On Wednesday, December 13 and Thursday, December 14, 2017, the Wisconsin Economic Development Corporation hosted "Marketplace 2017: the 36th Annual Governor's Conference on Minority Business Development,"at the Potawatomi Conference Center, 1721 West Canal Street. For more than three decades, the Marketplace has provided minority, female and veteran business owners with the resources, tools, and contacts they need to maximize their success. Besides workshops, a Small Business Academy, and networking opportunities, the Marketplace also presents an annual "Breakfast for Champions," where the Small Business Administration (SBA) honors local and community champions. This year's Community Economic Development Award winners were (pictured above, from left) Godwin Amegashie, Wisconsin Department of Administration (retired); Linda Graves, Gilbane Building Company; and Dr. Eve M. City of Milwaukee 2017 property tax bills are coming that most taxpayers will receive their property tax bills no later than Wednesday, December 20. Taxpayers that do not receive their property tax bills by Thursday, December 21, should contact the City Treasurer’s Office, Customer Services Division, at 414286-2240, and request a duplicate tax bill. Tax bill copies are also available at no charge via the Internet. Just visit the Office of the City Treasurer Home Page at URL: http:// www.milwaukee.gov/treasurer. Since work continues on the City Hall foundation project and parking is extremely limited around City Hall, Treasurer Coggs strongly encourages taxpayers to consider one of the following convenient property tax payment options: 1) Mail in their tax payments using the return remittance envelope enclosed with their tax bills; or 2) Make their tax payments at any one of twelve, full service US Bank branches located within the City of Milwaukee; or 3) Pay their taxes in full using the electronic payment options available via the Internet on the Office of the City Treasurer Home Page at URL: http://www.milwaukee.gov/treasurer; or 4) Enroll in the electronic funds transfer installment

Milwaukee City Treasurer Spencer Coggs announced that the City of Milwaukee Combined Property Tax Bills would be mailed on or before the statutory deadline of Monday, December 18, 2017. Treasurer Coggs stated that the City of Milwaukee utilized a new computer system for the first time since 1982 to generate the property tax roll and issue property tax bills. The Munis System is being provided by Tyler Technologies. As can be expected with any major system change, this change has presented a number of challenges. Treasurer Coggs indicated that Munis Citizen Self Service (MCSS) would provide access to tax account information by tax key number, address, or name. Taxpayers will be able to access a PDF copy of their property tax bill on MCSS. Taxpayers will also be able to make a payment on their account electronically using a debit or credit card with a convenience fee of 2.75 percent being assessed, or by ACH debit without a convenience fee being assessed. On-line access to MCSS should be available on this department’s web site under the Tax Records tab also by Monday, December 18, 2017. Treasurer Coggs expects

Being Frank

The December puzzle December is the last month of the year. It is the month that houses the most celebrated holiday in the world. Christmas will bring out cheer and happiness in most people on the planet. Even those who don’t celebrate the holiday will benefit from the event. It has always puzzled me as to why people wait until the end of the year to be hospitable towards each other? December is one month that I have always associated with cold. When you grow up in a northern climate, cold is what December is about. If you look at the behavior of the people in the USA around December, it is almost civil. What about
December makes people who would normally run each other over suddenly open doors and make pleasantries? I know everyone will say the motivating factor is Christmas and what it represents. This may hold true for the faction of people who follow the Christian belief. I have witnessed better behavior from people who follow Islam and Buddhism during December. Is it possible that on some genetic level people are programmed to save their best behavior for the last month?

If so, how can we manufacture this energy to permeate the other 11 months? In July the USA celebrates Independence Day on the Fourth. July has great weather and most people take vacations during this time. July has a major holiday and better weather; yet people do not exhibit happiness in like December. If anything, people tend to act worse around July. Murder rates skyrocket around July in many major cities. Fear is the emotion many fall under during July and other summer months. Can this be an affect from the heat? What makes the wintery December affect people in such a positive way? February has Valentine’s Day and Black History Month. Even with the love holiday and the celebration of culture, February does not generate the happiness
of December. The mood created is more anxious in February for Black History and Valentine’s Day. Black people are either trying to make their culture known or ignoring it. People in love are trying to buy gifts to appease the materialistic side of love in the USA. Neither situation generates calmness or happiness. Maybe we will never know what it is about December that makes people behave better towards each other. It could be Christmas. It could be the fact that people have used up their mean tickets for the year. Whatever the cause, enjoy the month of December and savor the happiness. Phenomenal Men Support Group celebrates its 20th Anniversary with Cora Moore and Boe Bush Awards Ceremony On Saturday, December 9, 2017, the Phenomenal Men Support Group celebrated its 20th Anniversary with the Cora Moore and Boe Bush Awards Ceremony. The event was held at the Twelve Step Club, 4102 West Townsend Street. Originally known as the Friendship Club, the club was founded as a support group for recovering men who need help navigating through academic education and self-evaluation in order to become leaders in their community. As part of their celebration the group honors a local community advocate who has help these men recover. This year's honorees include Denise Harris who received the Cora Moore Award and Wendell Harris
(right photo) who received the James Buford Bush Award. Mr. Harris was one of the founding members back when the group was know as the Friendship Club and has continued to work with the group throughout its various incarnations to support and mentor the young men during their time of transition. Mr. Harris is also the founders of the National Coalition of Black American Men, Inc.; Chairperson of the NAACP Wisconsin State Conference of Branches Education Committee, and author of the book, "Saved Myself, From Myself: For The Sake Of My Children By The Grace Of God."

