MILESTONES

The Minot Intermodal Facility at the Logistics Park of North Dakota continues to demonstrate strong momentum as a competitive player in global logistics. In 2025, the operator of the facility, Rail Modal Group (RMG), in partnership with BNSF Railway, celebrated the loading of its 1,000th train across its U.S. operations. That milestone train departed from the Minot Intermodal Facility, which celebrated its fifth year of operation under RMG.

Since opening, the facility has served dozens of regional shippers and handles a wide variety of commodities, including soybeans, wheat, pulses, and dried distillers grains. With five years of reliable service and continued growth, the Minot Intermodal Facility is opening new global market opportunities for North Dakota producers.

DOZENS OF BUSINESS RETENTION & EXPANSION MEETINGS HELD IN 2025

While new projects often make headlines, some of the most important economic development work happens one conversation at a time. In 2025, MACEDC completed 50 Business Retention & Expansion (BR&E) visits with primary and non-primary sector businesses across the Minot area. BR&E check-ins help us understand the real-time challenges and goals of the employers that power our local economy. They allow us to connect those businesses with local, regional, state, and federal resources to support them. Finally, and just as importantly, BR&E visits give community leaders a valuable line-of-sight on emerging trends and concerns, helping Minot remain a great place to do business.

NATIONAL CIVICS BEE ENGAGES AREA MIDDLE SCHOOL STUDENTS

In April, MACEDC hosted North Dakota’s first local National Civics Bee® competition, bringing together 20 middle school students from across western North Dakota to showcase their knowledge of civics and community engagement. The event at Minot State University’s Aleshire Theater challenged students through essay submissions, live quiz rounds, and a panel-style Q&A focused on American democracy and civic leadership. Top performers advanced to the state competition in Bismarck – and the state champion, Clara Zheng of Erik Ramstad Middle School, competed in the national finals in Washington, D.C.

ENERGY COMMITTEE STRENGTHENS INDUSTRY COLLABORATION

MACEDC’s Energy Committee partnered with the Bakken API Chapter of the American Petroleum Institute in 2025 to host engaging, industry-focused meetings. Attendees received timely updates on the Bakken, energy policy, and industry innovation while creating opportunities for collaboration between companies, community leaders, and government officials.

Highlights included a March presentation by Nathan Anderson, the Director of the Oil and Gas Division at the North Dakota Department of Mineral Resources, on the current landscape of North Dakota’s oil and gas sector. And at our July meeting, Jason Swaren, the Senior Vice President of Production at Chord Energy, discussed the future of the Bakken, production outlooks, and the continued strength of the Williston Basin.

WOMEN CONNECT SIGNATURE EVENT INSPIRES LEADERSHIP AND RESILIENCE

MACEDC’s Women Connect brought leaders together to focus on professional development, meaningful connections, and shared learning in 2025 – including panel discussions, a vision board workshop, and a powerful signature event in October. Holly Hoffman, a nationally recognized professional speaker, author, and finalist on Survivor: Nicaragua, shared her message of perseverance, purpose, and personal strength with an audience at Ann Nicole Nelson Hall on the campus of Minot State University. Hoffman’s message encouraged attendees to embrace challenges, build strong support networks, and remember that where you begin does not determine where you can go.

DINNER

In August, MACEDC’s Agribusiness Committee hosted Dinner on the Prairie – a signature event that brought together more than 225 community members, local producers, military personnel, and civic leaders to celebrate the vital role agriculture plays in North Dakota. Guests enjoyed an evening of locally sourced food and hands-on learning experiences showcasing the crops, livestock, and equipment that drive North Dakota agriculture. A panel of agricultural leaders also shared insights on current industry trends and challenges, sparking meaningful discussion about the future of food production.

POLICY ADVOCACY AND PUBLIC DIALOGUE DRIVE GOVERNMENTAL AFFAIRS WORK

In 2025, MACEDC continued to serve as the champion and voice for business by representing the best interests of our member investors at local, regional, and national levels. During North Dakota’s 69th Legislative Assembly, MACEDC maintained an active presence in Bismarck, tracking legislation, engaging with lawmakers, providing testimony on key bills, and advocating for policies that support a strong business climate.

The MACEDC Governmental Affairs Committee also strengthened communication between community members and elected officials through a series of legislative forums held during the session. These events gave residents the opportunity to hear updates directly from area legislators, ask questions about key bills, and discuss issues impacting the region’s business climate, workforce, and infrastructure. The committee also hosted a Mayoral Candidate Forum ahead of Minot’s August election. Nearly 70 residents attended in person, with more than 200 joining online to hear candidates share their perspectives and priorities. Together, these efforts helped ensure the Minot area’s voice was represented while encouraging open dialogue and informed civic participation.

