Welcome Fort Lee is more than just a military installation – it’s a school, a workplace and a home with roots reaching back to the settlement at Jamestown. The U.S. Army Combined Arms Support Command, the U.S. Army Quartermaster School, the U.S. Army Ordnance School, The U.S. Army Transportation School, the Army Logistics University, Kenner Army Health Clinic, Fort Lee Military Entrance Processing Station and the U.S. Army Garrison, which is organized under the Northeast Region Office of the Installation Management Command, are among the many organizations on Fort Lee. Fort Lee is also home to the headquarters for the Defense Commissary Agency, as well as the 49th Quartermaster Group, which is a Forces Command unit and the only active-duty petroleum and water group headquarters. In addition, the 49th QM Group has the only two mortuary affairs units in the activeduty Army inventory. The long term physical improvements that have been underway at Fort Lee over the last half century received a major boost when Congress passed Base Realignment and Closure legislation in 2005. As a result of approved recommendations several organizations have relocated to and/or consolidated their operations on Fort Lee – including the U.S. Army Ordnance Center and School from Aberdeen Proving Grounds, Maryland, and the U.S. Army Transportation Center and School from Fort Eustis, Virginia Dozens of new classroom buildings, headquarters, fitness and dining facilities, outdoor training sites, highrise housing projects, and more are nearly complete. When completed in 2011, at a projected cost of $1.5 billion, the installation will have acquired 6.5 million square feet of new facilities. In that same timeframe the daily population is expected to rise from 32,000 to nearly 47,000. In the summer of 2007 there was a ground-breaking

ceremony on Sergeant Seay Field to begin construction of the new four-story Sustainment Center of Excellence (SCoE) Headquarters building. To help make way for the new structure, the First Logistical Command Memorial – which had been located on that site since 1974 – was carefully unmoored and moved to a more prominent spot facing the main entrance to Fort Lee. The $50 million SCoE Headquarters Building took eighteen months to build and was formally dedicated in January 2009. It houses the Combined Arms Support Command (CASCOM), logistics combat and training developments, and command group headquarters for the Quartermaster, Ordnance, and Transportation Corps. The Sustainment Center of Excellence transforms Fort Lee into the third largest training installation in the Army, in terms of student numbers, after Fort Jackson, South Carolina and Fort Benning, Georgia. In July 2009 the local Command and invited dignitaries gathered to mark the opening of the Army Logistics University (ALU), another recently completed BRAC 2005 project. This 400,000-square-foot building offers more than 200 courses, and trains upwards of 2,300 military and civilian students daily. Fort Lee provides an outstanding place for families to live, work and play, all within the installation. Through the Residential Community Initiative, Fort Lee is able to provide the best in on-post housing for military families, while the Family and Morale, Welfare and Recreation Directorate provides a variety of activities for community members of all ages. Families are further supported through child and youth development services, religious activities, parks, stadiums and much more. All passengers age 18 and older must also present a picture ID. If you do not have a DoD decal, enter the vehicle checkpoint on the right. Proceed as directed by the security guards. You will be asked to show a government-issued picture ID. Proof of current vehicle registration and insurance also may be requested. Other installation access points that can be used by motorists with a DoD decal include the Sisisky, Mahone and Adams Avenue gates and the Shop Road gate.

The History of the Fort Lee Area Fort Lee is located in America’s Historic Heartland ... in Tidewater Virginia, 25 miles south of Richmond, and very near the confluence of the James and Appomattox rivers. COLONIAL BEGINNINGS For thousands of years Native Americans hunted the woods, fished the rivers, built their villages and raised their crops in the vicinity of today’s Fort Lee. Here was centered the Powhatan Confederation, whose tribes met the first European settlers upon their arrival at Jamestown in 1607. Those who followed in the wake of Captain John Smith and company soon established thriving plantations along the James River and deep into the interior. The land hereabouts provided 17th and 18th century farmers with a rich harvest of tobacco, corn, beans, root plants, vegetables and more. By the time of the American Revolution, Virginia’s population had grown to nearly 200,000. In April 1781 British troops under Major General William Phillips landed at Old City Point on the banks of the James River (at presentday Hopewell) and marched through Fort Lee property to defeat a much smaller patriot force defending Petersburg. In October that same year Washington and Rochambeau’s combined forces captured Cornwallis at the Battle of Yorktown – less than two hours’ drive from Fort Lee – and thus secured America’s independence. Eight decades later, another army crossed Fort Lee. This time it was Union General Ulysses S. Grant. Strategically located on the banks of the Appomattox River, 23 miles south of the Confederate capital of Richmond, the town of Petersburg served as a major road and rail center throughout the Civil War. In the spring of 1864, a combined force of more than 100,000 Yankees marched across Fort Lee in a surprise effort to cut off Confederate General

