The guided-missile destroyer USS John S. McCain (DDG 56) has arrived at Changi Naval Base following a collision with the merchant vessel Alnic MC while underway east of the Straits of Malacca and Singapore on Aug. 21.

The collision was reported at 6:24 a.m. Japan Standard Time. Significant damage to the hull resulted in flooding to nearby compartments, including crew berthing, machinery, and communications rooms. Damage control efforts by the crew halted further flooding. There are currently 10 Sailors missing and five injured. Four of the injured

were medically evacuated by a Singapore Armed Forces helicopter to a hospital in Singapore for non-life threatening injuries. The fifth injured Sailor does not require further medical attention. A family assistance center has been established. Families who do not live on base should call 011-81-46-8161728 (international); fami-

lies who live on base should call 315-243-1728 (DSN). Search and rescue efforts continue in coordination with local authorities. The Republic of Singapore Fearless-class patrol ships RSS Gallant (97), RSS Resilience (82), and Singaporean Police Coast Guard vessel Basking Shark (55) are in the area rendering assistance. Additionally, MH-60S

helicopters and MV-22 Ospreys from the amphibious assault ship USS America (LHA 6) are in the area providing search and rescue assistance. Alnic MC is a Liberianflagged 600-foot oil and chemical tanker with a gross tonnage of 30,000. The incident will be investigated.

Major jobs on the carrier include nuclear special emphasis work, as well as mechanical and electrical improvements. Sailors aboard the expeditionary fast transport USNS Spearhead (T-EPF 1) performed detection and monitoring patrols in the U.S. Southern Command (USSOUTHCOM) area of responsibility, to assist in the interdiction of illicit drug trafďŹ cking, during Southern Partnership Station 2017 (SPS 17). Joint Interagency Task Force (JIATF) South led the multinational multi-agency effort in which Spearhead partnered with the DEA, FBI and U.S. Coast Guard until concluding operations, Aug. 15. “The Spearhead provides JIATF South with an additional surface sensor platform for detecting suspicious shipping involved in trafďŹ cking in narcotics,â€? Mission Commander of SPS 17 Capt. Steven Stacy said. “By providing them with an additional sensor, we increase the odds of interdiction.â€? In ďŹ scal year 2016 (FY16), the task force documented more than 4,000 drug smuggling events in the waters of the western Caribbean Sea. The area between Honduras and South America is the most active illicit trafďŹ cking zone in the region. “The primary narcotic in this region is cocaine and in FY16 JIATF South interdicted 282 metric tons of it,â€? NEWS FROM NAS OCEANA NAS Oceana holds command picnic at ‘O Club’ pool By MC3 Molly DiServio NAS Oceana Public Affairs VIRGINIA BEACH, VA.

Naval Air Station (NAS) Oceana held a command picnic Aug. 11 at the Officer’s Club Pool. Sailors and their families enjoyed food, swim time, and camaraderie despite the weather. The pool was reopened after having been closed for the last five years. “All of us work together day in and day out but our family members never really get to know this side of the military or this side of our work unless we introduce them to it,” Electrician’s Mate 3rd Class Alicia Melton said. “So having a command picnic allows for families to get to know each other. At the end of the day we see each other as much as we see our family if not more, bringing everyone together creates a big family atmosphere.” The Feet Wet outside Pool was closed during sequestration in 2012. The command picnic was not only for service members and family to get together but to celebrate the reopening of the pool for everyone to enjoy. Service members and their families will now have a place to swim for fun or to do laps for exercise. “The pool is a great addition to the base,” Air Traffic Controller 2nd class Janay Agboglo said. “As a pregnant servicewoman it gives me the opportunity to exercise without having to use all the strenuous equipment at the gym. I am excited to utilize the pool for myself and family.” NAS Oceana’s Command Master Chief Lee Salas believes that command social events such as this are

They are great events to show the families how much we appreciate their sacrifice as we conduct our missions while they work the mission at home,” Salas said. “Most Sailors want to go home, and I understand that, but these events are a great opportunity

for the families and the Sailors as well to be able to see leadership and ask them questions in a more laid back atmosphere. I learned when becoming a chief petty officer that one thing I lacked when coming up the ranks as a junior Sailor was being with leadership and my wife being able to ask leadership questions and get answers, once I became Chief I made it a point to make myself available to family members so they could ask questions and hope-

fully better understand the mission and how their Sailor contributes to the completion of that mission.” It may have been raining but that didn’t stop people from enjoying themselves. “I enjoyed the fact that my daughters got to swim and everyone getting together, despite the rain, in a non-work atmosphere,” Melton said. “We haven’t had the opportunity to attend a command picnic in years so it was nice. I got to bring my kids into work in

the morning letting my coworkers meet them and spend time with my daughters that I wouldn’t normally get while at work.” Feet Wet outside Pool will be open free for all to enjoy from 11 a.m.–5 p.m. Tuesday thru Sunday. The Arleigh Burkeclass guided-missile destroyer USS Oscar Austin (DDG 79), along with embarked Helicopter Maritime Strike Squadron (HSM) 46, arrived in Theoule Sur Mer, France, Aug. 14, 2017, for a scheduled port visit. During Oscar Austin’s first time in Theoule Sur Mer, the crew will participate in events commemorating the liberation of southern France by allied forces during World War II. Port visits such as these not only serve to commemorate

our combined heritage and the defeat of tyranny in Europe, but also enhance U.S.-France relations as the two nations work together for a stable, secure, and prosperous region. “Our crew looks forward to this port visit and the enduring relationships we expect to build,” Commanding Officer of Oscar Austin Cmdr. Janice G. Smith said. “These types of visits allow us to enhance ties with our partners and allow our crew to experience the rich history and culture of France.” The ship’s presence in the Mediterranean Sea is a demonstration of our continued commitment to the collective security of the European region.

