Local Emergency Order:
Suspending local procurement and contracting laws, rules and regulations
I, Edward P. Romaine, the Chief Executive of Suffolk County, in accordance with a Proclamation of a State of Emergency issued on February 20, 2026 due to a severe snow storm and pursuant to Section 24 of the New York State Executive Law and my power thereunder to suspend any local laws, ordinances, or regulations, do hereby:
Order, that due to emergency conditions and the continuing threat to the public health, safety and welfare of Suffolk County residents and visitors as a result of a storm which is expected to bring heavy snow, strong winds, dangerous driving conditions, the potential for downed trees and power lines, property damage, unsafe conditions and a potential travel ban, and in furtherance of §103 (4) of the N.Y. General Municipal Law, the following procurement and contracting-related laws, regulations and rules are suspended as I deem necessary to address the emergency conditions as follows:

• Article IV sections A 4-13 and 14
Article V sections A5-1
Charter section C5-2 (C) and (L)
• Section A5-8, Chap. 575, Chap. 803, Chap. 353 and Local Law 41-2013 to the extent that they require execution of documentation of compliance all related procurement laws, rules, and regulations required to comply with this Order; and further
Order, that the County Executive or his designees shall continue to have the authority to enter into any contract deemed necessary to address the threat posed by these storms; and further
Order, that all Suffolk County Departments, Agencies, and Divisions or other duly authorized law enforcement agencies take whatever steps are necessary to assist in performing such emergency measures as deemed necessary.
This order shall cease to be in effect five (5) days after promulgation or upon declaration by the County Executive that the state of emergency no longer exists, whichever occurs sooner. The County Executive nevertheless, may extend such orders for additional periods not to exceed five (5) days each during the pendency of the local state of emergency. Failure to obey this order is a criminal offense, punishable by law under New York State Executive Law § 24 (5).

Notice of Public Meeting to Discuss Brookhaven Town Landfill Corrective Measures Assessment
Brookhaven Landfill, originally constructed and operated by New York State Environment Facilities Corporation in 1971, and acquired by the Town in 1976 predated modern landfill regulations and requirements.
As the original construction of the landfill Cell 1 in 1971 by the New York State agency and later Cells 2 and 3 constructed by the Town predate modern landfill requirements; groundwater impacts (historic plume) from these cells have been extensively studied, prompting the Town, County and State to assess and implement public water supply to all residents in the area to limit risk of exposure to elevated groundwater contaminants.
Emerging contaminants such as perfluorooctanoic acid (PFOA), perfluorooactanesulfonic acid (PFOS), and 1,4dioxane have been identified within the historic plume.
The Town will be hosting a public meeting on March 27, 2026 to review the findings of a plume investigation and characterization report as well as to review corrective measure assessments the Town has investigated. This meeting will be held at the Town of Brookhaven Auditorium at One Independence Hill, Farmingville, New York 11738. Attendees may view informational tabling exhibits beginning at 4:00 PM, with the Presentation and listening session beginning at 5:00 PM. Please note that upon the advice of Counsel, the Town recently filed a legal action in the New York Supreme Court, Suffolk County (“Town of Brookhaven v. AMANDA LEFTON, as Commissioner of New York State Department of Environmental Conservation, eta al.”, Suffolk County Clerk’s Index No. 627985/2025) to obtain a judicial interpretation and enforcement of a newly enacted NYS “Municipal Exemption” statute (effective mid-2025) which may directly affect these proceedings.

NOTICE IS HEREBY GIVEN that the Suffolk County Legislature has passed Introductory Resolution No. 12372026, “A Local Law Authorizing Real Property Tax Exemption for Surviving Spouses of Police Officers Killed in the Line of Duty,” enacting a Local Law amending Chapter 775 of the Suffolk County Code (“the Code”) to provide a real property tax exemption to surviving spouses of police officers killed in the line of duty in accordance with Section 471 of the New York State Real Property Law. The proposed law provides an exemption for real property tax assessed on the primary residence of a surviving spouse of a police officer killed in the line of duty in an amount of fifty percent of the assessed valuation thereof. The proposed law’s exemption applies to property held in trust solely for the benefit of any such surviving spouse where the surviving spouse is otherwise eligible for the exemption but does not hold direct title to the property. Under the proposed law, a surviving spouse must submit and file all forms and documents required by the New York Office of Real Property Tax Services and the Division of Criminal Justice Services with the Assessor of the town responsible for assessing the property for taxation on or before the appropriate taxable status date of Suffolk County to receive the exemption. Additionally, a surviving spouse who is a tenant-stockholder of a cooperative apartment corporation in which the surviving spouse resides will be eligible for property tax exemption in proportion to the surviving spouse’s ownership interest, and any tax exemption issued is to be credited by the cooperative apartment corporation against the portion of taxes otherwise payable by or chargeable to the surviving spouse. The proposed law states that a surviving spouse tenant-stockholder who resides in a dwelling that is subject to Articles 2, 4, 5, or 11 of the New York Private Housing Financing Law shall not be eligible for the exemption.