The University of Wisconsin-Milwaukee hosted its 117th graduation ceremony on Sunday, Dec. 17, 2017. This is where we hear some of the most inspiring and diverse stories of the year – some from our backyard and others half a world away. UWM enrolls students from 91 countries, and more than a third of our students are people of color. We are the most diverse campus in the UW System. This is not only one of our greatest strengths, but also a unique and valuable benefit to our students. More than 2,200 students walked across the commencement stage at the UW-Milwaukee Panther Arena on Sunday. About 300 of those students were eligible to participate in our Honors Convocation earlier in the month because they maintained a 3.5 grade point average the entire time they were at UWM. Combine these students with all others who graduated earlier in the year, and more than 5,500 students earned their degrees from UWM in 2017. Even more remarkable than the number of graduates are the personal journeys of our students. I’ll share just a few of the many stories from our December

As the first person in her family to go to college, Sydney Rein quickly learned to take advantage of opportunities to overcome the financial and academic challenges she faced as a student. She used her experiences to get jobs at Aurora St. Luke’s Medical Center, first as a health unit coordinator and then as a nurse extern. Home for the holidays: Evaluating your parents' well-being Last Christmas, Eliza Kendall visited her parents at her childhood home in Darien, CT. They had both lost weight since she last saw them, her mother most noticeably. And when Kendall looked inside their oven, she found an uneaten pizza. "Reality hits you right in the face when you go home," says Kendall, 54, of Harwich, MA. There were other worrisome signs. Kendall's mother, who is 81, was repeating herself. "Dad was having trouble with very simple tasks, like doing his bills. He'd stopped doing his crossword puzzles." Going home for the holidays has layers of significance for adult children, particularly those who live out of town. It remains a time of togetherness and love, but it's also an opportunity to observe your parents' physical and mental health to determine if they're thriving or require greater assistance. Talking to your parents Before you have this important meeting with your parents, be sure you have specific examples of changes in their behavior or health. Then, offer strategies to help them remain independent. "You don't want to be accusatory or judgmental," says Stehle. "Be honest. Say, 'This is what I'm noticing'." How you deliver your message is equally important as
what you say. "Keep it on an equal plain," suggests Silverstone. "You have problems too. It should be two adults talking to one another about how their lives are going." If your relationship with your parent is a difficult one, you may benefit from including your parent's doctor in the conversation, or hiring a geriatric care manager or senior care advisor to help you through the process. "The parent may have an easier time 'hearing' this information from a third party than from his or her own child," says Stehle. Even if you and your parents are close, don't expect to resolve matters in one meeting. "Typically, it takes multiple conversations," Stehle says. "It's a process." Parents may feel fearful and confrontational when approached by concerned children. "They may worry that it means their lives will have to change significantly," says Stehle. "It may also [summon] thoughts of mortality and loss of independence." You can reassure them by explaining that your goal is not to make decisions for them, but to guide them and help them maintain as much control as possible, she adds. The good news is that there are often simple measures you can take to enable your parents to remain independent as long as possible, like installing a grab bar in the shower, or hiring a home health aide a few days a week. First, advises Silverstone, take your mom or dad to see their primary care provider. "Very often you can bring attention to the doctor [about health concerns] he was not aware of and it can be sorted out," she says. You can also get a sense of whether the physician is competent and knowledgeable about geriatrics. Eliza Kendall's sisters agreed that their parents needed more assistance. They decided to divide the responsibilities. Eliza, a businesswoman, has power of attorney and handles all the finances. One sister, a social worker, takes care of health related matters. A third helps the other two. "We meet once a month for dinner for an update and to decide if any care changes need to be made," says Kendall. It can be painful for adult children to admit that the people they have always leaned on now need their help. Christmas with a Soulful Holiday Meal! Celebrate
Holiday Cornbread Stuffing
Smoked Ham with Sweet Holiday Glaze Total:27 hr 10 min Prep: 10 minInactive: 24 hr Cook: 3 hr Yield: 8 to 12 servings Level: Intermediate
Ingredients: One 10-pound cooked bone in spiral ham, preferably shank end 1 cup Dry Rub seasoning, recipe follows Sweet Holiday Glaze: 2 sticks salted butter 1 cup dark brown sugar 1/2 cup molasses 1/4 cup apple cider 1/4 cup bourbon 1 teaspoon ground cinnamon
Cook bacon in a heavy skillet until crisp. Turn heat down and add onions and celery; saute until tender, about 6 minutes. Add the thyme and sage and saute until fragrant. In a large bowl, add the cornbread mix, bacon and vegetables, and stir in the chicken broth. Add to a 13 by 9 by 2-inch casserole dish. Add butter slices to the top of the casserole and cover with foil. Bake for 30 minutes then remove foil and cook until top is crisp, about 15 more minutes.

Ingredients: 1 pound penne pasta 3 cups cherry tomatoes 2 teaspoons olive oil, plus drizzling Salt and pepper 1 package chorizo, casings removed and finely chopped Dry Rub Seasoning: 6 tablespoons butter 1 1/2 cups paprika 1/2 cup all-purpose flour 3/4 cup sugar 4 cups milk, warm 3 3/4 tablespoons onion powder 1 teaspoon dry mustard 1 tablespoon hot sauce Directions: 1 tablespoon Worcestershire sauce Sweet Holiday Glaze: Season the ham with dry rub. Place plastic wrap 2 cups shredded Monterey over ham and put in refrigerator. Allow the sea- pepper jack soning to penetrate the ham overnight to give it 1 cup sharp white Cheddar 1 (2.7-ounce) can fried onions a fuller flavor.
Place ham in an aluminum roasting pan and place on grill grates. Let smoke for 3 hours, making sure the temperature remains at 250 degrees F; adding more hickory chips and charcoal, as necessary. Remove to a platter.