Robert E. Lee from his supply base. The nine-and-a-half month siege that followed was the longest in U.S. history. Four historic markers today trace the route of the United States Military Railroad that crossed Fort Lee bringing supplies to troops along the siege line. THE FIRST CAMP LEE Within weeks after the United States declared war on Germany in the spring of 1917, the War Department acquired a vast tract of farmland in Prince George County, Virginia (between Petersburg and Hopewell) for the purpose of building here one of 32 military cantonments. Construction of Camp Lee began in June. By September, more than 1,500 buildings and over 15 miles of on-post roads had been completed. Soon members of the 80th “Blue Ridge” Division – made up of troops from Pennsylvania, Virginia and West Virginia – began arriving for training. Before long, Camp Lee became one of the largest “cities” in Virginia. More than 60,000 doughboys trained here prior to their departure for the Western Front and fighting in France and Germany. Included among the many facilities here was a large camp hospital situated on 58 acres of land. One of the more trying times for the hospital staff was when the worldwide influenza epidemic reached Camp Lee in the fall of 1918. An estimated 10,000 Soldiers were stricken by flu. Nearly 700 of them died in the course of a couple of weeks. Camp Lee continued to function as an out-processing center throughout 1919-20 following the First World War. In 1921, the camp was formally closed and its buildings were torn down, all save one – the so-called “White House.” During the war, this two-story frame structure served as 80th Division Headquarters and as temporary residence for its Commander, Major General Adelbert Cronkhite. Years later it became known as the “Davis House” in honor of the family that lived there in the 1930s and 40s. Except for the Davis House (which is still in use today) and a handful of overgrown military trenches, there are no other visible signs of all the training and

other activities that took place here during World War I. During the interwar years, the property reverted to the Commonwealth of Virginia and was used mainly as a game preserve. The only evidence of persons in uniform was the Civilian Conservation Corps camp that opened at nearby Petersburg National Battlefield in the 1930’s-era Great Depression. THE SECOND CAMP LEE With storm clouds again rising in Europe, Congress approved the call-up of nearly 300,000 Guardsmen and Reservists in late August 1940. In September, the U.S. government passed a Selective Service Act that allowed the drafting of up to 900,000 more men for a year. And in October, the War Department issued orders for the rebuilding of Camp Lee on the same site as before. Overnight, the area became a beehive of activity as thousands of civilian laborers swarmed into the PetersburgHopewell area and began building at a furious pace. Even before the first barracks were constructed, raw recruits for the Quartermaster Replacement Training Center moved into tents in the heart of Camp Lee to begin training. In October 1941 (two months before Pearl Harbor) the Quartermaster School moved from Philadelphia to Camp Lee to begin training officers and noncommissioned officers in the art of military supply and service. Over the course of the war, Camp Lee’s population continued to mushroom until it became in effect the third

largest “city” in Virginia, after Norfolk and Richmond. More than 50,000 officers attended Quartermaster Officer Candidate School. More than 300,000 Quartermaster Soldiers trained here during the war. There was a Regional Hospital with scores of pavilions and literally miles of interlocking corridors capable of housing more than 2,000 patients at a time. Here too was located the Army Services Forces Training Center, the Quartermaster (Research & Development) Board, a large contingent of Women’s Army Corps Soldiers and, for a while, a prisoner of war camp and the Medical Replacement Training Center. Camp Lee enjoyed a reputation as one of the most effective and bestrun military installations in the country. Following V-J Day in 1945 troop strength rapidly decreased, but Camp Lee continued to serve as the major Quartermaster field installation and as an out-processing center for those leaving the military. THE POST-WORLD WAR II ERA Unlike the military infrastructure drawdown after World War I, there was no immediate decision to dismantle the second Camp Lee. The Quartermaster School continued operation and, in 1947, the Adjutant General’s School moved here as well (where it remained until 1951). The Women’s Army Corps likewise established its premier Training Center here from 1948 to 1954. Also in 1948, the first permanent brick and mortar structure – the Post Theater – was constructed.

On April 15, 1950, the War Department reached the critical decision to keep Camp Lee as a permanent facility, and it was renamed Fort Lee. At nearly the same time, the Quartermaster School picked up the “supply by sky” mission from the Infantry School at Fort Benning and that led to the first airborne rigger training program at Fort Lee. Then, in June 1950, the war broke out in Korea. Once again, the installation quickly sprang to life as tens of thousands of Soldiers arrived between 1950 and 1953 to receive logistics training for what would later be called the “Forgotten War.” The 1950s and ’60s witnessed almost nonstop modernization efforts as, one by one, Fort Lee’s temporary wooden barracks, training facilities and housing units gave way to permanent brick and cinderblock structures. New multi-storied barracks were built in the mid-’50s, along with whole communities of Capehart housing for permanent party. The new three-story Quartermaster School Classroom Building, Mifflin Hall, was dedicated in May 1961. Kenner Army Hospital opened in 1962, replacing the remnants of the old WWII-era facility; and the privatelyfunded Quartermaster Museum opened its doors in 1963. Some years have seen far more change than others, but the overall process of modernization has continued ever since. The rapid logistics buildup in Vietnam after 1965 signaled an urgent need for many more Quartermaster Soldiers. Fort Lee responded by going into overdrive. For a time, the school maintained three shifts and round-

the-clock training. A Quartermaster Officer Candidate School opened in 1966, for the first time since World War II. A mock Vietnamese “village” was created on post to familiarize trainees with guerrilla tactics and the conditions they could expect while fighting in the jungles of Southeast Asia. Part of the ’60s-era Quartermaster training program also saw the first widespread local use of automated data processing equipment. FORT LEE AT THE TURN OF THE CENTURY As Vietnam – “America’s longest war” – wound down in the early- to mid-1970s, the Army went through a period of reorganization. It introduced new doctrine, weapons and equipment and unveiled new training and leader development techniques. In 1973, the Continental Army Command (CONARC) headquarters at Fort Monroe was replaced by the U.S. Army Training and Doctrine Command (TRADOC). Here at Fort Lee, the U.S. Army Logistics Center was created to serve as an “integrating organization” for the Quartermaster, Transportation, Ordnance, and Missile and Munitions centers and schools. All of the traditional combat service support branches were functioning here. There was a post reorganization and realignment in 1990. The Logistics Center, which heretofore had been a tenant activity, was redesignated the U.S. Army Combined Arms Support Command (CASCOM). Its senior officer would serve as the installation commander as well. Since World War II, Fort Lee has played host to a growing

