Welcome to Hampton Roads The armed forces have played a pivotal role in Hampton Roads, a nautical term meaning protected anchorage or safe harbor, since the English set foot here in 1607. The soldiers who accompanied the first settlers are the predecessors of the thousands of men and women who have donned uniforms to protect the United States. The region is proud to house bases associated with each branch of the military, including: Joint Base Langley-Eustis, Fort Monroe, Coast Guard Station Portsmouth and numerous Navy bases – including Naval Station Norfolk, Naval Air Station Oceana, Joint Expeditionary Base (JEB) Little Creek-Fort Story. With so much presence in the area, the Navy is the heart of the region. With more than 95,000 uniformed men and women currently stationed here, the Navy has had undeniable impact on the region’s history, economy and culture. More than 300,000 residents are part of the Navy family, plus an overwhelming number of retired or separated Sailors who choose to remain here. Relocation Checking In Working Hours Arrival – Norfolk normal hours of operations are from 7:30 a.m. - 4 p.m., Monday through Friday. Personnel arriving during normal working hours should report to their respective unit’s administrative department for check-in. All After Hours Arrivals – Report to the Naval Station Norfolk Quarterdeck located at Bldg. N-26, 1530 Gilbert St., Suite 2000, Norfolk. The Quarterdeck can be reached at 322-2866. Norfolk International Norfolk International Airport provides an information booth from 8 a.m. to 10:30 p.m., seven days a week. Uniformed personnel have information about Hampton Roads bases, transportation and telephone numbers for duty offices, ombudsmen and emergency assistance. The booth may be reached by calling 444-3040.
Personnel Support Activity The Personnel Support Activity located on Naval Station Norfolk provides one-stop service personnel reporting to or departing from commands in this area. Household Goods The Consolidated Personal Property Shipping Offices (CPPSO) in Norfolk and at Joint Base Langley-Eustis has a full range of services available including storage of household goods, baggage and vehicles. Contact the CPPSO upon arrival even if the delivery address is unknown. For those who plan to live on the Southside, call 443-3700 and follow the prompts. For those who plan to live on the Peninsula, call 764-2045. Before signing delivery documents, note all known loss or damage sustained to the shipment. Defense Personal Property // Move.mil In an effort to make moving a little bit easier for you, the U.S. Department of Defense (DoD) United States Transportation Command (USTRANSCOM) and the Military Surface Deployment and Distribution Command (SDDC) developed the Defense Personal Property Program, or DP3. As part of the DP3 mission, an internetbased system to manage DoD household goods moves was created. It’s called the Defense Personal Property System (DPS). Through DPS and the DP3 initiative, you will have the ability to self-counsel and submit your application online, track your shipment through DPS or Interactive Voice Response (IVR), have the option to file a claim online, and to settle directly with your moving company as well as Full Replacement Value (FRV) of lost and damaged goods.

Relocation Clinical Counseling: FFSC offers short-term counseling and crisis intervention for active duty individuals and military couples. Family members are referred to appropriate mental health providers in the community for individual and family counseling. FFSC also offers a variety of therapeutic and educational groups.

Stress Management Workshops: FFSC offers stress management workshops for active duty or family members, as well as programs to help reduce the stress of deployments and parenting. Parenting Workshops: Learn and grow with strategies from today’s leading experts in childrearing. The centers’ parenting workshops make expert advice easily available. Parenting workshops include Parenting in a Military Family, Dads and Discipline, Enhancing Stepfamilies, Single Parenting in the Military and others. Transition Assistance Program: The Transition Assistance Program is a four-day course that covers resume writing, interviewing skills, salary negotiations, military benefits and many other topics to help smooth the transition from military to civilian life. Command career counselors can set up a quota. The CDRC is available for individual services. For service members who are still unsure about separation or retirement, FFSC offers Career Options Navy Skills and Evaluation Program (CONSEP). Exceptional Family Member Program: Identifying resources to meet the special needs of family members can be overwhelming while moving. Special needs consist of ongoing requirements for medical treatment, psychological services or special education.

