JEB-Fort Story is home to the 11th Transportation Battalion, which conducts amphibious operations. It is the Army’s only saltwater-purification training site. The site offers amphibious training for all branches, including explosive ordnance disposal Sailors and Navy SEALs.

The world’s largest amphibious base – formerly Naval Amphibious Base Little Creek and now part of Joint Expeditionary Base Little Creek-Fort Story – is the homeport for 30 amphibious ships, including patrol aircraft and salvage ships. About 80 tenant commands are based at JEB-Little Creek, including Naval Special Warfare Group II, East Coast-based SEALs and the Armed Forces School of Music.

With a list of Navy resources, childcare options, community information and contact information for public and private schools and religious organizations, this special section is intended to help make the transition to Hampton Roads a little easier and a little more enjoyable while getting to know the Navy and civilian communities.

Naval Station Norfolk is the world’s largest naval base. More than 60,000 military and 10,000 civilian personnel work on the base, which homeports more than 80 Atlantic Fleet ships and 16 squadrons.

Naval Weapons Station Yorktown is the Navy’s premiere weapons facility. More than 3,000 military and civilian personnel work on the 11,500-acre base, maintaining missiles and other ordnance for the Atlantic Fleet.

From checking in to a new command to finding a new place to live, there is so much to do and learn about when moving to a new duty station. This list of Navy services can help those new to the area get settled in Hampton Roads. For additional information, visit www.cnrma.navy.mil/cnrma05/relocation. Checking In: Working Hours Arrival – Norfolk normal hours of operations are from 7:30 a.m. - 4 p.m., Monday through Friday. Personnel arriving during normal working hours should report to their respective unit’s administrative department for check-in. All After Hours Arrivals – Report to the Naval Station Norfolk Quarterdeck located at Bldg. N-26, 1530 Gilbert St., Suite 2000, Norfolk. The Quarterdeck can be reached at 322-2866. Ensure your orders are stamped with the reporting date and time prior to departing the Quarterdeck. Norfolk International Airport: Norfolk International Airport provides an information booth from 8 a.m. to midnight seven days a week. Uniformed personnel have information

about Hampton Roads bases, transportation and telephone numbers for duty offices, ombudsmen and emergency assistance. The booth may be reached by calling 444-3040. Personnel Support Activity: The Personnel Support Activity located on Naval Station Norfolk provides one-stop service personnel reporting to or departing from commands in this area. Detachments are at every naval installation to assist with personnel, disbursing and educational matters. Household Goods: The Consolidated Personal Property Shipping Offices (CPPSO) in Norfolk and at Joint Base Langley-Eustis has a full range of services available including storage of household goods, baggage and vehicles. Contact the CPPSO upon arrival even if the delivery address is unknown. For those who plan to live on the Southside, call 443-3700 and follow the prompts. For those who plan to live on the Peninsula, call 764-2045. Before signing delivery documents, note all known loss or damage sustained to the shipment. If any property was damaged or lost, contact the CPPSO as soon as possible to find out how to file a claim.

SmartWebMove: The Navy Exchange Service Command offers a residential connection service to military personnel in conjunction with the Naval Supply System Command’s SmartWebMove Program. These services allow users to arrange their household goods moves and order utilities and other homerelated services online with one-stop shopping convenience. Eligible users must fill out a questionnaire to receive a report of entitlements. The system also allows members to receive pre-move counseling, arrange their move, choose pack out and move dates and submit the forms to their Personal Property Office via the Internet. Clinical Counseling: FFSC offers short-term counseling and crisis intervention for active duty individuals and military couples. Family members are referred to appropriate mental health providers in the community for individual and family counseling. FFSC also offers a variety of therapeutic and educational groups. Stress Management Workshops: FFSC offers stress management workshops for active duty or family members, as well as programs to help reduce the stress of deployments and parenting. Parenting Workshops: Learn and grow with strategies from today’s leading experts in childrearing. The centers’ parenting workshops make expert advice easily available. Parenting workshops include Parenting in a Military Family, Dads and Discipline, Enhancing Stepfamilies, Single Parenting in the Military and others. Transition Assistance Program: The Transition Assistance Program is a four-day course that covers résumé writing, interviewing skills, salary negotiations, military benefits and many other topics to help smooth the transition from military to civilian life.

The seven full-service FFSCs in Hampton Roads are staffed with highlytrained specialists who understand the unique demands of military life.

Special needs consist of ongoing requirements for medical treatment, psychological services or special education. FFSC can assist families with the Exceptional Family Member Program (EFMP) enrollment process and find suitable resources for care and information.

