Hampton Roads The armed forces have played a pivotal role in Hampton Roads, a nautical term meaning protected anchorage or safe harbor, since the English set foot here in 1607. The Soldiers who accompanied the first settlers are the predecessors of the thousands of men and women who have donned uniforms to protect the U.S. The region is proud to house bases associated with each branch of the military, including: Joint Base LangleyEustis, Fort Monroe, Coast Guard Station Portsmouth and numerous Navy bases – including Naval Station Norfolk, Naval Air Station Oceana, Joint Expeditionary Base Little Creek-Fort Story.
With so much presence in the area, the Navy is the heart of the region. With more than 95,000 uniformed men and women currently stationed here, the Navy has had undeniable impact on the region’s history, economy and culture. More than 300,000 residents are part of the Navy family, plus an overwhelming number of retired or separated Sailors who choose to remain here. CHECKING IN Working Hours Arrival – Naval Station Norfolk normal hours of operations are from 7:30 a.m. - 4 p.m., Monday through Friday. Personnel arriving during normal working hours should report to their respective unit’s administrative department for checkin. All After Hours Arrivals –Report to the Naval Station Norfolk Quarterdeck located at Bldg. N-26, 1530 Gilbert St., Suite 2000, Norfolk. The Quarterdeck can be reached at 322-2866. Ensure your orders are stamped with the reporting date and time prior to departing the Quarterdeck.
NORFOLK INTERNATIONAL Norfolk International Airport provides an information booth from 8 a.m. - 10:30 p.m., seven days a week. Uniformed personnel have information about Hampton Roads bases, transportation and telephone numbers for duty offices, ombudsmen and emergency assistance. PERSONNEL SUPPORT ACTIVITY The Personnel Support Activity located on Naval Station Norfolk provides one-stop service to personnel reporting to or departing from commands in this area. HOUSEHOLD GOODS The Consolidated Personal Property Shipping Offices (CPPSO) in Norfolk and at Joint Base Langley-Eustis has a full range of services available including storage of household goods, baggage and vehicles. DEFENSE PERSONAL PROPERTY//MOVE.MIL The Defense Personal Property System (DPS) is an internetbased system to manage DOD household goods moves. Part of the Defense Personal Property Program (DP3) mission, DPS is designed to make moving easier for you. Through DPS and the DP3 initiative, you will have the ability to self-counsel and submit your application online, track your shipment through DPS or Interactive Voice Response, have the option to file a claim online, and to settle directly with your moving company as well as Full Replacement Value of lost and damaged goods.

RELOCATION ASSISTANCE FFSC offers one-on-one consultation from experienced relocation counselors – including extensive information and referral services. FFSC provides information about housing, child care, schools and local resources, including Welcome Aboard packets and information about bases worldwide. For those with household goods in transit, the FFSC Lending Locker offers short-term loans of basic furniture and kitchen items, such as air mattresses, cribs, strollers, kitchen utensils, folding tables and chairs. There are a variety of workshops offered by each office, including Welcome to Hampton Roads. FFSC can also help foreign-born spouses acclimate to the area and provide audio and video language tapes. Relocation EMPLOYMENT AND CAREER RESOURCES Each FFSC has a one-stop Career Development Resource Center (CDRC) open to military personnel and family members. The CDRC offers employment assistance, job leads, computer job search resources and employment workshops. The CDRC is also available for individual services.
PERSONAL FINANCIAL MANAGEMENT Sign up for financial education workshops like the Art of Money Management, Car Buying Strategies, Savings and Investments and many others. FFSC provides one-on-one financial counseling to help manage debt, create a budget or address specific concerns.
CLINICAL COUNSELING FFSC Offers short-term solution-focused counseling and crisis intervention for active duty and retired individuals, couples and family members. They also have child counselors available. Stress Management Workshops FFSC offers stress management workshops for active duty or family members, as well as programs to help reduce the stress of deployments and parenting.
PARENTING WORKSHOPS Learn and grow with strategies from today’s leading experts in childrearing. The centers’ parenting workshops make expert advice easily available. Parenting workshops include Parenting in a Military Family, Dads and Discipline, Enhancing Stepfamilies, Single Parenting in the Military and others.
TRANSITION ASSISTANCE PROGRAM The Transition Goals, Plans, Success is a five-day course that covers resume writing, interviewing skills, salary negotiations, military benefits and many other topics to help smooth the transition from military to civilian life. For service members who are still unsure about separation or retirement, FFSC offers Career Options Navy Skills and Evaluation Program.
EXCEPTIONAL FAMILY MEMBER PROGRAM Identifying resources to meet the special needs of family members can be overwhelming while moving. Special needs
consist of ongoing requirements for medical treatment, psychological services or special education. FFSC can assist families with the Exceptional Family Member Program enrollment process and find suitable resources for care and information.
SPONSOR TRAINING This single-session training teaches command personnel to serve as sponsors. Topics include ways to be an effective sponsor, duties and responsibilities, military and community sources and FFSC relocation assistance. The training is available by request at Dam Neck Annex, Little Creek, Norfolk, Northwest Annex, Oceana and Yorktown.
NAVY LODGES Hampton Roads offers three convenient Navy Lodge locations: Naval Station Norfolk, JEB Little Creek and Fleet Combat Training Center Atlantic, Dam Neck. The Norfolk Lodge provides 292 rooms, including eight suites; Little Creek offers 100 rooms; and Dam Neck offers 50 rooms. These modern, comfortable rooms provide more conveniences to their guests than one might expect from a commercial chain of hotels. Cribs are available upon request, as well as irons and ironing boards. Personnel can make reservations anytime in advance. Orders must be presented at check-in along with a valid military identification. Reservations are held up to 6 p.m. without deposit. Check-in time is 3 p.m., but early arrivals will be accommodated according to room availability. Due to base restrictions, not all Navy Lodges are pet friendly. Lincoln Military Housing Leasing Specialists at the Navy Housing Welcome Center will process housing applications and assist service members and their families with finding Lincoln Military Housing is the housing partner who manages the PPV homes for the Navy. Lincoln provides over 4,300 homes across the Hampton Roads area both with on base and off base communities just minutes from your installation. All Lincoln communities offer a 6 month lease with no deposits or money up front and average utility usage is included. They offer pet friendly communities with no pet fees or deposits. TREASURE SHOP Naval Station Norfolk’s Treasure Shop is located in the former Immaculate Conception Chapel. CHESAPEAKE
One of the newest cities in Hampton Roads, Chesapeake was formed in 1963 by a political consolidation of the City of South Norfolk with the former Norfolk County, which dated to 1691. Beginning in the late 1980s and accelerating in the 1990s, Chesapeake saw significant growth, attracting numerous industries and businesses to its borders. Today, the business community includes