added to ALMC. Also, the Quartermaster NCO Academy and barracks complex was completed, as well as new onpost child care and physical fitness centers. Throughout this period the Quartermaster School routinely graduated 20-25,000 students annually, and ALMC another 10-12,000. Two other QM School academic departments â€“ Petroleum and Water, and Aerial Delivery and Field Services â€“ each received state-of-the-art headquarters and training facilities after 2000. In May 2001, the Army Womenâ€™s Museum opened at Fort Lee, with more than 13,000 feet of gallery space and thousands of artifacts used to tell the long, proud history of women in the Army. Two historical forces in particular left their mark on the shape and direction of Fort Lee at the dawn of the 21st Century: first, the Armyâ€™s increased involvement in contingency type operations at home and abroad; and second, events surrounding the aftermath of 9/11, the 2001 terrorist attacks on the Pentagon and New Yorkâ€™s World Trade Center. Fort Lee has frequently been the site of tailored logistics training, immediate processing and rapid deployment of specialized logistics units and personnel â€“ for operations such as Just Cause, Desert Storm, Restore Hope and many others. That process continues to the present with Operation Enduring Freedom (Afghanistan) and Operation New Dawn â€“ the follow-up stability mission that began when the U.S. ended its Operation Iraqi Freedom combat mission in September 2010. Also in the wake of the 9/11 terrorist attacks, Fort Lee, like all other military installations across the country, has had to institute new policies and procedures to help protect against any future acts of terrorism. A new fence was erected to completely enclose the fort. The main gates no longer go unmanned. Protective barriers have been placed around key buildings. And now, all newly constructed facilities must abide by DOD and Homeland Security rules and regulations aimed at averting another 9/11 type disaster. BRAC 2005 AND THE FUTURE OF FORT LEE The long-term physical improvements that proceeded at a steady pace at Fort Lee over the last half century received a major boost when Congress passed Base Realignment and Closure legislation in 2005. The installation was given an important new mission â€“ establish a Sustainment Center of Excellence that would serve as a focused training base for military supply, services, maintenance, munitions and transportation. The decision ignited a whole new building boom as the fort had to prepare for the arrival of the U.S. Army Ordnance Center and School from Aberdeen Proving Ground, Md., and the headquarters of the U.S. Army Transportation Center and School from Fort Eustis, Va. Also incoming was the Air Force and Navy Culinary Schools and the Defense Contract Management Agency. Planning began for the construction of new classroom buildings, headquarters admin areas, fitness and dining

facilities, outdoor training sites, barracks for students and government housing for military families. Among the centerpieces of the overall project was the $50 million Sustainment Center of Excellence headquarters building. In the summer of 2007, there was a ground-breaking ceremony on Sergeant Seay Field, the site of the new facility. To help make way for the structure, the First Logistical Command Memorial â€“ which had been located on that site since 1974 â€“ was carefully unmoored and moved to a more prominent spot facing the main entrance to Fort Lee. The SCoE headquarters took 18 months to build and was formally dedicated in January 2009. It now houses the Combined Arms Support Command, logistics training and combat doctrine developers, and command groups for the Quartermaster, Ordnance, and Transportation Corps. During a ceremony on July 30, 2010, the old CASCOM headquarters was officially retired and the SCoE was proudly rededicated as â€œMifflin Hall.â€? Other recent milestones include the opening of the Army Logistics University in July 2009. The 400,000-square-foot building now offers more than 200 courses and trains upward of 2,300 military and civilian students daily. The colors of the U.S. Army Ordnance Corps were uncased at Fort Lee on Sept. 11, 2009. Construction of Ordnance Campus facilities on the north side of Fort Lee continues, but those that have been completed are

indicative of the vision to create ultra-modern training and living facilities for 21st century sustainers. When it reaches full operational status, the Ordnance Campus will have a daily population of 5,000, including students, faculty and administrative personnel. Fort Lee officially marked the arrival of the U.S. Army Transportation Corps and School on Aug. 18, 2010. The transition was bittersweet, given the corpsâ€™ long-time connection with Fort Eustis, known as the â€œHome of Army Transportation,â€? but its new role under the Sustainment Center of Excellence will be vital to an Army thatâ€™s undergoing massive modernization to prepare for the challenges of current and future missions in an â€œurbanized warfareâ€? setting. By the time BRAC construction is completed in 2011, at a projected cost that will exceed $1.5 billion, the installation will have acquired 6.5 million square feet of new facilities. The daily population is expected to rise from 32,000 to nearly 47,000. The number of troops training at Fort Lee will nearly double to 70,000 each year. Already proud of its illustrious past, Fort Lee is laying the groundwork for a brilliant future as the third largest training organization in the Army. About 35 percent of the force will pass through its schools each year, and its overarching mission is already being hailed as the â€œlifeblood of Army logistics.â€?