Relocation assistance: FFSC offers one-on-one consultation from experienced relocation counselors – including extensive information and referral services. FFSC provides information about housing, child care, schools and local resources, including Welcome Aboard Packets and information about bases worldwide.

Command career counselors can set up a quota. The CDRC is available for individual services. For service members who are still unsure about separation or retirement, FFSC offers Career Options Navy Skills and Evaluation Program (CONSEP).

Employment and Career Resources: Each FFSC has a one-stop Career Development Resource Center (CDRC)

Sponsor Training: This single-session training teaches command personnel to serve as sponsors. Topics include ways to be an effective sponsor, duties and responsibilities, military and community sources and FFSC relocation assistance. The training is available by request at Dam Neck Annex, Little Creek, Norfolk, Northwest Annex, Oceana and Yorktown. Navy Lodges: Hampton Roads offers three convenient Navy Lodge locations at Naval Station Norfolk, JEB Little Creek and Fleet Combat Training Center Atlantic, Dam Neck. The Norfolk Lodge provides 292 rooms, including eight suites; Little Creek offers 100 rooms and Dam Neck offers 50 rooms. These modern, comfortable rooms provide more conveniences to their guests than one might expect from a commercial chain of hotels. Reservations are held up to 6 p.m. without deposit. Check-in time is 3 p.m., however, early arrivals will be accommodated according to room availability. Due to base restrictions, not all Navy Lodges are “Pet Friendly.” For guidelines and restrictions, contact the Navy Lodge Central Reservation Center at (800) NAVY-INN (1-800-628-9466).

Navy Housing Services: All DoD personnel, married and single, assigned to a command in Hampton Roads can receive housing information from the Navy Housing Welcome Center located at 7924 14th St., Bldg. Virginia law requires $25,000 (injury or death to one person), $50,000 (injury or death to two or more persons) and $20,000 (property damage). Lesser amounts of insurance are acceptable if they meet the minimum requirements for the state the vehicle is registered in. Navy Exchanges: The Navy Exchange (NEX) carries a wide variety of products from clothing, luggage to health and beauty aids to house wares, electronics, giftware, toys and office supplies. NEX also offers a wide variety of services throughout the area, including barber shops, beauty salons, dry cleaners, laundries, tailor shops, watch repair, flower shops and photo processing. The shop is open from September to May, Mondays and Wednesdays from 10 a.m. to 2 p.m. and the first and third Saturday of each month from 10 a.m. to 1 p.m. On regular shopping days, consignments are taken from 10 a.m. to Noon with a 30-item limit per day. The Treasure Shop accepts all types of items with the exception of clothing and uniforms. Interest-free loans or grants offer qualified service members help with basic living expenses such as food, rent, utilities, emergency transportation, funerals, medical and dental bills, essential car repair, pay problems and other emergency needs.

Navy Newspapers: Many military installations publish their own newspapers weekly, bi-weekly or monthly to provide personnel with news, features, sports and classified advertisements.

Legal Assistance: Navy Legal Service Offices (NLSO) - Legal Assistance can draft some legal documents, such as a wills, power of attorneys, affidavits and adoptions. The staff also offers advice for the proper course of action to take in a given situation. Personnel cannot, however, offer advice on any issues that involve military justice or actions against the U.S. government.

Many of today’s military families rely on quality child care as an important part of their support network. Parents want their children to be safe, happy, and healthy while they are in the care of others. Military spouses often work outside the home, continue their education and assume the role of a single parent. The demands of military service come with frequent deployments, standing duty, training and unpredictable work schedules with long hours. There has also been an increase in the number of single parent and dual military families serving in the armed forces. All of these factors taken together mean that quality, affordable child care is a necessity for many active duty families. Department of Defense (DoD) and the branches of service are constantly reviewing and initiating programs to provide military families and their children with the best possible child care options. DoD currently oversees 800 Child Development Centers (CDCs) located on military installations worldwide. These centers offer a safe child care environment and meet professional standards for early childhood education. DoD also oversees the Family Child Care (FCC) programs. These programs provide in-home care by installation-certified providers. FCC helps bridge gaps in child care when the CDC does not entirely meet the child care needs of the family. Family Service Centers, youth centers, referral offices and the CDC have lists of approved homes and providers.

An additional component of military child care is the School Age Care (SAC) program. SAC meets the needs of children ages six to 12 years of age and provides before and after school care as well as summer and holiday programs. Additional support for families with children over the age of 12 can be found through the youth and teen programs often sponsored by youth services and community centers. Hampton Roads offers a number of excellent child care options, including the Navy Child Development Centers and Navy-sponsored Child Development Home program. For those reasons, Hampton Roads has some of the finest military medical facilities in the world. There are more than 100,000 active duty service members and approximately 430,000 TRICARE beneficiaries in the area. That translates into a lot of choices for you when it comes to your health care.

