Romaine, the Chief Executive of Suffolk County, in accordance with a Proclamation of a State of Emergency issued on January 1, 2026, January 30, 2026, February 27, 2026, March 27, 2026 and April 24, 2026 for a storm occurring on or about August 19, 2024, and pursuant to Section 24 of the New York State Executive Law and my power thereunder to suspend any local laws, ordinances, or regulations, do hereby:
Order, that due to emergency conditions and the continuing threat to the public health, safety and welfare of Suffolk County residents and visitors posed by coastal storms that caused severe damage and dangerous conditions, for which the State of New York has offered financial assistance to bring the emergency under control, and in furtherance of §103 (4) of the N.Y. General Municipal Law, the following procurement and contracting-related laws, regulations and rules are suspended as I deem necessary to address the emergency conditions as follows:

Order, that the County Executive or his designees shall continue to have the authority to enter into any contract deemed necessary to address the threat posed by these storms; and further
Order, that all Suffolk County Departments, Agencies, and Divisions or other duly authorized law enforcement agencies take whatever steps are necessary to assist in performing such emergency measures as deemed necessary.
This order shall cease to be in effect five (5) days after promulgation or upon declaration by the County Executive that the state of emergency no longer exists, whichever occurs sooner. The County Executive nevertheless, may extend such orders for additional periods not to exceed five (5) days each during the pendency of the local state of emergency. Allowing the County to Quickly Respond to the Potential Arrival of Asylum Seekers
I, Edward P. Romaine, Suffolk County Executive, in accordance with a Proclamation of a Local State of Emergency issued on January 1, 2026, January 30, 2026, February 27, 2026, March 27, 2026 and April 24, 2026 do hereby find and order as follows:
Whereas, on August 2, 2021 the Federal Government issued an Order pursuant to 42 U.S.C. secs. 362 and 365 (the “Title 42 Order”) prohibiting migration into the United States by “covered noncitizens” traveling from Canada or Mexico; and
Whereas, the Title 42 Order expired on May 11, 2023 and upon its expiration, an anticipated surge of migration into the United States commenced resulting with the imminent arrival of individuals into New York State at an increased rate; and
Whereas, Suffolk County recognizes that the anticipated uncoordinated moving of people into the County of Suffolk will result in a severe housing crisis as a result of the limited number of temporary and permanent housing available in the County.
Now, therefore, I, Edward P. Romaine, Suffolk County Executive by the power vested in me by the Suffolk County Charter and the Laws of the State of New York and pursuant to Section 24 of Article 2-B of the New York State Executive Law, do hereby temporarily suspend or modify any statute, local law, resolution, order, rule or regulation or parts thereof, if compliance with such statute, local law, resolution, order, rule or regulation would prevent, hinder or delay action necessary to assist, aid or cope with the aforementioned State of Emergency, and I hereby order the following:
A. The formation of an intergovernmental team (the “intergovernmental team”) that includes the Chief Deputy County Executive, which shall coordinate to assist in meeting the needs of the County as a result of any potential housing crisis in the County.
B. All County Departments are required to work with the County Executive’s office to effectuate any emergency measures that need to be addressed as a result of this Order.
C. No hotel, motel, owner of a multiple dwelling, or shelter in Suffolk County is permitted to contract or otherwise engage in business with any other municipality (an “external municipality”) for the purpose of providing housing or accommodations for asylum seekers without the permission or coordination of Suffolk County. This prohibition extends to any person or entity participating in an external municipality’s government program, or a contract or service funded by an external municipality or acting on behalf of any external municipality or the State of New York.
D. In order to effectuate Suffolk County’s role in this emergency, all procurement policies for the purchase of equipment, supplies or contracts, relating to this emergency, are suspended, specifically: Suffolk County Code Chapters 1065 and 189; Article IV sections A 4-13 and 14; Article V section A5-1;
Charter section C5-2 (C) and (L); and Section A5-8, Chap. 575, Chap. 803, Chap. 353 and Local Law 41-2013 to the extent that they require execution of documentation of compliance; and all related procurement laws, rules, and regulations required to comply with this Emergency Order.
E. Regardless of any other remedy or relief brought by the County for any violation, the County Executive is authorized to direct the County Attorney to commence actions or proceedings in the name of the County, in a court of competent jurisdiction, to abate any violation of, or to enforce any provision of this Emergency Order.
F. Remedies Not Exclusive.
a. No remedy or penalty specified in this Emergency Order shall be the exclusive remedy or remedy available to address any violation described in this Executive Order.
b. Each remedy or penalty specified in the Emergency Order shall be in addition to, and not in substitution for or limitation of, the other remedies or penalties specified in this Emergency Order or in any other applicable law.
c. Any remedy or penalty specified in this section may be pursued at any time, whether prior to, simultaneously with, or after the pursuit of any other remedy or penalty specified in the Emergency Order or in any other applicable law.
d. In particular, but not by way of limitation, each remedy and penalty specified in this section shall be in addition to, and not in substitution for or limitation of, the penalties specified in New York Executive Law Section 24, and any remedy or penalty specified in this section may be pursued at any time, whether prior to, simultaneously with, or after the pursuit of any penalty specified in New York Executive Law Section 24.

