A bill signed into law by the president Jan. 3 means Soldiers in uniform and their families may soon have an easier time moving through security screening lines at the airport. The “Risk-Based Security Screening for Members of the Armed Forces Actâ€? calls for development of a plan that will provide “expedited security screening services for a member of the armed forces, and, to the extent possible, any accompanying family member.â€? The Defense Department’s new, 10year strategy will ensure the United States remains the world’s strongest military power, DOD leaders emphasized in weekend interviews. In an interview with Bob Schieffer that aired today on the CBS news program “Face the Nation,â€? Defense Secretary Leon E. Panetta and Joint Chiefs Chairman Army Gen. Martin E. Dempsey said the department is changing to respond to a new global reality. The strategy announced Jan. 5 outlines defense priorities for the coming decade, and emphasizes trimming the force while investing in intelligence, surveillance and reconnaissance programs, combating anti-access technologies, countering weapons of mass destruction and prevailing in all domains, including the cyber world. “Clearly, we face the constriction of having to reduce the budget by almost half a trillion dollars,â€? the secretary said. “We developed a strategy that said [the military] is going to be leaner, it is going to be smaller, but it has to be agile, it has to adaptable, it has to be exible, quickly deployable, and it has to be technologically advanced. That’s the kind of force we need for the future.â€? The department’s plan calls for priority emphasis on the PaciďŹ c and the Middle East, while maintaining a presence elsewhere, Panetta noted. “The bottom line is, when we face an aggressor anyplace in this world, we’re going to be able to respond and defeat them,â€? he added. The chairman said a popular misconception about the new strategy assumes the nation’s forces will no longer be able to ďŹ ght more than one conict at a time. “In fact, we were pretty adamant that we must be able to do more than one thing at a time, and by the way not limit ourselves to two,â€? tury, suggests to us that it’s likely to be more than two.� The strategy aims to build a force capable across the military operational spectrum with the leadership, manning and equipment to provide options to the national command authority, the chairman noted. One point that may have been underemphasized, he added, is that the military has “learned an enormous amount over the last 10 years about how to wage war.� Dempsey said the military has developed strengths unforeseen a decade ago, noting its capabilities in special operations, intelligence, surveillance and reconnaissance, and cyber. “What we’re looking to do here is not constrain ourselves to a two-war construct, but rather build a force that has the kind of agility the secretary mentioned, that is a learning organization that will adapt itself to what it confronts,� he said. The military has seen a decade of high demand, and defense leaders are working to ensure the force size remains adequate and adaptive to future missions, he said.

Dempsey noted. “What we’re trying to do is break the template and think about different ways of accomplishing the task, to give more options to our nation’s leaders.â€? The geopolitical and economic challenges of 2012 demand a shift in military power, the general said. “What we’re trying to do is challenge ourselves to respond to that shift and to react to that strategic inection point,â€? he said. Dempsey said his concern is that in light of changing strategy and budget issues, some will see the United States as a nation and a military in decline. “Nothing could be further from the truth,â€? the chairman asserted. “That miscalculation could be troublesome ‌ it could cause even our close partners to wonder, what kind of partner are we? So what I’d like to say right now is, we’re the same partner we’ve always been, and intend to remain that way.â€?

Sittercity helps connect people who need babysitters, nannies, pet sitters, tutors, housekeepers and adult caregivers with reputable and trusted service providers. Now, membership to that service has been extended to all military members free of charge. The original vision of Sittercity when it was founded back in 2001 was to create a place on the internet where parents could go to find that perfect care provider for their family, said Melissa Anderson, the president of Sittercity’s Corporate Division. “We invented the concept of matchmaking for care providers,” she said. The program allows military parents to post jobs with the requirements of what they consider to be the perfect sitter. They can include specifications like sitters who have access to military installations or military-subsidized care providers. Once the job is posted, sitters apply directly to that job. The parents receive targeted cover letters through email explaining the sitters’ qualifications. Then, the parents can choose from the applicants which one best suits their needs. The communications go directly through the site until they feel comfortable enough to connect with them personally. “On average, each job post gets 11 applicants,” Anderson said. “We connect a military family with a care provider every seven minutes.” Tech. Sgt. Tanya King, of the 446th Airlift Wing at Joint Base McChord-Lewis, Wash., and her family took advantage of the service after they made a permanent change of station to a place where they had no family members. “It was pretty simple,” King said of her experience using Sittercity. “There are thousands of childcare providers on the site, and you can narrow them down to specific things. Being military, there are times when our child is sick we can’t just

In the job posting the parents will give a range of what they’re comfortable paying, so the sitter will have an idea before applying,” Anderson said. Sittercity is accessible to military members around the world, so members who are moving from an overseas location to a stateside location can begin finding a sitter before they even arrive in country. “We see lots of uses of Sittercity from families who (have a deployed member) or who have (moved) and they are in a location where they don’t have family members to help them care for their children,” Anderson said. King said because of the thousands of options her family had for childcare providers, they didn’t feel like they were pressured to leave their child with someone who they weren’t totally comfortable with. “There were so many choices we were able to schedule interviews with our top 10 choices, and we really got a feel for the sitters,” King said. “We really got an idea of the kind of care that could be provided, so we were able to find that needle in a haystack. The woman who we chose takes a learning approach to childcare as opposed to just babysitting. She actually uses it as an opportunity to teach her sign language. Had we not had so many choices, we probably wouldn’t have found that needle in the haystack.”