TRICARE – The Basics You may be tempted to think of TRICARE as your health insurance policy. It is similar to insurance, but in reality TRICARE is a benefit – an entitlement – of the active duty or retiree’s service to the nation. TRICARE is managed health care. It is managed by the military in conjunction with civilian contractors. Managed care means that you have a doctor or health care professional who coordinates how your health care needs are met. Think of them as your personal health care manager. They arrange referral appointments for specialty care if you need a specialist. - continued on page 18

Hampton Roads has several military treatment facilities (MTFs) and clinics, and they all handle TRICARE, your military health benefit. There are also private hospitals and outpatient treatment clinics for those who want civilian health care and specialty clinics.

Active duty personnel have TRICARE Prime and are assigned their own primary care manager team based on the location where they work. This helps ensure continuity of care and guarantees that active duty service members receive medical care in military clinics and hospitals and the care is near their workplace. Family members and retirees under 65 can choose from three options of TRICARE, allowing the flexibility to choose the plan that best meets their needs.

TRICARE brings together the health care resources of the Navy, Army and Air Force and supplements them with networks of civilian health care professionals to provide the best access and highest quality service while supporting its core constituents – those involved in military operations.

Who is eligible for TRICARE? Active duty and retired members and their families and survivors of all uniformed services who are not eligible for Medicare, are all eligible for TRICARE. Reservists on active duty are covered by TRICARE (amount of coverage is based on length of orders), and their family members are covered when their reservist’s orders are for more than 30 days. Active duty service members (including reservists) must update their DEERS information and enroll in TRICARE upon arrival at each new duty station and they receive their TRICARE Prime benefit at a military clinic or hospital near where they work. For other beneficiaries, TRICARE offers three options for health care: TRICARE Prime, TRICARE Extra and TRICARE Standard. Call HealthNet at (877) TRICARE (874-2273) to learn which TRICARE option is best for you or your family. When on military duty, reservists are covered for any injury, illness or disease contracted or aggravated in the line of duty. This includes traveling directly to and from the place where they perform military duty. When ordered to active duty for more than 30 consecutive days, reservists have comprehensive health care coverage under TRICARE. The reserve benefit is currently undergoing some enhancements, so it is best to contact HealthNet for the latest information. Military retirees and family members who are over 65 and have Medicare Part B have TRICARE For Life (TFL). TFL is the last payer after Medicare and other health insurance.

TRICARE Prime With this option, most health care is provided by a military treatment

facility (MTF), supplemented by HealthNet. (All active duty service members and activated reservists/National Guardsmen must enroll in TRICARE Prime.) There is no enrollment fee for TRICARE Prime for Active Duty Family Members (ADFMs), but they must complete an enrollment form. Beneficiaries choosing TRICARE Prime will have a Primary Care Manager who coordinates your health care needs and refers you to a specialist when the need arises. The Primary Care Manager also: • Provides and coordinates your routine health care. • Maintains your health records. • Refers you to specialists, when needed (specialty care must be arranged and approved by your Primary Care Manager). Advantages: • No enrollment fee for active duty and families • No cost shares for active duty family members (except for pharmacy, the point-of-service feature and the program for persons with disabilities); no costs for active duty member • Guaranteed appointments • Primary Care Manager supervises and coordinates care • Away-from-home emergency coverage If you have other health care insurance, TRICARE Prime may not be your best option. Call HealthNet for more information.

TRICARE Extra Under this option, you choose a doctor, hospital or other medical provider listed from the Managed Care Support Contractor Provider Directory Listings. If you need help, contact HealthNet or visit a Health Benefits Advisor (HBA) at the MTF or military clinic. Anyone who is eligible for TRICARE Standard may use TRICARE Extra. TRICARE Extra offers savings over TRICARE Standard, because the doctors and health care providers are in the TRICARE network. Advantages: • Co-payment is 5 percent less than TRICARE Standard • No balance billing • No enrollment fee • No forms to file • You may also use TRICARE Standard Disadvantages: • Annual deductible must be met • 15 percent cost share when seen by civilian network provider • Care may not be available at military facility

TRICARE Standard With this option, you have the most flexibility to see the authorized provider of your choice. People who are happy with coverage from a current civilian provider often choose this plan. But having this flexibility means that care generally costs more out of your pocket. Any needed treatment may be available at a military facility, if space allows and after TRICARE Prime patients have been served. This option may be used by beneficiaries who have other health insurance (TRICARE Standard becomes the last payer). Advantages: • Broadest choice of providers

Hampton Roads is actually made up of seven independent cities. Like other major metropolitan areas, it may be difficult at first to figure out where one city leaves off and the next begins. Many people of the southeastern area of Virginia still refer to the region as “Tidewater.” With a landmass of nearly 1,500 square miles and a population of more than 1.7 million people, Hampton Roads is the 36th largest metropolitan statistical area in the United States.