This is your one-stop source for army housing information-worldwide. Army Housing OneStop is the official Army website for Soldiers who need information about Military Family Housing, Unaccompanied Personnel Housing (UPH) and/or Community (off-post) Housing. It includes a quick reference of information for Army installations worldwide. This process includes floor plans, photo tours, policies and procedures, programs, and services, waiting list information, BAH, forms, contact information, utilities, schools, maps and much more. Single Service Member Housing The First Sergeant’s Barracks Initiative was implemented at Fort Lee in March 2008. Single permanent-party service members new to Fort Lee should call (804) 734-3977. The Centralized Barracks Management (CBM) office is located in the dayroom of Bldg. P-8401 at the corner of A Avenue and 27th St. Personnel in the rank of E-6 and above and considered bonafide bachelors will be housed off the installation. Certificates of Non-availability (CNA) will be provided by the Housing Division upon arrival. Ten Bachelor Officer Quarters (BOQs) and Senior Enlisted Quarters (SEQs) are available. These units have two bedrooms and the units are furnished. Single permanent-party Soldiers in the grades of E-5 and below are normally housed in the installation’s barracks buildings P-8401, P-8402, P-8150, P-9000 and P-9003. A new 64-person barracks is being constructed near the existing facilities that will provide the Army standard of one Soldier – one room (OSOR). The Villages at Fort Lee – On-Post Family Housing Fort Lee Family Housing, now called The Villages at Fort Lee, transitioned to a privatized partner in September 2007. Congress passed legislation in 1996, which allowed the Services to privatize family housing and to use allotted Basic Allowance for Housing (BAH) to pay for the funding of housing projects. In the Army, we refer to this initiative as the “Residential Communities Initiative” or RCI. This partnership is between the U.S. Army and the private company East Army Properties (Pinnacle, Hunt and Falcon Properties) called Fort Lee Commonwealth Communities, LLC. In September 1998, the Office of the Secretary of Defense, (OSD) published guidance requiring Service Members in privatized housing to be responsible for the utilities they consume. OSD also established procedures that allow Service Members who conserve to be financially rewarded and those who did not conserve to be billed for their usage over an allotted baseline. sumed each month, and worked to conserve our natural resources. This provided an opportunity for residents to learn and teach their dependants on the importance of conserving energy. All home baselines were developed based on specific criteria for each home type, with full consideration for that home’s energy efficient attributes. No residents were charged for utilities during the “Mock Billing” period. Fort Lee Commonwealth Communities was formed to provide convenient on-post housing and is professionally managed by Pinnacle Management Company. The Villages at Fort Lee currently offers 1,182 homes located in five different villages. Homes range in size from two to five bedrooms and offer open floor plans. Each village caters to a specified rank band. Through the RCI Initial Development Period (IDP), the development of 651 new homes, two new villages and three new neighborhood centers will be completed in late 2011 with a total of almost 1,500 residences available. About 1,380 units will be designated for enlisted personnel, with 120 designated for officers. The concept of upgrading and adding units is also being applied to the community centers. A splash park has been added to the main community center on Sisisky Blvd. and Jackson Circle Community Center. Both Sisisky and Jackson Circle have fitness centers and a children’s play area for residents to use Monday - Friday, 9 a.m. - 5 p.m. and Saturday, 9 a.m. - 11 a.m. Additionally, Jackson Circle also has a cyber room for residents to bring in their laptop and utilize wireless internet. The Jefferson Terrace village has a neighborhood center that offers a place for residents to visit during the day. As a result of upgrades to housing and additional units being built, the status of availability fluctuates. The average wait time for on-base family housing is about six months, but can vary greatly due to rank and bedroom requirements, as well as the status of the building projects. The Monroe Manor neighborhood is undergoing a relocation and demolition project. All duplexes have been demolished, with new construction in Monroe under way.

Many of the residents will be relocated to other housing areas, which will increase waiting times for incoming personnel. Applications for housing can be submitted before arriving at Fort Lee and service members can be added to the appropriate quarter’s waiting list. Once a service member signs into their unit a home can be assigned. Housing is offered first-come, first-served. Rent is determined solely on the service member’s Basic Allowance for Housing (BAH) at the Fort Lee rate and is received monthly regardless of the size of the unit assigned. Each village offers improved maintenance and customer service, including a resident relations specialist, a community director and a fully-staffed maintenance team professionally trained to serve residential concerns and needs. In addition to the full time staff, a 24-hour emergency maintenance service is available. Other amenities include no security check or deposits, dedicated cyclic maintenance, free yard maintenance, free pest control, $10,000 personal property renter’s insurance and $100,000 liability included in rent, with $100 deductible. Office hours are Monday through Friday 8:30 a.m. – 5 p.m. Factors like schools, commutes, access to shopping and overall desirability make all the difference when it comes time to decide on the neighborhood where you’ll make your home. Potential buyers need to know what they are looking for and how much they can spend before they start their search. New arrivals planning to purchase their first home should get pre-qualified with a mortgage lender right away. Next, buyers should consider whether they want to move into an existing home or build a new one. Though many people relish the sensation of living in a brand-new residence, existing homes, on average, are less expensive and come with more finished amenities. Older homes are more likely to have decks, fences, landscaping and lawns, which means the new occupants do not have to take the time and money to put those things in themselves. Time and energy may then go into exploring your new community, rather than the rake, tiller, hammer and nails. Still, some homeowners enjoy doing the upkeep work. In a buyer agency, the buyer signs an agreement with the agent. It basically says the agent represents the buyer instead of the seller. A seller agency, in contrast, means the agency works for the seller. Finally, with a dual agency, the staff represents both the buyer and the seller.