Reserve website offers 600,000 jobs to veterans By C. Todd Lopez ARMY NEWS SERVICE
The large number of veterans coming out of the conicts in Iraq and Afghanistan are a good resource for American businesses looking for great employees, said an Army Reserve general. About 20 million veterans now reside in the United States, said Maj. Gen. Keith Thurgood, chief of staff, U.S. Army Reserve Command. The unemployment rate for those veterans that are coming out of recent conicts is about 14-18 percent. “For some of the generational cohorts, veterans in the 18-24-year-old range, that unemployment is nearly three times the national average,â€? Thurgood said. The national unemployment rate is about 9 percent now. So many veterans available for work, Thurgood said, is “an opportunity for the nation,â€? because veterans have skill sets that are usable by any business. “The Army does two things really well that every business wants,â€? he said. “They deliver results, and they produce leaders — they ďŹ ll the leadership pipeline. If you were to take those two characteristics, and take them to a business, I guarantee you that Soldier, that veteran, can start to make an immediate impact on the business’ results.â€? Matching Soldiers with businesses that can beneďŹ t from the unique characteristics Soldiers bring to the table — integrity coupled with an understanding of discipline, respect, diversity and the importance of collaboration, along with the ability to think strategically and act tactically — is what the Reserve component is doing with the online “Employer Partnership of the Armed Forcesâ€? website, at www.employerpartnership.org/. Right now, Thurgood said, there are only about 36,000 registered users on the website. “We’ve got over 600,000 jobs that we could ďŹ ll today, if we had the right people,â€? he said. “We’re not trying to create magic here. We’re trying to take the supply, the resources we have, and match them with a known demand.â€? Thurgood said there are about 2,500 employers partnered with the Reserve via that website, and he said response from the employers has been good. “They are very, very happy with the qual-

The Reserve component also has program service mangers in speciďŹ c regions across the United States, about two dozen of them, who are working to connect veterans who need a job with private sector human resource professionals that are looking for employees. Thurgood said the Reserve is working to expand that force of service managers. Why veterans have a more difďŹ cult time ďŹ nding work when they leave the service is a two-fold problem — and part of that is based on Soldier’s humility, Thurgood said. “If you think about the culture of the United States Army, by and large, the force is what I would describe as a humble force,â€? Thurgood said. “Soldiers are not used to talking about themselves and making themselves look better. It is about discipline, it is about the team, it is about accomplishing the mission. And we collectively are only a small piece of that. There’s a little bit of reluctance to say ‘I’m actually good.’ And these Soldiers are good.â€? So Soldiers, Thurgood said, have a hard time selling themselves in the job market. They also have a hard time knowing how to translate the skills they learned in the Army to skills that employers want in the private sector. Thurgood said the Army can bolster its programs designed to help Soldiers make that transition from the Army to the private sector — programs like the Transition Assistance Program. “I think there is some more structure we need to put around TAPS,â€? he said. “If you start to integrate all these activities in a way that makes sense, you’ve really got a good framework that can be good for the nation and good for our Soldiers.â€?

