By Friday, April 17, an empty field near the Fremont Main Library had already
been fenced off in preparation for a symbolic groundbreaking for the city’s new community center. While the grass was still undisturbed, energy was high and it was easy to imagine a new facility to add to Central Park as a gathering spot.
“When you stand here at Central Park next to our beautiful Lake Elizabeth, with Mission Peak in the background, you’re reminded that this is not just
another project site,” said Fremont Mayor Raj Salwan. “This is one of the most special places in the city of Fremont.” He continued, “For so many of us, this park is personal. It certainly is to me. Important Advice on Sun Safety
Sunny warm days are here. It’s time to protect your skin from the damage the sun can do when you’re in the garden, by the pool or just while you are out and about.
“Even minimal direct sun exposure over time can damage your skin,
ranging from premature aging to serious skin cancers,” says Dr. Sunil Dhawan, a Fremont dermatologist certified by the American Boards of Internal Medicine and Dermatology and adjunct
clinical assistant professor at Stanford Medicine - Stanford University.
Dr. Dhawan will explain how to enjoy outdoor fun while protecting your skin at a Saturday, May 16, Washington Health online seminar. The free 10 a.m. program titled “Sun: Beauty or Beast?” can be viewed on YouTube at YouTube.com/@Washington_Health. For those who miss the live presentation, the video will also be added to the Washington Health library of videos featuring health care experts.
“We may admire healthy-looking bronze skin, but a tan isn’t necessarily a sign of good health,” Dr. Dhawan says. “It’s important to take the simple and easy steps that can protect your skin all day, every day.”
Wear hats and loose clothing that covers the exposed areas of your skin, he says. Avoid the sun during the peak sun hours of 10 a.m. to 3 p.m., and avoid tanning, sunburns and tanning booths. Always use a mineral-based sunscreen of SPF 30 or higher.
Dr. Dhawan will explain in detail how the sun damages the skin and which skin types are more susceptible to skin cancer. “Skin cancer can occur in all types of skin,” he emphasizes, “so it’s important to keep your skin covered whenever you are out in the sun.”
He will discuss which types of sunscreen provide the most protection and he recommends using sunscreens that contain minerals like titanium or zinc oxide. “Mineral-based sunscreens block the sun’s rays more effectively than other sunscreens,” he says. Refresh sunscreen every three to five hours.
In addition to daily protection and annual skin examinations by a physician or dermatologist, Dr. Dhawan recommends monthly self-examinations for individuals in a high-risk group (determined by skin type, prior experience, family history). He will explain what to look for during the monthly self-examinations, which he labels an “Early Warning System.” Any suspicious growth should be reported without delay to one’s doctor.
Be vigilant, he says. “Watch for any area that shows signs of being abnormal such as itching, burning, bleeding or not healing. Keep covered, keep using sunscreen and keep examining yourself so that any damage can be spotted early and treated quickly,” he adds.

Volunteers are the Heart and Soul of Washington Health Service League to Honor Volunteers
During April Commemoration
Ever consider volunteering but wondering if it’s right for you?
Just about everyone is a good volunteer candidate at Washington Health. “A caring heart, a helpful attitude, a friendly nature, and attention to detail are all that are needed,” says Jill Ziman, president of the Service League at Washington Health, the organization that oversees the health system’s more than 600 volunteers.
Washington Health is built on a culture of service to others. “For most, if not all our volunteers, volunteerism is a core value. Volunteers want to be productive and help the community. Some have shared that they want to give back to the hospital community for the care they or their loved ones have received from Washington Health,” she adds.
Now in its 71st year, the Service League has always been received positively and with gratitude from both patients and staff. Later this month, the Service League marks National Volunteer Week from April 19-25, a celebration held annually around the country to recognize the impact of volunteer service. Established in 1974, the week honors individuals who lend their time and talent to strengthen communities and inspire others to serve.