ACS works on the concept that lifestyle and family life can directly impact job performance and mission readiness. They offer services to our military families including a lending closet. By offering workshops and resources on issues, such as stress management, anger management, conflict resolution

and parenting skills, ACS focuses on alleviating problems at home that could, in turn, impact service member and mission readiness. The Fort Lee ACS is open to all military personnel and their families and virtually all the services are free to active duty and retired members and their families. The following programs fall under ACS: Army Emergency Relief (AER) offers emergency financial assistance to all Army personnel, active, retired and their family members in the following categories: food, rent, required travel, utilities, essential car repairs, medical bills, funeral expenses and essential needs in the event that pay is lost or not received. Mobilization & Deployment Readiness Program is designed to provide resources and support units, Soldiers and families in preparing for pre-deployment, deployment and post-deployment. Army Family Action Plan (AFAP) allows everyone the opportunity to submit their issues which will be presented to Army leadership. It is a process that lets Soldiers and families say what’s working, and what isn’t – and what they think will fix it. Army Family Team Building (AFTB) is an official Army training program that helps develop ready families and ready Soldiers. This program contributes to unit, mission environment and lifestyle by providing them with information, knowledge and skills vital to the readiness of the force. Employment Readiness Program (ERP) provides up-todate support services which help customers make informed decisions when seeking employment and overcoming obstacles to career stability caused by relocation. Empowerment Program Services/Victim Advocate assists those who are victims of domestic violence. This includes safety planning, protective orders, coordination of emergency services, community resource information and referrals. Exceptional Family Member Program (EFMP) is a mandatory enrollment support program that works with other military and civilian agencies to provide coordinated medical, educational, housing, community support and personnel services to Soldiers who have a special needs family member. Financial Readiness Program (FRP) offers classes on checkbook management, money management, and budgeting. Information is available on several other financially related topics of interest to military families. Other classes are available upon request. Information, Referral & Follow-up Program (IR&F) is designed to link service members and their family members with other military and civilian helping agencies in the community and on post. Providing information and referrals is one of the primary functions of ACS. Army Volunteer Corps (AVC) provides assistance in the

recruitment, training and recognition of installation volunteers and maintains a database of volunteer positions available on the installation. The AVC respects individual programs, organizations and military units that utilize volunteers as it links together Army volunteers throughout the community. New Parent Support Program (NPSP) offers services from a licensed professional to expectant parents and parents of newborns through three years of age. The New Parent Support Home Visitors can visit with you at home or can schedule an office visit. Services are tailored to your Family’s needs and goals. Relocation Readiness Program provides assistance to military members and their families in transition by maintaining current information on installations worldwide and operating a lending closet for temporary use of basic household items. Relocation workshops can help reduce the stress associated with moving. Workshops cover a variety of topics, including pay and allowances, household goods, moverelated stress and helping children cope with relocation. Family Advocacy Program (FAP) supports readiness by building healthy families and sustains strong communities by providing comprehensive approaches to prevention, identification, and intervention of child and spouse abuse in military families. Classes on Parenting, 5 Love Languages, Anger and Stress Management, Single Parent Support and others available upon request. Survivor Outreach Services (SOS) connects survivors with people who can help you move forward and find strength. Many times after you have lost a loved one, there are unresolved issues or questions that may surface months or years after the loss. We are there to help and provide you with needed resources. SOS demonstrates the Army’s commitment to families of the fallen. Sexual Assault Prevention and Prevention Program is committed to supporting and caring for victims of sexual assault and to ensuring that victims are treated according to Army policy. This program reinforces the Army’s commitment to eliminate incidents of sexual assault that centers on prevention (education and training), immediate response (victim advocacy), and follow-up. The Army policy promotes sensitive and confidential care for victims of sexual assault and accountability for those who commit these acts. Single Soldier Bags are created each year and distributed to nominated Soldiers who find themselves unable to return home for the holiday season. All items are donated by the Fort Lee community and delivered by Garrison Command on Christmas Eve. Pillow Case Project offers free pillowcases with the photograph of a loved one for deploying Soldiers and their Family members.

CHILD CARE: Fort Lee Places High Priority on Child Care, Youth Activities Several childcare and youth programs are available for the children of military and civilian personnel assigned to Fort Lee, providing care for children ages four weeks to 12 years and access to youth programs for school-aged children. Within the scope of Child, Youth & School Services (CYSS), programs are provided through the Child Development Center (CDC), Family Child Care (FCC) providers, residing both on and off the installation, School Age Services (SAS), Middle School and Teen (MS&T) program, Youth Sports & Fitness (YSF), Schools of Knowledge, Inspiration, Exploration and Skills (SKIES), School Liaison Services (SLS), Outreach Services (OS) and MWR Partnership Program. MS&T, YSF and SKIES programs are available to retired military personnel as well. Children/youth must be registered through the CYSS Central Registration Office in Bldg. 10612 prior to participating in CYSS programs.

• Hourly care program for children ages 6 weeks to 5 years, Monday through Friday from 8 a.m. to 5 p.m. CDC Battle (CDC B) is located at 10620 Battle Drive, beside the Youth Center. CDC B can be reached by calling (804) 734-0466/734-2884. This is a part day program with operating hours of Monday through Friday, 9 a.m. to 3 p.m. serving children 6 weeks to 5 years. Parents may elect two, three or five days per week. CDC Sisisky (CDC S) is located at 10624 Sisisky Blvd. CDC S can be reached by calling (804) 734-0191/0193. This is a full day program with operating hours of Monday through Friday, 5:15 a.m. to 6 p.m.

The following are required to register: • Valid ID card (Military/DoD Civilian) • Proof of age document (birth certificate or ID card) • Current immunization record • Physical exam within 30 days of enrollment in childcare programs • Three local emergency designees and phone numbers (other than child’s parents) • Family Care Plan (Form 5305-R) - only for sole and dual military parents • Current duty phone number • Sports registration requires a current physical that is valid for one year from the date of the exam and cannot expire before season ends.