AMBASSADORS CELEBRATE BUSINESS GROWTH ACROSS THE MINOT AREA

The MACEDC Ambassadors Committee stayed busy in 2025, hosting 54 ribbon cuttings to celebrate business milestones across the Minot area. Ambassadors cut the ribbon on new ventures like food trucks and counseling services, community institutions like schools and shelters, and large-scale events such as the North Dakota State Fair and iMagicon.

Made up of 70 volunteer members, the Ambassadors play a key role in welcoming new member investors, conducting business visits, and supporting events like Business After Hours and the Showcase of Business. Their energy and enthusiasm create meaningful support for business owners in the Minot community.

COMMUNITY DEVELOPMENT

SUCCESS STORIES

START UP MINOT NETWORKING EVENTS FUEL LOCAL ENTREPRENEURSHIP

Start Up Minot continued to build momentum in 2025, hosting monthly morning networking events that welcomed a total of 280 attendees throughout the year. These gatherings bring aspiring entrepreneurs and community supporters together for coffee, conversation, and Q&A sessions with local innovators. Speakers throughout the year represented a wide range of industries – from butcher shop owners and restaurateurs to drone technology specialists, wellness entrepreneurs, and nonprofit leaders. Their stories offered practical insight into navigating challenges, building teams, securing financing, and scaling new ideas.

START UP MINOT ACADEMY EQUIPS ENTREPRENEURS FOR SUCCESS

In 2025, Start Up Minot Academy powered by CO.STARTERS continued helping local entrepreneurs turn ideas into viable businesses. Two separate 10-week cohorts were held during the year, training 17 aspiring and early-stage entrepreneurs through a hands-on program designed to guide participants through the real-world process of starting or growing a business. By the end of the program, participants leave with stronger business plans, clearer strategies, and valuable connections.

CITYWIDE CLEANUP BRINGS COMMUNITY TOGETHER

More than 250 volunteers helped spruce up Minot during the annual MACEDC Citywide Cleanup, collecting trash and debris along major entrances to the city. Presented by Hess Corporation and Creedence Energy Services, the event continues with a tradition that has brought volunteers together for more than 20 years. After winter left roadsides looking worn, member investors, local businesses, and community partners rolled up their sleeves to make Minot shine.

WORKFORCE DEVELOPMENT SUCCESS STORIES

WAYFINDERS PROGRAM WELCOMES NEWCOMERS TO THE MINOT COMMUNITY

Established in 2023, the WayFinders program continued helping newcomers feel at home in Minot by connecting them with local volunteers who serve as friendly guides to the community. Through these one-on-one connections, WayFinders answer questions about everything from neighborhoods and schools to career opportunities, local events, and places to get involved – making the transition to life in Minot easier and more welcoming. The program saw increased visibility thanks to a Regional Workforce Impact Program grant that supported a national digital marketing campaign promoting WayFinders and the Minot community. In 2025, the program generated 35 inquiries and facilitated three direct WayFinder connections.

CHILD CARE GUIDE CONNECTS FAMILIES AND PROVIDERS WITH VITAL RESOURCES

In 2025, MACEDC partnered with the City of Minot’s Committee on Childcare to develop a comprehensive resource guide designed to help families, employers, and providers navigate the region’s child care landscape. The publication serves as a one-stop resource with information on finding and choosing care, financial assistance programs, provider licensing, and options available to military and Department of War families. The guide also supports those interested in starting or expanding child care services by outlining licensing requirements, community resources, and steps to grow a child care business.

KELI ROSSELLI-SULLIVAN EARNS WORKFORCE DEVELOPMENT CERTIFICATION

MACEDC Military Liaison and Workforce Development Specialist Keli Rosselli-Sullivan earned the Certificate in Workforce Development Fundamentals through a partnership between the Association of Chamber of Commerce Executives Foundation and the International Economic Development Council. The national program provides in-depth training on the intersection of economic development and workforce strategy, equipping professionals with tools to strengthen talent pipelines and support growing communities.

In her role, Keli collaborates with regional partners on talent attraction, workforce solutions, and community initiatives. She also leads conversations around child care availability and other key factors that support a strong workforce. Her work continues to support MACEDC’s mission of ensuring the Minot area has the talent and resources needed for long-term economic growth.