The Revolutionary War ended in Yorktown – when British Gen. Lord Cornwallis surrendered to Gen. George Washington. The famous Civil War naval battle between the USS Monitor and CSS Virginia, commonly known as Merrimack, took place in Hampton Roads’ harbor. Sponsored by the Virginia Company of London, 108 European adventurers completed their arduous four-month journey across the Atlantic Ocean from England to try to establish a permanent colony in the New World. They arrived at Cape Henry in 1607, explored the surrounding rivers and bays, stopping at what today is Norfolk and Hampton, before eventually finding a safe haven at Jamestown.

Chesapeake was formed in 1963 by a political consolidation of the City of South Norfolk with the former Norfolk County, which dated to 1691. The new city joined the ranks of the current Seven Cities of Hampton Roads which are linked by the circumferential Hampton Roads Beltway. And just like much of Hampton Roads, the area boasts an impressive history. Chesapeakeâ€™s history goes far back into Virginiaâ€™s colonial roots. On the Atlantic Intracoastal Waterway, which passes through Chesapeake, lays the site of the Battle of Great Bridge. On Dec. 9, 1775, the red coats and colonists clashed in the Battle of Great Bridge when the American rebels defeated the British and drove them from nearby Norfolk. Today, the municipal center complex rests a few hundred yards from that historic spot. Until the late 1980s and early 1990s, much of Chesapeake was either suburban or rural, serving as a bedroom community for the cities of Norfolk and Virginia Beach with residents commuting to these locations. Beginning in the late 1980s and accelerating in the 1990s, however, Chesapeake

Hampton is one of America’s oldest cities and with a proud and rich history and is one of the fastest growing cities in the region. Hampton is the most populous settlement with the name and is the sixth most populous city in Virginia. Hampton’s history is traced to April 30, 1607 when Captain John Smith and company landed at Kecoughtan. They declared the land brought them “great comfort,” before continuing upriver to establish Jamestown. On October 1, 1609, Fort Algernourne, one of America’s first forts, was constructed at Point Comfort – the site several fortifications would occupy. It was on July 9, 1610 that the English came to dwell at Kecoughtan, a word that means “inhabitants of a great town.” To commemorate this highly anticipated occasion, a year-long calendar of festivities, speaker series and legacy programs are open to all highlighting Hampton’s heritage and showcase of rich and diverse history. The Hunt for Hampton History, Thunder on the Bay – a drumming and dancing pow-wow focusing on the Native American heritage and presence in the community – and such annual favorites as the Afrikan American Festival, Hampton Bay Days and the annual Hampton Jazz Festival attract music fans from around the region. The anniversary of Hampton’s official founding date, July 9, 2010, will be celebrated with the annual Blackbeard Pirate Festival and Founders Day Celebration. The downtown waterfront sets the stage for ornate character vessels, a reenactment of Blackbeard’s capture, Blackbeard’s Ball, spectacular fireworks and much more! The original area near the mouth of the James River was first referred to as “Newportes Newes” as early as 1621. The source of the name Newport News is not known with certainty. Several versions are recorded and it is subject of popular speculation locally. The best known explanation holds that when an early group of Jamestown colonists left to return to

England during the Starving Time at Jamestown in the Colony of Virginia. While aboard a ship of Captain Christopher Newport, colonists encountered another fleet of supply ships under the new Governor Thomas West, 3rd Baron De La Warr in the James River off Mulberry Island with reinforcements of men and supplies. The new governor ordered them to turn around and return to Jamestown. Under this theory, the community was named for Newport’s “good news.” Another possibility is that the community may have derived its name from an old English word - continued on page 28

The City of Newport News was formally organized and became independent of Warwick County in 1896 by an act of the Virginia General Assembly. It was one of only a few cities in Virginia to be newly established without earlier incorporation as a town. Newport News is currently ranked as Virginia’s fifth largest incorporated city by population and is located at the southwestern end of the Virginia Peninsula on the north shore of the James River, thus playing a huge role in the maritime industry.