From Teens to Retirees
From 16-year-olds who volunteer to play music in the lobby to retirees who update families while a loved one is in surgery, and everything in between, Washington Health’s volunteers find that they receive just as much as they give, according to Ziman.
“Volunteering is healing for the soul of the community and also a way to heal your own soul,” she says. “Washington Health is a great choice for volunteering.”
The most popular volunteer assignments are those that provide hands-on experience, Ziman explains, especially assisting the nursing units.
“We also get a lot of inquiries for baby cuddling, and to hold and rock infants in the Special Care Nursery to help them thrive and develop when parents can’t be there.”
When requested, Spiritual Care providers converse with and comfort patients of all faiths and cultural backgrounds. Mended Hearts volunteers bring support, education, and advocacy to patients with cardiovascular conditions.
Volunteer Assignments Vary
Volunteers also serve in non-patient roles, including Lobby Greeters who welcome visitors to the hospital. The

Wayfinders escort patients to their destinations and provide information about navigating the health system.
Piano, cello and violin players volunteer their talents in the lobby to create a soothing atmosphere as people arrive. Gift Shop assistants help shoppers choose a card, floral arrangement, toy, or other cheery gift for patients.
The No One Dies Alone Program pairs volunteers with patients at the end of life to offer emotional support when loved ones can’t be present. The WOOF Program brings certified therapy dogs to offer tail-wagging and healing to patients.
Other volunteers serve in the imaging and cancer centers, or make handmade
quilts, knitted and crocheted baby bonnets, and other gifts.
Ziman’s advice for anyone considering a volunteer role is simple: “To borrow a phrase from an athletic company, ‘Just do it.’ ”
Adult and college students interested in volunteering are invited to apply. High school students will be put on a waiting list for an opportunity. The application process includes a background check, medical screening, and attendance at an orientation meeting. Training is provided. Hoppy times with local writers

On Saturday, April 25, Hayward’s Lit Hop will bounce back for another year! I’ve been attending the Lit Hop for the last several years, and I’m only embarrassed I didn’t make it out the first year or two the event was running. Since I write about so many long-running community events for Tri-City Voice, it feels special to me that I can remember when the Lit Hop got started. Back in 2022, a group decided to do an East Bay version of San Francisco’s “Lit Crawl,” and the “Hop” has been growing ever since.
The event not only brings together local writers and readers, people also get the chance to visit small businesses around downtown Hayward. After the kickoff at the Downtown Hayward Library Heritage Plaza, attendees break off to follow readings that spark their interest. Past venues have included Dirty Bird Lounge, the Oddfellows Lodge and Books on B. Buying snacks is inevitable.

Renaming Cesar Chavez Middle School
It is great that Gov. Newsom signed a bill to rename Cesar Chavez Day as Farmworkers Day. The labor icon’s explosive sexual abuse allegations are very damaging. There are so many institutions named after Cesar Chavez, and we need to rename them one by one.
Cesar Chavez Middle School is part of the New Haven School District in Union City that still has not changed its name. Naturally, the youngsters studying here plus others in the city look
up to him as a hero, as someone worth following.
Dolores Huerta is an American labor leader and feminist activist. She co-founded the National Farm Workers Association (NFWA) with fellow activists Cesar Chavez and Gilbert Padilla. Her accomplishments are many. She made history with Chavez in the labor movement.
A key figure in the Chicano movement, she coined the slogan “Sí, se puede” and led major campaigns, includ-
ing grape boycotts, to secure better wages, benefits and working conditions for agricultural workers.

Missing the mall
I was a frequent patron of the mall until one by one the stores left. The most recent big store to leave was Macy’s. It’s so sad now to even walk in there after spending so many happy times there. Seeing Santa Clause when the kids were little was so much fun and we have some great memories. I hope Newark can encourage the mall to once again become a gathering place for social interaction!