FFSC can assist families with the Exceptional Family Member Program (EFMP) enrollment process and find suitable resources for care and information. Sponsor Training: This single-session training teaches command personnel to serve as sponsors. Topics include ways to be an effective sponsor, duties and responsibilities, military and community sources and FFSC relocation assistance. The training is available by request at Dam Neck Annex, Little Creek, Norfolk, Northwest Annex, Oceana and Yorktown.
Navy Lodges Hampton Roads offers three convenient Navy Lodge locations at Naval Station Norfolk, JEB Little Creek and Fleet Combat Training Center Atlantic, Dam Neck. The Norfolk Lodge provides 292 rooms, including eight suites; Little Creek offers 100 rooms and Dam Neck offers 50 rooms. These modern, comfortable rooms provide more conveniences to their guests than one might expect from a commercial chain of hotels. Cribs are available upon request, as well as irons and ironing boards.
The aircraft carriers USS Dwight D. Eisenhower (CVN 69), USS George H.W. Bush (CVN 77), USS Enterprise (CVN 65), USS Harry S. Truman (CVN 75), and USS Abraham Lincoln (CVN 72) are in port at Naval Station Norfolk, the world’s largest naval station.

Navy Housing Services All DoD personnel, married and single, assigned to a command in Hampton Roads can receive housing information from the Navy Housing Welcome Center located at 7924 14th St., Bldg. For Public Private Venture (PPV) housing, Navy Housing counselors qualify members for PPV Housing. Housing counselors will process housing applications for referral to PPV housing. Lincoln Military Housing is the housing partner who managers the PPV homes. Members are also counseled on lease agreements, sales contracts, tenant and landlord issues and other housing concerns. Service members can rent apartments, condominiums, town homes and houses through the Rental Partnership Program (RPP). Properties extend from Virginia Beach to Williamsburg. The RPP provides affordable housing at a discounted rate. Military members agree to a oneyear ease and pay rent by allotment. Other savings for civilian property managers and owners include reduced turnovers, operations and maintenance costs. Details are available at the Navy Housing Welcome Center. The Navy Housing Welcome Center maintains a large data base of community rental and sales listings to suit every need. Services are customized to assist in locating living accommodations and to familiarize customers with the Hampton Roads area. It provides home buying, selling and property management workshops each month. The instructors are Realty specialists who provide information about the home buying process, how to determine the sales price, selecting a real estate agent and real estate closing details. Housing information for outbound families is available in the departure library. Hampton Roads offers a number of excellent child care options, including the Navy Child Development Centers and Navy-sponsored Child Development Home program (call 1-866-628-9232 for more on CDH). Naval Medical Center Portsmouth (NMCP) provides free child care for children 6 weeks to 5 years old when active duty and/or family members have medical appointments at NMCP. National Military Family Association, Military OneSource, the Child Care Aware Hotline (800) 424-2246 and Military Homefront all provide information about child care resources. The seven cities of Hampton Roads
The Hampton Roads region is located in Southeastern Virginia along the East Coast of the United States. The region is the birthplace of Colonial America, merging centuries of history with rich culture, beautiful waterfront landscapes, lively communities, modern technology, economic prosperity, a thriving maritime industry, and a strong military presence. Hampton Roads is actually made up of seven independent cities. Like other major metropolitan areas, it may be difficult at first to figure out where one city leaves off and the next begins. Many people of the southeastern area of Virginia still refer to the region as “Tidewater.”
CHESAPEAKE Chesapeake was formed in 1963 by a political consolidation of the City of South Norfolk with the former Norfolk County, which dated to 1691. The new city joined the ranks of the current Seven Cities of Hampton Roads which are linked by the circumferential Hampton Roads Beltway. And just like much of Hampton Roads, the area boasts an impressive history.
Hampton Roads has much to offer in terms of quality of life. Residents enjoy the best of city, suburban and country living and can take advantage of expansive shorelines, museums, opera, festivals, sports, colonial cities and towns, state and national parks and many retail and residential options.