August is Preventive Health Month, a time to emphasize the importance of maintaining healthy lifestyles, getting regular checkups, screenings and vaccinations. “The health and well-being of our Sailors, Marines and their families are critically important,” Chief of Staff of Navy Medicine East (NME) Capt. Cynthia Gantt said. “Prevention, health promotion and force health protection are key strategies as we work to ensure that that the individuals that we have the privilege of caring for are as healthy as possible.” NME’s global public health activity – Navy and Marine Corps Public Health Center (NMCPHC) – supports fleet and Marine Corps readiness and enhances public health outcomes through products and services in areas of health surveillance, epidemiology and analysis, disease and injury prevention and public health consultations to improve the lives of Sailors and Marines around the world. In addition to the force health protection efforts by NMCPHC, across NME’s almost 100 medical centers, hospitals and branch clinics that span the eastern hemi-

Navy Medicine East Public Affairs PORTSMOUTH, VA.

The Deputy Secretary of Defense has invoked a National Defense Exemption (NDE), after conferring with the Secretary of Commerce. The NDE will enable the U.S. Navy to continue routine training, testing and operations with Surveillance Towed Array Sensor System Low Frequency Active (SURTASS LFA) sonar. The NDE replaces the current Marine Mammal Protection Act (MMPA) authorizations for SURTASS LFA sonar activities, which expired Aug. 14. The NDE will be in force for two years or until a new Final Rule is issued, whichever is earlier. The NDE will provide additional time for the National Marine Fisheries Service (NMFS) and Navy to consider and address issues raised in the rulemaking process. Navy and NMFS have worked closely throughout the rulemaking, and will continue to do so in order to protect marine mammals while achieving the Navy’s national security mission. During the exemption period, the Navy will continue to comply with all mitigation and monitoring measures that were included in the proposed rule plus additional mitigation measures the Navy agreed to after its publication. The Navy developed and employs SURTASS LFA sonar to meet the need for detecting quiet submarines at long range, and the system is critical to the national defense.

And Naval Hospital Jacksonville’s Value-Based Care Integrated Practice Units offer behavioral health consultant services to support long-term positive changes for their patients. Sailors from the U.S. Navy conducted missions from Royal Air Force (RAF) Mildenhall during exercise Saxon Warrior, Aug. 1-10. Bringing with them two C-2A Greyhounds, the 48-strong team from the “Rawhides” of Fleet Logistics Support Squadron (VCR) 40 participated in the multinational exercise. The exercise provided the U.S., U.K. and other countries the opportunity to conduct training designed to sharpen joint warfighting skills and enhance the capacity to conduct combined, multinational maritime operations. The U.S. routinely trains with allies and partners in exercises like Saxon Warrior to ensure mission readiness and interoperability. VRC-40 used RAF Mildenhall as their forward-operating base to carry out their missions to deliver supplies and personnel to and from the Nimitz-class aircraft carrier USS George H.W. Bush (CVN 77). During the exercise, the George H.W. Bush hosted British personnel aboard, working alongside their American counterparts as part of the U.K.-U.S. Long Lead Specialist Skills Program, which qualifies them in U.S. carrier operations. aircraft carrier, HMS Queen Elizabeth, and to bolster the British carrier strike capability. “Our squadron, the VRC-40 Rawhides, stays based in Norfolk. But every time a carrier strike group goes out, they attach two [carrier onboard delivery] to the carrier air wing part of the strike group,” Avia-

We perform a variety of missions.” Gallaher said this is the first time he has worked out of an Air Force base during this type of deployment. He said they usually operate

out of Navy bases such as Souda Bay, Greece or Sigonella, Italy. “Working as the U.S. Navy, alongside the U.S. Air Force, builds a camaraderie between the two branches overall,” Gallaher said. “I think the Air Force operates differently from how the Navy does so for them to be able to help us, knowing we would do the same for them, builds a bridge between the two. Being in England, the Air Force has already created a relationship with the locals, so when we come here it means we don’t have any issues.” Saxon Warrior involved the U.S. Navy assisting the Royal Navy by providing the platform on which the U.K Carrier Strike Group staff were able to operate. “The strike group staff are currently operating those assets; the Destroyer Squadron 22 and embark Carrier Air Wing (CVW) 8,” VRC-40, Det. 2 Officer in Charge Lt. Cmdr. James Light said. “The RAF are pretty much running our operations right now, in terms of logistics. When you look at the whole exercise, they’re running the entire air wing through a notional work-up cycle.” The carrier on board delivery detachments are shore-based and fly out to the ship every day. Light said that there hasn’t been a carrier on board delivery based in England since 2009. “Our experience with RAF Mildenhall has been fantastic,” Light said, thanking the members of