Family Child Care FCC-certified providers offer childcare services in their homes. This service designed to meet the childcare needs of parents who prefer small group setting in a home environment. The FCC program provides training and certification for providers, while the FCC staff monitors their homes as well. Each FCC childcare home operates as a small business, and childcare fees vary according to contracted services between the provider and the parent. Full-day, part-day, hourly and extended hours services are offered for children 4 weeks to 12 years. The FCC office is located in Bldg. 10612 and can be reached by calling (804) 765-3050.

Child Development Centers The CDC’s provide quality early childhood programs designed to meet the developmental needs of young children. The CDC Yorktown (CDC Y) is located at 10610 Yorktown Dr., behind Memorial Chapel. The CDC Y can be reached by calling (804) 765-3765. Services include: • Full-day program that offers care to children ages six weeks to five years. Regular operating hours are Monday through Friday from 5:15 a.m. to 6 p.m. • Before and After School Program that provides childcare for kindergarteners. • Preschool program for children 3 to 4 years.

School Age Services School-Age Services provides before/after school care for first through fifth graders. The program is located in the Youth Center facility in Bldg. 10605 and can be reached by calling (804) 765-3763. Hours of operation are 5:15 to 8:30 a.m. and 3:45 to 6 p.m. The program is closed on federal holidays. Bus Service is provided for the Prince George Schools of Harrison, South and Walton. A full day program of activities is offered through the “Summer Fun” program from June through August and hours of operation are 5:15 a.m. to 6 p.m. Drop-in care is provided as space is available during normal program hours. Appointments must be made in advance.

A note about off-post civilian childcare Because of the potential for long waiting lists often associated with military child care programs, military Families may choose to seek civilian child care providers. Civilian providers typically fall under four categories: licensed centers, religious-affiliated centers, licensed home providers and unlicensed home providers or babysitters. When choosing a child care provider, parents should visit at least three different sites and ask detailed questions about issues such as safety, philosophies for discipline, ratio of children to adult caregivers and the type of developmental activities available. Parents should also call the licensing agency to determine if any complaints have been registered. Middle School & Teen Program The MS&T Program is located at the Youth Center in Bldg. 10605 and provides after school and summer activities for sixth through 12th graders. The MS&T Program is an affiliate of the Boys and Girls Clubs of America and offers a variety of clubs and activities and maintains a state-of-the-art computer lab and learning center. MS&T program participation is open to Family members of active duty, DoD Civilians, DoD Contractors and retired military personnel. The program promotes and fosters social interaction, personal growth, recreational skills, educational opportunities, youth development and sports and fitness. Youth can meet with friends and participate in various games, tournaments, dances and trips. There are many special events and programs available throughout the year. Youth Sports & Fitness Program The Youth Sports & Fitness (YSF) Program offers a variety of sports and fitness activities, such as basketball,

KENNER ARMY HEALTH CLINIC: Providing Health Services for Fort Lee Personnel The Kenner Army Health Clinic proudly serves the Fort Lee community with primary health care for all TRICARE Prime beneficiaries. Kenner provides a full array of outpatient primary health care services for service members and their families. The clinic uses network civilian health care partners to provide specialty care and inpatient hospitalization. A Primary Care Manager (PCM) referral and an authorization from HealthNet is required prior to any outpatient civilian care, exception is Emergency Room care. Urgent Care requires a referral and an authorization prior to the visit. This authorization facilitates payment of the claim. Walter Reed Army Medical Center in Washington, D.C., Naval Medical Center Portsmouth in Portsmouth, McDonald Army Health Center at Fort Eustis and the Health Clinic at Langley Air Force Base are additional military medical treatment facilities that serve our beneficiaries. Kenner offers shuttle service to most of these facilities. Kennerâ€™s routine operating hours are Monday through Friday from 7 a.m. to 4:30 p.m. Kenner is closed Thursday afternoons after 12 p.m. in the months with five Thursdays for training. Kenner is closed on weekends and federal holidays. After hours, Kenner

patients have access to an on-call primary care manager by calling the administrative officer of the day (AOD) at (804) 734-9000. The AOD will note your information and contact the oncall provider. The Basics TRICARE is a managed health care program managed by the military in conjunction with civilian contractors. Managed care means that you have a doctor or health care professional who serves as your personal health care manager. They can arrange referral appointments for specialty care when you need a specialist. TRICARE serves active duty and retired members of the uniformed services, their families and survivors. Reservists and their family members are also covered by TRICARE, although coverage depends upon the length of the reservist’s orders. that have contracted with TRICARE to fill your prescriptions. The co-pay for a 30-day supply is $3 for generics and $9 for name-brand drugs. The TRICARE Pharmacy Network now extends coastto-coast, so if you are traveling and need to use a network pharmacy, it is no longer necessary to pay the full price upfront and seek reimbursement. If these options are not available, you may use a non-Network Pharmacy, but your out-of-pocket costs will be higher. There is an annual deductible for this option plus a $9 or 20 percent cost share (whichever is greater). You may have to pay the bill upfront and then file a claim for reimbursement. If you are seeking a prescription for a drug that is not on the TRICARE formulary, then your out-ofpocket expenses are increased to $22 through either a 30-day supply at a local network pharmacy or a 90-day supply through TMOP. As always, you and the government save money when you use the MTF and TMOP options to fill your prescriptions.