Until the late 1980s and early 1990s, much of Chesapeake was either suburban or rural, serving as a bedroom community for the cities of Norfolk and Virginia Beach with residents commuting to these locations. Beginning in the late 1980s and accelerating in the 1990s, however, Chesapeake saw significant growth, attracting numerous industries and businesses of its own. The business community includes more than 80 foreign-based companies from 19 different countries. This economic development and the attractive residential properties have created a population boom. Chesapeake has grown from 78,000 at its inception to an estimated 222,209 in 2010, according to the U.S. Census Bureau.
The culturally diverse region offers something for everyone – from NASCAR racing at Langley Speedway to Shakespeare under the stars. Family entertainment is central. Hampton Roads
NORFOLK Established in 1624, Norfolk was the colony’s most prosperous town by 1775. It was an important port for exporting goods to the British Isles and beyond. But on New Year’s Day 1776, during the three-day siege of the Revolutionary War, most of Norfolk’s early structures were destroyed. In the spring of 1862, the Battle of Hampton Roads took place off the northwest shore of the city’s Sewell’s Point Peninsula, marking the first fight between two ironclads, USS Monitor and CSS Virginia.
NEWPORT NEWS The City of Newport News was formally organized and became independent of Warwick County in 1896. It was essentially founded by Collis P. Huntington. Huntington, a Northern railroad tycoon from Connecticut, brought two magnet industries to Newport News: the Chesapeake and Ohio Railroad and Newport News Shipbuilding and Dry Dock Company. Now known as Northrop Grumman Newport News, the shipyard, chartered in 1886, has built aircraft carriers for the Navy since the 1930s, including the first nuclear-powered aircraft carrier USS Enterprise and is today the sole builder of the Navy’s carriers.
1907 brought both the Virginian Railway and the Jamestown Exposition to Sewell’s Point. The large naval Review at the exposition demonstrated the Peninsula’s favorable location and laid the groundwork for the world’s largest Naval base. By 1917, as the United States built up to enter World War I, Naval Air Station Hampton Roads had been constructed. Now home to Naval Station Norfolk, the largest Navy base in the world, it is impossible to miss the imprint of the Navy at work and at play. Norfolk’s easily-walked downtown waterfront boasts attractions such as the battleship USS Wisconsin and Nauticus, The National Maritime Center, an interactive science and technology. Tugboats and visiting cruise ships share the waters with sailboats and merchant ships. Other treasures include The Chrysler Museum, Norfolk Botanical Gardens and the Virginia Zoological Park. Norfolk serves as home to the two highest level professional franchises in the state of Virginia, the Norfolk Tides baseball team and the Norfolk Admirals hockey team.
The first vessel built by the yard was the tugboat Dorothy. Newport News is also home to the Army’s Fort Eustis, home of the U.S. Army Transportation Corps and to the U.S. Army Transportation Museum, featuring traditional and experimental devices like the Avro-Car which resembles a flying saucer. History buffs can stroll through Civil War battlefields and 1862 Peninsula Campaign sites or peruse the exhibits at The Mariner’s Museum, which records 3,000 years of maritime history. Children of all ages love the Virginia Living Museum where exhibits depict Virginia’s natural heritage from the mountains to the sea and introduces visitors to more than 250 living species native to Virginia. Hampton Roads PORTSMOUTH Portsmouth, named for Portsmouth, England, is the smallest city in Hampton Roads. It was founded in 1752 by an act of the Virginia General Assembly on behalf of Col. William Crawford, a wealthy merchant and ship owner, who dedicated the four corners of High and Court Streets for a church, a market, a courthouse and a jail. Portsmouth is also home to Naval Medical Center Portsmouth. Established in the 1830s, the facility is the Navy’s oldest continuously operating medical hospital. The Norfolk Naval Shipyard, the oldest shipyard in the country – actually located in Portsmouth despite the name – is a historic and active U.S. Navy facility that builds, remodels and repairs all classes of Navy ships. Portsmouth is also headquarters to the Coast Guard’s Fifth District and the Coast Guard’s Integrated Support Command. Many of Portsmouth’s attractions are clustered within easy walking distance of each other, and with its central location, it’s easy to get to – just a quick ferry ride from downtown Norfolk, a 20-minute drive from Virginia Beach and less than an hour from Colonial Williamsburg. The Children’s Museum of Virginia is the state’s largest children’s museum. Sports enthusiasts will love the Virginia Sports Hall of Fame and Museum, which honors Virginia sports figures.