However you say it, Worcestershire sauce is a hit around the globe

Many popular beverages, foods and condiments started as mistakes. Guinness stout was created by an Irish brewer who accidentally burnt unmalted barley. Today, 1.8 billion pints are sold annually across 120 counties. Cheese Puffs were invented when corn products were fed through an animal feed grinder and employees used water to unclog the machine. The moisture and the heat from the machinery created corn puffs. An astute employee recognized the potential and added cheese and spices to create the popular orange snack.
Worcestershire sauce is another culinary mistake that is popular globally and has significant international variations.
Worcestershire sauce is a flavorful fermented sauce used as a condiment on steaks, hamburgers, sandwiches, quiches, frittatas, chili, potato dishes and other casseroles. It is also used to flavor stews, soups, baked beans, gravies, Caesar salad dressing, pasta sauces, BBQ sauces and is included in many bloody mary recipes.
It is used as a condiment in Mexico, Central America, Venezuela and Brazil in conjunction with hot sauce on tacos, burritos, beef, pork or chicken sandwiches, shrimp or fish ceviches. It is drizzled over egg rolls, potstickers, savory pancakes, ramen soups, stir-fried noodle and rice dishes and used as a dipping sauce for dim sum in many Asian countries. Kasundi is a popular Bengali mustard dipping sauce made from fermented mustard seeds. Recipes vary but commonly include ginger, turmeric, coriander, cumin and other spices, chili peppers, white vinegar and mango. It has a bold tangy flavor and aro-
matic fragrance. And it is the predecessor to and inspiration for what would become Worcestershire sauce, created in Worchester, England.
A local nobleman in 1835 commissioned two local chemists, John Lea and William Perrins, in Worcester to reproduce a recipe for Kasundi. Lea and Perrins followed the instructions and delivered the order, but it tasted terrible. They placed their failed concoction in a cellar. Almost two years later, they stumbled on the sealed container. This was enough time for the mixture to ferment into a bold blend of tanginess and sweetness. They began selling their Worcestershire sauce commercially in medicine shaped bottles in 1837.
Worcestershire sauce was an immediate success and inspired many others to manufacture competing brands.
An English court ruled in 1876 that the name Worcestershire sauce could not be owned by Lea and Perrins. However, they were allowed to trademark “The ORIGINAL and GENUINE” on their bottles. Today, Lea and Perrins Worcestershire sauce is one of the most popular global bands. However, many countries around the world have domestic brands with unique adaptations of the original English sauce.
Below are some of the characteristics of Worcestershire sauces in different countries:
English Worcestershire sauces typically contain anchovies. They use malt vinegar which provides a deep, rich and mild flavor. This version is common in Canada, Australia and New Zealand, although some Canadian brands are perceived to be less spicy.
American Worcestershire sauces contain anchovies but use white vinegar, which is sharp and pungent. They
contain roughly three times more sugar and are significantly higher in sodium.
South African Worcestershire sauces tend to use spirit vinegar which is pungent and sharp. They tend to be slightly thicker and more aromatic, featuring stronger notes of cloves, ginger and molasses.
German Worcestershire sauces are sweeter, less salty and contain less anchovy. They may use a combination of malt and spirit vinegars. They may also incorporate mango chutney, tomato paste, mushroom extract and soy sauce.
Portuguese and Brazilian Worcestershire sauces tend to have few ingredients although some brands incorporate caramel into the recipe for sweetness. They typically have a much shorter fermentation process, which gives them a lighter and less complex flavor profile.
Mexican/Central/South American Worcestershire sauces are usually less umami tasting and a bit sweeter. One of the main differences is in the usage. Many restaurants in these countries have Worcestershire sauce, or Salsa
Inglesia, on tables as a primary condiment. El Salvador has the highest Worcestershire sauce consumption per capita in the world.
Japanese Worcestershire sauces typically use sardines instead of anchovies, which gives them a slightly fishier taste. They have a lighter, sweeter taste overall because recipes tend to use rice or apple cider vinegar and vegetable/fruit bases made from tomatoes, onions, carrots, prunes and apples.
Chinese Worcestershire sauces tend to omit fish and rely on soy for fermentation. Spices may include licorice, star anise, cinnamon and hot peppers. Soy sauce and a sticky rice-based vinegar give them their tang.
Many people, understandably, find it hard to pronounce Worcestershire correctly. However, given the wide range of different styles, you might find it harder to choose which kind to enjoy.

San Leandro takes a look at next year’s budget
● Programs receive cuts as city reallocates funding

The City of San Leandro had a budget work session on April 13 to review cuts for the upcoming year and to look at the next two years.
The council is looking to approve the 2027 fiscal year budget next month. Cost savings include changing library hours, eliminating vacant positions, reducing city branding funds, reducing police hiring services and reducing operating expenses for multiple departments.
There was a call to cut council member compensation but it was overruled by several council members, citing that the city leaders don’t get paid that much. The council members receive $1,900 a month, while the mayor receives $3,800.
Councilmember Xouhoa Bowen said axing their pay loses the symbolic purpose of being on the council.
“It does require you to commit in ways where if you took the time that

you committed to this role, you could do other things for significantly more than we are making,” she said. “And certainly nobody’s doing this for the money. It’s mostly for the glamour, I think.”
Proposed cuts for the next two years include the downtown ambassador program and the alternative response unit program in the fire department. The council said they plan to prioritize those programs in the future if their financial situation improves.
Councilmember Sbeydeh Viveros-Walton said she is concerned about the future expense of a firetruck, which currently requires the city to pay $1.5 million upfront. City manager Janelle Cameron said they will look into what their options are. She did say it’s critical now to pay the amount needed to attain the truck.
There was also discussion about an annual comedy festival, which will happen this year. The concern was what the funding sources would be for the next several years. The council decided to worry about the festival when they got to that point.
Council direction included reallocating $50,000 from economic studies. The studies would evaluate place making opportunities for community events. The money is going to the business incentive program for small businesses to receive support for upgrades.
More future cuts include reducing financial support for community events that involve music and programming, farmers markets, small business week, restaurant week and new business recruitment.