SUCCESS STORIES

MINOT NAMED A 2025 GREAT AMERICAN DEFENSE COMMUNITY

Minot was recognized as a 2025 Great American Defense Community by the Association of Defense Communities, one of only three communities nationwide to receive the honor. The designation highlights communities that demonstrate exceptional support for nearby military installations – in Minot’s case, the 91st Missile Wing and 5th Bomb Wing at Minot Air Force Base.

The honor was significant: in ten years, 50 communities have been selected as Great American Defense Communities across all branches of the military. Communities are chosen through a competitive nomination process based on community building efforts, such as educational and employment opportunities. The Minot Area Chamber EDC remains committed to ensuring Minot Air Force Base and its mission continue to thrive.

BREKKA KRAMER JOINS U.S. AIR & SPACE FORCE CIVIC LEADER PROGRAM

MACEDC President | CEO Brekka Kramer was selected to join the U.S. Air and Space Force Civic Leader Program, an initiative that brings together community leaders from across the country to strengthen partnerships between local communities and Air Force leadership. Civic Leaders serve as advisors and communicators, providing feedback on Air Force initiatives and sharing insights from their communities.

Brekka’s selection reflects her long-standing advocacy for Minot Air Force Base and the region’s military mission. She is currently the only active civic leader from North Dakota serving in the program, highlighting the significance of the appointment. Through this role, she will help foster communication between Air Force leadership and the Minot community while continuing to support the base and the service members and families who call Minot home.

OPERATION HOMEBOUND: 100+ AIRMEN SENT HOME FOR THE HOLIDAYS

Operation Homebound continued to grow in 2025, helping 104 first-term Airmen from Minot Air Force Base travel home for the holidays thanks to the generosity of the Minot community. Since launching in 2023, the program has now covered airfare for hundreds of Airmen, ensuring those serving far from home can spend the holiday season with loved ones.

Community support fueled the effort throughout the year. More than $52,000 was raised through Prairie Warrior Auction table sales and donations from Hess Corporation, Verendrye Electric Cooperative, and Basin Electric Power Cooperative, while a special fundraiser led by Qdoba and Jersey Mike’s generated more than $31,000 in a single day. Together with additional contributions from local businesses and individuals, the initiative raised $91,698 in 2025 to help Airmen reunite with their families for the holidays.

MACEDC, MILITARY SPOUSE, AND BASE UNITE TO MODERNIZE COTTAGE FOOD LAW

In 2025, MACEDC helped champion legislation that expanded opportunities for home-based businesses operated by military spouses and other entrepreneurs across North Dakota. The effort began when Minot Air Force Base spouse Jenetta Sawyer, owner of Jenetta’s Simple Treats, shared challenges she faced under the state’s cottage food laws, which previously restricted online, phone, and interstate sales. Recognizing the impact on military families and small business growth, MACEDC quickly worked with lawmakers and partners to pursue a legislative solution.

The result was Senate Bill 2386. The bill modernized North Dakota’s cottage food laws by allowing producers to accept online and phone orders and ship products across state lines. After strong bipartisan support in both chambers of the Legislature, the bill was signed into law by Governor Kelly Armstrong on March 25, marking a meaningful win for military families and entrepreneurs in North Dakota.

NUCLEAR TRIAD SYMPOSIUM HIGHLIGHTS MINOT’S ROLE IN NATIONAL SECURITY

Minot leaders joined policymakers, military officials, and national security experts for the 14th Annual Nuclear Triad Symposium, hosted by Task Force 21 in Washington, D.C. The event provides a national platform to discuss the future of America’s nuclear deterrent while bringing Minot’s perspective directly to decision-makers in the nation’s capital.

With the theme of “Sustaining Strategic Deterrence: Modernizing the Nuclear Triad for a Changing World,” the symposium highlighted the urgency of modernization efforts and the importance of strong partnerships between communities, industry, and the military. The conversations reinforced Minot’s unique role as the only Air Force Base with two legs of the nuclear triad – intercontinental ballistic missiles and strategic bombers – and the bipartisan support needed to sustain the mission.

MILITARY WELCOME CENTER OPENS AT MINOT INTERNATIONAL AIRPORT

A new Military Welcome Center opened at Minot International Airport in November 2025, providing a dedicated space to welcome service members and their families arriving in the community. Operated by the Minot Area Chamber EDC and supported by local partners, the center offers a comfortable lounge environment for military travelers before and after flights.

The space was created to ensure Airmen, veterans, and their families feel welcomed the moment they arrive in Minot. With seating, television, refreshments, and information about the community, it serves as a warm first stop in the Magic City –reflecting the strong partnership between the base and the Minot community.