Hampton Roads SUFFOLK Of all the Hampton Roads communities, Suffolk offers the greatest opportunity for a little extra acreage for real country living. Geographically, Suffolk is the largest independent city in land area in the entire Commonwealth. Though it is the largest of the cities in Hampton Roads, it has the smallest population. Suffolk was founded by English colonists in 1742 as a port town on the Nansemond River as part of the Virginia Colony. VIRGINIA BEACH The most populous city in Virginia, it began as a small resort area in Princess Anne County after the 1888 arrival of rail service and electricity and the opening of the original Princess Anne Hotel at the oceanfront near the tiny community of Seatack. The growing resort of Virginia Beach became an incorporated town in 1906 and an incorporated city in 1952. Virginia Beach is a resort city with miles of beaches and hundreds of hotels, motels and restaurants along its oceanfront. The city features 79 miles of scenic waterway, 60 miles of bike paths, 38 miles of shoreline and 28 miles of public beach. The Contemporary Art Museum of Virginia features internationally renowned artists, as well as regional and local favorites. Animal lovers should not miss the Virginia Aquarium. The American Music Festival, the Virginia Beach Neptune Festival Boardwalk Weekend, and the NAS Oceana Air Show are just a few of the city’s festivals and events not to be missed. Although Virginia Beach is best known for its tourism, the military and agribusiness sectors contribute considerably to the city’s economy. Virginia Beach is home to three military installations – Naval Air Station Oceana, NAS Oceana Dam Neck Annex and Joint Expeditionary Base Little Creek-Fort Story.

Birth Certificate Except as provided in § 22.1-3.1 of the Code of Virginia, no student shall be admitted for the first time to any public school in any school division in Virginia unless the person enrolling the student shall present, upon admission, a certified copy of the student’s birth record. A photocopy of the child’s birth certificate will not meet this requirement. If a certified copy of the child’s birth certificate cannot be obtained, the person enrolling the child must submit a sworn statement setting forth the child’s age and explaining the inability to present a certified copy. A certified copy of a birth record for a person born in Virginia may be obtained from the Virginia Department of Health, Division of Vital Records and Health Statistics. At the time of enrollment, the child must be five years of age or reach his/her fifth birthday on or before September 30th of the school year. Street Address Documentation of the street address or route number of the child’s residence must be provided. If no street address or route number exists for the child’s residence, a post office box number must be provided. If a child has no regular, fixed residence but resides within the school division in a temporary shelter, institution, or place not ordinarily used as a residence, the school division may determine that a street address, route number, or post office box number, cannot be provided and may accept an alternative form of address that it considers appropriate. School Entrance Section 22.1-270 of the Code of Virginia precludes the admission of a student for the first time to any public kindergarten or elementary school in a school division unless the student furnishes, prior to admission, a report of a comprehensive physical examination from a qualified licensed physician, or a licensed nurse practitioner, or licensed physician assistant acting under the supervision of a licensed physician. The examination must be of the scope prescribed by the State Health Commissioner and must have been performed within 12 months before the date the student first enters the public school. In the alternative, students may provide records showing that they furnished such a report upon admission to another school or school division and provide the information that was contained in that report. Upon request, Virginia’s health departments in all of its counties and cities must provide the physical examination for medically indigent children without PAGE 23 |

School divisions may assign a student who receives a waiver another identifying number as a substitute for the social security number. Expulsion Statement When a student is registered, the parent must provide a sworn statement about whether the child has been expelled from attending a private school or another public school in Virginia or a school in another state for an offense involving weapons, alcohol or drugs, or for willful infliction of injury to another person. In addition, the parent must provide a sworn statement or affirmation indicating whether the student has been found guilty of or adjudicated delinquent for any offense listed in subsection G of § 16.1-260 or any substantially similar offense under the laws of any state, the District of Columbia, or the United States or its territories. |

Charlottesville & Presidential Homes Charlottesville, a charming little city surrounded by the hazy Blue Ridge Mountains and acres of rolling farmland, bears the mark of Thomas Jefferson. Public Transportation Hampton Roads Transit (HRT) operates the HRT Bus, The Tide, and the Paddlewheel Ferry. HRT serves Chesapeake, Hampton, Newport News, Norfolk, Portsmouth and Virginia Beach. HRT Bus: Hampton Roads Transit provides bus service to over 1.3 million people in Chesapeake, Hampton, Norfolk, Newport News, Portsmouth and Virginia Beach. There are a total of 81 bus routes, and all HRT vehicles are equipped with bike racks. HRT also provides express bus services, known as The MAX, two shuttle services, the NET Connector and the VB Wave, as well as the Peninsula Commuter Service. It extends 7.4 miles from the Eastern Virginia Medical Center complex east through downtown Norfolk and adjacent to I-264 to Newtown Road. Eleven stations provide access to shopping, dining and entertainment as well as the Norfolk State University and Norfolk’s Tidewater Community College campuses. Paddlewheel Ferry: There are three 150-passenger paddlewheel ferries operating on the Elizabeth River between Norfolk (the Waterside festival marketplace in downtown)and Portsmouth (North Landing and High Street).