The accusations started surfacing on April 10, when the San Francisco Chronicle reported that a former staffer said she was allegedly sexually assaulted twice by Swalwell. The second time happened in 2024, where she said he allegedly raped her.
The former congressman responded to the allegations on a social media post. “These allegations of sexual assault are flat, false. They are absolutely false. They did not happen. They have never happened. And I will fight them with everything that I have,” he said in a video. Swalwell went on to vaguely suggest he has had extramarital affairs in the past, and called them “mistakes in judgement.”
Mulitple news outlets report a second rape accusation came from a woman named Lonna Drewes, who said she was allegedly raped by Swalwell at his West Hollywood hotel room. Drewes said she only had one drink and believes Swalwell drugged her.
CNN reported more women had accusations against Swalwell. Accusations included sexual misconduct, where Swalwell allegedly sent nude images of himself to a woman who wanted to professionally connect with him on Snapchat, a social media app where messages get deleted after they are read.
On April 13, Democratic candidate for California governor Matt Ortega, running for the next 14th congressional term, released a statement about the allegations.
“The bravery of those who came forward to tell their story must not be forgotten,” he said. “It takes courage to speak out against someone powerful, especially when that truth is deeply personal. We live in a time where the courage to speak truth to power is rare, and the powerful skate by with impunity.”
Ortega continued, “I am also thinking of those in my life who have endured the same pain but exhibited the same courage. They are among the strongest people I know.”
The vacant Congressional seat can only be filled through an election. California Governor Gavin Newsom announced there will be a special election on Aug. 18. This means voters residing in the 14th Congressional District will have four opportunities to vote for their representative.
The primaries for the seat-filler and a new congressional term for the district is on June 2 and June 16. The candidate who wins the election in November will be serving a brand new term.
Swalwell has had a long political career. He was elected into Congress in 2013 and served for 13 years. Swalwell used social media to gain a presence in the political world. He helped form the Problem Solvers Caucus, a group of Congress members that had an equal number of Democrats and Republicans who tried to solve issues together.
He was one of the Bay Area politicians who built a relationship with Christina Fang, a suspected Chinese spy. Swalwell also ran for president of the United States in 2019 and participated in an early presidential debate.

Sunol rides the rails for relay
● Niles Canyon Railway hosts train rides for cancer research

On April 26, Niles Canyon Railway will hold its 15th annual Ride The Rails For Relay For Life event for Relay For Life, a signature event of the American Cancer Society.
Open to everyone, this special oneday event is put on by Niles Canyon Railway and Teams from Relays throughout eight different cities. Money is raised for cancer research and advocacy, patient travel to and from treatment, Hope Lodge, bras, wigs and more.
Niles Canyon will take passengers around Sunol through Niles Canyon in both indoor and open-air cars. Trains will depart from Sunol at 10:30am, 12:30pm and 2:30pm. Rides last about one hour and 20 minutes. During the ride, volunteers roleplaying friendly “train robbers” will approach the cars, during which time participants can offer their donations.
The Niles Canyon Railway Museum will also be open during the event, along with Sunol Gift Shop and booths featuring local organizations such as the Niles Canyon Artisans, who will display handmade jewelry, paintings and other goods for sale. In addition to food and beverages, a free wine tasting will be available for anyone 21 and older. You can bring your own picnic on the train or eat at the local park.
Cathy Norvell and Lynda Andriotti have been the primary organizers of Ride The Rails For Relay for the past 15 years as well as an active partaker alongside their own teams, the Cure Crusaders. Last year the event had a wonderful turnout, raising over $13,000.

and have lots of things to do. Like many Fremont families, I have memories of walking around the lake, coming here for community events and simply enjoying the simple pleasures of coming here that make Fremont feel like home.”
At the groundbreaking, city manager Karena Shackelford gave an overview of the project’s history. A “modern, multiuse center” to replace the current aging central park facilities (the Teen Center) was part of the city’s Parks and Recreation Master Plan back in 2022. After getting input from 2,600 community members, the city approved the community center in 2024.
The 21,000-square-foot building represents a $51 million investment, with $42 million coming from the city ($28.5 million from the general fund, $11 million from parks capital funds and $2.5 million from Ellis Power) and $9 million from the state.