The Center for Security Forces Announces Changes to the Navy’s Non-Compliant Boarding Visit, Board, Search, and Seizure (VBSS) Course, Aug 14. The mission of VBSS is a vital component of the nation’s maritime strategy. U.S. Navy Boarding teams are comprised of an all-volunteer force. These men and women receive specialized training that prepares them to execute the VBSS mission around the world. As the nation’s maritime strategy adjusts to changing conditions and emerging threats, so must the training elements that support it. “There has not been an update to this training since 2008,” Course Content Model Manger Bill Goodnoh said, who manages the training curriculum for the VBSS course. “A lot of the old course material applies

to the VBSS Boarding Officer course. In addition, many of the tactics and tactical communications carry over from our Security Reaction Forces — Advanced course. By removing these elements, the new course gets right into practical hands-on training with minimal classroom

time needed.” The most significant change to the course includes inserting nearly a full day dedicated to small arms dry fire training using the small arms weapons simulator to improve weapons handling mastery. Students use the M9 service pistol and

the M4 service rifle to practice remedial actions in order to hone those skills for real time application. Students perform a series of drills under the direction of a qualified instructor. The instructor analyzes the shooting form and technique of students as they progress

through each training evolution. Students will hone their skills in tactical shooting, weapon transitions, remedial actions for a malfunctioning weapon, and more. “Even a compliant boarding has the potential to become a non-compliant or hostile situation,” Goodnoh said. “This is why we train and prepare our Sailors for the worst because what weighs in the balance of knowing how to respond and not knowing is life and death.” Another addition to the VBSS training is expanded combat first aid training. The need for Sailors to apply combat first aid is similar to needing to know immediate actions to initiate damage control aboard ship where mere seconds can make the difference between life and death. “The combat first aid portion of the course teaches Sailors how to prioritize care and utilization of the items found in the medical kits

each boarding team member carries,” Goodnoh said. “However, these medical skills can deteriorate if this course is the only time these skills are practiced. Sailors need to refresh and practice these skills regularly in order to achieve the optimum outcome should they be called into use.” The Center for Security Forces provides specialized training to more than 23,000 students each year. Navy announces new authority for commanding officers From Chief of Naval Personnel Public Affairs WASHINGTON

In an effort to reduce administrative distractions and further empower commanding officers (CO), the Navy announced Wednesday in NAVADMIN 200/17 that it will grant COs the authority to reinstate Sailors to E4 who were previously reduced in rank to E3. Additionally, this NAVADMIN also announces the elimination of the E4 advancement exam for 20 accelerated advancement ratings, which receive advancement upon completion of individual training. “These changes are part of our Sailor 2025 and Rating Modernization initiatives, which are aimed at empowering our COs and streamlining policies where it makes sense,” Chief of Naval Personnel Vice Adm. Robert Burke said. “Our profession relies on trust and confidence up and down the chain of

command and we expect our COs to make decisions that are ultimately aimed at developing our Sailors’ character and competence. Changes like these help us do just that.” Beginning Dec. 1, 2017, when these policy changes go into effect, COs may reinstate a Sailor’s rank to E4 after a minimum six-month waiting period who was reduced in rank to E3 by non-judicial punishment for minor offenses. Reinstatement to E4 is at the discretion of the individual’s Commanding Officer, and does not automatically occur. COs may choose to delay re-instatement until they deem the Sailor is ready and are under no obligation to advance the individual if they do not feel it is warranted. crewmen is equally important to the safety and mission capability of the aircraft and crew. “Rising and falling terrain with different wind considerations and high-altitude places a strain on the rotor system and the engines of the aircraft which makes it more challenging,” Spencer said. “You are power limited so training opportunities like this provide us a really good opportunity to get our pilots and aircrew to work together as a team and think about all those additional hazards that pilots don’t normally deal with.” The communication of HM-14’s officer and enlisted personnel when operating in these types of conditions is the backbone to safe flight operations. “When we come into the zone, pilots are looking out, keeping good air speed and altitude, the crew in the back are looking at terrain profile and any obstacles that may be in the way,” Naval Aircrewman (Helicopter) 3rd Class Hunter McDaniel said. When the call to action comes for any kind of mission that would take the aircraft over land into a mountainous environment, the squadron is prepared to mitigate risk and perform heavy lift missions with the MH-53 safely. With continued effort from the HM-14 team on training missions like this, the “Vanguard” is maintaining a level preparedness to answer the call to duty.

Rich Hill, Eisenhower Military Deputy Superintendent, said Eisenhower promises to improve timely hookups of temporary services and ease of transporting components off and back on the ship. “There’s a plan to put two service bridges up underway; as far as we know, no one on either coast has ever done that,” said Hill said. “This is a huge bridge that goes up in the overhead of the hangar bay. The ship arrives, and you can start plugging in [the temporary services] versus in the past where you would have to first build scaffolding and lay in services.” Discussing the biggest challenge with this availability, with the year-end holidays falling right in the middle of it, Merciez said, “The short duration and volume of work, especially with the [unscheduled] growth work. We’ve actually accelerated the Production Completion Date before the holidays, driving a lot of the work. It makes the early start more aggressive. Having a smart start is paramount to having that ramp-up in executing work, so on Sept. 17, we’re hitting on all eight cylinders.” Positioning the project well to meet its determined time targets are a number of experienced mechanics who are fresh off the USS Harry S Truman (CVN 75) Planned Incremental Availability, which completed two

days early in July. “We’re rotating more than 50 percent of the Truman mechanics to us working similar jobs on Ike [Eisenhower],” Hill said. “You wouldn’t say we’re starting with a green crew anymore as we’ve had at the shipyard in the past few years; we now have a more experienced workforce. The mechanics are really the reason Ike’s [Eisenhower] going to get done on time.” “Truman finished two days early, so we’re leveraging off of that,” Merciez added. “They set the standard, and we expect to maintain that standard.” The group performing the special emphasis work is also putting its experience to use, having recently accomplished similar nuclear valve work partnering with Huntington Ingalls Newport News on USS George Washington’s (CVN 73) Refueling Complex Overhaul. “A lot of the jobs really did roll right over,” Merciez said. Project team leadership is also emphasizing innovative approaches to deckplate work execution, and wanting to recognize its creative thinkers. “This came from [NAVSEA Commander Vice] Admiral [Tom] Moore to challenge the status quo,” Merciez said. “We have, in essence, a status quo stick for recognizing the leaders on the project pushing the shipyard for change for the better. They get to sign the stick, and we’re getting all the admirals to sign the stick.” The shipyard’s project