WHEREAS, on May 16, 2024, a duly advertised public hearing was held to consider the application of SAFStor Real Estate Co., LLC, under the application name “SAFStor @ Bellport – Change of Zone Application,” for a change of zone from A Residence 1 to L Industrial 1 for a proposed mini-storage warehouse, on property located on the south side of New York State Route 27 (Sunrise Highway South Service Road), east of Station Road, in Bellport, New York, further identified by Suffolk County Tax Map Number 0200-92900-0300-031001; and WHEREAS, after due consideration and deliberation; BE IT HEREBY RESOLVED by the Town Board of the Town of Brookhaven that the above application for a change of zone from A Residence 1 to L Industrial 1 for proposed mini-storage warehouse is hereby approved, subject to the following: Conditions 1. Submission of a complete land division application to separate the L Industrial 1 zoning district from the A Residence 1 zoning district. 2. Pursuant to Town Code Section 85-82, a land use intensification fee in the amount of $275,962.50 shall be submitted prior to the zoning being made effective. Joseph A. Deal, LPE, Bohler Engineering, last dated 12/18/2023, subject to the determination of the Planning Board at the time of site plan review. 7. The use of the L Industrial 1 lot (Parcel 2) shall be limited to mini-storage warehouse as the principal use, permitted accessory uses and special permitted accessory outdoor or overnight parking of registered vehicles. 8. The L Industrial 1 lot (Parcel 2) shall provide a minimum 75 foot natural and undisturbed buffer along the southerly property line, with substantial evergreen screening to be provided along the southerly edge of the proposed limit of development, subject to the determination of the Planning Board at the time of site plan review. 9. The L Industrial 1 lot (Parcel 2) shall provide a minimum 100 foot building setback and a minimum 100 foot landscaped and natural buffer along the Sunrise Highway South Service Road frontage with the exception of signage, site access and utilities subject to review and approval of a landscape plan by the Town Board acting as Planning Board at the time of site plan review. 10. For the L Industrial 1 lot (Parcel 2), the Floor Area Ratio (FAR) shall be limited to 36.4% and the building height shall be limited to two (2) stories, no basement. 11. Any proposed detached signage shall be limited to monument style only, not to exceed height of 9 feet. RESOLVED, that the Town Board, as Lead Agency, has determined that pursuant to 6 New York Codes, Rules and Regulations Part 617.3 and 617.6, the proposed action is deemed to be a Type 1 Action for which a Negative Declaration has been issued.

DATE: The annual budget and election of the Kings Park Central School District will be held Tuesday, May 19, 2026, between the hours of 6:00 a.m. and 9:00 p.m., in the Back Gymnasium of the Kings Park High School, located at 200 Route 25A, Kings Park, New York.
BUDGET HEARING/INSPECTION: A public hearing on the proposed budget of the school district will be held on Tuesday, May 12, 2026, at the Kings Park High School, 200 Route 25A, Kings Park, in said District at 7:30 p.m.
A statement of estimated expenses for the ensuing year will be completed and copies made available, together with the text of any proposition(s) which will be presented to the voters at each of the district’s schools during business hours on the fourteen (14) days immediately preceding the vote.

