The Fundamental Principles are an expression of the Red Cross Red Crescent Movementâ€™s values and practices. They were developed based on the Movementâ€™s experience responding to suffering and needs over the previous century. The Fundamental Principles are at once operational and aspirational. They serve both as a guide for action and as the Movementâ€™s common identity and purpose. The Fundamental Principles guide the work and decisions of the Red Cross Red Crescent Movement for all Red Cross Red Crescent workers in all situations and at all times.

The International Red Cross and Red Crescent Movement, born of a desire to bring assistance without discrimination to the wounded on the battlefield, endeavours, in its international and national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose is to protect life and health and to ensure respect for the human being. It promotes mutual understanding, friendship, cooperation and lasting peace amongst all peoples.

It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavours to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress.

In order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature.

The Movement is independent. The National Societies, while auxiliaries in the humanitarian services of their governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with the principles of the Movement.

It is a voluntary relief movement not prompted in any manner by desire for gain.

There can be only one Red Cross or one Red Crescent Society in any one country. It must be open to all. It must carry on its humanitarian work throughout its territory.

The International Red Cross and Red Crescent Movement, in which all Societies have equal status and share equal responsibilities and duties in helping each other, is worldwide.

CHAIRMAN’S REVIEW Year 2019 passed swiftly as another year of significance for Malaysian Red Crescent as we are inspired by the dedication and commitment of our volunteers, supporters and well-wishers, which have been the foundation of our humanitarian work. The year also present some challenges and opportunities for our re-thinking and re-strategizing to remain relevant so that we could do more, do better, and reach further. We are again fortunate to be blessed with a year without any major catastrophic situation except for some localized fire incidents and seasonal flooding. MRC Sarawak State and the Districts remained vigilant and would rise to the occasion to serve whenever the need arises as the humanitarian mandate demands of us to be “any time, any where”. MRC Sarawak State worked vigorously to seek the planning approval from the authorities for its headquarter building development. We hope the new headquarters building project would take shape in the following year and be the iconic pride of its members. MRC Stampin & Limbang Districts were also working on proposals for their building development to enlarge their operational base and enhance resource development opportunities. MRC Miri District had secured a piece of land to build another new dialysis centre to cater for the growing number of renal patients in Miri and at the same time locating the dialysis facilities nearer to the beneficiaries’ places of residence. Our blood donors’ recruitment program continued to receive praiseworthy standing nationally as MRC Sarawak State won the prestigious national award for the highest blood collection of 39654 pints in 2018. MRC Kuching District won the highest blood collection of 22,911 pints for the District category. The Federation of Kuching & Samarahan Division Chinese Association, Youth Section Kuching emerged as the winner of the Private category with a total collection of 2682 pints. Our very own blood hero, Tuan Haji Ismail b Brahim won the individual award with his personal blood donation recorded at 141 pints – truly a heroic deed. I wish to urge all MRC Districts to continue actively engaging with the local communities, non-governmental organizations, associations and such other civic-mindedness organizations to reach out to healthy people and recruit them for blood donations to save lives. MRC Sarawak State had added to its vehicle fleet, a new ambulance acquired in 2019. This addition would step up our ambulance service to serve the community better. We continued to be well sought after for our first aid services at sporting and other public events. Volunteers provided well over a thousand man-hours of first aid standby duties. Our empowered youth leaders have demonstrated their excellent leadership and organizational planning and management skills where they had been able to organize several state and national level youth camps. MRC Miri supported Curtin University Malaysia to organize the MRC National Youth Camp held from 25 to 28 March 2019 in Miri. SMK Sacred Heart Youth Unit with MRC Sibu District assisted MRC Sarawak State to organize the 18th Annual Convention held from 16 – 18 August 2019 in Sibu. SMK Kuching High also organized the national Youth Camp from 20 – 23 December 2019.