Now known as Northrop Grumman Newport News, the shipyard, chartered in 1886, has built aircraft carriers for the Navy since the 1930s, including the first nuclear-powered aircraft carrier USS Enterprise, and is today the sole builder of the Navyâ€™s carriers. The first vessel built by the yard was the tugboat Dorothy. Newport News is also home to the Armyâ€™s Fort Eustis, home of the U.S. Army Transportation Corps and to the U.S. Army Transportation Museum, featuring traditional and experimental devices like the Avro-Car which resembles a flying saucer. The city provides residents and visitors with plenty to do. History buffs can stroll through Civil War battlefields and 1862 Peninsula Campaign sites or peruse the exhibits at The Marinerâ€™s Museum, which records 3,000 years of maritime history. Children of all ages love the Virginia Living Museum, where they can see endangered red wolves, get up close to loggerhead turtles and moon jellies, see fish with no eyes and frogs that change colors or even touch live spider crabs and fossilized dinosaur tracks. The living exhibits depict Virginiaâ€™s natural heritage from the mountains to the sea and introduces visitors to more than 250 living species native to Virginia through exhibits, discovery centers and interactive hands-on exhibits.

The Norfolk Botanical Garden, which opened in 1939, is a 155-acre botanical garden and arboretum located near the Norfolk International Airport and is open year round. Norfolk has been recognized as a Tree City and its neighborhoods have extensive trees and flowers. The Virginia Zoological Park, which opened in 1900, is a 65-acre zoo with hundreds of animals on display, including the critically endangered Siberian Tiger and White Rhino.

Nationally known universities and colleges can also be found in Norfolk. Norfolk State University is one of the nation’s largest historically black colleges and universities, and Old Dominion University boasts 28 team and four individual national athletic championships since 1969. In addition to its outstanding museums, Norfolk also plays host to numerous yearly festivals and parades, mostly at Town Point Park in downtown. Harborfest, the region’s largest annual festival, celebrated its 34th year in June.

The city’s popular logo – an elegant young mermaid, which can be spotted in outdoor sites from Downtown to Ocean View – symbolizes 300 years of maritime and Naval heritage and its modern reputation as a city on the move. The “Mermaids on Parade” public art program launched in 2002 and during a walking tour of downtown, 17 mermaids can be located.

1907 brought both the Virginian Railway and the Jamestown Exposition to Sewell’s Point. The large naval Review at the exposition, demonstrated the Peninsula’s favorable location and laid the groundwork for the world’s largest Naval base. By 1917, as the United States built up to enter World War I, Naval Air Station Hampton Roads had been constructed. Now home to Naval Station Norfolk, the largest Navy base in the world, it is impossible to miss the imprint of the Navy at work and at play. There is no question about it – Norfolk is a Navy town.

Norfolk’s easily-walked downtown waterfront boasts attractions such as the battleship USS Wisconsin, a salute to the city’s long-standing relationship with the Navy, and Nauticus, The National Maritime Center, an interactive science and technology. Tugboats and visiting cruise ships share the waters with sailboats and merchant ships. Other treasures include The Chrysler Museum, Norfolk Botanical Gardens and the Virginia Zoological Park.

Established in 1624, the city was the colony’s most prosperous town by 1775. It was an important port for exporting goods to the British Isles and beyond. But on New Year’s Day 1776, during the three-day siege of the Revolutionary War, cannonballs and fires destroyed most of Norfolk’s early structures. In the spring of 1862, the Battle of Hampton Roads took place off the northwest shore of the city’s Sewell’s Point Peninsula, marking the first fight between two ironclads, USS Monitor and CSS Virginia.

Directly opposite of Norfolk, the city of Portsmouth has miles of waterfront on the Elizabeth River as part of the harbor of Hampton Roads and is another Hampton Roads community that boasts a lot of waterfront shorelines. Portsmouth is connected to the rest of Hampton Roads by two underwater tunnels – the Midtown and Downtown tunnels. Portsmouth is also home to Naval Medical Center Portsmouth. Established in the 1830s, the facility is the Navy’s oldest continuously operating medical hospital. The Norfolk Naval Shipyard, the oldest shipyard in the country – actually located in Portsmouth despite the name – is a historic and active U.S. Navy facility that builds, remodels and repairs all classes of Navy ships. SUFFOLK