team has already experienced strong communications and successful team building efforts at the Integrated Project Team Development sessions for Eisenhower. Partnering with Ship’s Force, AITs, and Newport News Shipbuilding, the team has spent the past several months identifying potential challenges and finding ways to effectively mitigate them. These relate to conducting major jobs during the availability as well as improving communication with the contract partner Huntington Ingalls Industries to ensure the necessary number of zone managers on the jobs. Identifying improvements as part of a long-range vision could ultimately save both time and money. “We are treating planning like execution,” Hill said. Merciez pointed out one major milestone on the project prior to the carrier’s arrival at NNSY was completed three days early. It’s the Resource Constrained Schedule coordinating with the waterfront shops “where you take all your work and you develop a master integrated plan on all manning requirements for who and when,” he said. Merciez added, “We’re focusing on starting on time, ending on time, and then the throughput, the production volume every day, one step at a time. And focusing on the mechanic. What does he need to do to start when he’s scheduled and finish when he’s scheduled, and eliminate any roadblocks along the way.”

Sailors aboard USS Harry S. Truman (CVN 75) completed the Command Assessment of Readiness and Training (CART) II, Aug. 18. During this four-day event, the Afloat Training Group Atlantic (ATG) assessed Truman’s needs for the rest of the training cycle in preparation for deployment. “ATG conducted a comprehensive review of the ship’s programs, qualifications and casualty control capabilities in order to assess our readiness,” Training Officer Lt. Cmdr. Damon Sumerall said. ATG’s evaluation looked at various administrative requirements as well, including plans for watch team replacement, watch quarter and station bills and long-range training. All of these evaluations provided invaluable information for future shipboard evolutions. “We’re going to take the feedback we got from ATG during the CART II assessment and formulate a plan to

ensure success for upcoming training events,” Sumerall said. Aiding Lt. Cmdr. Sumerall are a number of command training teams: Air Department, Combat Systems, Damage Control, Anti-terrorism, Medical, Engineering, Seamanship and Navigation, and Weapons Department. These training teams execute comprehensive scenarios such as: response to causalities from the at-sea fire party, combat scenarios, first aid and stretcher bearer medical response and general quarters (GQ) drills to test their knowledge of readiness training. “For each GQ we have, we want to have an initial planning phase where the various training teams get together and decide what we’re going to do for that particular training drill,” Damage Controlman 2nd Class Eric Strotman said, a damage control training team leader. “Preparation is key to understanding each crew member’s role in each and every evolution. A team of civilian researchers led by entrepreneur and philanthropist Paul G. Allen has announced they have found the wreck of the World War II cruiser USS Indianapolis (CA 35), which was lost July 30, 1945. This is a signiďŹ cant discovery considering the depth of the water in which the ship was lost — more than 18,000 feet. Around 800 of the ship’s 1,196 Sailors and Marines survived the sinking, but after four to ďŹ ve days in the water — suffering exposure, dehydration, drowning, and shark attacks — only 316 survived. The wreck was located by the expedition crew of Research Vessel (R/V) Petrel, which is owned by Allen, Âť See WRECKAGE | B7

The U.S. Navy converted USNS Lewis B. Puller (T-ESB 3) to a U.S. naval warship, commissioning the Expeditionary Sea Base, USS Lewis B. Puller (ESB 3) during a ceremony at Khalifa bin Salman Port in Al Hidd, Bahrain, Aug. 17. Puller is the ďŹ rst U.S. ship to be commissioned outside the United States. With its commissioning, the U.S. Navy adds yet another warship towards its goal of having a larger, more capable force. The ship’s reclassiďŹ cation provides U.S. Central Command (CENTCOM) and U.S. 5th Fleet greater exibility to better meet regional challenges. Vice Adm. Donegan, commander of Naval Forces Central Command said, “The Puller isn’t just another ship, but a revolutionary concept; a ship that provides us a key platform that will provide continuity to a variety of operations,â€? he continued saying, “Named after the most decorated Marine in American history, the USS Lewis B. Once you’re retired, you’re eligible for the TRICARE Retiree Dental Program. Retiring from the military is a huge step, with many decisions facing you and your family as you transition into civilian life. The Arleigh Burke-class guided-missile destroyer USS Halsey (DDG 97) reached the midpoint of its composite training unit exercise (COMPTUEX) with the Theodore Roosevelt Carrier Strike Group (TRCSG) ahead of an upcoming scheduled deployment. Halsey’s crew has participated in exercises including small boat operations, flight operations, electronic warfare and anti-submarine warfare for the past two weeks. “In terms of training and learning, the crew has exceeded my expectations,” Commanding Officer of USS Halsey Cmdr. David L. Reyes said. “It really opens Sailors’ eyes on what to expect during deployment.” Halsey is now set to begin the second phase of COMPTUEX which will certify the ship to deploy with the TRCSG as a presence maintaining maritime security abroad. “In a few weeks, Halsey will finish this training better prepared to execute a wide variety of missions — in times of peace and in times of peril — to address the unique security challenges presented across the globe,” Executive Officer of USS Halsey Cmdr. “We have a term we refer to around the bridge as ‘A day’s work in navigation,’” Chief Quartermaster Craig Bembry said, assistant navigator aboard Arleigh Burke-class guided-missile destroyer USS Halsey (DDG 97). “The basic concept is that you’re constantly working from when the sun’s up to when the sun’s down.” Bembry said quartermasters represent tradition considering they have been around since the beginning of the Navy. Quartermasters have been in the Navy since its inception in 1775 as one of the six original ratings. Their responsibilities include standing watch as assistants to the officers of the deck and navigator, serving as helmsman, and performing ship control, navigation and bridge watch