REAL PROPERTY TAX EXEMPTION REPORT
PLEASE TAKE FURTHER NOTICE that a Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any tentative/preliminary budget as well as the final adopted budget of which it will form a part, and shall be posted on District bulletin board(s) maintained for public notices, as well as on the district’s website.
NOMINATING PETITIONS: Candidates for the position of member of the Board of Education will be nominated by petition. qualified voters of the district and must state the name and residence of the candidate.
VOTER REGISTRATION: Registration of voters for school district meetings and elections is conducted on a continuing basis, to wit: on any Monday through Friday during regular business hours at the Office of the District Clerk, and between the hours of 7:00 p.m. and 7:30 p.m. prior to each regular or special meeting of the Board of Education scheduled to take place at 7:30 p.m., at least five (5) days preceding any school district meeting or election, by the District Clerk, or the Assistant District Clerk, or Board of Registry. The register prepared for the Annual Election and Budget Vote of May 20, 2025 shall be used as a basis for the register to be prepared for this Annual Meeting and Election. In addition, all persons who shall have been previously registered for any Annual or Special Meeting or Election held or conducted at any time within four (4) years prior to the preparation of the register shall be included in such register. Upon completion of such registration, registration books will be filed in the Office of the District Clerk located in the San Remo Administration Building and will be available for inspection by any qualified voter of the school district during regular business hours on the five (5) days prior to the day of voting, except on Saturday when they will be available by appointment only. Any person, otherwise qualified to vote, who is registered under the provisions of Article V of the Election Law for general election purposes, will be entitled to vote without further registration.
ABSENTEE BALLOTS: Applications for absentee ballots may be made at the District Clerk’s office. The District Clerk must receive such application at least seven (7) days before the vote, if the ballot is to be mailed to the voter, or by the day before the vote, if the ballot is to be delivered personally to the voter. Applications may not be submitted more than 30 days before the election (not before April 20, 2025). A list of all persons to whom absentee ballots shall have been issued will be available during regular business hours in the District Clerk’s office and will be available at the polling place on the day of the election. In order to be canvassed, an Absentee Ballot must be received in the District Clerk’s office no later than 5:00 p.m. on the day of the vote.
MILITARY VOTERS: Military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters who are qualified voters of the school district may submit an application for a military ballot. Military voters may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile

POLL WATCHING: The following regulations will be in effect regarding poll watching:
Poll watchers shall be required to identify themselves to the District Clerk no less than seventy-two (72) hours prior to the election at which time they will be provided with an identification tag indicating “Poll Watcher”. Such previously identified poll watchers shall sign in with the District Clerk or her designee upon arrival at the polling place. One (1) poll watcher will be permitted per candidate at any given time.
Poll watchers will not be permitted near the voting machines at any time during voting hours.
An area, with a full view of the polls, will be designated for poll watchers.
Following the recording of the vote by the District Clerk, poll watchers will be permitted time to view the voting machines prior to the machines being closed and locked. Poll watchers are not permitted near the machines while the District Clerk, Election Inspectors, Business Official and/or District’s Attorney are taking the tally.
Any questions regarding poll watchers are to be directed to the District Clerk. All actions of poll watchers shall be unobtrusive and may in no manner interfere with the orderly conduct of the voting.

AUDIENCIA/INSPECCIÓN PRESUPUESTARIA: Se celebrará una audiencia pública sobre el presupuesto propuesto del distrito escolar el Martes, 12 de mayo de 2026, en el Kings Park High School, 200 Route 25A, Kings Park, en dicho distrito a las 19:30 horas.