Suffolk was founded by English colonists in 1742 as a port town on the Nansemond River as part of the Virginia Colony. Originally known as Constant’s Warehouse, for John Constant, Suffolk was renamed after Royal Governor William Gooch’s home of Suffolk County in East Anglia in England. Before European contact, indigenous tribes lived in the region for thousands of years. At the time of English settlement, the Nansemond Indians lived along the river. In the early colonial years, the English cultivated tobacco as a commodity crop, but later turned to mixed farming. During the Civil War, Riddick’s Folly House Museum served as headquarters for the Union army. And at that time, the Great Dismal Swamp, which occupies much of the eastern part of the city, was a hideout for runaway slaves. Burned by the British in 1779 and damaged by other fires throughout the next century, Suffolk survived to become a city in 1910. In 1974, it became the present City of Suffolk, consolidating with the towns of Holland and Whaleyville, and the County of Nansemond. The end result was a new municipality encompassing a total of 430 square miles, making it the largest city in land area in Virginia and the 11th largest in the country. Peanuts grown in the surrounding areas became a major industry for Suffolk and the area is known as the heart of peanut production. Suffolk is also the birthplace of Mr. Peanut, the mascot of Planters’ Peanuts. In 1912, an Italian immigrant named Amedeo Obici moved from Pennsylvania to Suffolk and opened Planters Nut and Chocolate Company. For many years, the call-letters of local AM radio station WLPM stood for World’s Largest Peanut Market. Today, Suffolk remains a major peanut processing center and transportation hub. Each year in the fall, the City of Suffolk hosts Suf-

folk Festivals Incorporated’s annual Peanut Fest. This year marks the 33rd anniversary of the festival. This family-friendly event honors the city’s agriculture heritage and devotion to peanuts. The festival hosts to as many as 200,000 visitors over four days, attracting people from as far north as Canada, stretching down the east coast and to the mid-west. The event is a good opportunity to create new memories and family traditions. The charisma of Suffolk is clear and its population is expected to more than double in the next 20 years. But the city is careful about development and preserving the landscape while creating communities for new residents. The revitalized downtown features historical attractions as well as shopping and dining. Newer developments offer residents the option of suburban-style living. Country living provides outdoors-types with plenty to do as well. From freefall skydiving with U.S. Parachute Association to fishing along the city’s 8,000 acres of waterways – the city is certain to keep you adrenaline flowing. The Navy College Program (NCP) provides opportunities to service members to earn college degrees by providing academic credit for Navy training, work experience and off-duty education. The NCP mission is to enable Sailors to obtain a college degree while on active duty to better prepare them for advancement and apply themselves to new situations and challenges. While the NCP is primarily geared toward enlisted Sailors, some NCP components are also available to officers. Since Hampton Roads is home to many well-respected colleges and universities, service members have the advantage of substantial educational partnerships. These colleges and universities accept college credit from one another and simplify the process of applying for admission or enrollment. The program may also eliminate or reduce residency requirements and provides academic counseling. The Sailor/Marine American Council on Education Registry Transcript (SMART) validates military occupational training and experience. This includes military occupations and training, completed college-level examinations and the recommended credits for each, as well as any college courses already taken while on active duty. Unofficial transcripts can be downloaded at https://smart.navy.mil and are available at local Navy College Offices as well. To have an official SMART sent to an educational institution, service members must complete a SMART request form online or at the Navy College Office. Rating and degree roadmaps recommend college credits for Navy military training and rating work experiences. Degree-specific roadmaps are ratingrelated degrees that make the most of recommended credit for Navy training and on-the-job-experience. Tuition Assistance (TA) may also be available. In order to enroll a child in a public school system in Virginia, state law requires a parent or guardian of a child to provide certain information to the childâ€™s school division. The required information is listed below:

Birth Certificate: An official certified copy of the childâ€™s birth record must be provided. (A photocopy of the childâ€™s birth certificate will not meet this requirement.) At the time of enrollment, the child must be five years of age or reach his/her fifth birthday on or before September 30 of the school year. Information on obtaining a certified copy of a birth certification is available at the Virginia Department of Health website. If a certified copy of the childâ€™s birth record cannot be obtained, the person enrolling the child must submit a sworn statement setting forth the childâ€™s age and explaining the inability to present a certified copy of the birth record. Street Address: Documentation of the street address or route number of the childâ€™s residence must be provided. If no street address or route number exists for the childâ€™s residence, a post office box number must be provided. If a child has no regular, fixed residence but resides within the school division in a temporary shelter, institution or place not ordinarily used as a residence, the school division may determine that a street address, route number or post office box number cannot be provided. The school division may accept an alternative form of address that it considers appropriate. School Entrance Health Form: A School Entrance Health Form, MCH 213F, completed by a licensed physician, licensed nurse practitioner, or licensed physicianâ€™s assistant regarding the child, must be presented at the time of enrollment. The three-part form includes Part I-Health Information Form, Part IICertification of Immunization and

