By ending discrimination in the armed forces June 25, 1942, President Franklin D. Roosevelt triggered a pivotal change in the Marine Corps. Approximately 20,000 African-American Marines received basic training at Montford Point in North Carolina between 1942 and 1949, and Marine Corps Base Camp Johnson celebrated those who gave blood, sweat and tears to become United States Marines, Aug. 26. During a time of racism and segregation, African-Americans used willpower and heart to overcome hardships and become United States Marines. These attributes were pervasive among America’s first African-American Marines. Montford Point was renamed Camp Johnson in April 1974, in honor of Sgt. Maj. Gilbert ‘Hashmark’ Johnson, one of the first of three black men who trained at Montford Point. He was also the first black sergeant major. Montford Point Marines Day occurred this past weekend and marked an occasion for Marines of all ages to gather and remember the hardships of segregation caused in that time period. “It’s important to know your history,” said Sgt. Maj. Rodney Robinson, Marine Corps Combat Service Support School sergeant major. “It’s part of our heritage. Everyone should know what these men have gone through.”

Montford Point Marines were awarded Congressional Gold Medals, the highest civilian honor awarded by the president for their outstanding service in the Marine Corps. Col. Paul F. Bertholf, the commanding officer of Marine Corps Combat Service Support Schools, and Robinson presented the awards. “It felt good,” said Robinson. “It felt like I had the chance to personally thank the Montford Point Marines and their families for what they’ve done.” Guests were also invited to a book signing aboard Camp Johnson and a charity motorcycle ride over the weekend. “It was my honor to meet the Montford Point Marines and award them,” said Robinson. “Without their sacrifice I wouldn’t be standing here as a Marine sergeant major.” The Montford Point Marines broke barriers, both physically and mentally. They stand tall as the first African-American Marines to serve this country. “There are always people trying to change the world,” said Norman Preston, an original Montford Point Marine. “I’m just happy to be a part of Montford Point. I lived it. If I had to live it again, I’d be more than happy to.” Editor’s note: The Congressional Gold Medals were awarded by President Barack Obama last year. This ceremony awarded the medals to those Marines who were unable to make the ceremony, as well as celebrated great accomplishments of all the Montford Point Marines.

Regional Legal Assistance Attorney

The issue of sexual assault in the military received a great deal of attention recently, both in the halls of Congress and from our senior military leaders. A desire to take action to address this problem transcends party lines, and in addition to other measures, there are multiple legislative proposals, including some that would radically alter the Uniform Code of Military Justice (UCMJ), limiting the military justice role of the commanding officer to a greater or lesser degree. It is not clear how, if at all, the UCMJ will be amended; however, it is clear that this problem has the attention of our military leaders at the highest levels. In his June 4 statement to the Senate Armed Forces Services Committee, and in numerous speaking engagements thereafter, the Commandant made it clear he considers the problem of sexual assault a priority target the Marine Corps will relentlessly attack and defeat. Our top military leaders continue to address the matter, most obviously with the mandatory sexual assault prevention and response training we all attended earlier this summer. Like other installations, Marine Corps Base Camp Lejeune provides services for sexual assault victims and maintains a Sexual Assault Prevention and Response help line manned all day, every day. In response to sexual attacks within the armed forces, fed-

eral law was amended in December 2011, authorizing military legal assistance attorneys to provide consultation and assistance, directing the armed forces to make regulations for implementation. Accordingly, victims eligible for legal assistance (generally, active-duty members and their dependents, and retirees and their dependents) may also consult a legal assistance attorney confidentially concerning a variety of victim-related issues, including: • • • • • • • •

victim assistance programs rules concerning confidentiality and privilege restricted and unrestricted reporting of incidents military justice procedures services available for counseling and medical treatment civilian restraining orders and military protective orders transitional compensation benefits under 10 USC 1059 (discharge for dependent abuse) other state or federal programs

Victims currently do not have the opportunity for in-court representation by a military lawyer during military trial proceedings. But that’s about to change. On Aug. 14, Secretary of Defense Hagel directed the military services to establish a plan that “provides legal advice and representation to the victim throughout the justice process.”

He directed the services to have initial operating capacity no later than Nov. 1, with full implementation by Jan. 1, 2014. Accordingly, Headquarters Marine Corps is working to train and staff a Victim’s Legal Counsel Organization (VCLO) with experienced trial attorneys. While the scope and nature of the victim’s counsel has not yet been entirely fleshed out, it is likely to include representation and attendance at military trials and hearings, and advice and consultation on related matters, such as: witness interviews, evidentiary rules and procedures, testimony during the case on the merits and in sentencing, and plea negotiations. Currently, victims may access legal assistance by going to the Camp Lejeune or Marine Corps Air Station New River legal assistance office during their normal walk-in hours, or by arranging an appointment. The 24/7 SAPR help line is 910-750-5852. Additional information concerning the SAPR program can be found using the link to SAPR on the Camp Lejeune home page. For additional legal assistance information, start with the installation home page, then click on “offices and staff,” and then select Legal Service Support Team,” in the drop-down box. A link to “Assistance for Crime Victims” will appear in a list on the right. VCLO is currently a work in progress. Additional information and details will be disseminated when they become available.

Marines and Department of Defense civilians aboard Marine Corps Air Station New River participated in the Commander’s Cup Golf Tournament at the Paradise Point Golf Course on Marine Corps Base Camp Lejeune, Aug. 27. The purpose of Commander’s Cup Tournament events are to raise money for the Headquarters and Headquarters Squadron Marine Corps Ball. “The money that is raised during the Commander’s Cup Tournaments is used to offset the cost of the ticket prices for the individual Marines,” said Gunnery Sgt. Curtis W. Ross, H&HS squadron gunnery sergeant. “The Commander’s Cup is also a great avenue and tool for camaraderie and unit fellowship.”

The tournament was played as a four-man scramble event, with four individuals on each team. They all consecutively swung at their golf balls and whichever ball was best placed is the ball they would play. With more than 52 Marines and DoD civilians participating, it was the largest Commander’s Cup event for the squadron to date. “The tournament went very well,” said Ross. “We all had a great time and accomplished our mission of raising more money for this year’s ball.” From the golf tournament alone the Marine Corps Ball committee was able to raise more than $600 that will go toward the H&HS ball. “My hope is that the Commander’s Cup Tournament continues as a form of unit camaraderie and unit cohesion long after I have departed from H&HS,” said Ross.