duties. “We’re the ones who help the skipper (captain) sleep at night,” Senior Chief Quartermaster David Warden said, Halsey’s prospective assistant navigator. “Everyone has their own responsibilities, but I feel we’re the eyes and ears of the ship because of our involvement in the bridge.” The technological advances in recent decades have seen quartermasters gradually switch from using paper charts to electronic navigation. “I couldn’t have imagined any of these advances back in 1998,” Warden said. “Now there’s VMS (Voyage Management System), which lets you set the voyage points electronically. It feels like a video game to me, but it shows how far the equipment has come.” VMS digitally plots and shows the ship’s position, course, heading, speed and depth over a digital nautical chart. However, quartermas-

ters are still required to be familiar with older tools of their trade. “A QM still has to be familiar with the many aspects of their job, whether it’s celestial navigation, using paper charts or manual navigation,” Bembry said. As technology continues to evolve, the tasks and responsibilities of a quartermaster will inevitably change as well. “I think the Navy is evolving as a whole, not just quartermasters,” Bembry said. “However, I think it goes back to the fact that a quartermaster’s job is to the keep the ship on course.” It is for that reason the quartermaster rating has been around for over 200 years, is rooted in tradition and innovation, and will continue for decades to come. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Yokosuka played a key role during the Talisman Saber 17 (TS17) exercise in the Shoalwater Bay Training and Mount Bundy Training Areas near Australia. The combined U.S. and Australian training exercise in July provided an important opportunity for the command to plan and conduct combined task force operations to improve combat readiness, interoperability and test new technology. Personnel from across the NAVSUP FLC Yokosuka enterprise, including Site Marianas, Site Sydney and Reserve units, worked side-by-side over a 24-day period to support the large scale, biennial exercise comprised of more than 33,000 troops. NAVSUP FLC Yokosukaâ&#x20AC;&#x2122;s Site Marianas was instrumental in coordination and transportation of ships cargo to Townsville, Australia, where much of the logistics execution for the exercise took place. Personnel from Site Marianas, the Global Logistics Support Enterprise Logistics Readiness Team (ELRT), USS Ronald Reagan Beach Det., the 31st Marine Expeditionary Unit, and the U.S. Navy Reserves were on hand to ensure that cargo was palletized, segregated, staged and ready to load at momentâ&#x20AC;&#x2122;s notice. NAVSUP FLC Yokosuka Site Marianas Site Director Cmdr. Frederick Skinner said the Guam team remained synchronized and on point during exercise operations. â&#x20AC;&#x153;For more than 30 days, the team consolidated and built pallets and transported over 205,000 pounds of cargo for the units participating in the exercise,â&#x20AC;? Skinner said. â&#x20AC;&#x153;I was proud of the efforts of the combined [FLC Yokosuka] Site Marianas, Reservist and ELRT team members that contributed to the overall success of Talisman Saber.â&#x20AC;? The process of cargo consolidation began in mid-June at

Once it was certiďŹ ed, the team was able to transport it to the 734th Air Mobility Squadron where it was placed onto a cargo loader and then physically pushed onto the aircraft by the ELRT. â&#x20AC;&#x153;One of the great things about our Navy is that we have multiple different assets to use around the world to accomplish our mission,â&#x20AC;? Site Marianas Logistics Support OfďŹ cer Lt. Brent Cohen said. â&#x20AC;&#x153;From military aircraft to replenishment ships, itâ&#x20AC;&#x2122;s really incredible the resources we had to ensure the success of the mission.â&#x20AC;? During the exercise, the U.S. Navy and Royal Australian Navy Combined Logistics Support Element (C-LSE) stood up a material processing center (MPC) in Townsville that included active and Reserve Sailors and Marines from Yokosuka and a combined team of active duty ELRT Sailors from each of the NAVSUP Fleet Logistics Centers that participated. Detachment personnel supported 25 port visits at ďŹ ve different ports throughout the exercise area of operation, including Darwin, Cairns, Townsville, Brisbane and Sydney. A total of 512 pallets of cargo was processed through the MPC for load out or turned