Part III-Comprehensive Physical Examination Report. The report must indicate that the child has received a comprehensive physical examination performed within the 12months prior to the date the child first enters a public kindergarten or elementary school (K-5). The physical examination report must include â€œRecommendations to Schoolâ€? and other information as required by school division policy. School Entrance Physical Exam Form and Instructions are available online at www.doe.virginia.gov/students_ parents/student_enrollment.shtml. The health departments of all the counties and cities must provide the physical examination for medically indigent children without charge, upon request. The Comprehensive Physical Examination is not required of any child if it violates the familyâ€™s religious beliefs and the childâ€™s parent or guardian states in writing that the child is free from any communicable or contagious disease and there is no visual evidence of sickness. Immunizations: Documentation (Part II of the School Entrance Health Form MCH 213F) indicating that the child has received the required immunizations must be provided. The required immunizations include: Diphtheria, Tetanus, & Pertussis (DTaP, DTP) â€“ A minimum of 4 doses. A child must have at least one dose of DTaP or DTP vaccine on or after the fourth birthday. Hepatitis B Vaccine â€“ A complete series of 3 doses of Hepatitis B vaccine is required for all children. However, the FDA has approved a 2dose schedule only for adolescents 11-15 years of age and only when the Merck Brand (RECOMBIVAX HB) Adult Formulation Hepatitis B Vaccine is used. Human Papillomavirus Vaccine (HPV) â€“ Effective October 1, 2008, a complete series of 3 doses of HPV vaccine is required for females. The first dose shall be administered before the child enters the 6th grade. After reviewing educational materials approved by the Board of Health, the parent or guardian, at the parentâ€™s or guardianâ€™s sole dis-

Individual Education Plan: Copies of an Individual Education Plan (IEP) must be submitted for children who require Special Education or have developmental disabilities. This includes any partial or completed evaluative testing performed by previous schools.

Expulsion Statement: When a student is registered, the parent must provide a sworn statement about whether the child has been expelled. The statement must indicate whether the child has been expelled from attending a private school or another public school in Virginia or a school in another state for an offense involving weapons, alcohol or drugs or for willful infliction of injury to another person.

Minimum immunizations requirements for entry into child care and school is available at the Virginia Department of Health website. Any child whose immunizations are incomplete may be admitted conditionally, if the parent or guardian provides documentation at the time of enrollment, that the child has received at least one dose of the required immunizations and has a written schedule for completing the remaining doses within 90 days. No certificate of immunization shall be required for the admission to school of any student if: 1. The student or his parent submits an affidavit to the admitting official stating that the administration of immunizing agents conflicts with the student’s religious tenets or practices; or 2. The school has written certification from a licensed physician or a local health department that one or more of the required immunizations may be detrimental to the

Social Security Number: The child’s Federal Social Security Number (SSN) must be provided upon enrollment or within 90 days thereafter. However, a child may not be excluded from school if a SSN is not provided. The division superintendent or a person acting on his behalf may waive this requirement if he finds that an individual is not eligible to obtain a SSN in accordance with guidelines established by the Board of Education or if the parent is unwilling to provide such number. While stationed in Virginia, if you purchase a vehicle, you may title and register that vehicle in your home state or you may title and register the vehicle in Virginia. Vehicles titled and registered in your name may be driven with valid out-of-state license plates if you are the sole owner. If the vehicle is co-owned and out-of-state plates are used, all co-owners must be active duty members of the Armed Forces. If all the co-owners are not active duty members, the vehicle will need to be registered in Virginia. Personnel who license their vehicle in Virginia are advised to secure a Virginia driverâ€™s license. DMV no longer issues driverâ€™s licenses and ID cards in DMV customer service centers. Customers receive new secure licenses and ID cards by mail.

To title a vehicle in Virginia, submit the following to DMV: â€˘ A completed Application for Certificate of Title and Registration (form VSA 17A). Libraries also make a great place to hold a community meeting. Many offer spaces for civic groups to gather as well as audio-visual equipment to use during the meeting. Check with your local branch to see what resources are available there.

Libraries in Hampton Roads serve as much more than the traditional library with shelves and shelves of books and story time for toddlers – they are community centers that offer computer labs with free Internet access and computer classes, voter registration, DVDs, parenting programs, drive-thru services, employment resources, book clubs and a variety of workshops to name a few.

As lively community centers, today’s libraries are clearly not the quiet buildings of the past and have the materials to offer quite the introduction to Hampton Roads.