NOTICE IS HEREBY GIVEN that the Suffolk County Legislature has passed Introductory Resolution No. 10442026, “A Local Law to Clarify Certain Prohibitions Regarding the Use of Bicycles with Electric Assist Under Chapter 319,” enacting a Local Law exempting certain prohibitions on the use of bicycles with electric assist within the communities comprising Fire Island and creating additional prohibitions and requirements on the use of said bicycles within said geographic area. The Local Law permits the operation of bicycles with electric assist within the communities comprising Fire Island and requires said bicycles be operated with a working head- and taillight during the period of one half hour after sunset until one half hour before sunrise; requires all such bicycles to be operated solely by persons aged fifteen and older; prohibits such bicycles from being operated by more than one person at a time or carrying passengers; prohibits such bicycles from being operated on docks, pedestrian walks, and other public places where prohibited for reasons of public safety; requires said bicycles to be equipped with a working bell or horn; prohibits operators of said bicycles from using a cell phone or similar device during operation; and limits the speed of said bicycles to no more than eight (8) miles per hour. The Local Law also prohibits the operation of electric scooters on Fire Island at all times.

These applications from eligible candidates who are interested in obtaining a lease from Suffolk County for the controlled raising, breeding, growing, and containment of shellfish through on-bottom and/or off-bottom culture techniques for a term of 10 years.

Three (03) applications were submitted by existing successful shellfish farmers seeking to obtain a second 10-acre lease. One (01) application was submitted by an existing shellfish farmer seeking to relocate their existing lease to an alternative location.
Each applicant was permitted to propose up to three (3) lease sites in their respective applications, this notice includes a total of eighteen (18) proposed sites for leasing. Please note, some lese sites were applied for by more than one applicant. While all proposed sites are located within the adopted Shellfish Cultivation Zone, each applicant may only receive one of their proposed lease sites under 2026 Lease Application. Separate from the 2026 Lease Application Cycle, two (02) applications were submitted by an existing shellfish farmer seeking to assign (transfer) their leases to a new entity. The lease sites subject to assignment are currently under operation and no new lease sites are proposed as part of the assignment application.
Prior to deploying gear and/or conducting any type of shellfish aquaculture on a lease site, lease sites must be approved by the Aquaculture Lease Board and a Shellfish Aquaculture Lease Agreement must be executed by the County. Additionally, regulatory permits and/or approvals from the pertinent regulatory agencies for that lease site must also be obtained. I, Edward P. Romaine, the Chief Executive of Suffolk County, in accordance with a Proclamation of a State of Emergency issued on January 1, 2026, January 30, 2026 and February 27, 2026 for a storm occurring on or about August 19, 2024, and pursuant to Section 24 of the New York State Executive Law and my power thereunder to suspend any local laws, ordinances, or regulations, do hereby:
Order, that due to emergency conditions and the continuing threat to the public health, safety and welfare of Suffolk County residents and visitors posed by coastal storms that caused severe damage and dangerous conditions, for which the State of New York has offered financial assistance to bring the emergency under control, and in furtherance of §103 (4) of the N.Y. General Municipal Law, the following procurement and contracting-related laws, regulations and rules are suspended as I deem necessary to address the emergency conditions as follows:

Suspending local procurement and contracting laws, rules and regulations
I, Edward P. Romaine, the Chief Executive of Suffolk County, in accordance with a Proclamation of a State of Emergency issued on January 1, 2026, January 30, 2026 and February 27, 2026 for a storm occurring on or about August 19, 2024, and pursuant to Section 24 of the New York State Executive Law and my power thereunder to suspend any local laws, ordinances, or regulations, do hereby:
Order, that due to emergency conditions and the continuing threat to the public health, safety and welfare of Suffolk County residents and visitors posed by environmental damage and age of the Smith Point Bridge, resulting in a weight restriction limiting the passage of emergency vehicles over the bridge, and in furtherance of §103 (4) of the N.Y. General Municipal Law, the following procurement and contracting-related laws, regulations and rules are suspended as I deem necessary to address the emergency conditions as follows:

This order shall cease to be in effect five (5) days after promulgation or upon declaration by the County Executive that the state of emergency no longer exists, whichever occurs sooner. The County Executive nevertheless, may extend such orders for additional periods not to exceed five (5) days each during the pendency of the local state of emergency. Failure to obey this order is a criminal offense, punishable by law under New York State Executive Law § 24 (5).

Whereas, on August 2, 2021 the Federal Government issued an Order pursuant to 42 U.S.C. secs. 362 and 365 (the “Title 42 Order”) prohibiting migration into the United States by “covered noncitizens” traveling from Canada or Mexico; and
Whereas, the Title 42 Order expired on May 11, 2023 and upon its expiration, an anticipated surge of migration into the United States commenced resulting with the imminent arrival of individuals into New York State at an increased rate; and
Whereas, Suffolk County recognizes that the anticipated uncoordinated moving of people into the County of Suffolk will result in a severe housing crisis as a result of the limited number of temporary and permanent housing available in the County.

a. No remedy or penalty specified in this Emergency Order shall be the exclusive remedy or remedy available to address any violation described in this Executive Order.
b. Each remedy or penalty specified in the Emergency Order shall be in addition to, and not in substitution for or limitation of, the other remedies or penalties specified in this Emergency Order or in any other applicable law.