The ‘Youth as Agents of Behavioral Change’ (YABC), the IFRC’s flagship initiative for promotion of a culture of non-violence and peace for youth since its national launch had engaged the youth actively in this program throughout 2019. I am happy to note that MRC Sarawak State had trained 45 YABC Peer Educators who had conducted 11 YABC workshops reaching out to 703 youth leaders. I hope this program would continue to attract our youth and have them engaged meaningfully. MRC Districts were involved in various community and health services through health screening and talks covering health and hygiene promotion, disease prevention, food, nutrition and safety. MRC Districts also engaged their volunteers to promote environmental awareness and facilitate gotong-royong projects in cleaning the environment and tree planting. 2019 saw a greater interest among our volunteers in the schools attracted to promoting tree planting. MRC Sarawak State had set a definite day on the 3rd weekend of October every year to be MRC Tree Planting Day. I hope this initiative would continue to flourish in the years ahead to green our environment. I am confident that MRC Sarawak State and Districts could do more in the year head with the enriching learning experience from this year. I am thankful to be able to lead MRC Sarawak State comprising the officials, staff and volunteers who are all committed to the call of duty to serve, without discrimination but compassion and love, for those unfortunate people. I would like to remind that whatever we decide for the Society in striving forward lies in the hands of each and every members of the Society. It is with this in mind that I urge all members and staff to execute our task with due diligence, sincerity, dedication, responsibility and accountability to enhance the image and visibility of this undisputed humanitarian organization, as the beacon of hope to those in sufferings and despairs.

DISASTER MANAGEMENT MRC Sarawak State and its Districts continued to remain vigilant for any emergencies and crisis situations across the state by providing training and maintaining teams of disaster responders. DISASTER PREPARENESS MRC Sarawak State maintained close contact with the State Disaster Management Committee and the Resident Office and attended regular meetings of the State & Divisional disaster committees. At the District level, similar representations were also called by the respective District Disaster Committees. DISASTER RESPONSE (CONTâ€™) Haze response â€“ Sept to Oct 2019 The transboundary haze which affects Southeast Asian countries occurs almost annually, with the first such incident reported in 1980 and the most serious in 1997. Sarawak State bordering Kalimantan Borneo where there were clusters of over 200 hotspots in western, central and southern Kalimantan contributed to the haze impacting Sarawak.

COMMUNITY SERVICES BLOOD DONORS’ RECRUITMENT & BLOOD REPLENISHMENT MRC Districts throughout the state continued to lead and progress well that the blood replenishment often exceeded the requirements in some hospitals. The blood donors’ recruitment aimed to increase the pool of new donors to counter the ageing blood donors. The blood replenishment campaigns target on existing registered donors for scheduled voluntary blood donations at intervals of 6 months. Close liaison was maintained with the Blood Banks of general hospitals. Regular meaningful engagements were also mustered with local nongovernment organizations, community leaders, local clans, association and other non-profit service oriented organization in our blood campaigns carried throughout the year. The success of MRC Sarawak State in the blood program was evidently demonstrated when it again emerged as the champion for the highest record of blood collected at 39654 pints for 2018 National Blood Award. MRC Sibu District hosted the 2019 National Blood Donation Award presentation ceremony held on 28 August 2019 at Hotel Tanahmas, Sibu. AMBULANCE & FIRST AID SERVICES MRCS Districts supported by our volunteers continued to provide ambulance and first aid coverage at public and sporting events. MRC Sibu Chapter responded to a total of over 756 man-hours of ambulance, transport and field services in the Sibu community. MRC Stampin recorded approximately 400 hours of ambulance & first aid services from 2019. MRC Sarawak State and MRC Stampin acquired an ambulance each to enhance its ambulance service delivery in Kuching areas

ORGAN DONATION MRCâ€™s role in Organ Donation Program is to raise the public awareness against the myth of organ donations and to attract interested persons to register their pledges of voluntary organ donations. On registration, the information of the potential organ donors is sent to the National Organ Resource Centre. The campaign is usually carried out through talks, distribution of information leaflets and posters to young people in shopping malls, association and other civic conscious groups.

SOCIAL VISITS MRC Districts do not forget those less fortunate who hospitalized, staying in welfare homes and institutions during especially during major festive celebrations. The volunteers bring gifts along with cheers and compassion to share with those inmates and entertained them with songs, shows and presentations. Assistance were also rendered to clean and tidy up the compound of welfare institutions.

