Itās been an interesting couple of months to start our year. Winter is here, itās not, maybe it is, who knows. The winds of change, like the weather, can always adjust the way we look at the work that we do. What you can always rely on as your constant is SDMHA and the work that is constantly being done behind closed doors to help you through any trying times you might ļ¬nd yourself in.
Iām happy to announce the SDMHA has again been honored as one of NAAās Achieving Afļ¬liates!! The number of state organizations who receive this honor is very small and we have been for the past few years. This is a huge accomplishment for our Board of Directors, Members and most importantly our Executive Director, Denise Hanzlik.
What has been going on and what do we have coming up you ask?
Legislative Updates ā Denise has done a great job in Pierre and sending updates to everyone in the organization. SB 4 revises the return of security deposits from 14 days to 21 days, this goes into effect July 1, 2026.
CALP ā If you are interested in becoming a Certiļ¬ed Apartment Leasing Professional through NAA, there is still time to join the online classes starting on March 17th. Get to our website quickly so you can get registered.
Merit Awards Luncheon takes place on March 20th from 11:30 am to 1 pm at The Country Club of Sioux Falls. Thereās still time to get your tickets and thank you to everyone who nominated someone for an award!

Pierre Board Meeting & Chapter Event ā As we continue to focus on the growth of chapters and members within the state, the board will be heading to Pierre for their meeting on Thursday April 23rd and then will host an event to help promote and grow membership within this chapter. How the apartment industry is meeting the needs of modern residents by enhancing maintenance through the adoption of technology.

As technology continues to reshape the multifamily housing industry, many multifamily owner/operators are modernizing maintenance training and operations to meet evolving demands.
āWeāre not just preserving buildings, weāre preserving people,ā said Jose Murillo, Regional Maintenance Manager for Greystarās Desert Region. āOur maintenance teams are our greatest assets, and we need to invest in them like we do our properties.ā
āToo often, new hires are handed a stack of work orders and keys with no real onboarding,ā Murillo said. āWeāre changing that by using data to understand where our techs need support whether itās HVAC, plumbing or electrical and then providing targeted training.ā
Monica Frazier, General Manager at Midwood Investment and Development, echoed the need for a more strategic approach to training and retention. āSuccess isnāt one-size-fits-all,ā Frazier said. āWe need to redefine ROI not just in terms of dollars, but in terms of technician development, resident satisfaction, and asset longevity.ā
Frazier emphasized that maintenance performance directly impacts resident retention, stating, āMaintenance is the holy trifecta alongside leasing and operations. If weāre not supporting our techs, weāre risking renewals.ā
The panel also addressed the challenges of introducing new technology to a multigenerational workforce. Frazier introduced the ADKAR model a change management framework focused on āAwareness, Desire, Knowledge, Ability and Reinforcementā as a tool for easing transitions. āChange is hard, especially when it comes to software,ā she said. āWe need to be transparent about why weāre making changes, provide hands-on training and reward early adopters.ā
Craig Carter, representing digital training platform Interplay Learning, noted that while many technicians may feel hesitant about technology, most are already using it daily. āAbout 86% of skilled trades workers say they prefer digital tools for training,ā he added. āThe key is helping them realize theyāre more techsavvy than they think.ā
Carter advised operators to reframe training goals. āIf you say you want to train 52 hours a year, it sounds overwhelming,ā he said. āBut if you break it down to 30 minutes a week, it becomes totally doable.ā
Murillo agreed, urging leaders to make training a regular part of the workweek. āFifteen minutes on Monday, Wednesday and Friday adds up,ā he said. āThat consistency builds confidence and competence.ā
As the session concluded, the speakers challenged attendees to rethink how they support their maintenance teams.
āTechnology is here to stay,ā Murillo said. āWe can either resist it or use it to empower our people. The choice is ours.ā

This legislative session is one for the record books From posturing of gubernatorial candidates to shenanigans in both houses, to searches for a rouge senator. Data Centers was the buzz word. Now they have moved on to Real Estate taxes and Tax Increment Financing (TIF) There are many bills out there for both. We will see several of them killed in one way or another. And the others will either be worked as is written or amended in hopes of getting passed

ā HUD Announces Proposed Rule on Citizenship Verification Status in Subsidized Housing. On February 20, 2026, U S Department of Housing and Urban Development (HUD) published its proposed rule to extend citizenship and immigration status verification requirements to all applicants and recipients of HUD assistance under covered programs regardless of age Currently, HUD regulations do not require documentation from persons who declare their citizenship. Update (02/28/2026) the Respect State Housing Laws Act (H R 1078) is on the U S House calendar #446 And the Housing for the 21st Century Act (H R 6644) was passed by the House and has been received by the Senate
The package contains several rental housing industry priorities, including:
ā The Housing Supply Frameworks Act (H R 2840), which would direct HUD to publish guidelines and best practices for State and local zoning frameworks;
ā The HOME Reform Act of 2025 (H R 5878), which would reauthorize and make several needed program improvements to the HOME Investment Partnerships Program.
ā The Identifying Barriers to Housing Supply Act (H R 4659), which would require Community Development Block Grant (CDBG) recipients to publicly report on their progress removing onerous land use policies; and