INFORME DE EXENCIÓN DEL IMPUESTO SOBRE BIENES INMUEBLES
POR FAVOR, TOME MÁS NOTA de que existe una exención del impuesto sobre bienes inmuebles. Informe preparado de acuerdo con la Sección 495 de la Ley del Impuesto sobre la Propiedad Inmobiliaria se anexará a cualquier presupuesto provisional o preliminar, así como al final adoptado presupuesto del que formará parte y se publicará en el boletín del distrito. Una o varias juntas se mantienen para los avisos públicos, así como en la página web del distrito. PETICIONES DE NOMINACIÓN: Los candidatos para el puesto de miembro de la Junta de Educación serán nominados mediante petición. Cada petición debe presentarse ante el Secretario del Distrito, antes del lunes 20 de abril de 2026 entre las 8:00 a.m. y las 4:00 p.m., o el lunes 20 de abril de 2026 entre las 9:00 a.m., y la petición debe estar firmada por al menos veinticinco (25) votantes cualificados del distrito y debe indicar el nombre y la residencia del candidato.
REGISTRO DE VOTANTES: El registro de votantes para las reuniones y elecciones del distrito escolar se realiza de forma continua, es decir: de lunes a viernes durante el horario laboral habitual en la Oficina del Secretario del Distrito, y entre las 19:00 y las 19:30 horas antes de cada reunión ordinaria o extraordinaria de la Junta de Educación programada para las 19:30 h, al menos cinco (5) días antes de cualquier reunión o elección del distrito escolar, por parte del Secretario del Distrito, del Secretario Adjunto del Distrito o de la Junta de Registro. El registro preparado para la Elección Anual y la Votación Presupuestaria del 20 de mayo de 2025 se utilizará como base para que el registro se prepare para esta Reunión Anual y Elección. Suspending local procurement and contracting laws, rules and regulations
I, Edward P. Romaine, the Chief Executive of Suffolk County, in accordance with a Proclamation of a State of Emergency issued on January 1, 2026, January 30, 2026, February 27, 2026, March 27, 2026 and April 24, 2026 as a result of damage to the Smith Point Bridge in Shirley, occurring on November 19, 2025, and pursuant to Section 24 of the New York State Executive Law and my power thereunder to suspend any local laws, ordinances, or regulations, do hereby:
Order, that due to emergency conditions and the continuing threat to the public health, safety and welfare of Suffolk County residents and visitors posed by environmental damage and age of the Smith Point Bridge, resulting in a weight restriction limiting the passage of emergency vehicles over the bridge, and in furtherance of §103 (4) of the N.Y. General Municipal Law, the following procurement and contracting-related laws, regulations and rules are suspended as I deem necessary to address the emergency conditions as follows:

Order, that all Suffolk County Departments, Agencies, and Divisions or other duly authorized law enforcement agencies take whatever steps are necessary to assist in performing such emergency measures as deemed necessary.
This order shall cease to be in effect five (5) days after promulgation or upon declaration by the County Executive that the state of emergency no longer exists, whichever occurs sooner. The County Executive nevertheless, may extend such orders for additional periods not to exceed five (5) days each during the pendency of the local state of emergency. Failure to obey this order is a criminal offense, punishable by law under New York State Executive Law § 24 (5).

PROCLAMATION OF A LOCAL STATE OF EMERGENCY UNDER SECTION 24 OF ARTICLE 2-B OF THE EXECUTIVE LAW
A State of Emergency is hereby proclaimed in Suffolk County, New York for a period of time beginning at 12:01 a.m. on April 24, 2026 and continuing in effect for a period not to exceed thirty (30) days as required by Section 24 of the New York State Executive Law.
This State of Emergency has been declared as a result of the expiration on May 11, 2023 of 42 U.S.C. secs. 362 and 365 (the “Title 42 Order”), which prohibited the migration into the United States by “covered noncitizens” traveling from Canada or Mexico, resulting in a surge of migration into the United States and into New York State. As a consequence of such, some states have dispersed and delivered asylum seekers to various states throughout the country and, subsequently some municipalities have dispersed and delivered asylum seekers to various counties within New York State. Accordingly, the anticipated uncoordinated moving of people into the County of Suffolk will result in a severe housing crisis as a result of the limited number of temporary and permanent housing available in the County.
As the Executive of Suffolk County, I, Edward P. Romaine exercise the authority given me under Section 24 of the New York State Executive Law, to preserve the public safety and hereby render all required and available assistance vital to the well-being and health of Suffolk County.
I hereby direct all departments and agencies of Suffolk County to take whatever steps necessary to provide emergency assistance as deemed appropriate.

The work consists of the following: Pavement Milling and Resurfacing; Full Depth Pavement Repair; Repair and/or Replacement of Existing Drainage Structures; New Drainage Structures, Curb and Sidewalk and Improvements to Pedestrian Facilities, including Curb Ramp Replacement to Meet PROWAG and MUTCD Requirements, Driveway Apron Replacement; Installation of New Pavement Markings and Signs; and Traffic Signal Upgrades and Rebuilds.