TREE PLANTING (CONT’) MRCS Sarawak State launched Tree Planting Day at SMK Kuching High on 19th October 2019. This launching of the Tree Planting led by YBhg Datuk Patinggi Tan Sri Dr George Chan Hong Nam, Chairman of MRCS Sarawak State was to set a definitive day each year, that is, every third Sunday of October of each calendar year for Tree Planting Campaign throughout the State. The launching involved a total of 105 persons comprising of: MRC Sarawak State committee and District committee - 18 Persons  School Board of Committee, Principal and Teachers and other staff - 12 Persons  MRC Youth members -57 Persons  Youth from other uniform unit - 8 Persons The tree planting objective is to create awareness and encourage everyone to play their role in saving the environment, helping to reduce greenhouse gasses and mitigate global warming and climate change and improving the quality of the natural environment. MIRI KIDNEY DIALYSIS CENTRE (KDC) MRC Miri District operates an ultra modern state of the art dialysis centre, which is the only dialysis centre run by the Malaysian Red Crescent Society. The KDC had been in operation since 1996 with 6 renal failure patients. The service had grown by multiple folds over the years to currently serving well over 450 patients with 76 haemodialysis machines supported by 73 staff. 38

The centre provided 45,071 dialysis in 2019 with a monthly average of approximately 3755 dialysis per month. The self-funded dialysis cost RM150 per patient for some of the consumables, excluding medication, injection, blood test and other operational cost. MRC Miri District had to subsidized RM112,000 monthly for patients who were in poverty and unable to pay such costs.

MIRI KIDNEY DIALYSIS CENTRE (KDC) (CONT’) Due to the increased number of patients, it was decided on the needs of the second dialysis centre to accommodate and the ease the congestion within the existing centre. Approval for a 3-acre land located at Permyjaya was approved by the State Government for this purpose. Construction works are schedule to commence in 2020. The total building construction and equipment costs is estimated at RM8.6 million. The new dialysis centre shall be able to accommodate 40 dialysis machines to cater a maximum of 240 patients.

MRC SUNFLOWER CENTRE The Sunflower Centre is a Day Care Centre for Children/Inmates with special needs numbering a total of 109 residents in 2019. 5 participants from MRC Sarawak State participated in the MRCS International Law & Youth Communicators Workshop held in Nat Hqs on 23 & 24 Nov 2029. The objectives of the workshop are to provide a platform for the MRCS and ICRC to brainstorm and exchange ideas on ways to enhance movement communication especially among youths; to enhance understanding of MRCS youths on the movement and international humanitarian law (IHL), strengthening their communication capacity in support of humanitarian activities of RCRC; and to create a pool of Youth communicators who would become a catalyst or agent of change, spreading the key values and messages of the MRCS, RCRC movement and IHL. MANPOWER Our membership constituted of largely school-based Youth members in the secondary schools and Link members in primary schools. Persons of 18 years and above are Ordinary members. The other category of membership is the Life Member who contributes a one-off subscription fee at Ringgit Malaysia one thousand. YOUTH AS AGENTS OF CHANGE (YABC)

YABC is the International Federation of Red Cross Red Crescent Societies' flagship initiative on the promotion of a culture of non-violence and peace. lt was created in 2008 for youth and with youth from Red Cross and Red Crescent worldwide. Youth as Agents of Behavioural Change (YABC) empowers them to take up an ethical leadership role in inspiring a positive transformation of mind-sets, attitudes and behaviours within themselves and their community. Launched in 2018, MRC Sarawak had engaged the youth actively in this program throughout 2019. MRC Sarawak State had trained 45 YABC Peer Educators who had conducted 11 YABC workshops reaching out to 703 youth leaders. The thematic issues covered were Non-discrimination, Gender equality and non-violent communication. Participants thoroughly enjoyed all the sessions and gained great learning values.

MRC SARAWAK STATE 18TH ANNUAL CONVENTION The MRC Sarawak State Convention is always latched to the Volunteer’s Recognition Night (VRN) held annually. This was to give great learning value for the members while attending the VRN. Held in SMK Sacred Heart in Sibu on 16 – 18 August 2019, the Convention was participated by 6 Officers and 99 members. Convention session covered several talks on “Youth Training Program”, “Youth Engagement”, “Motivation” and YABC activities.