more than 80 foreign-based companies from 19 different countries. This economic development and the attractive residential properties have created a population boom. Chesapeake has grown from 78,000 at its inception to an estimated 222,209 in 2010, according to the U.S. Census Bureau. Chesapeake has been nationally recognized by outlets from USA Today to WalletHub as a model city. The city has been named one of the top 100 cities for millenials, one the top 50 cities in which to live, one of the safest cities in America and the 2014 Small Business Community of the Year by the U.S. Small Business
Administration. Chesapeake is host to many culturallydiverse events and is home to many beautiful parks, lakes and rivers. The city has more miles of deepwater canals than any other in the country. The Dismal Swamp Canal runs through Chesapeake as well. It is the oldest continuously used man-made canal in the United States today and has been in service for over 230 years. NORFOLK
Established in 1624, Norfolk was the colony’s most prosperous town by 1775. The city’s port facilities and waterfront made it an important military town as well.

By 1917, as the U.S. built up to enter WWI, Naval Air Station Hampton Roads had been constructed. Now home to Naval Station Norfolk, the largest Navy base in the world, it is impossible to miss the imprint of the Navy at work and at play.

USA Today named Norfolk one of the Top 10 booming downtowns, recognizing a decades-long housing, retail and financial boom in Norfolk and it’s easy to see why. Norfolk’s easily-walked downtown waterfront boasts attractions such as the battleship USS Wisconsin (BB 64) and Nauticus, The National Maritime Center, an interactive science and technology museum. Tugboats
and visiting cruise ships share the waters with sailboats and merchant ships. Other treasures include Norfolk Botanical Gardens and the Virginia Zoological Park. Norfolk serves as home to the two highest level professional franchises in the state of Virginia, the Norfolk Tides baseball team and the Norfolk Admirals hockey team. Norfolk is also home to the NEON District, a public arts district situated near the nationallyrenowned Chrysler Museum of Art as well as new art venues such as the Glass Wheel Studio. Portsmouth was founded in 1752 by an act of the Virginia General Assembly on behalf of Col. William Crawford, a wealthy merchant and ship owner, who dedicated the four corners of High and Court Streets for a church, a market, a courthouse and a jail. Today, Portsmouth is much more than that. Residents and visitors alike can amble along the famous Seawall and take in the annual art show. Children

Portsmouth is also home to Naval Medical Center Portsmouth, the Navy’s oldest continuously operating medical hospital. The Norfolk Naval Shipyard, actually located in Portsmouth despite the name, is a historic and active U.S. Navy facility that builds, remodels and repairs all classes of Navy ships. Portsmouth is also headquarters to the Coast Guard’s Fifth District and the Coast Guard’s Integrated Support Command.

INDIVIDUAL EDUCATION PLAN Copies of an Individual Education Plan (IEP) must be submitted for children who require Special Education or have developmental disabilities.
SOCIAL SECURITY NUMBER Within 90 days of enrollment, each student needs to present their federal social security number. However, a child may not be excluded from school if a social security number is not provided. The division superintendent or a person acting on his behalf may waive this requirement if he finds that an individual is not eligible to obtain a social security number in accordance with guidelines established by the Board of Education or if the parent is unwilling to provide such number. School divisions may assign a student who receives a waiver another identifying number as a substitute for the social security number.
BIRTH CERTIFICATE When enrolling students in public schools in Virginia, parents will need to present a certified copy of the student’s birth record. A photocopy of the child’s birth certificate will not meet this requirement. If you cannot obtain a certified copy of the birth certificate, the person enrolling the child must submit a sworn statement that includes the child’s age and an explanation of why a certified copy cannot be obtained. For a person born in Virginia, a certified copy of a birth record can be obtained from the Virginia Department of Health, Division of Vital Records and Health Statistics. At the time of enrollment, students must be five years old or reach his/her fifth birthday on or before Sept. 30 of the school year.
EXPULSION STATEMENT When a student is registered, the parent must provide a sworn statement about whether the child has been expelled from attending a private school or another public school in Virginia or a school in another state for an offense involving weapons, alcohol or drugs, or for willful infliction of injury to another person. THE TIDE LIGHT RAIL The Tide, Virginia’s first light rail, debuted in Norfolk on August 19, 2011. PADDLEWHEEL FERRY There are three 150-passenger paddlewheel ferries operating on the Elizabeth River between Norfolk (the Waterside festival marketplace in downtown)and Portsmouth (North Landing and High Street).