The center also reflects a commitment to sustainability, as an all-electric, solar-powered “net zero” energy building. Later this year, city staff will propose that a trail near the center be named for former Mayor Gus Morrison.
The community center was seen as the worthy successor to Fremont’s Downtown Event Center, which opened in 2021 and hosts the weekly summer Street Eats food truck events and other festivals. Hopefully, the community center will be as lively and also take advantage of its location in the park and walking distance from residential areas.

cials attended the groundbreaking: Senator Aisha Wahab, County Supervisor Elisa Márquez, BART president Melissa Hernandez, as well as Assemblymember Alex Lee, who helped secure the $9 million in state funding.
Lee reflected on the balance of technology and nature, change and tradition, saying, “Even though we are hurtling toward a new digital age, the old-school connecting with folks in the park, connecting by Lake Elizabeth, has never changed. In fact, the need for human connection, the need for community spaces, is greater than ever.”

The Mission Valley Athletic League (MVAL) track and field runners, jumpers and throwers gathered at James Logan High School in Union City on Saturday, April 18. The meet started with the 1600 meter—or mile—run. In the girl’s varsity, Leah Eberly of Moreau Catholic High School claimed the event’s first place spot with a 6:10.72 minute finish. The boys 1600 winner was Mohammad Iqbal of Mission San Jose with a time of 4:46.28, over 10 seconds faster than the rest of the pack.

Union City holds first community tree planting
● Volunteers brave rain and mud to beautify Sugar Mill Park

Urban Forest Friends (UFF), FUN Rotary and Union City Parks partnered to host Union City’s first community tree planting event at Sugar Mill Park on April 11. More than 83 volunteers came out to plant 25 Oklahoma Redbud and Chinese Pistache trees, which will add vibrant seasonal color and future shade along the park trail.
Mayor Gary Singh and Union City Parks and Grounds supervisor Jesus Banuelos and his team played key roles in making the event possible. Mayor Singh welcomed participants, provided refreshments and reaffirmed the city’s commitment to expanding its tree canopy.
A late morning rain shower didn’t dampen the enthusiasm of volunteers, who represented the Union City Green Team, FUN Rotary, Niles Rotary, several local high schools (James Logan, Newark Memorial, American and Washington) and Shah Satnam Ji Welfare.
Urban Forest Friends volunteer coordinators Shamsa Rafay and Yoo-Yoo Yeh were thrilled to see such a diverse turnout, including many first time tree planters. As Rafay, who is also New Haven Unified School District board president, reflected, “Such events bring the best out of Union City. Everyone came knowing they might have to shovel in the rain and mud but did it for the sake of sustaining our environment.”
Residents are encouraged to visit Sugar Mill Park to see the newly planted trees, which will grow into a larger green canopy for the community to enjoy.
Urban Forest Friends will celebrate another milestone on April 25 with the planting of its 1,000th tree in the TriCity area at Mirabeau Park in Newark. UFF founder Lynn Miller will be visiting for this momentous occasion.

NOTICE IS HEREBY GIVEN that, at its regular meeting to be held at 7:00 p.m. on Tuesday, May 5, 2026, at the City Council Chambers of the City of Fremont located at 3300 Capitol Avenue, Building A, Fremont, California, the City Council of the City of Fremont (the “City”) will conduct a public hearing as required by Section 147(f) of the Internal Revenue Code of 1986 will be held with respect to a proposed plan of finance of the California Municipal Finance Authority (the “Authority”) to issue and reissue from time to time, one or more series of revenue bonds in an outstanding principal amount not to exceed $40,000,000 (the “Bonds”), to finance and refinance the acquisition, construction, development and equipping of a 116-unit qualified residential rental project located at 37027 Post Street (formerly 3900 Thornton) (the “Project”) in the City of Fremont, California (the “City”). The Project is to be owned and operated by Thornton Affordable Housing, L.P., a California limited partnership, or by another ownership entity to be created by its general partner, RCD GP II LLC, a California limited liability company, or by another affiliate of such general partner’s sole member, Resources for Community Development, a California nonprofit public benefit corporation (such limited partnership or other ownership entity, the “Borrower”).
The Bonds and the obligation to pay principal thereof and interest thereon and any redemption premium with respect thereto do not constitute indebtedness or an obligation of the City, the Authority, the State of California or any political subdivision thereof, within the meaning of any constitutional or statutory debt limitation, or a charge against the general credit or taxing powers of any of them. The Bonds shall be limited obligations of the Authority, payable solely from certain revenues duly pledged therefor and generally representing amounts paid by the Borrower.