over to the various beach detachments. Along with the more than 86,000 pounds of mail processed, there were 629 items handled by a mobile node established in the Townsville region. A team of technicians was also in charge of ofďŹ&#x201A;oading 60 pallets or triwalls of used hazardous materials in Yokosuka, Japan from Talisman Saber exercise aďŹ&#x201A;oat participants. â&#x20AC;&#x153;Considering active and Reserve personnel from four different FLCs came together in Townsville to form a single cohesive team, responsible for simultaneously supporting both a carrier strike group and an expeditionary strike group, is amazing,â&#x20AC;? Liaison OfďŹ cer at NAVSUP FLC Yokosuka Site Sydney Lt. Massoud Koleini said. â&#x20AC;&#x153;The numbers and statistics do a good job of illustrating their accomplishments. NAVSUP FLC Yokosuka leveraged features of the newly ďŹ elded Logistics Playbook to increase real-time collaboration and data collection and capture lessons related to logistics support. The online tool housed on the Intellipedia Wiki site proved invaluable as a means of sharing logistics information throughout the exercise. â&#x20AC;&#x153;The Intellipedia site we utilized during Talisman Saber was extremely effective for planning, training and gathering current mission execution information,â&#x20AC;? Commanding OfďŹ cer of NAVSUP FLC Yokosuka Capt. Jeffery Davis said. â&#x20AC;&#x153;A fundamental challenge in logistics is being able to ensure all logisticians â&#x20AC;&#x201D; regardless of their experience and location â&#x20AC;&#x201D; are able to quickly access information needed to support their mission. Talisman Saber provided us the opportunity to utilize a new tool for collaborative data sharing in real-time. We were able to submit data and updates within the Logistics Playbook to create a more integrated logistics picture, something that is critical during an exercise the size and scope of Talisman Saber.â&#x20AC;? As the Logistics Playbook continues its transition into the logistics common operating picture, it will have a broader impact on logistics operations, reducing logistics information asymmetry and improving logistics execution. OMSI is a secretary of defense program aimed to diminish transnational illegal activity on the high seas in the Pacific island nations of Oceania’s exclusive economic zones (EEZ) and enhance regional security and interoperability with partner nations. “Illegal, unreported and unregulated fishing undermines efforts to conserve and manage global fish stocks,” Lt. Kenji Awamura said, Coast Guard 14th District response enforcement. “The goal of combined efforts by the Navy and Coast Guard through the Oceania Maritime Security Initiative mission is to deter these devastating practices. In partnership with Aus-

tralia, New Zealand, France, and the Pacific island nations, OMSI further promotes economic and environmental stability throughout Oceania.” Through bilateral agreements, the U.S. Coast Guard assists 10 Pacific island nations in patrolling the waters around their EEZs. Each of the nations have territorial waters stretching out 12 miles from shore. Beyond that, stretching out 200 nautical miles, are EEZs, an area defined by national law that allows each nation exclusive rights to the exploration and use of maritime resources. “Our crew is very excited to take part in the OMSI mission,” Commanding Officer of Rushmore Cmdr. John Ryan said. “Working in tandem with the U.S. Coast Guard is a new experience for us, which will continue to demonstrate how the extensive range of U.S. Navy assets provides critical support to the embarked boarding teams in their mission of enforcing fishery laws.” During this OMSI patrol, maritime

First CVW-5 jet squadrons to relocate to Iwakuni this fall From U.S. Naval Forces Japan YOKOSUKA, JAPAN

The U.S. Navy announced Aug. 18, that the first jet squadrons from Carrier Air Wing (CVW) 5 will relocate to Marine Corps Air Station Iwakuni (MCASI) later this fall. Strike Fighter Squadrons (VFA) 115 and 195, along with Electronic Attack Squadron (VAQ) 141 will relocate to MCASI at the conclusion of the USS Ronald Reagan Carrier Strike Group’s (CSG) 5 fall patrol. VFA-115, VFA-195 and VAQ 141 will join Carrier Airborne Early Warning Squadron (VAW) 125, which forward deployed to Iwakuni earlier this year. The relocation of all CVW-5 fixed-wing aircraft from Naval Air Fa-

cility Atsugi (NAFA) to MCASI is part of the Defense Policy Review Initiative (DPRI), as directed in the May 1, 2006 Security Consultative Committee Document, also known as the U.S. — Japan Roadmap for Realignment. NAFA will remain the home for all CVW-5 rotary-wing aircraft. The timing of the squadron moves is contingent upon the completion of necessary squadron facilities at MCASI, some of which are still under construction. The phased relocation of the remaining CVW-5 fixed-wing squadrons will occur on a timeline agreed upon by the U.S. and Japanese governments. Though CVW-5 fixed-wing squadrons will be based in Iwakuni, NAFA will remain a vital base for the U.S.-

Japan alliance and CVW-5 aircraft will occasionally use the installation as a divert field, or for training, refueling or maintenance. Both VFA-115 and VFA-195 fly the F/A-18E Super Hornet, while VAQ141 flies the EA-18G Growler, an airframe based on the F/A-18F Super Hornet equipped for electronic countermeasure missions. CVW-5, the nation’s “911” air wing, is the U.S. Navy’s most advanced carrier air wing and is a critical combat strike element of Battle Force 7th Fleet, the only forward-deployed carrier strike group in the U.S. Navy. While our search for the rest of the wreckage will continue, I hope everyone connected to this historic ship will feel some measure of closure at this discovery so long in coming.” Indianapolis was lost in the final days of World War II when it was torpedoed by a Japanese submarine in the early morning hours of July 30, 1945. The Indianapolis sank in 12 minutes, making it impossible to send a distress signal or deploy much of its life-saving equipment. Sean Babbitt, and command master chief, Master Chief Petty Officer Brice Baldwin, contributed to the lack of watch stander preparedness and readiness that was evident in the events leading up to the collision. Several junior officers were relieved of their duties due to poor seamanship and flawed teamwork as bridge and combat information center watch standers. Additional administrative actions were taken against members of both watch teams. Cmdr. Garret Miller will assume command from Fitzgerald’s acting commanding officer, Cmdr. John “Jack” Fay sometime mid-to-late-August. It was also evident from this review that the entire Fitzgerald crew demonstrated real toughness that night. Following the collision these Sailors responded with urgency, determination and creativity to save their ship. Their rigorous damage control efforts and dauntless fighting in the immediate wake of the accident prevented further loss of life.