The transitory lifestyle of the military, while wonderful in many ways, can lead to problems when relocating to different states. The Department of Defense recognized that some state laws create unintended barriers for service members and their families, and started the USA4 Military Families initiative to inform state policymakers about how to better accommodate service members and their families. To accomplish this task, the DoD established the DoD-State Liaison Office to inform state executives and legislators of key issues that can help alleviate unintended barriers and provide needed protections to assist service members and their families. States governments have been very accommodating, understanding the important role they play in the lives service members and their families. States understand that they have a responsibility to consider the welfare of those who are responsible for the nation’s defense. Annually, DSLO addresses a list of 10 Key Issues that has been reviewed by the staffs of the Military Services, the Office of the Secretary of Defense, the National Guard Bureau, and the Joint Staff, and has been approved by the Under Secretary of Defense for Personnel and Readiness. We encourage readers to go to the recently revised website about USA4 Military Families and the 10 Key Issues to learn more about the current issues, periodically review progress on working these issues with the states, and make suggestions about other potential state issues for consideration in 2013. Several of this year’s issues have been on the list in previous years and have gained approval of most of states. For 2012, DSLO is informing state policy makers about: I 1. Recognizing military education, training, and experience towards granting an occupational license to a separating service member. As of June 2011, one million veterans were unemployed and the jobless rate for post-9/11 veterans was 13.3 percent, with young male veterans experiencing an unemployment rate of 21.9 percent. This is a new issue and, although some work has been done to translate the education, training, and experience of service members into civilian occupations, many states have not built this requirement into their licensure policies. Colorado, Utah, Virginia, and Washington passed legislation in
2011, which DSLO is using to educate other states on this issue in 2012. In addition to occupational licensure, DSLO is educating state policy makers on granting service members academic credit for their military education, training, and experience. The American Council on Education has established guidelines that many colleges and universities already use. Louisiana and Texas passed legislation in 2011 requiring state institutions to provide credit. DSLO is using these bills to inform other states of these best practices. I 2. Modifying occupational licensing laws concerning licensed military spouses entering their states. In 2010, Colorado and Florida developed legislation that DSLO used in 2011 to request changes. Now eleven states have rules that accommodate military spouses through endorsement of their existing license or by providing them temporary licenses so that they can find work more quickly. In addition, DSLO requests states consider extending eligibility for unemployment compensation to military spouses who must leave their jobs because of military moves. In 2004, only ten states provided eligibility; today, thirty-nine states (along with the District of Columbia) extend eligibility to military spouses. I 3. Approving the Interstate Compact on Educational Opportunity for Military Children (the Compact), which is designed to help families with school transition issues, including class placement, records transfer, immunization requirements, course placement, graduation requirements, exit testing, and extracurricular opportunities. States only started considering the Compact in 2008, and today thirty-nine states have approved it and belong to the Military Interstate Children’s Compact Commission. I 4. Increasing access to quality, affordable childcare for military families by having states integrate DoD standards for childcare into state Quality Rating and Improvement Systems (QRIS) and then allow military families to use their childcare subsidies to access state certified quality child care programs. This process takes more than legislation and requires a partnership between the DoD, the state, and participating childcare providers. With the emergence of social media, information sharing has changed in unprecedented ways. It continues to be dynamic and evolving. Now a cultural norm around the globe, social media is part of the daily activities of Airmen and their families, who use social media sites to stay connected. The Air Force has speciďŹ c guidance related to social media. In particular, Airmen should remember to heed both operational security and Air Force core values as they exercise the privilege of accessing social media, ofďŹ cials said. “A helpful reminder for Airmen is to use our core values as a ďŹ lter before engaging in a public forum,â€? said Col. Steve Clutter, the Air Education and Training Command public affairs director. “Core values will guide them to be cautious before cross-
ing the line between funny and distasteful, or sharing good information without creating an OPSEC violation. We must reinforce to our Airmen to use good judgment when using social media sites as there may be consequences with what is posted.� Careless use of social media can jeopardize the mission. An OPSEC violation was detailed in an article written by Airman 1st Class Precious Yett, with the 502nd Air Base Wing OL-B Public Affairs at Joint Base San Antonio, Texas. “I had a situation with a member who was deployed downrange in support of Operation Iraqi Freedom,� said Tech. Sgt. Darrell Williams, the 902nd Security Forces Squadron Military Working Dog section NCO in charge. “I logged onto Facebook one morning and noticed he had checked-in to his search pit on the base. “He wasn’t thinking that by doing so, he’s broadcasting the grid coordinates to a strategic location on base via an unsecured medium,� Williams said. “Anyone with hostile intentions could have utilized those coordinates to not only locate

Additionally, the deployed member had posted what equipment was currently in use and identiďŹ ed these pieces of equipment by name.â€? Williams said he immediately sent the Airman a Facebook message and reminded him of operational and communication security procedures. The post was deleted, but with the information already online, the damage could have already been done. The Air Force pamphlet “Social Media and the Air Force,â€? produced by the Air Force PublicAffairsAgency Emerging Tech-
nology Division, states, “Airmen should note that anytime they engage in social media, they are representing the Air Force and therefore should not do anything that will discredit themselves or the Air Force.â€? It goes on to say, “Airmen must abide by certain restrictions to ensure good order and discipline. All Airmen are on duty 24 hours a day, 365 days a year and all actions are subject to the Uniform Code of Military Justice. Even if Airmen state they are not representing the Air Force, other audiences may not interpret the information that way. OfďŹ cials advise Airmen to be careful of the details, text, photos and video posted to proďŹ les on MySpace and Facebook and other social networks. Employers and adversaries can search these sites, and there are numerous examples of people losing a job due to their inappropriate photos or comments. “Airmen, by the nature of the business, are always on the record and must always represent the core values, even on the Web: integrity ďŹ rst, service before self and excellence in all that is done,â€? the pamphlet stated.