Some services are available through city library websites, such as book renewal or reservations. Books can be reserved online and picked up at some locations using drive-thru services. But perhaps best of all is the extensive listing of the multitude of classes, workshops, club meetings and library services that are posted on each branches’ website.

LOCAL PARKS PROVIDE LOTS OF ACTIVITIES, GREEN SPACE

Local parks offer fishing, canoeing, boating, swimming, hiking and places to run and bike. Some even offer horseback riding and archery ranges. Many host special programs such as guided nature tours, amateur stargazing, bird watching, hay rides, various workshops or even organized trips. Overall, there are far too many parks in Hampton Roads to list. Virginia Beach alone has 203, covering more than 4,000 acres. Here are some of the regionâ€™s larger parks, as well as its more unique ones.

Larger Parks: Newport News Park presents nature lovers with a magnificent 8,000 acres of land and two fresh water reservoirs. According to city officials,

Waller Mill Park in Williamsburg is a 2705-acre park situated around its reservoir that was opened to the public in July 1972. The 286-acre lake is open for fishing, boating, pedal boating, canoeing and kayaking with a tunnel connecting the upper and lower sections of the lake. Numerous picnic tables, four shelters, play fields and playground equipment are nestled among the trees providing a scenic picnic area. The shelters can accommodate 25-150 people. Hiking trails provide an interesting, picturesque walk with water and wooded views. A two-mile asphalt bike trail offers a scenic connection between Mooretown and Rochambeau Roads. A short hike from the park along the asphalt bike trail will bring you to the Lookout Tower, which offers a panoramic view of the water and woodlands. It is located on Airport Rd. (Rt. 645) between I-64 and Rt. 60 West. Call 259-3778 for more information. Lone Star Park in Suffolk is a 1,063-acre wilderness park that offers 11 lakes for freshwater fishing, nature trails for hiking, picnic areas with tables and grills, a playground, a 4-mile horse trail for horseback riding, an archery range, a model airplane flying field, a fishing and crabbing pier, shoreline fishing areas, plenty of flora and fauna and friendly park rangers to welcome you. Even though water and the related activities might be the first thing that comes to mind when people think of Hampton Roads, the area is also plentiful with green parks that serve as an oasis of tranquility.

it is one of the largest municipal parks east of the Mississippi. It offers a model airplane field, an archery range, bicycling, hiking, fishing, disc golf, horse shows, a campground, a playground, a stage and special programs. About 30 miles of trails are set aside for hikers and 10 for bikers. It is located at 13564 Jefferson Ave., I-64 Exit 250B. The park is open sunrise to sunset daily, year-round. Parks are an often-overlooked community resource. Though the emphasis on special programs may differ from city to city, it is possible to do something different every month, or even every week, at many Hampton Roads parks. At the very least, taking a look each city’s program should be part of deciding where you might want to settle.

No list of Hampton Roads parks would be complete without mentioning Mount Trashmore in Virginia Beach – a 165-acre restored landfill made of compacted layers of solid waste and clean soil. Overall, the “mountain” is 60 feet high and more than 800 feet long. But do not let its history dissuade you, because it is one of the area’s most popular parks. Facilities include picnic shelters, playground areas, basketball court, volleyball areas, parking, vending machines and restrooms, plus an extensive street course Skate Park which includes a seven-foot deep bowl and a massive 13.5 ft. tall vert ramp. The park also has a walking trail measuring approximately 1.45 miles. Mount Trashmore was recognized for its environmental feat and features the “Water Wise” demonstration garden that boasts xeriscaping, where you can learn how to create a beautiful garden with minimal water requirements. It is certainly one of the region’s onestop-shopping recreation resources. Bluebird Gap Farm in Hampton is a peaceful 60-acre farm that has more than 250 domestic and wild animals, including everything from the usual array of farm animals to a bobcat, raccoon, birds of prey, whitetail deer, tortoises and peacocks. A shelter with 4 picnic tables and charcoal grill is available on a first come, first served basis (user must provide own charcoal). Other picnic tables are placed throughout the farm for guest’s convenience. The antique display barn features snack and drink vending machines. Animal feed machines are located in several locations for those wanting a more interactive experience. Visitors will enjoy the Hampton Master Gardeners’ Display Garden and Arboretum, a large playground and public restrooms, a nature trail, a new stage with seating for special events and activities. Admission is free. The park is open Wednesday through Sunday from 9 a.m. -.5 p.m. The park is closed on all major holidays, except Easter. It is located at 60 Pine Chapel Rd.