Colonel Bull Dental Clinic The Colonel Terry P. Bull Dental Clinic is located in the center of the block between B and C avenues and 26th and 27th streets at 2601 C Ave. in building 8204. The clinic is staffed to provide general dentistry care to active duty military. Sick-Call is held Monday through Friday from 7:30 to 9:30 a.m. Walk-in exams are available every day. AIT exams are on Wednesdays and Thursdays. Those AIT students classified as Dental Fitness Category 3 or 4 will be notified to report to the dental clinic for an exam, treatment or appointments. From veterinarian and postal services to banking and shopping, Fort Lee offers military members on-post service with a smile. DEFENSE COMMISSARY AGENCY The commissary at Fort Lee is open six days a week and stocks a large variety of food and household supplies. It is located behind the post’s service station. Fort Lee’s Commissary is open Tuesday through Friday from 9 a.m. to 8 p.m.; Saturday from 9 a.m. to 8 p.m., and Sunday from 10 a.m. to 6 p.m. Early bird shoppers can purchase 15 items or less Tuesday through Friday between 7:30 and 9 a.m. For more information, call (804) 765-2254. MAIN POST EXCHANGE The Army Air Force Exchange Service operates the Main PX located in the Community Shopping Center in Bldg. 1605, 300 A Ave., near the Sisisky Avenue Gate. VETERINARY SERVICES The Fort Lee Veterinary Services has several missions ranging from care of the Military Working Dogs and basic pet care to the inspection of food supplies. Animals brought into the clinic must be in a carrier or on a leash. The office is located in Bldg. 11025, 38th St. and E Ave., past the Criminal Investigation Services building and across the street from Defense Commissary Agency. Pet care is restricted to active military, their family members, retirees and 100 percent DAV. It is limited to preventative care, treatment of some diseases, electronic tagging (micro-chipping) and health certificates. Residents’ pets must be micro chipped, registered with the clinic and have a valid rabies certificate. Fort Lee housing regulations prohibit residents from having more than two pets in family housing areas. Pets of personnel residing on post must be registered with the post’s veterinarian upon arrival at Fort Lee. In addition to registration, these pets must also be micro-chipped for identification in case they are lost. Currently, the clinic uses the “Home Again Chip.” Micro-chips are very small information devices that are injected beneath the skin between the shoulders. FINDING FUN CLOSE TO HOME: City Point Area of Hopewell by Kathryn C. Weigel Production Assistant Spend a day hanging out in the City Point area of Hopewell and you’ll discover many scenic, recreational and educational opportunities. Founded as a village in 1613, this small peninsula is at the confluence of the James and Appomattox rivers. The Revolution and the Civil War both impacted the area. During World War I, troops from Camp Lee marched through the new town of Hopewell and City Point to board ships bound for France and the trenches. Gen. U.S. Grant’s massive logistics operation for the Siege of Petersburg was spread across a mile of wharves there. Wounded Soldiers of both armies were treated in tents along the bluff above the Appomattox where John Randolph Medical Center stands now. Today people (with Virginia fishing licenses) can wet a line in the rivers, skip stones, watch the ospreys in their nests, see the turkey vultures ride the thermals, picnic and walk beside the gently lapping waters. Grant’s cabin is part of General Grant’s Headquarters Unit of the National Park Service’s Petersburg National Battlefield. It and the colonial house where his headquarters operation was located are open to visitors. President Abraham Lincoln spent two of the last three weeks of his life in the City Point area. There is no charge and no parking fee to visit either the Headquarters Unit at 1001 Pecan Ave. or the waterfront park at the bottom of the hill. A paved parking lot on Cedar Lane is adjacent to the Headquarters Unit. To reach the house and cabin, visitors walk across a lawn or use a gravel driveway, neither of which is particularly stroller-friendly. The City of Hopewell and NPS cooperated in constructing the waterfront park at the foot of the Pecan Avenue’s cobblestoned hill. It includes a large wharf, restrooms,

paved parking, a gazebo, picnic tables, some sidewalks, and grassy and graveled areas for walking and playing. There is also a City Point Open Air Museum Walking Tour available through the old village. A map is available at the NPS headquarters house or the Hopewell Visitor Center, 4100 Oaklawn Blvd. (Route 36), Hopewell, (804) 541-2461. Grant’s Headquarters opens its free outdoor City Point Twilight Concert series May 20, 7 p.m., with the Ralph Jones Group, which specializes in Americana and bluegrass music. The public is invited to take a picnic and lounge chairs or blankets for seating. If there is inclement weather, concert status will be posted on www.nps.gov/pete, the park’s Facebook page and on Twitter @PetersburgNPS. It will also be available by calling (804) 458-9504. The other monthly concerts will feature spiritual, rhythm and blues, blue grass, folk and patriotic music. The battlefield and the Richmond Astronomical Society have free Skywatch programs at Grant’s Headquarters. The programs are set for Aug. 6, Oct. 8 and Nov. 5. RAS members will provide telescopes for the visitors to use. Rangers recommend visitors take a flashlight, jacket, blanket or chairs and telescope if they have one. FINDING FUN CLOSE TO HOME: Historic Cemeteries Offer Scenic Vistas by Kathryn C. Weigel Production Assistant Looking for a scenic and interesting travel destination? If so, you might want to consider one of the historic cemeteries in the Richmond and Tidewater regions of Virginia. National cemeteries, administered by the Department of Veterans Affairs, abound in Virginia. Each was created to inter the thousands of Americans who died here during the Civil War, but some have permanent residents that may be surprising. Most of Virginia’s 15 national cemeteries are listed on the National Register of Historic Places as are several civilian cemeteries. Some area cemeteries pre-date the Civil War. The oldest marked grave at Blandford Cemetery in Petersburg, for example, dates from 1702. Richmond’s Hollywood Cemetery began operating in 1849 and was designed by noted architect John Notman of Philadelphia.