New addiction treatment center opens in Williamsburg From Farley Center

In Virginia, drug overdose deaths have eclipsed motor vehicle accidents and gun-related incidents as the leading cause of unnatural death for the fourth straight year. In response to the challenges posed by Virginiaâ&#x20AC;&#x2122;s opioid and prescription drug epidemic, the Tidewater area now has a new addiction treatment option. The Farley Center, a nationally recognized addiction treatment facility in Williamsburg

offers intensive outpatient treatment services at a new location at 5265 Providence Road in Virginia Beach. The Intensive Outpatient Program (IOP) is a six-week program for individuals with addiction issues. The fourday a week structure provides addiction education and counseling components while encouraging clients to actively apply the recovery skills to their daily lives as productive members of their community.

This supportive IOP can serve in a continuum of care following a residential treatment program or as appropriate initial therapy based on criteria set by the American Society of Addiction Medicine. The IOP runs 6â&#x20AC;&#x201C;9 p.m. and allows patients to continue working, maintain their current living situation, and improve their relationships, all while receiving services right in their community.

Tidewater Community College welcomed its ďŹ rst class of STEM Promise Program scholars with colorful balloons and celebratory drumrolls at a â&#x20AC;&#x153;signingâ&#x20AC;? ceremony held Aug. 16 on its Chesapeake Campus. Ten students will pursue science, technology, engineering and mathematics-related disciplines at TCC and complete two-year associate degrees at no cost for tuition and fees under the innovative Womenâ&#x20AC;&#x2122;s Center STEM Promise Program. Just as college-bound athletes sign letters of intent, students signed ceremonial CertiďŹ cates of Acceptance. Afterward, they donned TCC caps while more than 500 balloons cascaded from the ceiling. TCC President Edna V. Baehre-Kolovani announced a $60,000 gift from Elizabeth River Crossings (ERC) to the TCC Educational Foundation to fund the ďŹ rst year of the program in its entirety. To her surprise, Philip Shucet, chief executive ofďŹ cer of ERC, pledged an additional $60,000 to fund the program in full for a second year. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve worked in the construction and engineering industry my entire career,â&#x20AC;? Shucet told the scholars. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve seen ďŹ rsthand the contribution that people like you have made and are willing to make to help make our world a little bit better place to live in. â&#x20AC;&#x153;Because we are so interested in the success of your journey and we want you to succeed in that journey unencumbered by student debt, Iâ&#x20AC;&#x2122;m especially pleased today to let you know that we are going to fully fund the second year of your academic journey.â&#x20AC;? The streets of Urbanna close down to host this expansive festival, and local watermen and oyster industry experts gather to share their knowledge on the oyster, recounting the history and conservation efforts behind the product and the more recent resurgence of the Chesapeake Bay oyster. The festival’s oyster shucking contest is extremely competitive, with the audience given the chore of eating all the oysters as they are opened by the contestants. Pair your oyster dishes with local Virginia wine tastings, or head to the micro-brewery garden for some local craft beers. While the festival is free to attend, be sure to bring plenty of cash for the delicious food and drink tastings.

Labor Day Weekend at the American Music Festival. The largest outdoor musical event on the East coast, the American Music Festival brings together local, regional and national acts to play along the beautiful oceanfront. The 5th Street stage is the ticketed concert venue for the festival, and is also the location of the VIP area. The other three main concert venues (17th Street park, 24th Street park, and 31st Street park) feature national acts but are free to the public. Additional boardwalk “side stages” are located at 13th, 22nd, and 27th Streets, and feature local artists.

The 24th Annual American Music Festival will feature five major headline bands on the oceanfront 5th Street Main Stage, Sept. 1-3. The bands 311, Rebelution, Michael Franti & Spearhead, 3 Doors Down and The Wallflowers will bring a wide spectrum of talent and dozens of hit songs everyone will recognize. The battle is over, so soldiers pack up their gear, cover their wounds, head back home and wonder: What’s next? It’s an age-old question. The American Revolution Museum at Yorktown examines postwar life in the extensive exhibition “AfterWARd: The Revolutionary Veterans Who Built America.” The exhibit follows several men who fought during the Colonists’ victory at the Battle of Yorktown in 1781 and how they built their lives once they returned home. It shows that some were more successful than others. “AfterWARd” includes short films, interactive displays, illustrations and rare artifacts such as the lap writing desk of Alexander Hamilton, who earned a name at Yorktown and later became the country’s first secretary of the treasury and the founder of the Coast Guard. The exhibition also features lesser-known stories, such as that of James Lafayette, a slave from New Kent County who worked as a spy for Colonial troops. He left the battlefield and returned to his master’s fields but didn’t stop fighting. He spent years lobbying for his freedom, a veterans’ benefit promised to the enslaved who worked for the cause in place of

their masters. Curator Kate Gruber said the exhibition shows how the battles change but the debate around veterans and benefits remains, and has particular meaning to this region’s military population. The Revolutionary War was not an ending but a beginning, Gruber said. “As soon as we came to be, we became a nation of veterans,” Gruber said. “We knew this was a subject area that people could relate to.” In addition to the exhibition, the museum has programs planned for the next few months, including a veterans’ benefits clinic by the American Legion and a panel discussion on the evolution of veterans’ benefits on Thursday. “AfterWARd” closes on Nov. 27. The museum had a long list of veterans’ stories to pick from, but focused on key figures and partnered with museums from around the globe to illustrate them. Although Hamilton is now the subject of a blockbuster Broadway musical and Hamilton artifacts are in high demand, Yorktown was able to get the desk from Hamilton College in Clinton, N.Y. ish. Lafayette returned to America in 1824 as a “Guest of the Nation,” and spent 13 months touring the States, including an extended stay in Tidewater . A number of places in Norfolk , including a park, a street and a river, are named after him. Former and future presidents feted Lafayette with parades and balls, and merchants pumped out merchandise with his name and image, including dress sashes, baby shoes and drums, items that are on display in Yorktown. The restored carriage Lafayette traveled in is on loan from the Studebaker National Museum of South Bend, Ind. Before returning to the States in 1824, Lafayette had maintained communications with fellow veterans. For example, the slave James Lafayette did not initially qualify for veterans’ benefits because he was deemed not to have “fought” for the Colonials; his work as a spy was not enough under the law, Gruber said. But he had worked with the Frenchman at Yorktown, and the marquis wrote a let-