MRC NATIONAL YOUTH CAMP 2019 Malaysian Red. Crescent (MRC) Miri District organized the MRC National Youth Camp held from 25 to 28 March 2019 at Curtin University Malaysia, Miri. A total of 164 youth and officers from MRC States and Districts participated in this camp. Among the activities were: Flora and Fauna Exploration, Soap making demonstration, Leadership and Team Building, Handicraft making from recycle Item, Yoga Dance and Exercise and Group Discussion and presentation. All activities were well participated with enthusiasm.

KUCHING HIGH SCHOOL RED CRESCENT NATIONAL YOUTH CAMP 2019 Kuching High School Red Crescent Youth Unit supported by MRC Sarawak State organized this national camp held from 20 – 23 December 2019 in its school compound. Participants from MRC Pahang State, MRC Penang and MRC Negeri Sembilan together with local MRC Districts from Srawak State numbering 108 members participated in this camp.

64TH INTERNATIONAL STUDY AND FRIENDSHIP CAMP

Jordan Hu and Lee Van Can from MRC Sarawak State were selected to participate in the 64th International Study & Friendship Camp organized by the Austrian Red Cross Society held from 8 – 22 July 2019 in Langeniois, Austria. According to Lee Van Can as he reported “This is one of the best camp I have participated in my life. After this camp, I realized that actually RC is like a big family, we come from different background, culture, and also country, but RC, it is RC, gather us together from all around the world. If not RC, we are probably just a stranger to each other. After this camp, I realized, I am not alone to work for the humanity spirit, the spirit of Mr Henry Dunant, to work for a better world”.

TRAINING & EXAMINATION MRC Districts strive continuously to run various training courses for our own members to build capacities and competencies to undertake public services such as first aid and disaster relief, as well as health protection and safety. It is important therefore to provide quality training and reliable assessment of the competencies. MRC Sarawak & Districts were also the leading first aid training provider for the industries. 2019 was another training milestone with the national initiative to cause a revision of the Training Handbook. Assistant Director Training, Mdm Ng Pei Sze, Instructor Mdm Ting Siao Fong & Mr John Lam, Vice Chairman participated in the handbook revision exercise held on 12 â€“ 14 April 2019 in Port Dickson, Negeri Sembilan.

Training Handbook Revision Workshop MRCS Nat Hqs initiate a training workshop among the State’s Assistant Director Training and Instructors to revise the Training Handbook which was held on 12 – 14 April 2019 in Port Dickson, Negeri Sembilan. State First Aid Competition The MRC Sarawak State Inter-district first aid competition was held on 23 & 24 Feburary 2019 in SM Chung Hua No. 3, Kuching. 7 teams – Kuching (Youth), Miri (Youth, Sarikei (Youth), Serian (Youth & VAD), Sibu (Youth & VAD) took part in the competition. First aider in Every Home Program MRC District provided this 6-hour first aid training for 2 sectors: School (Non Red Crescent) and Community. The Program aimed at every home to have at least one trained first aider. This is a non-exam certificate course. Participants could further pursue for certificated courses in Basic First aid & CPR if they are interested. The performance of the MRC Districts in this program is shown in the graph below:-

Practical Cash Transfer in Emergencies Training (PECT) Organized by MRCS Nat Has and IFRC, the PECT was conducted on 19 â€“ 24 August 2019 in Port Dickson. This training is enhanced the pool of trained staff and volunteers with capacity and expertise to be part of multi-disciplinary teams that design and implement Cash and Voucher Assistance (CVA) in Emergencies. PECT is an advanced training course and is aimed at those who are deployed to assess, design or implement programs. The MRC National Awards and the Sarawak State Awards were presented at the annual Volunteers’ Recognition Night hosted by MRC Sibu District was held on 17 August 2019 in RH Hotel, Sibu. MRC Ssarawak State Chairman, YBhg Datuk Patinggi Tan Sri Dr George Chan Hong Nam was invited as the guest of honor and presented the prestigious awards to the recipients. The hosting of the VRN would be rotated among the MRC Districts. The next hosting District is MRC Limbang for year 2020.