Among Virginia’s national cemeteries, City Point, Cold Harbor, Fort Harrison, Glendale, Hampton and Hampton Veterans Administration Medical Center, Quantico, Richmond and Seven Pines are within a 90-minute drive of Fort Lee. All of their addresses are listed at www2.va.gov/ directory/guide. Medal of Honor recipients are buried at three of these cemeteries. Pvt. George A. Buchanan (Civil War) is buried at Fort Harrison (8620 Varina Road, Richmond). Cpl. Michael Fleming Folland (Vietnam) is interred at Glendale (8301 Willis Church Road, Richmond). Sgt. Maj. Lowery, the World War II Marine combat photographer who took the iconic photo of the first American flag rising on top of Iwo Jima’s Mount Suribachi in 1945. Also interred there are Gen. Lewis William Walt, assistant corps commandant, 1968-71, who was awarded two Navy Crosses, a Silver Star and two Purple Hearts, and Col. William “Rich” Higgins, chief of the 75-member United National observer group captured by a pro-Iranian Shiite Muslim group in 1988. He was killed by his captors on July 6, 1990. Hampton’s two national cemeteries are noteworthy as well. The one located on the grounds of the Hampton Veterans Affairs Medical Center complex (Emancipation Drive, Hampton) has only 22 graves and is the smallest cemetery overseen by the VA. The larger unit (Cemetery Road at Marshall Avenue, Hampton) is one of only 13 national cemeteries in which World War II prisoners of war are buried. The Phoebus Addition section of the Hampton National Cemetery is the final resting place for 55 German and five Italian POWs. The 28 German sailors from U-boat U-85 are interred there as well. Their boat was sunk in the Atlantic Ocean off Cape Hatteras, N.C., on April 14, 1942, by the U.S.S. Roper. The City Point National Cemetery (10th Avenue at Davis Street, Hopewell) features a 20-foot-tall, white marble memorial in memory of those who died serving with the Army of the James. It was constructed under the direction of Maj. Gen. Benjamin F. Butler who commanded that Union army from April 1864 to January 1865. Enclosing this cemetery is a 19th century uncoursed fieldstone wall and wrought-iron gates. Blandford Cemetery (111 Rochelle Lane, Petersburg, (804) 733-2396) adjoins historic Blandford Church, built in 1735. The church is the home of 15 Louis Comfort Tiffany stained glass windows that were commissioned in memory of Confederate soldiers by each former Confederate state. They were installed beginning in 1904. Buried in the cemetery is Maj. Gen. William Phillips, a British citizen and commander of British troops in Petersburg during the Revolutionary War. He died in May 1781 of malaria or typhus and was buried secretly. Gravestones, sculptures and tombs at Blandford offer visitors an array of funerary art from the 18th, 19th and 20th centuries. In June 1866, the first Memorial Day was celebrated to honor 30,000 Confederate soldiers buried on Memorial Hill there. Guided walking tours are available, including one on Halloween evenings, or visitors may stroll where their interests lead them. Hollywood Cemetery (412 S. Cherry St., Richmond, (804) 644-0711, ext. 334) is a favorite hiking area for many. The cemetery describes itself as “a living story in stone, iron and landscape.” The 135-acre expanse of hills, valleys and stately trees overlooks the James River where, in 1607, Captain Christopher Newport planted a wooden cross a few weeks after the founding of Jamestown. Hollywood is the final resting place of two American presidents, six Virginia governors, two Supreme Court justices, 22 Confederate generals and thousands of Confederate soldiers. A historical walking tour is available

at 10 aa.m. m Mondays through Saturdays through October October. Reservations are suggested for the tour. Richmond’s Shockoe Hill is home to two important cemeteries – the Shockoe Hill Cemetery and the Hebrew Cemetery, which includes what is believed to be the largest burial ground for Jewish soldiers outside Tel Aviv, Israel. Shockoe Hill Cemetery (2nd and Hospital streets, Richmond), established in 1822, was Richmond’s first city-owned burial ground. It stands on one of the hills on which the oldest portion of the capitol city was built. Chief Justice John Marshall, Virginia Gov. William H. Cabell and Revolutionary War hero Peter Francisco (George Washington had a special sword forged for the exceedingly tall and powerful warrior) are among the noted people buried there with both Confederate and Union war dead. Also standing at Shockoe are some 19th century trees including Virginia elm, pin oaks, Kentucky coffee, lilac, silver maple, eastern red cedar, locust and yew. Diverse stone and metal funerary art by master artists of the 19th century grace the grounds. The Hebrew Cemetery (4th and Hospital streets, Richmond, (804) 358-6757) dates from 1816 and succeeded the 1789 Franklin Street Burial Grounds. In response to antiSemitism, a special section of the cemetery was set aside for 30 Jewish Confederate soldiers killed in the battles of Fredericksburg, Chancellorsville and the Wilderness when two Confederate cemeteries refused to bury them. Those soldiers were from Mississippi, Texas, North Carolina, South Carolina, Georgia and Louisiana. The fallen soldiers were taken to Richmond where they were buried in five rows of six bodies each within the larger Hebrew Cemetery. Maj. William B. Meyer, commissioned in 1866 by the Hebrew Ladies Memorial Association, designed an iron fence to enclose the graves. The fence posts are furled Confederate flags flanked by stacked muskets and topped with a Soldier’s cap. The railings are crossed swords and sabers with laurel wreaths. A large granite stone with a bronze plaque naming the 30 Jewish soldiers was installed in 1930 because the original markers were deteriorating. Six Jewish soldiers from Richmond families are buried in family plots in the larger cemetery, including Isaac Levy who was killed in the trenches near Petersburg. Josephine Cohen Joel, well known in the early 20th century as the founder of Richmond Art Co., is also buried in the Hebrew Cemetery.