ter to support the enslaved man. James Lafayette was granted his freedom in January 1787 and assumed Lafayette’s name in honor of his friend. During Lafayette’s Virginia tour in 1824, the marquis saw James in a crowd during a parade, stopped the procession and jumped out to embrace his friend. While the exhibition includes personal historical stories, Gruber said one of the most meaningful elements is an interactive feature in which visitors can type messages on a screen to honor veterans in their lives. The message is then electronically displayed temporarily among the photos of veterans from all eras and areas of service, including famed cook Julia Child, who worked as an intelligence officer during WWII. “It’s my favorite part of the exhibit,” Gruber said. “It drives home the idea that no matter when you served or how you served, you’re still a part of the same narrative.” Denise M. Ten to be inducted into Surfing Legends Hall of Fame From East Coast Surfing Championship VIRGINIA BEACH

Ten individuals will be inducted into the Surfing Legends of ECSC Hall of Fame as the week-long summer beach sports festival gears up at the oceanfront. A special ceremony at the 55th Annual Coastal Edge ECSC presented by Vans and fueled by Monster Energy will be 5 p.m., Aug. 25, at the main stage on 4th Street. Established by the Virginia Beach Jaycees in 2005, the Surfing Legends of ECSC Hall of Fame consists of men and women who have helped the sport of surfing in Hampton Roads and who have also played a role in the growth and success of the annual ECSC. The next class to be inducted into the ECSC Legends: Rick Banta (surfing community, sponsors) – Banta is the originator of the Super Groms (youth surfing) at ECSC. He was one of Quiksilver’s very first east coast sales reps and developed the Super Grom division that has become so popular at surf events worldwide. He is still active in the surf wear industry and a surfer, but more importantly, he’s one of the people most responsible for introducing new generations

of surfers at ECSC. Jimbo Brothers (surfing community) – One of the top proponents of the East Coast short board revolution, Brothers was a perennial ECSC competitor. He was the contest’s first Pro winner in 1972. Team rider for Al Sneblin’s Surf Shop, he also rode for Vardeman Surfboards. Bobby Chenman (surfing community) – Virginia Beach’s own “godfather of the longboard” began surfing the steel pier at age of 12. Traveling to Hawaii and California in the 60s and 70s, Chenman adapted the west coast style to the east coast wave. A diehard ECSC supporter, he’s been active as a judge and in promoting the event and has competed in 49 of the 56 ECSC contests. Lowery “Tuck” Finley (VB Jaycees, past chairs) – A past ECSC chairman, committee member, chapter officer and longtime surfer, Finley played an integral role in ECSC’s survival during the crucial era of the late 1960s and early 70s, when ECSC’s future was not certain. Grace Frierson (volunteer) – For nearly 40 years, Grace “volunteered” for the surf contests just to ensure the contest heats were handled professionally and with respect for the sport, donating her pay back to event organiz-

ers. A constant influence behind the scenes, she worked in the name of surfing as a healthy sport and to simply give back. She worked in the trenches alongside future ECSC legends for decades. Myron Nahra (VB Jaycees, past chairs) – Nahra got involved with ECSC from his first year as a Jaycee in 1986 and continued through becoming a JCI Senator and VB chapter life member. He has been involved with many beach innovations over the years, such as the installation of the first skateboard halfpipe, larger stages and scaffolding, and the multi-year sponsorship contract with Virginia Tourism Corp. He co-chaired 28th annual ECSC and served as executive director in the late 1990s to early2000s. Harry Purkey (VB industry/sponsors/supporters) – With an ECSC career that spans more than 40 years, Purkey served the ESA as a competitor, judge, executive director, contest director and many other thankless jobs that directly contributed to ECSC’s amazing growth and seamless operation during those decades. He remains active as a competitor and director. Les Shaw (VB industry/sponsors/supporters) – A co-creator of WRV (along

with ECSC Legend Bill Frierson) and later sole owner, Shaw was a principal ECSC financial sponsor and in-kind prize contributor for more than 20 years. His company’s outreach into Hawaii and the Outer Banks has helped keep Virginia Beach on the radar of the globe’s surfing elite. The company and its iconic brand remain synonymous with Virginia Beach surfing. Todd Spencer (media) – For nearly 20 years, Spencer’s surfing photographs have appeared in the pages of the Virginian-Pilot newspaper often illustrating articles penned by ECSC Legend Lee Tolliver. His photojournalism has won multiple award, and he continues to “shoot ECSC” each year. Spencer’s artistic approach and journalistic eye helped advance the sport of surfing beyond a mere curiosity and portrayed surfers, the surfing community and ECSC in a positive light. Jodie Woodward (VB industry/sponsors/supporters) – For nearly 20 years, Woodward and her company, Sponsorships Unlimited, contributed greatly to the financial viability and infused marketing professionalism into ECSC’s business practices. She remains instrumental in promoting the Steel Pier Classic and the VB Surf Art Expo.
